Since 1994, 41 states and Puerto Rico have sued the tobacco industry to recover the medical costs of treating smokers. On June 20, 1997, a group of state attorneys general and industry lawyers announced that they had reached a settlement that would protect the tobacco companies from civil liability in return for annual industry payments of $365.5 billion over 25 years to reimburse states for their tobacco-related medical costs, and pay for tobacco control programs to reduce tobacco use among teenagers.

Superfund and States: The State Role and Other Issues

The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, or 99Superftind"), when it was enacted in 1980, gave the federal government the lead role in cleaning up the nation's worst hazardous waste sites. It did not envision that states would assume responsibility to run the program, unlike most other environmental laws. Since 1980, states have come to play an increasingly important role in waste site cleanup and now, through cooperative arrangements, have assumed lead responsibility for about 10% of federal Superfund sites (those on the National Priorities List, or NPL).

CNEA/ANL collaboration program to develop an optimized version of DART validation and assessment by means of U{sub 3}Si{sub x} and U{sub 3}O{sub 8-}Al dispersed CNEA miniplate irradiation behavior.

The DART code is based upon a thermomechanical model that can predict swelling, recrystallization, fuel-meat interdiffusion and other issues related with MTR dispersed FE behavior under irradiation. As a part of a common effort to develop an optimized version of DART, a comparison between DART predictions and CNEA miniplates irradiation experimental data was made. The irradiation took place during 1981-82 for U3O8 miniplates and 1985-86 for U{sub 3}Si{sub x} at Oak Ridge Research Reactor (ORR). The microphotographs were studied by means of IMAWIN 3.0 Image Analysis Code and different fission gas bubbles distributions were obtained. Also it was possible to find and identify different morphologic zones. In both kinds of fuels, different phases were recognized, like particle peripheral zones with evidence of Al-U reaction, internal recrystallized zones and bubbles. A very good agreement between code prediction and irradiation results was found. The few discrepancies are due to local, fabrication and irradiation uncertainties, as the presence of U{sub 3}Si phase in U{sub 3}Si{sub 2} particles and effective burnup.

Validation of Electrical-Impedance Tomography for Measurements of Material Distribution in Two-Phase Flows

A series of studies is presented in which an electrical-impedance tomography (EXT) system is validated for two-phase flow measurements. The EIT system, developed at Sandia National Laboratories, is described along with the computer algorithm used for reconstructing phase volume fraction profiles. The algorithm is first tested using numerical data and experimental phantom measurements, with good results. The EIT system is then applied to solid-liquid and gas-liquid flows, and results are compared to an established gamma-densitometry tomography (GDT) system. In the solid-liquid flows, the average solid volume fractions measured by EIT are in good agreement with nominal values; in the gas-liquid flows, average gas volume fractions and radial gas volume fraction profiles from GDT and EIT are also in good agreement.

Characterization of stainless steel 304 tubing

Earlier studies have shown that stainless steel 304 (SS304) containing martensite is susceptible to hydrogen embrittlement. This generated concern regarding the structural integrity of SS304 tubing we use in the W87 pit tube. During surveillance operations, the pit tube undergoes a series of bending and straightening as it goes through a number of surveillance cycles. This motivated the study to characterize austenitic SS304 tubing obtained from Rocky Flats. The tubes continued to display structural soundness even after numerous repeated bending and straightening cycles. The minimum and maximum number of bends to failure occurred after 13 and 16 cycles, respectively. After 5 bends, both the inner and outer surfaces of the tubing showed no microcracks. When the bent tubing samples were pressurized and tested using deuterium at 74{degrees}C and at {approximately}78{degrees}C, they failed away from the bent area. Thus deuterium embrittlement of the bent SS304 tubing should not be a problem. Moreover, to increase our 95% confidence level to 5 bends, we are planning to perform at least four additional bends to failure tests.

An Overview of HATS: A Language Independent High Assurance Transformation System

Transformations that are based on syntax directed rewriting systems can have a significant impact on the construction of high assurance systems. However, in order for a transformational approach to be useful to a particular problem domain, a (general) transformation system must be adapted to the notation of that particular domain. A transformation system that can be easily adapted to various domain notations has the potential of having a wide range of applicability. In this paper we dissus why transforrmtion is attractive horn a high assurance perspective, as well as some issues surrounding automated transformation within specific problem domains. We then give an overview of a language independent High Assurance Transformation System (HATS) that is being developed at Sandia National Laboratories.

Titled ''Workshop on Physics of the 1 Teraflop RIKEN-BNL-Columbia QCD Project'', this meeting brought together the physicists from RIKEN-BNL, BNL and Columbia who are using the QCDSP (Quantum Chromodynamics on Digital Signal Processors) computer at the RIKEN-BNL Research Center for studies of QCD. In addition, Akira Ukawa, a leader of the CP-PACS project at the University of Tsukuba in Japan, attended and gave a talk on the Aoki phase. There were also others in attendance who were interested in more general properties of the QCDSP computer. The QCDSP computer and lattice QCD had been presented during the morning ceremony by Shigemi Ohta of KEK and the RIKEN-BNL Research Center. This was followed by a tour of the QCDSP machine room and a formal unveiling of the computer to the attendees of the anniversary ceremony and the press. The rapid completion of construction of the QCDSP computer was made possible through many factors: (1) the existence of a complete design and working hardware at Columbia when the RIKEN-BNL center was being set up, (2) strong …

A neutronic feasibility study for LEU conversion of the Budapest research reactor.

A neutronic feasibility study for conversion of the Budapest Research Reactor (BRR) from HEU to LEU fuel was performed at Argonne National Laboratory in cooperation with the KFKI Atomic Energy Research Institute in Hungary. Comparisons were made of the reactor performance with the current HEU (36%) fuel and with a proposed LEU (19.75%) fuel. Cycle lengths, thermal neutron fluxes, and rod worths were calculated in equilibrium-type cores for each type of fuel. Relative to the HEU fuel, the LEU fuel has up to a 50% longer fuel cycle length, but a 7-10% smaller thermal neutron flux in the experiment locations. The rod worths are smaller with the LEU fuel, but are still large enough to easily satisfy the BRR shutdown margin criteria. Irradiation testing of four VVR-M2 LEU fuel assemblies that are nearly the same as the proposed BRR LEU fuel assemblies is currently in progress at the Petersburg Nuclear Physics Institute.

Steam Pretreatment for Coal Liquefaction. Final Report, September 26, 1990--March 18, 1995

The objective of this study is to demonstrate the use of subcritical steam to pretreat coal for slurry liquefaction, allowing liquefaction to be carried out at lower severity and improving product yield and quality. Samples of Illinois No. 6 coal were pretreated in 750 psia steam at 340{degree}C for 15 minutes. These samples, as well as raw coal, were liquefied at high (400{degree}C, 30 min.) and low (385{degree}C, 15 min.) severity conditions under 1500 psia hydrogen with tetralin as the donor solvent. Improved yields were obtained at both conditions. (Improved yields were not obtained at a liquefaction temperature of 350{degree}C as that put the sample into the region of retrogressive reactions). The deleterious effects of slow heating and exposure of the sample to air were demonstrated. Under low severity conditions, steam pretreatment more that doubled the oil yield, increasing it from 12.5 to 29 wt %. Tests were also conducted with aromatic ethers as model compounds. These were exposed to inert gas and steam at pretreatment conditions and in some cases to liquid water at 315{degree}C. {alpha}-Benzylnaphthyl ether and {alpha}- naphthylmethyl phenyl ether show little difference in conversion and product distribution when the thermolysis atmosphere is changed from inert gas …

A workshop was held at the RIKEN-BNL Research Center on October 16, 1998, as part of the first anniversary celebration for the center. This meeting brought together the physicists from RIKEN-BNL, BNL and Columbia who are using the QCDSP (Quantum Chromodynamics on Digital Signal Processors) computer at the RIKEN-BNL Research Center for studies of QCD. Many of the talks in the workshop were devoted to domain wall fermions, a discretization of the continuum description of fermions which preserves the global symmetries of the continuum, even at finite lattice spacing. This formulation has been the subject of analytic investigation for some time and has reached the stage where large-scale simulations in QCD seem very promising. With the computational power available from the QCDSP computers, scientists are looking forward to an exciting time for numerical simulations of QCD.

As emission limits for sulfur dioxide from utility coal-fired boilers become lower due to increased regulation and environmental concern around the globe, power generating companies require increasingly cost-effective pollution control technology in order to maintain or reduce the cost of electricity to the end user. Limestone based wet flue gas desulfurization, or WFGD, is the preferred sulfur dioxide removal technology for utilities in the US and worldwide. This is a result of its extensive reference list, lower risks, and lower evaluated overall costs. For more than two decades ABB has supplied WFGD systems and currently has greater than 29,000 MWe of scrubbing capacity in operation. Given the industry`s ever-present need for lower costs, ABB funds a continuous research and development program focused on technology advancements that will reduce both capital and operating costs for its customers. As a result of this effort the LS-2 Concept WFGD System was developed through revolutionary design changes in every significant subprocess of conventional WFGD technology. Irradiated test fuel shipment plan for the LWR MOX fuel irradiation test project

This document outlines the responsibilities of DOE, DOE contractors, the commercial carrier, and other organizations participating in a shipping campaign of irradiated test specimen capsules containing mixed-oxide (MOX) fuel from the Idaho National Engineering and Environmental Laboratory (INEEL) to the Oak Ridge National Laboratory (ORNL). The shipments described here will be conducted according to applicable regulations of the US Department of Transportation (DOT), US Nuclear Regulatory Commission (NRC), and all applicable DOE Orders. This Irradiated Test Fuel Shipment Plan for the LWR MOX Fuel Irradiation Test Project addresses the shipments of a small number of irradiated test specimen capsules and has been reviewed and agreed to by INEEL and ORNL (as participants in the shipment campaign). Minor refinements to data entries in this plan, such as actual shipment dates, exact quantities and characteristics of materials to be shipped, and final approved shipment routing, will be communicated between the shipper, receiver, and carrier, as needed, using faxes, e-mail, official shipping papers, or other backup documents (e.g., shipment safety evaluations). Any major changes in responsibilities or data beyond refinements of dates and quantities of material will be prepared as additional revisions to this document and will undergo a full review and approval …

System design and implementation for the glass panel alignment and sealing tool for flat panel displays

This report describes the system designed and fabricated for the National Center for Advanced Information Component Manufacturing (NCAICM) project number 9322-135. The system is a device capable of simultaneously aligning two glass plates and sealing them together with glass frit. The process development was divided into two phases. The first was thermal sealing in an ambient environment. The second was sealing a controlled environment in a vacuum.
