On the Questions of the Nuclear Level Density and the e1 Photon Strength Functions

New results were derived from average level spacings of neutron resonances for the spin dispersion parameter of the nuclear level density, which demonstrated the influence of shell effects, as well as the interplay of nucleon pairing correlations for nuclei in the mass range from {sup 29}Si to {sup 241}Pu. The volume and surface components of the nuclear level density parameter, as well as the shell-damping factor, were determined as, a{sub v} = 0.076 {+-} 0.009 MeV{sup {minus}1} , a{sub s} = 0.180 {+-} 0.047 MeV{sup {minus}1}, and y{sub 0} = 0.047 {+-} 0.04 MeV{+-}, respectively. The effective nucleon mass at the Fermi surface is derived as m*/m = 1.09 {+-} 0.13. New evidence is presented for a dipole-quadrupole interaction term in the primary E1 transitions of average resonance capture data. This evidence is obtained by testing a proposed generalized Landau Fermi liquid model for spherical and deformed nuclei, which includes the effect of the dipole-quadrupole interaction. The Landau-Migdal interaction constant and the effective nucleon mass, are determined as F{sub 0}{prime} = 1.49 {+-} 0.08, and m*/m=1.04 {+-} 0.07, respectively.

Operations and maintenance continued this month at the Electric Power Research Institute's Environmental Control Technology Center. Testing for the Hazardous Air Pollutant (HAP) test block was conducted using the Carbon Injection System (the 4.0 MW Spray Dryer Absorber System and the Pulse Jet Fabric Filter). Testing also continued across the B and W/CHX Heat Exchanger project. The 1.0 MW Cold-Side Selective Catalytic Reduction (SCR) unit and the 4.0 MW Pilot Wet Scrubber remained idle this month in a cold-standby mode. Inspections of these idled systems were conducted this month.

Antiprotons and the Crystal Ball

During the 1998 running of the Crystal Ball experiment, a couple of brief test runs were done with the C6 beamline tuned to produce antiprotons. Specifically, one shift on July 29th produced runs 329-334 with the beam momentum set for 650 MeV/c, run 355 was done on July 31st with a 550 MeV/c beam momentum, and run 926-929 were obtained in a single shift on November 3rd, also with a beam momentum of 550 MeV/c. The beam tune for the November data was greatly superior to that of the July data, however. Therefore, only the November data have been analyzed in detail, and the results of this analysis are presented in this note. Due to the paucity of statistics that were obtained, it was decided not to attempt to publish the results. However, the results are valuable as a tool for planning a possible future program of dedicated measurements of antiproton-proton annihilation into all-neutral final states using the Crystal Ball. The data in fact show that the Crystal Ball with its large angular acceptance and multi-photon capability would be an excellent detector for such an experiment. The STAR level-3 trigger is a MYRINET interconnected ALPHA processor farm, performing online tracking of N{sub track} {ge} 8000 particles (N{sub point} {le} 45 per track) with a design input rate of R=100 Hz. A large scale prototype system was tested in 12/99 with laser and cosmic particle events.

The purpose of an Environmental Assessment (EA) is to provide the DOE with sufficient evidence and analysis to determine whether to prepare an Environmental Impact Statement (EIS) or a Finding of No Significant Impact (FONSI). In this case, the DOE decision to be made is whether or not to transfer its ownership of the subject land tract by deed. This type of action does not in and of itself result in environmental effects; however, the DOE has considered the planned use of the land and the ensuing potential environmental effects subsequent to the transfer of ownership in its decision making process. Therefore, DOE is evaluating its decision in light of the contemplated land use as outlined by County officials that could only occur if the DOE decides to transfer its ownership of the subject land tract. The objectives of this EA are (1) to describe the baseline environmental conditions at the tract location involved in the Proposed Action, (2) to analyze potential generic effects to the baseline environment from land development activities and future occupants' operations occurring at the tract location, and (3) to identify and characterize cumulative effects of future anticipated uses of the tract involved in the Proposed …

Riverton Dome Gas Exploration and Stimulation Technology Demonstration, Wind River Basin, Wyoming

This project will provide a full demonstration of an entirely new package of exploration technologies that will result in the discovery and development of significant new gas reserves now trapped in unconventional low-permeability reservoirs. This demonstration includes the field application of these technologies, prospect definition and well siting, and a test of this new strategy through wildcat drilling. In addition this project includes a demonstration of a new stimulation technology that will improve completion success in these unconventional low permeability reservoirs which are sensitive to drilling and completion damage. The work includes two test wells to be drilled by Snyder Oil Company on the Shoshone/Arapahoe Tribal Lands in the Wind River Basin. This basin is a foreland basin whose petroleum systems include Paleozoic and Cretaceous source beds and reservoirs which were buried, folded by Laramide compressional folding, and subsequently uplifted asymmetrically. The anomalous pressure boundary is also asymmetric, following differential uplift trends. The Institute for Energy Research has taken a unique approach to building a new exploration strategy for low-permeability gas accumulations in basins characterized by anomalously pressured, compartmentalized gas accumulations. Radiation chemistry of alternative fuel oxygenates -- Substituted ethers

The electron beam process, an advanced oxidation and reduction technology, is based in the field of radiation chemistry. Fundamental to the development of treatment processes is an understanding of the underlying chemistry. The authors have previously evaluated the bimolecular rate constants for the reactions of methyl tert-butyl ether (MTBE) and with this study have extended their studies to include ethyl tert-butyl ether (ETBE), di-isopropyl ether (DIPE) and tert-amyl methyl ether (TAME) with the hydroxyl radical, hydrogen atom and solvated electron using pulse radiolysis. For all of the oxygenates the reaction with the hydroxyl radical appears to be of primary interest in the destruction of the compounds in water. The rates with the solvated electron are limiting values as the rates appear to be relatively low. The hydrogen atom rate constants are relatively low, coupled with the low yield in radiolysis, they concluded that these are of little significance in the destruction of the alternative fuel oxygenates (and MTBE).

Comprehensive Flow Meter for All Materials. Final report

The electromagnetic flowmeter is obstructionless and insensitive to the metered stuff's constitutive properties. For low zero-point drift, EM flowmeters employ a low frequency alternating induction, usually with square waveshape. With conventional signal conditioning, high frequency induction leads to excessive zero-point drift for the instrument. The conventional instrument is usable with electrically conductive fluids, where there is no triboelectric noise. Nonconductive fluids have substantial triboelectric noise, with spectral density experimentally measured to be f{sup {minus}2.6}. Here we use an electromagnet and signal conditioner that allows high frequency induction, where the noise is low, but eliminates the heretofore excessive drift--such that the EM flowmeter can be used to meter any stuff, whether conductive or insulating, that can be pumped, blown or extruded through a pipe. Designs and test hardware are shown. An injury occurred, with slow recovery: the principal investigator could not do all the flow test stand work desired. As an option, the flow testing has been simulated on a computer. Using characteristics of transformer oil as the metered fluid, the new signal conditioner has produced: (1) signal/noise/drift behavior experienced in prior published work, and (2) signal--without noise and drift--with performance of today's commercial EM flowmeters.

Performance of Front-End Readout System for PHENIX RICH

A front-end electronics system has been developed for the Ring Imaging Cerenkov (RICH) detector of the PHENIX experiment at the Relativistic Heavy Ion Collider (RHIC), Brookhaven National Laboratory (BNL). A high speed custom back-plane with source synchronous bus architecture, a full custom analog ASIC, and board modules with FPGA's and CPLD's were developed for high performance real time data acquisition. The transfer rate of the back-lane has reached 640 MB/s with 128 bits data bus. Total transaction time is estimated to be less than 30 {micro}s per event. The design specifications and test results of the system are presented in this paper.

Using the VisSimTM visual environment, researchers developed a modular simulation system to facilitate an application-specific, low-cost study of the system dynamics for wind-diesel hybrid power systems. This manual presents the principal modules of the simulator and, using case studies of a hybrid system, demonstrates some of the benefits that can be gained from understanding the effects of the designer's modifications to these complex dynamic systems.

Behavior of actinide ions during sludge washing of alkaline radioactive.

It is difficult to accurately predict actinide behavior during the alkaline leaching of Hanford's radioactive sludges due to the diverse chemical and radiolytic conditions existing in these wastes. The results of Pu dissolution during experimental washing of sludge simulants from the BiPO{sub 4} Redox, and PUREX processes shows that {le} 2.l% Pu is dissolved during contact with alkaline media, but up to 65.5% Pu may be dissolved in acidic media. The dissolution of Cr, Fe, Nd, and Mn has also been observed, and the results of solid state, radioanalytical, and spectroscopic investigations are detailed.

Strategic Petroleum Reserve quarterly report

The Strategic Petroleum Reserve was created pursuant to the Energy Policy and Conservation Act of December 22, 1975 (Public Law 94-163). Its purposes are to reduce the impact of disruptions in supplies of petroleum products and to carry out obligations of the United States under the Agreement on an International Energy Program. Section 165(a) of the Act requires the submission of Annual Reports and Section 165(b)(1) requires the submission of Quarterly Reports. This Quarterly Report highlights activities undertaken during the third quarter of calendar year 1995, including: inventory of petroleum products stored in the Reserve; current storage capacity and ullage available; current status of the Strategic Petroleum Reserve storage facilities, major projects and the acquisition of petroleum products; funds obligated by the Secretary from the SPR Petroleum Account and the Strategic Petroleum Reserve Account during the prior calendar quarter and in total; and major environmental actions completed, in progress, or anticipated.

Krakow clean fossil fuels and energy efficiency program. Final report: Initial site investigation

Original objective of this project was to retrofit the Balice Boilerhouse with a TCS Coal Micronization system and Amerex baghouses to achieve higher combustion efficiencies and lower air emission, including SO{sub 2}, NO{sub x}, CO and particulate matter. The Balice Boilerhouse is located adjacent to the Krakow Airport and provides heating steam for the Polish Military Unit No. 1616. In May 1995 the Polish Military announced it had decided to convert its boiler house to gas; thus cancelling the TCS Project. The balance of 1995 was spent considering alternative Project sites in Krakow for the application of the TCS coal Micronization technology.

This report has been developed in response to a request from the Los Alamos National Laboratory (LANL) to evaluate the need for fire department services so as to enable the Laboratory to plan effective fire protection and thereby: meet LANL`s regulatory and contractual obligations; interface with the Department of Energy (DOE) and other agencies on matters relating to fire and emergency services; and ensure appropriate protection of the community and environment. This study is an outgrowth of the 1993 Fire Department Needs Assessment (prepared for DOE) but is developed from the LANL perspective. Input has been received from cognizant and responsible representatives at LANL, DOE, Los Alamos County (LAC) and the Los Alamos Fire Department (LAFD).

Smoothing by spectral dispersion using random phase modulation for inertial confinement fusion

Numerical simulations of beam smoothing using random phase modulation and grating dispersion are presented. Spatial spectra of the target illumination show that significantly improved smoothing at low spatial frequency is achieved while maintaining uniform intensity in the laser amplifier.

High-Level Waste Tanks Multi-Dimensional Contaminant Transport Model Development

A suite of multi-dimensional computer models was developed to analyze the transport of residual contamination from high-level waste tanks through the subsurface to seeplines. Cases analyzed ranged from all the tanks in the F- and H-tank farms for an overall look; to the Tank 17-20 4-pack to study plume interaction; to individual tanks, such as Tank 17 and 20 for comparison with one-dimensional and modeling. The main purpose of this work was to develop and test the models, so only two relatively conservative contaminants were examined, Tc-99 and I-129. More complex analyses, such as solubility-limited species and radionuclides that head a decay chain were not addressed in this study.

Measured Delayed Neutron Spectra from the Fission of U-235 and Np-237

Texas A&M University, in collaboration with Oak Ridge National Laboratory / the Japan Atomic Energy Research Institute, have been actively studying the delayed neutron emission characteristics of the higher actinide isotopes for several years. 1-3 Recently, a proton recoil detector system was designed, built, and characterized for use in measuring delayed neutron energy spectra following neutron induced fission. The system has been used to measure aggregate delayed neutron energy spectra from neutron induced fission of U-235 and Np-237. These spectra have also been compared to that calculated using individual precursor P, values, yields, and spectra from the ENDF/B-VI file. A proton recoil detector array consisting of three LND Model 28305 high- -pressure proton recoil detectors has been constructed at the Texas A&M University Nuclear Science Center. The array was characterized using several neutron and gamma- ray sources to check for efficiency, gamma-ray response, and reliability of the unfolding techniques. Resultant measured proton recoil distributions were unfolded using a modified version of the spectrum unfolding code PSNS (the new code was renamed SAC). Naturally fractured tight gas reservoir detection optimization

The three tasks were completed during this reporting period. During this quarter, work focused on a local structural analysis of the Table Rock field, greater Green River basin (GGRB) in southwestern Wyoming. The ultimate objective of the local analysis is to apply the techniques developed and demonstrated during earlier phases of the project in the Rulison Field area of the Piceance basin for sweet-spot delineation. The primary goal of this work is to focus in on the Table Rock field area in the northern Washakie basin of the Greater Green River basin in support of Union Pacific Resources and DOE planned horizontal drilling efforts. The work plan for the quarter of April 1, 1998--June 30, 1998 consisted of three tasks: (1) Acquire necessary seismic data and depth-convert, (2) Map major fault geometry and analyze displacement vectors, (3) Develop and initiate a natural fracture prediction study.
