To build a bridge with customers, we balance the linear modeling process with the dynamics of the individuals we serve, who may feel unfamiliar, even confused, with that process. While it is recognized that human factors engineers improve the physical aspect of the workplace, they also work to integrate customers` cognitive styles, feelings, and concerns into the workplace tools. We take customers` feelings into consideration and integrate their expressed needs and concerns into the modeling sessions. After establishing an agreeable, professional relationship, we use a simple, portable CASE tool to reveal the effectiveness of NIAM. This tool, Modeler`s Assistant, is friendly enough to use directly with people who know nothing of NIAM, yet it captures all the information necessary to create complete models. The Modeler`s Assistant succeeds because it organizes the detailed information in an enhanced text format for customer validation. Customer cooperation results from our modeling sessions as they grow comfortable and become enthused about providing information.

The desire for improved control over electric discharge phenomena in a wide variety of scientific, technological, manufacturing, and waste processing activities spurs the development of non-equilibrium, non-uniform, and time dependent models. This paper addresses the situation of slightly ionized, spatially uniform gas with a time varying electric field, and in which inelastic collisions occur. The purpose here is to present a reasonably consistent, and reasonably accessible analytical result for the electron kinetics in a gas discharge regime of technological interest. This paper will be structured as follows. First, the analytical result for the time dependent electron distribution function is stated. Second, a summary of the solution procedure with its attendant assumptions is given. Lastly, examples of the solution are given for an idealized nitrogen-like gas where the electric field ramps between static conditions, and then for sinusoidal behavior.

This paper is an introduction to the PulseSoar concept. PulseSoar is a hypervelocity airplane that uses existing airport facilities and current technologies to fly at the very edge of space. It will be shown that PulseSoar can fly between any two points on the globe in less than two hours with fuel efficiency exceeding current state of the art commercial airliners. In addition, it will be shown that PulseSoar avoids environmental issues concerning the ozone layer and sonic booms because of its unique flight profile. All of this can be achieved with current technology. PulseSoar does not require the development of enabling technology. It is a concept which can be demonstrated today. The importance of this idea goes beyond the technical significance`s of PulseSoar in terms of feasibility and performance. PulseSoar could provide a crucial economic advantage to America`s largest export market: commercial aircraft. This report presents results of an assessment of the available information concerning US Environmental Protection Agency (EPA) quality assurance/quality control (QA/QC) requirements and guidance applicable to sampling, handling, and analyzing physical parameter samples at Comprehensive Environmental Restoration, Compensation, and Liability Act (CERCLA) investigation sites. Geotechnical testing laboratories measure the following physical properties of soil and sediment samples collected during CERCLA remedial investigations (RI) at the Hanford Site: moisture content, grain size by sieve, grain size by hydrometer, specific gravity, bulk density/porosity, saturated hydraulic conductivity, moisture retention, unsaturated hydraulic conductivity, and permeability of rocks by flowing air. Geotechnical testing laboratories also measure the following chemical parameters of soil and sediment samples collected during Hanford Site CERCLA RI: calcium carbonate and saturated column leach testing. Physical parameter data are used for (1) characterization of vadose and saturated zone geology and hydrogeology, (2) selection of monitoring well screen sizes, (3) to support modeling and analysis of the vadose and saturated zones, and (4) for engineering design. The objectives of this report are to determine the QA/QC levels accepted in the EPA Region 10 for the sampling, handling, and analysis of soil samples for physical parameters during CERCLA RI.

The local-density approximation provides a proper setting for the decomposition of total energy into many-body (many-atom) contributions. Multiple scattering theory in turn provides a convenient framework for carrying out this process. We illustrate this concept with calculations on a linear chain of atoms in bulk copper.

The vulnerability analysis methodology developed for fixed nuclear material sites has proven to be extremely effective in assessing associated transportation issues. The basic methods and techniques used are directly applicable to conducting a transportation vulnerability analysis. The purpose of this paper is to illustrate that the same physical protection elements (detection, delay, and response) are present, although the response force plays a dominant role in preventing the theft or sabotage of material. Transportation systems are continuously exposed to the general public whereas the fixed site location by its very nature restricts general public access.

To date, the Department of Energy's (DOE) Material Protection, Control, and Accountancy (MPC and A) program has assisted in the implementation of operational site-wide MPC and A systems at several nuclear facilities in Russia. Eleven sites from the civilian sector have completed the site-wide installations and two have completed sub-site installations. By the end of 1999, several additional sites will have completed site-wide and sub-site system installations through DOE assistance. the effort at the completed sites has focused primarily on the design, integration, and installation of upgraded MPC and A systems. In most cases, little work has been performed to ensure that the installed systems will be sustained. Because of concerns that the installed systems would not be operated in the future, DOE established a sustainability pilot program involving the 11 sites. The purpose of DOE's MPC and A Sustainability Program is to ensure that MPC and A upgrades installed at sites in Russia are effective and will continue to operate over the long term. The authors have synthesized and characterized two novel Sr compounds: [Sr({mu}-ONc){sub 2}(HONc){sub 4}]{sub 2} (1, ONc = O{sub 2}CCH{sub 2}CMe{sub 3}), and Sr{sub 5}({mu}{sub 4}-O)({mu}{sub 3}-ONep){sub 4}({mu}-ONep){sub 4}(HONep)(solv){sub 4} [ONep = OCH{sub 2}CMe{sub 3}, solv = tetrahydrofuran (THF), 2a; 1-methyl-imidazole (MeIm), (2b)], that demonstrate increased solubility in comparison to the commercially available Sr precursors. The two metal centers of 1 share 4 unidentate bridging {mu}-ONc ligands and complete their octahedral geometry through the coordination of 4 monodentate terminal HONc ligands. The structure arrangement of the central core of 2a and b are identical, wherein 4 octahedral Sr atoms are arranged in a square geometry around a {mu}{sub 4}-O ligand. An additional 7-coordinated Sr atom sits directly atop the {mu}{sub 4}-O to form a square base pyramidal arrangement of the Sr atoms but the apical Sr-O distance is too long to be considered a bond. In solution, compound 1 is disrupted forming a monomer but 2a and b retain their structures.
