1990 Fischer Standard study

The purpose of this work is to develop a set of Titanium areal density standards for calibration and maintenance of the Fischer`s X-ray Fluorescence measurement system characterization curve program. The electron microprobe was calibrated for Titanium films on ceramic substrates using an existing set of laboratory standards (Quantity: 6 Range: 0.310 to 1.605). Fourteen source assemblies were measured and assigned values. These values are based on a mean calculation, of five separate readings, from best curve fit equations developed form the plot of the laboratory standards areal density (Source Measure) versus electron microprobe measurement (reading). The best fit equations were determined using the SAS General Linear Modeling (GLM) procedure. Four separate best fit equations were evaluated (Linear, Quadratic, Cubic and Exponential). Areal density values for the Fischer Standards appear here ordered by best fit equation based on maximum R{sup 2}.

Energy sweep compensation of induction accelerators

The ETA-II linear induction accelerator (LIA) is designed to drive a microwave free electron laser (FEL). Beam energy sweep must be limited to {plus minus}1% for 50 ns to limit beam corkscrew motion and ensure high power FEL output over the full duration of the beam flattop. To achieve this energy sweep requirement, we have implemented a pulse distribution system and are planning implementation of a tapered pulse forming line (PFL) in the pulse generators driving acceleration gaps. The pulse distribution system assures proper phasing of the high voltage pulse to the electron beam. Additionally, cell-to-cell coupling of beam induced transients is reduced. The tapered PFL compensates for accelerator cell and loading nonlinearities. Circuit simulations show good agreement with preliminary data and predict the required energy sweep requirement can be met.

Laser-based flow cytometric analysis of genotoxicity of humans exposed to ionizing radiation during the Chernobyl accident

An analytical technique has been developed that allows laser-based flow cytometric measurement of the frequency of red blood cells that have lost allele-specific expression of a cell surface antigen due to genetic toxicity in bone marrow precursor cells. Previous studies demonstrated a correlation of such effects with the exposure of each individual to mutagenic phenomena, such as ionizing radiation, and the effects can persist for the lifetime of each individual. During the emergency response to the nuclear power plant accident at Chernobyl, Ukraine, USSR, a number of people were exposed to whole body doses of ionizing radiation. Some of these individuals were tested with this laser-based assay and found to express a dose-dependent increase in the frequency of variant red blood cells that appears to be a persistent biological effect. All data indicate that this assay might well be used as a biodosimeter to estimate radiation dose and also as an element to be used for estimating the risk of each individual to develop cancer due to radiation exposure. 17 refs., 5 figs.

Evaluation of Resource Acquisition Approaches : Final Report.

Over the last few years, Bonneville has been addressing this need and has developed numerous ways of acquiring resources. Four of these Approaches, the Competitive Acquisition, Billing Credits, and Targeted Acquisition Programs, and the Cowlitz Falls Hydroelectric Project, were the subject of this evaluation project. Each Approach is currently in different stages of a process, and Bonneville felt it was an appropriate time that an evaluation be conducted. The purpose of this evaluation is to analyze the various Approaches` processes, to learn what`s working and what`s not, and to offer recommendations as to how Bonneville might improve their resources acquisition efforts. The evaluation was conducted with no preconceived biases.

First mix experiments at Nova, the LoRo series

The first series of experiments using the Nova laser to investigate mix at an interface between different materials has been completed. Mix was induced by a shock crossing the interface and initiating a Richtmyer-Meshkov instability. Both low and high Atwood number targets were used and the results compare favorably with simulations using a k{var epsilon} mix model. These experiments pave the way for new designs which should provide data needed to develop mix models with predictive capabilities. 9 refs., 8 figs.

An exact renormalization model for earthquakes and material failure: Statics and dynamics

Earthquake events are well-known to prams a variety of empirical scaling laws. Accordingly, renormalization methods offer some hope for understanding why earthquake statistics behave in a similar way over orders of magnitude of energy. We review the progress made in the use of renormalization methods in approaching the earthquake problem. In particular, earthquake events have been modeled by previous investigators as hierarchically organized bundles of fibers with equal load sharing. We consider by computational and analytic means the failure properties of such bundles of fibers, a problem that may be treated exactly by renormalization methods. We show, independent of the specific properties of an individual fiber, that the stress and time thresholds for failure of fiber bundles obey universal, albeit different, staling laws with respect to the size of the bundles. The application of these results to fracture processes in earthquake events and in engineering materials helps to provide insight into some of the observed patterns and scaling-in particular, the apparent weakening of earthquake faults and composite materials with respect to size, and the apparent emergence of relatively well-defined stresses and times when failure is seemingly assured.

Studies of complex fragment emission in heavy ion reactions. Progress report, January 1, 1993--September 15, 1993

The study of intermediate-energy heavy-ion nuclear reactions is reported. This work has two foci: the properties of nuclear matter under abnormal conditions, in this energy domain, predominately low densities and the study of the relevant reaction mechanisms. Nuclear matter properties, such as phase transitions, are reflected in the dynamics of the reactions. The process leads to an understanding of the reaction mechanism themselves and therefore to the response characteristics of finite, perhaps non-equilibrium, strongly interacting systems. The program has the following objectives: to study energy, mass, and angular momentum deposition by studying incomplete fusion reactions; to gain confidence in the understanding of how highly excited systems decompose by studying all emissions from the highly excited systems; to push these kinds of studies into the intermediate energy domain (where intermediate mass fragment emission is not improbable) with excitation function studies; and to learn about the dynamics of the decays using particle-particle correlations. The last effort focuses on simple systems, where definitive statements are possible. These avenues of research share a common theme, large complex fragment production. It is this feature, more than any other, which distinguishes the intermediate energy domain.

The following review of the current status of formatted data covariance files and their multigroup processing is a contribution to the IAEA Advisory Group Meeting on ``Improved Evaluations and Integral Data Testing for FENDL,`` to be held at the Max-Planck-Institut fuer Plasmaphysik, Garching, Germany, 12--16 September 1994. The draft agenda of this meeting lists as Item 6 the ``assessment of present status and role of uncertainty files, their processing and sensitivity studies related to FENDL.`` We conclude that this is an important and timely topic and recommend needed actions in this field.

Provides users with instructions and information about accessing and operating the Hanford Inventory Program (HIP) system. The Hanford Inventory Program is an integrated control system that provides a single source for the management and control of equipment, parts, and material warehoused by Westinghouse Hanford Company in various site-wide locations. The inventory is comprised of spare parts and equipment, shop stock, special tools, essential materials, and convenience storage items. The HIP replaced the following systems; ACA, ASP, PICS, FSP, WSR, STP, and RBO. In addition, HIP manages the catalog maintenance function for the General Supplies inventory stocked in the 1164 building and managed by WIMS.

INEL integrated spent nuclear fuel consolidation task team report

This document describes a draft plan and schedule to consolidate spent nuclear fuel (SNF) and special nuclear material (SNW) from aging storage facilities throughout the Idaho National Engineering Laboratory (INEL) to the Idaho Chemical Processing Plant (ICPP) in a safe, cost-effective, and expedient manner. A fully integrated and resource-loaded schedule was developed to achieve consolidation as soon as possible. All of the INEL SNF and SNM management task, projects, and related activities from fiscal year 1994 to the end of the consolidation period are logic-tied and integrated with each other. The schedule and plan are presented to initiate discussion of their implementation, which is expected to generate alternate concepts that can be evaluated using the methodology described in this report. Three perturbations to consolidating SNF as soon as possible are also explored. If the schedule is executed as proposed, the new and on-going consolidation activities will require about 6 years to complete and about $25.3M of additional funding. Reduced annual operating costs are expected to recover the additional investment in about 6.4 years. The total consolidation program as proposed will cost about $66.8M and require about 6 years to recover via reduced operating costs from retired SNF/SNM storage facilities. Detailed …

Load calculation and system evaluation for electric vehicle climate control

This paper presents an analysis of the applicability of alternative systems for electric vehicle (EV) heating and air conditioning (HVAC). The paper consists of two parts. The first part is a cooling and heating load calculation for electric vehicles. The second part is an evaluation of several systems that can provide the desired cooling and heating in EVs. These systems are ranked according to their overall weight The overall weight is calculated by adding the system weight and the weight of the battery necessary to provide energy for system operation. The system with the minimum overall weight is considered to be the best, because minimum vehicle weight decreases the energy required for propulsion, and therefore increases the vehicle range. Three systems are considered as the best choices for EV HVAC. These are, vapor compression, ice storage and adsorption systems. These systems are evaluated, including calculations of system weight, system volume, and COP. The paper also includes a calculation on how the battery energy storage capacity affects the overall system weights and the selection of the optimum system. Load test of the 283W Clearwell Roof Deck and Support Structure

The 283W Clearwell roof area was load tested according to the approved load-test procedure, WHC-SD-GN-TP-30015, Revision 0, as modified below. The 283W Clearwell is located in the 200 West Area of the Hanford Site and has the following characteristics: Roof deck - concrete slab supported by columns and walls; Roof membrane - tar and gravel; Roof slope - flat (< 10 deg); and Roof elevation - approximately 6 in. above ground level. The 283W Clearwell was visited in April 1993 for a visual inspection, but could not be inspected because of the confined space requirements. It was revisited in February 1994 for the purpose of writing this test report. Because the roof could not be inspected, a test was determined to be the best way to qualify the roof for personnel access.

Multiport riser and flange assemblies acceptance test report

This document presents the results of the acceptance test for the multiport riser (MPR) and multiport flange (MPF) assemblies. The accepted MPR and MPF assemblies will be used in support of the hydrogen mitigation project for double-shell waste tank 241-SY-101 and other related projects. The testing described in this document verifies that the mechanical and interface features are operating as designed and that the unit is ready for field service. The objectives of the acceptance testing were as follows: Basic equipment functions and mechanical interfaces were verified; Installation and removal of equipment were demonstrated to the degree possible; Operation of the decon spray system and all valving was confirmed; and the accumulated leak rate of the MPR and MPF assemblies was determined.

This report summarizes the progress made during the second year of the three year DOE agreement DE-FG02-93ER40764 on theoretical nuclear physics research performed at the Columbia University and presents a detailed budget adjustment for the third year period December 15, 1994 to December 14, 1995. Sections 1.1 to 1.8 highlight the technical progress made on the following general areas: Multiple scattering and radiative processes in QCD; the quark-gluon plasma transition in nuclear matter; QCD transport theory and dissipative mechanism in dense matter; phenomenological models of high energy interactions involving nuclei; signatures of quark-gluon plasma formation in A+A; neurocomputation theory. Section 2 contains a bibliography of published papers and invited conference papers. Section 3 lists the Columbia nuclear theory members for the December 15, 1994 to December 14, 1995 period. Finally, the budget adjustment requesting $319,830 for the third year relative to the original $320,000 is presented in section 6. Copies of the research papers accompany this report.

Aerocapacitor commercialization plan

The purpose of the Power-One Aerocapacitor Commercialization Plan is to communicate to members of management and to all employees the overall objectives of the corporation. Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.
