Laser Ultrasonic Furnace Tube Coke Monitor

This reports summarizes the technical progress achieved during the third quarter of the ERIP project entitled, ''Laser Ultrasonic Furnace Tube Coke Monitor.'' The focus of work during this reporting period was the construction of an automated probe that will be used to measure the thickness of coke deposits in thermal cracking furnaces. A discovery was made during the last reporting period, which indicated that a conventional NDE broadband transducer could be used in conjunction with a sacrificial standoff composed of a fusible alloy to efficiently couple the transducer to a rough surface operating at high temperature. A probe was constructed that incorporates the recent discovery and initial testing of the probe is now underway. Because of other project commitments, the manpower available to allocate to the coke detector project was limited during the most recent quarter. As a result, the project is somewhat behind the original schedule. However, project expenditures are consistent with the project progress to date. The total program budget is $98,670 and the current project expenditures are approximately $24,000. The original contract budget period ends on April 30, 1999. This Criticality Safety Evaluation Report (CSER) covers the 340 Facility which acts as a collecting point for liquid and solid waste from various facilities in the 300 Area. Criticality safety is achieved by controlling the amount and concentration of the fissionable material sent to the 340 Facility from the originating facilities in the 300 Area, a method similar to that used elsewhere at Hanford for the waste tank farms. Unlike those, however, the waste received at the 340 Facility will be far less radioactive. It is concluded that present operations meet the two contingency criterion. The facility will still be safely subcritical even after two independent and concurrent failures (either of equipment or administrative controls). The solid waste storage and liquid waste will be managed separately. The solid waste storage area is classified as exempt because it contains less than 15 grams of fissionable materials. The Radioactive Liquid Waste System is classified as isolated because it contains less than one third of a minimum critical mass. The criticality safety of the 340 Facility devoted to the Radioactive Liquid Waste System (RLWS) is assured by the form and concentration of the fissile material and could also be classified as a limited …

In this paper, I discuss the principal ideas that I covered in my presentation on December 8, 1993, at the Future of Foreign Nuclear Materials Symposium held by the Naval Postgraduate School in Monterey, California. I was asked to discuss issues related to military inventories of plutonium, and I took this opportunity to describe a possible declaratory regime that could encompass military as well as civilian inventories of plutonium. The {open_quote}new{close_quotes} in the title does not imply that the regime discussed here is an original idea. Rather, the regime will be {open_quotes}new,{close_quotes} when it is adopted. The regime proposed here and in other works is one in which all stocks of nuclear weapons and materials are declared. Originally, declarations were proposed as a traditional arms control measure. Here, declarations are proposed to support the prevention of misuse of nuclear weapons and materials, including support for the nonproliferation regime. In the following, I discuss: (1) Worldwide inventories of nuclear weapons and materials, including the fact that military plutonium must be viewed as part of that worldwide inventory. Shot loading trainer analysis

This document presents the results from the analysis of the shot loading trainer (SLT). This device will be used to test the procedure for installing shot into the annulus of the Project W-320 shipping container. To ensure that the shot is installed uniformly around the container, vibrators will be used to settle the shot. The SLT was analyzed to ensure that it would not jeopardize worker safety during operation. The results from the static analysis of the SLT under deadweight and vibrator operating loads show that the stresses in the SLT are below code allowables. The results from the modal analysis show that the natural frequencies of the SLT are far below the operating frequencies of the vibrators, provided the SLT is mounted on pneumatic tires. The SLT was also analyzed for wind, seismic, deadweight, and moving/transporting loads. Analysis of the SLT is in accordance with SDC-4.1 for safety class 3 structures (DOE-RL 1993) and the American Institute of Steel Construction (AISC) Manual of Steel Construction (AISC 1989).

The scope of this Design Requirements Document (DRD) is to identify and define the functions, with associated requirements, which must be performed to separate Hanford Site tank waste supernatants into low-level and high-level fractions. This documents sets forth function requirements, performance requirements, and design constraints necessary to begin conceptual design for the Initial Pretreatment Module (IPM). System and physical interfaces between the IPM project and the Tank Waste Remediation System (TWRS) are identified. The constraints, performance requirements, and transfer of information and data across a technical interface will be documented in an Interface Control Document. Supplemental DRDs will be prepared to provide more detailed requirements specific to systems described in the DRD.

Phonon density of states in Fe/Cr (001) superlattices and Tb-Fe thin-film alloys.

Inelastic nuclear scattering of X-rays from the 14.413 keV nuclear resonance of {sup 57}Fe was employed to measure directly the Fe-projected phonon density of states (DOS) in MBE-grown Fe/Cr(00l) superlattices on MgO(001). The Moessbauer-inactive {sup 56}Fe isotope was used in the Fe layers. A 1{angstrom} thick Moessbauer-active {sup 57}Fe-probe layer (95% enriched) was placed at different locations within the Fe layers. This procedure permits one to distinguish phonon density of states at the Fe-Cr-interface from that at the center of the Fe-film. Distinct differences have been observed in the DOS of our samples. The phonon DOS of an amorphous Tb{sub 33}Fe{sub 67} alloy film was found to be a broad and structureless hump, contrary to that of an epitaxial TbFe{sub 2} film, which exhibits characteristic features.

The authors review recent reactor- and spallation-source-based neutron scattering experiments on the magnetic fluctuations and order in a variety of doped transition metal oxides. In particular, data are shown for the NiO chain compound, Y{sub 2{minus}x}Ca{sub x}BaNiO{sub 5}, the two-dimensional cuprate superconductors La{sub 2{minus}x}Sr{sub x}CuO{sub 4} and YBa{sub 2}Cu{sub 3} O{sub 6+x}, and the classical three-dimensional ``Mott-Hubbard`` system V{sub 2{minus}y}O{sub 3}.

Ball lens reflections by direct solution of Maxwell`s equations

Ball lenses are important for many applications. For example, ball lenses can be used to match the mode of a laser diode (LD) to a single mode fiber (SMF), essential for low-loss, high bit rate communication systems. Modeling the propagation of LD light through a ball lens presents a challenge due to the large angular divergence of the LD field (typically > 20{degrees} HWHM) and the subsequent significant effect of spherical aberration. Accurately calculating the reflected power is also difficult, but essential, since reflections as small as {minus}30 dB can destabilize the LID. A full-wave analysis of this system using, e.g., a finite-difference time-domain method is not practical because of the size of the ball lens, typically hundreds of wavelengths in diameter. Approximate scalar methods can give good results in some cases, but fail to calculate reflected power and miss polarization effects entirely. The authors` approach exploits the fact that the scattering of an arbitrary electromagnetic beam from a sphere is an exactly solvable problem. The scattering of a plane wave from a sphere is a classical problem which was solved by Mie in 1908. More recently, various workers have considered the scattering of a Gaussian beam from a sphere …

Large eddy simulation and its implementation in the COMMIX code.

Large eddy simulation (LES) is a numerical simulation method for turbulent flows and is derived by spatial averaging of the Navier-Stokes equations. In contrast with the Reynolds-averaged Navier-Stokes equations (RANS) method, LES is capable of calculating transient turbulent flows with greater accuracy. Application of LES to differing flows has given very encouraging results, as reported in the literature. In recent years, a dynamic LES model that presented even better results was proposed and applied to several flows. This report reviews the LES method and its implementation in the COMMIX code, which was developed at Argonne National Laboratory. As an example of the application of LES, the flow around a square prism is simulated, and some numerical results are presented. These results include a three-dimensional simulation that uses a code developed by one of the authors at the University of Notre Dame, and a two-dimensional simulation that uses the COMMIX code. The numerical results are compared with experimental data from the literature and are found to be in very good agreement.

Electric Field Induced Surface Modification of Au

We discuss the role of localized high electric fields in the modification of Au surfaces with a W probe using the Interfacial Force Microscope. Upon bringing a probe close to a Au surface, we measure both the interfacial force and the field emission current as a function of separation with a constant potential of 100 V between tip and sample. The current initially increases exponentially as the separation decreases. However, at a distance of less than {approximately} 500{angstrom} the current rises sharply as the surface begins to distort and rapidly close the gap. Retraction of the tip before contact is made reveals the formation of a mound on the surface. We propose a simple model, in which the localized high electric field under the tip assists the production of mobile Au adatoms by detachment from surface steps, and a radial field gradient causes a net flux of atoms toward the tip by surface diffusion. These processes give rise to an unstable surface deformation which, if left unchecked, results in a destructive mechanical contact. We discuss our findings with respect to earlier work using voltage pulses in the STM as a means of nanofabrication.

Audit of management of the site characterization program at Yucca Mountain

The Department of Energy (Department) is responsible for establishing an underground repository to store high-level nuclear waste. In accordance with the amended Nuclear Waste Policy Act of 1982, the Department began characterization of the Yucca Mountain site to assess the feasibility of safely storing spent fuel and high-level waste for 10,000 years. Site characterization was originally scheduled to be completed in 1995. Subsequently, your predecessor, Admiral Watkins, changed the plan completion date to 2001. The purpose of our audit was to determine if the Department is making adequate progress in characterizing the Yucca Mountain project.

Sequencing Information Management System (SIMS). Final report

A feasibility study to develop a requirements analysis and functional specification for a data management system for large-scale DNA sequencing laboratories resulted in a functional specification for a Sequencing Information Management System (SIMS). This document reports the results of this feasibility study, and includes a functional specification for a SIMS relational schema. The SIMS is an integrated information management system that supports data acquisition, management, analysis, and distribution for DNA sequencing laboratories. The SIMS provides ad hoc query access to information on the sequencing process and its results, and partially automates the transfer of data between laboratory instruments, analysis programs, technical personnel, and managers. The SIMS user interfaces are designed for use by laboratory technicians, laboratory managers, and scientists. The SIMS is designed to run in a heterogeneous, multiplatform environment in a client/server mode. The SIMS communicates with external computational and data resources via the internet.

The Contribution of Microarthropods to Aboveground Foodwebs: A Review and Model of Belowground Transfer in a Coniferous Forest

A food web model of predator arthropods and microarthropods was developed based upon data collected at SRS. The model indentifies numerous connections because of the diversity of species. Relationships vary over time and many predators feed on their own group. The model demonstrates the importance of detrital food webs in belowground and aboveground transfers in the ecosystem.

Joint UK/US Radar Program progress reports for period January 1--31, 1995

Our current objectives are to modify the Hughes x-band radar for airborne implementation, to upgrade it to polarimetry, high-power, and add SLAR mode, and then to deploy in UK/US field experiments as needed. We are on schedule and within budget on bringing the airborne (Hughes A-3) system for future SAR and eventually, SLAR imaging at low grazing angles. Hughes and LLNL continued work on system integration, radar hardware, and associated control hardware and software. The belly radome design modification previously completed is now being procured. The overall radar and testbed remains on schedule for engineering checkout in April 1995, pending the arrival of FY95 funds as expected.
