This project revolves around understanding the fundamental processes involved in the catalytic removal of harmful oxygenated organics present in coal liquids. We will model the complex type of sulfided Mo catalyst proposed for these reactions with a simple single crystal surfaces that display a controlled range and number of reaction sites and can be extensively characterized by surface science techniques.

This report summarizes the results of a joint project on renewable energy of the National Association of Regulatory Utility Commissioners (NARUC) and the US DOE. NARUC'S Task Force on Renewable Energy conducted a review of the current state of renewable energy technologies to evaluate their potential and extract key policy lessons from experience already gained in deployment of these technologies in numerous states. The main focus of this effort has been to clarify how utility regulators affect the development of renewable energy resources. The goal of the project was twofold: (1) identify the factors that have led to success or failure or renewable energy technologies in various energy markets, and (2) to develop an agenda on renewable energy and utility regulation for NARUC and the DOE. This report consists of three sections: renewable energy contributions, costs and potential; factors affecting development of renewable energy resources; and a renewable energy agenda for NARUC.

Much work has been devoted to methods for reasoning about the specifications of operating system specifications, the goal being to develop specifications for an operating system that are verified to be secure. Before the verification should be attempted, the specifications should be tested. This paper presents tools that can assist in the security testing of specifications. The first tool is based on the final Algebra Specification and Execution (FASE) system, and would be used to test specifications with real input values. FASE is an executable specification language which is operational in style, in which entities are represented in terms of their observable behavior. To facilitate the testing of an operating system (and its specification), use FASE we have specified a Secure Resource Manager (SRM), a generic template of an operating system. The SRM specification can be specialized to a specification of a particular operating system; the SRM is quite general and handles most features of modern nondistributed operating systems. The second tool, called the PLANNER, is used to derive a sequence of operations that exhibits a security flaw, most often a covert channel for information flow. A continuous stirred tank reactor with and without sulfur recovery has been operated using Chlorobium thiosulfatophilum for the conversion of H[sub 2]S to elemental sulfur. In operating the reactor system with sulfur recovery, a gas retention time of 40 min was required to obtain a 100 percent conversion of H[sub 2]S to elemental sulfur. Essentially no SO[sub 4][sup 2[minus]], an undesirable product, was produced under these conditions. Significant reductions in the gas retention time are expected by employing cell recycle after sulfur recovery, and by using increased pressure.

Virtually distortion free large field high resolution imaging is performed using an imaging system which contains large field distortion or field curvature. A reticle is imaged in one direction through the optical system to form an encoded mask. The encoded mask is then imaged back through the imaging system onto a wafer positioned at the reticle position. Particle beams, including electrons, ions and neutral particles, may be used as well as electromagnetic radiation.

In support of the Savannah River Technology Center (SRTC) effort to develop K-Reactor seismic design basis ground motions, SRTC monitored local high-explosive tests at a ``free-field`` site adjacent to K-Reactor and on the {minus}40 level on the foundation of K-Reactor. The high-explosive tests were part of the SRTC/United States Geological Survey (USGS) regional refraction and attenuation experiment that used deeply buried high explosive charges near New Ellenton, Snelling, and at more distant South Carolina sites. The primary purpose of the Reactor measurements are to compare the relative amplitude and frequency content of ambient noise and shot generated ground motions measured at the K-Reactor foundation level and in the ``free-field`` so that foundation effects to ground motions can be documented and possibly incorporated in the facility design basis. Data analysis indicates that one of the five high explosive tests provided sufficient excitations at K-Reactor to produce satisfactory signal-to-noise between about 1 Hz and 15 Hz. Within this frequency band, Fourier spectral amplitude ratios of motions recorded within the first 10 seconds of first motion show substantial reductions (30{endash}50%) on shot radial and transverse components for frequencies greater than about 3 to 5 Hz. The purpose of this Acceptance Test Report is to provide documentation for the acceptance testing of the rotary mode core sample trucks 3 and 4, designated as HO-68K-4600 and HO-68K-4647, respectively. This report conforms to the guidelines established in WHC-IP-1026, ``Engineering Practice Guidelines,`` Appendix M, ``Acceptance Test Procedures and Reports.`` Rotary mode core sample trucks 3 and 4 were based upon the design of the second core sample truck (HO-68K-4345) which was constructed to implement rotary mode sampling of the waste tanks at Hanford. Successful completion of acceptance testing on June 30, 1995 verified that all design requirements were met. This report is divided into four sections, beginning with general information. Acceptance testing was performed on trucks 3 and 4 during the months of March through June, 1995. All testing was performed at the ``Rock Slinger`` test site in the 200 West area. The sequence of testing was determined by equipment availability, and the initial revision of the Acceptance Test Procedure (ATP) was used for both trucks. Testing was directed by ICF-KH, with the support of WHC Characterization Equipment Engineering and Characterization Project Operations. Testing was completed per the ATP without discrepancies or deviations, except as noted.

This report provides a frame of reference for considering the relative merits of using these organizations in peace and security operations. It first reviews the types of actions and activities available to deal with situations ranging from low-level tension to open conflict to post-conflict transition. It then examines, for each of the organizations, the major considerations, i.e., effectiveness, advantages, and disadvantages, and other important issues for U.S. policy makers in their use.

The Counter Group continues to work on data analysis for Fermilab Experiment E653. Altogether, they expect several thousand reconstructed charm events and approximately 25 B pair events of which 12 have been observed thus far. Preparation continue for Fermilab Experiment E781, a high statistics study of charm baryon production. In the Theory Group, Cutkosky and collaborators study hadron phenomenology and non-perturbative QCD calculations. Levine has a long standing program in computational QED to obtain improved theoretical values for g-2 of the electron. Wolfenstein, Li, and their collaborators have worked on areas of weak interaction phenomenology that may yield insights beyond the standard model, e.g. CP violation and non-zero neutrino masses. Holman has been concerned with phase transitions in gauge theories relevant to cosmological problems. During 1991 most of the group effort was concentrated on the L3 experiment at CERN.
