Novel Approaches to the Production of Higher Alcohols From Synthesis Gas. Quarterly report, January 1 - March 31, 1997

A modified analytical system was assembled and calibrated, in preparation for a second run with cesium (Cs)-promoted zinc chromite catalyst. A new column for the on-line gas chromatography (GC) was purchased for the analysis of various light olefin and paraffin isomers. A run was carried out in the continuous stirred autoclave using the Cs-promoted catalyst. Decahydronaphfialene was used as the slurry liquid. Reaction conditions were 375°C, 2000 psig total pressure, 0.5 H&sub2;/CO ratio, and 5000 sL/Kg (cat.)-hr. Analysis of the data from this run is in progress. A manuscript on the thermal stability of potential slurry liquids was submitted to 'Industrial and Engineering Chemistry Research,' and a paper was presented at the 1997 Spring National Meeting of the American Institute of Chemical Engineers, Houston, Texas.

Gulf War Veterans' Illnesses (open access)

Gulf War Veterans' Illnesses

In 1990 and 1991, approximately 697,000 U.S. troops were deployed in the Persian Gulf during Operations Desert Shield and Desert Storm. The United States suffered relatively few casualties during the brief air and ground war against Iraq. Since returning home, however, many veterans have developed illnesses that appear to be related to their military service in the Gulf. Researchers caution that it may be impossible to identify the causes of these illnesses because of the absence of baseline data on the health of military personnel and the lack of reliable exposure data. This report provides concise answers to a series of questions concerning Gulf War veterans' illnesses, based on currently available scientific information.

Budget Reconciliation in the 105th Congress: Achieving a Balanced Budget by 2002

Achievement of a balanced federal budget by 2002 was a high priority for the 105th Congress and the President. After months of negotiations and debate, starting in February 1997 and ending in July 1997, congressional leaders and the White House forged a consensus on legislation to accomplish this goal. The legislation, signed into law by President Clinton on August 5, 1997, sets “caps” on discretionary spending, constrains entitlement programs, and on balance reduces federal taxes.

Colombia: The Problem of Illegal Narcotics and U.S. - Colombian Relations

The United States has long been concerned with Colombia as a major producer and trafficker of the illegal narcotics entering this country: first marijuana, then cocaine, and now also heroin. Colombia's drug trafficking business has been dominated by two cartels during the two decades in which cocaine trafficking became a major activity: first the Medellin cartel, which dominated during the 1980s and then the Cali cartel, which dominated during the early 1990s. With the arrests of the major Cali cartel leaders in the mid-1990s, independent traffickers have filled the void.

Education Vouchers: The Constitutional Standards

The Court’s decisions permit a limited degree of public aid to be provided directly and a broader range of assistance indirectly. This report sketches the constitutional standards that apply to public aid to sectarian schools and especially to programs of indirect assistance such as education vouchers. It also summarizes recent significant state court decisions involving vouchers.

Global Climate Change: Reducing Greenhouse Gases - How Much from What Baseline?

This report discusses the ways to reduce emissions of six greenhouses gases after the Kyoto meeting on Global Climate Change. Projecting the reductions that would be required if the U.S. were to ratify the treaty is difficult. While emissions of CO are fairly well established and account for 2 about 85% of total carbon equivalent emissions, emissions of the other gases, especially N O, are more uncertain.

Copyright Term Extension: Estimating the Economic Values

This report considers proposals to extend the duration of copyrights by 20 years (as in H.R. 2589 and other bills) and related proposals to charge a fee to the owners in order to receive the extension. The method of analysis is economic rather than legal. The report reviews the basic economic principals involved in copyright law and gives rough estimates of the value of copyrights on books, music, and movies produced in the 1920s and 1930s — those that would be most immediately affected by an extension of copyright terms.

Coal desulfurization in a rotary kiln combustor. Final report, March 15, 1990--July 31, 1991 (open access)

Coal desulfurization in a rotary kiln combustor. Final report, March 15, 1990--July 31, 1991

The purpose of this project was to demonstrate the combustion of coal and coal wastes in a rotary kiln reactor with limestone addition for sulfur control. The rationale for the project was the perception that rotary systems could bring several advantages to combustion of these fuels, and may thus offer an alternative to fluid-bed boilers. Towards this end, an existing wood pyrolysis kiln (the Humphrey Charcoal kiln) was to be suitably refurbished and retrofitted with a specially designed version of a patented air distributor provided by Universal Energy, Inc. (UEI). As the project progressed beyond the initial stages, a number of issues were raised regarding the feasibility and the possible advantages of burning coals in a rotary kiln combustor and, in particular, the suitability of the Humphrey Charcoal kiln as a combustor. Instead, an opportunity arose to conduct combustion tests in the PEDCO Rotary Cascading-Bed Boiler (RCBB) commercial demonstration unit at the North American Rayon CO. (NARCO) in Elizabethton, TN. The tests focused on anthracite culm and had two objectives: (a) determine the feasibility of burning anthracite culms in a rotary kiln boiler and (b) obtain input for any further work involving the Humphrey Charcoal kiln combustor. A number of …

Performance results for Beamlet: A large aperture multipass Nd glass laser

The Beamlet laser is a large aperture, flashlamp pumped Nd: glass laser that is a scientific prototype of an advanced Inertial Fusion laser. Beamlet has achieved third harmonic, conversion efficiency of near 80% with its nominal 35cm {times} 35cm square beam at mean 3{omega} fluences in excess of 8 J/cm{sup 2}(3-ns). Beamlet uses an adaptive optics system to correct for aberrations and achieve less than 2 {times} diffraction limited far field spot size.
