Drilling operations at the Nevada Test Site

The Nevada Operations Office (NV) is responsible for supporting the nuclear test programs of the Los Alamos and Lawrence Livermore National Laboratories. This support includes the drilling of test holes for nuclear device testing a the Nevada Test Site (NTS). The purpose of this audit was to assess the effectiveness of the Department of Energy's management of test hole inventories at the NTS. Our audit disclosed that NV accumulated a large inventory of unused test holes and approved drilling additional holes for which neither laboratory (Los Alamos nor Livermore) had identified a need. The overdrilling of test holes occurred because NV did not comply with good inventory practices that would have had NV's approving official question the need for, and the timing of, the laboratories' drilling requests. Instead, NV gave perfunctory approval to the laboratories' work orders for drilling test holes, and emphasized keeping two drill rig crews busy and satisfying the laboratories' demands for dedicated drilling personnel. Although NV did not agree that overdrilling had occurred, it has cut back its drilling activities and estimated that this will save abut $7.6 million annually. NV agreed with the recommendations in the report and has taken corrective actions.

Computational simulations of plasma flow switches and imploding loads

The Procyon system in the Los Alamos Trailmaster foil implosion project is intended to produce soft x-ray radiation by delivering about 1 MJ of kinetic energy to an imploding plasma liner. The final switching stage of this system will be a Plasma Flow Switch (PFS) which delivers current to the cylindrical foil load. 1-D and 2-D simulations are now being conducted to examine: the initiation of the PFS plasma: the dynamics of the PFS and its switching efficiency; the load implosion and resulting radiation output. Considered here, for the PFS and imploding load, are the effects of electrode walls, perturbations, and radiation. Comparisons with experiments (using the 1.5 MJ Pegasus capacitor bank) are also described. 5 refs., 6 figs.

Uniformity of material in the SME and MFT

The DWPF will satisfy the product consistency specification in the Waste Acceptance Preliminary Specifications through control of the chemical composition of the glass product. This control will be achieved by ensuring that each batch of feed in the Slurry Mix Evaporator (SME) will produce glass which satisfies the specification. The purpose of this report is to determine what degree of uniformity can be expected of material in the SME and Metter Feed Tank (MFT). These vessels were designed based on a design development process which had proven successful for similar hard-to-mix feeds in the past. This process resulted in a design of the SME and MFT agitation systems which was intended to provide highly uniform melter feed material. Based on the results of extensive tests in protoypic equipment, the SME and MFT designs have met this design goal.

A non-intrusive beam power monitor for high power pulsed or continuous wave lasers

A system and method for monitoring the output of a laser is provided in which the output of a photodiode disposed in the cavity of the laser is used to provide a correlated indication of the laser power. The photodiode is disposed out of the laser beam to view the extraneous light generated in the laser cavity whose intensity has been found to be a direct correlation of the laser beam output power level. Further, the system provides means for monitoring the phase of the laser output beam relative to a modulated control signal through the photodiode monitor.

In order to move the Idaho National Engineering Laboratory (INEL) Light Duty Utility Arm (LDUA) trailer into position for testing on the Fuels and Materials Examination Facility (FMEF) 42 ft level mezzanine one of the trailer`s wheels will have to sit on a circular hatch cover fabricated from one-inch thick steel plate. The attached calculations verify that the hatch cover plate is strong enough to support the weight of the INEL LDUA trailer`s wheel.

Radioactive air emissions notice of construction fuel removal for 105-KW Basin

This document serves as a Notice of Construction (NOC), pursuant to the requirements of Washington Administrative Code (WAC) 246-247-060, and as a request for approval to construct, pursuant to 40 Code of Federal Regulations (CFR) 61.96, for the modifications, installation of new equipment, and fuel removal and sludge relocation activities at 105-KW Basin. The purpose of the activities described in this NOC is to enable the eventual retrieval and transport of the fuel for processing. The fuel retrieval and transport will require an integrated water treatment system for which performance specifications have been developed. These specifications are currently in the procurement process. Following procurement (and before installation of this system and the handling of fuel) design details will be provided to Washington State Department of Health (WDOH). The 105-K West Reactor (105-KW) and its associated spent nuclear fuel (SNF) storage basin were constructed in the early 1950s and are located on the Hanford Site in the 100-K Area about 1,400 feet from the Columbia River. The 105-KW Basin contains 964 Metric Tons of SNF stored under water in approximately 3,800 closed canisters. This SNF has been stored for varying periods of time ranging from 8 to 17 years. The Pennsylvania State University is conducting a superclean coal-water slurry (SCCWS) program for the United States Department of Energy (DOE) and the Commonwealth of Pennsylvania with the objective of determining the capability of effectively firing SCCWS in an industrial boiler designed for oil. Penn State has entered into a cooperative agreement with DOE to determine if SCCWS (a fuel containing coal with less than 3.0 wt.% ash and 0.9 wt.% sulfur) can effectively be burned in an oil-designed industrial boiler without adverse impact on boiler rating, maintainability, reliability, and availability. The project will provide information on the design of new systems specifically configured to fire these clean coal-based fuels.

Ion Desorption Stability in Superconducting High Energy Physics Proton Colliders

In this paper we extend our previous analysis of cold beam tube vacuum in a superconducting proton collider to include ion desorption in addition to thermal desorption and synchrotron radiation induced photodesorption. The new ion desorption terms introduce the possibility of vacuum instability. This is similar to the classical room temperature case but now modified by the inclusion of ion desorption coefficients for cryosorbed (physisorbed) molecules which can greatly exceed the coefficients for tightly bound molecules. The sojourn time concept for physisorbed H{sub 2} is generalized to include photodesorption and ion desorption as well as the usually considered thermal desorption. The ion desorption rate is density dependent and divergent so at the onset of instability the sojourn time goes to zero. Experimental data are used to evaluate the H{sub 2} sojourn time for the conditions of the Large Hadron Collider (LHC) and the situation is found to be stable. The sojourn time is dominated by photodesorption for surface density s(H{sub 2}) less than a monolayer and by thermal deposition for s(H{sub 2}) greater than a monolayer. For a few percent of a monolayer, characteristic of a beam screen, the photodesorption rate exceeds ion desorption rate by more than two orders …

This project attempts to demonstrate the effectiveness of exploiting thin-layered, low energy deposits at the distal end of a protruding turbidite complex through use of hydraulically fractured horizontal of high-angle wells. The combination of a horizontal or high-angle well and hydraulic fracturing will allow greater pay exposure than conventional vertical wells while maintaining vertical communication between thin interbedded layers and the well bore.

The unit to be installed at Lebanon Veteran's Affairs Medical Center will prove that circulating fluidized bed combustion can provide economically viable and efficient hospital waste destruction and steam generation. The State permitting process is proceeding. The air quality division of the Department of Environmental Resources has requested the use of anthracite coal only. Anthracite has a much lower sulfur content than bituminous coal. The use of the anthracite coal has been approved by the Department of Veteran's Affairs. The DER permit will specify the use of antrhacite coal. The State permitting approval is expected in the near future. Testing with the shredding system at the Donlee Pilot facility has been completed. The results predict the Lebanon VA facility will meet both NSPS regulations and the BAT guidelines proposed by the State of Pennsylvania. There have been no significant problems encountered to date.

This short report provides an overview and assessment of the Russian religion law. On September 26, 1997, Russian President Boris Yeltsin signed the religion bill into law, and implementing regulations were promulgated in early 1998. The Administration and Congress have raised concerns that the law may restrict religion and have urged Russia to uphold its international commitments to religious freedom.
