Since Dayton Peace Accords, the civilian side of peace implementation has been challenged by the scope of the tasks, and by the lack of commitment demonstrated by the Bosnian parties to various aspects of the peace agreement. In addition, issues such as International Framework for peace implementation, formation of governmental institution, election, civil police task force and displaced persons are discussed in this report.

Immigration: Reasons for Growth, 1981-1995

Legal immigration to the United States has increased sharply in recent years, and shows no signs of slowing down. The question of why immigration has grown so rapidly and the implications of this growth for the future are expected to be issues in the 105th Congress. Primarily because of legislation enacted in 1980 and 1986, the numerical restrictions of the basic family and employment-based immigration preference system became less significant. The growth in legal immigration during the past 15 years came in three groups admitted outside these numerical limits -- legalized aliens, refugees, and numerically exempt immediate relatives of U.S. citizens. For example, about 2.8 million illegal or undocumented aliens were "legalized" between 1981 and 1995.

Load calculation and system evaluation for electric vehicle climate control

This paper presents an analysis of the applicability of alternative systems for electric vehicle (EV) heating and air conditioning (HVAC). The paper consists of two parts. The first part is a cooling and heating load calculation for electric vehicles. The second part is an evaluation of several systems that can provide the desired cooling and heating in EVs. These systems are ranked according to their overall weight The overall weight is calculated by adding the system weight and the weight of the battery necessary to provide energy for system operation. The system with the minimum overall weight is considered to be the best, because minimum vehicle weight decreases the energy required for propulsion, and therefore increases the vehicle range. Three systems are considered as the best choices for EV HVAC. These are, vapor compression, ice storage and adsorption systems. These systems are evaluated, including calculations of system weight, system volume, and COP. The paper also includes a calculation on how the battery energy storage capacity affects the overall system weights and the selection of the optimum system. The results indicate that, at the conditions analyzed in this paper, an ice storage system has the minimum weight of all the systems …

An overview of the Low Energy Demonstration Accelerator (LEDA) project RF (radio frequency) systems

Successful operation of the Accelerator Production of Tritium (APT) plant will require that accelerator downtime be kept to an absolute minimum. Over 230 separate 1 MW RF systems are expected to be used in the APT plant, making the efficiency and reliability of these systems two of the most critical factors in plant operation. The Low Energy Demonstration Accelerator (LEDA) being constructed at Los Alamos National Laboratory will serve as the prototype for APT. The design of the RF systems used in LEDA has been driven by the need for high efficiency and extremely high system reliability. The authors present details of the high voltage power supply and transmitter systems as well as detailed descriptions of the waveguide layout between the klystrons and the accelerating cavities. The first stage of LEDA operations will use four 1.2 MW klystrons to test the RFQ and supply power to one test stand. The RFQ will serve as a power combiner for multiple RF systems. They present some of the unique challenges expected in the use of this concept.

Deterrence, denuclearization, and proliferation: Alternative visions of the next fifty years

The great library of Alexandria may have contained fewer volumes than the number which have been written on the subject of nuclear weapons in the Cold War. With the end of the Cold War, a new nuclear library is in the making. Much thought is being given to the next steps in nuclear policy, strategy, forces, arms control, and nonproliferation. For this very distinguished conference, however, I have been asked to look further ahead indeed, forward fifty-years. Prognostication is always a risky business. Detailed predictions beyond the shortest duration are difficult to label as ``scientific`` even in the social sciences. Forecasting ahead fifty years in an age of ever accelerating change would seem to be hopeless. Projecting the future of nuclear weapons, however, may not be as complex as one might think. Detailing the future fifty years from now is not necessary. We want to inform upcoming decisions by examining the possibilities, not write a history in advance of what is to happen. Our look forward con benefit from a brief look back fifty years. In retrospect, those years passed quickly, and with each additional year, analysts make them appear more simple than they seemed at the time. This paper …

Valley-Fill Sandstone in the Kootenai Formation on the Crow Indian Reservation, South-Central Montana

The subsurface database has been completed for the project. An ACCESS database converted to PC-Arcview is being used to manage and interpret the data. Well data and base map data have been successfully imported into Arcview and customized to meet the needs of this project. Log tops and other data from all of the exploration wells in the area have been incorporated into the data base, except for some wells that have no available logs or other information. All of the four 30 x 60 feet geologic quadrangles have been scanned to produce a digital surface geologic data base for the Crow Reservation and all are nearing completion. Formal technical review prior to publication has been completed for all the quandrangles; Billings, Bridger; Hardin, and Lodge Grass. All four quadrangles are in the Bureau's Publications Department being prepared for submittal to a printer. Field investigations were completed during the third quarter, 1997. With the help of a student field assistant from the Crow Tribe, the entire project area was inventoried for the presence of valley-fill deposits in the Kootenai Formation. Field inventory has resulted in the identification of nine exposures of thick valley-fill deposits. These appear to represent at least …
