A Cooperative Research and Development Agreement (CRADA) is a mechanism established by P.L. 99-602, the Federal Technology Transfer Act, to allow the transfer of technology, knowledge, and expertise from government laboratories to the private sector for further development and commercialization. The government provides support in the way of overhead for research and development performed in the federal laboratory and is prohibited from providing funding directly to the partner in the collaborative effort. Currently, more than 5,000 CRADAs have been signed. Efforts by the 104th Congress to eliminate several government-industry-university research and development partnership programs reflected some opposition to federally funded programs designed to facilitate the commercialization of technology. Within the context of the budget decisions, the 106th Congress is expected to again debate the government's role in promoting collaborative ventures focused on generating new products and processes for the marketplace.

Productivity, stability, and competitive interactions among ecosystem components within aridlands are key processes related directly to water in deserts. This project assumes that integrated aspects of plant metabolism provide insight into the structure and function of plant communities and ecosystems. While it is difficult to extrapolate from instantaneous physiological observations to higher scales, such as whole plant performance or to the interactions between plants as components of ecosystems, several key aspects of plant metabolism are scalable. Analyses of stable isotopic composition in plant tissues at natural abundance levels provide a useful tool that can provide insight into the consequences of physiological processes over temporal and spatial scales. Some plant processes continuously fractionate among light and heavy stable isotopic forms of an element; over time this results in integrated measures of plant metabolism. For example, carbon isotope fractionation during photosynthesis results in leaf carbon isotopic composition that is a measure of the set-point for photosynthetic metabolism and of water-use efficiency. Thus it provides information on the temporal scaling of a key physiological process.

This Acceptance Test Procedure (ATP) has been prepared to demonstrate that the Fire Protection system functions as required by project criteria. This ATP will test the Pyrotronic CP-400 fire alarm control panel (FACP), and interfaces with the radio fire alarm reporting box, alarm/supervisory initiating devices, and alarm indicating appliances. This document is to certify the installation and testing of the fire alarm control panel and all attached devices to insure the Hanford Fire Dept. receives the proper signals. This fire alarm control panel is located in Bldg. 242T in the 200 W Area of Hanford.

The Department of Energy (DOE) has several facilities that either generate and/or store transuranic (TRU)-waste from weapons program research and production. Much of this waste also contains hazardous waste constituents as regulated under Subtitle C of the Resource Conservation and Recovery Act (RCRA). Toxicity characteristic metals in the waste principally include lead, occurring in leaded rubber gloves and shielding. Other RCRA metals may occur as contaminants in pyrochemical salt, soil, debris, and sludge and solidified liquids, as well as in equipment resulting from decontamination and decommissioning activities. Volatile organic compounds (VOCS) contaminate many waste forms as a residue adsorbed on surfaces or occur in sludge and solidified liquids. Due to the presence of these hazardous constituents, applicable disposal regulations include land disposal restrictions established by Hazardous and Solid Waste Amendments (HSWA). The DOE plans to dispose of TRU-mixed waste from the weapons program in the Waste Isolation Pilot Plant (WIPP) by demonstrating no-migration of hazardous constituents. This paper documents the current technical basis for methodologies proposed to develop a post-closure RCRA hazardous constituent source term. The Lawrence Livermore National Laboratory (LLNL) Engineering Directorate is in the third year of a diversity process that has changed the culture of the organization in many ways. This work outlines progress toward realizing the LLNL Engineering Diversity Model. Currently recommendations are being implemented that have been formulated through a problem resolution process, described in this work, in which employees helped identify problems, recommend solutions, and work with managers in focus groups. The process of arriving at the recommendations and the lessons learned through the problem resolution process are discussed. Ongoing actions, short-term goals, and long-term goals of the program are described.

The two-dimensional (R - Z) electromagnetic code FMRZ has been written to model inductive sources self-consistently in time. The code models an argon plasma with momentum-transfer, excitation and ionization as electron-neutral reactions and scattering and charge-exchange for the ion-neutral reactions. The electrons and ions are treated as Maxwellian fluid species and a reduced set of Maxwell`s equations is used to advance the electromagnetic fields. The set of equations used in FMRZ is not subject to typical numerical constraints present in many time dynamic codes allowing one to choose appropriate the and space scales to resolve only the frequencies and scale lengths of interest. The model retains nonlinear driving terms which give rise to a pondermotive force that distorts the density profile. Density and power profiles will be used to illustrate the physical effects of various terms in the equations. Trends in average density and temperature compare well with an analytic model.

The Fast Flux Test Facility (FFTF) has been proposed as a production facility for tritium and medical isotopes. A range of postulated accidents related to ex-reactor irradiated fuel and target handling were identified and evaluated using new source terms for the higher fuel enrichment and for the tritium and medical isotope targets. In addition, two in-containment sodium spill accidents were re-evaluated to estimate effects of increased fuel enrichment and the presence of the Rapid Retrieval System. Radiological and toxicological consequences of the analyzed accidents were found to be well within applicable risk guidelines.

This engineering note documents calculations done to determine the margin of safety for the lower clean room roof. The analysis was done to give me a feeling of what the loads, stresses and capacity of the roof is prior to installation and installation work to be done for the helium refrigerator upgrade. The result of this quick look showed that the calculated loads produce stress values and loads at about half the allowables. Based on this result, I do not think that special precautions above personal judgement are required for the installation work.

The potential for N reactor fuel ignition after hypothetical K basin drainage is considered here for fuel configurations and boundary conditions specified by the Spent Nuclear Fuel Project (SNFP). Configurations include: (1) Scrap canisters (open K East canisters containing primarily fragmented fuel) partially covered by sludge (on the exterior); (2) IWTS (Integrated Water Treatment System) settlers filled with fine fuel particulate; (3) IWTS knock out pots filled with coarse fuel particulate; (4) Scrap (fragmented fuel) in stylized configurations residing on the process table, including hemispherical and cylindrical piles; and (5) Scrap in a scrap basket on the process table. Fuel mass, metal fraction, and surface area or ranges for these parameters are specified by the SNFP in each configuration. Fuel and container exteriors are specified to be dry after the hypothetical drainage event, except in the case of fine particulate in the settlers which physically must hold water. Credibility of the specified scenarios and input parameters is neither endorsed nor judged in this report. The purpose of the calculations is to determine thermal stability of fuel given the specified configurations, parameters, and boundary conditions.
