This department of energy-sponsored mission-oriented research project currently has three emphases. They are: (1) determining the kinetics of monohydroxybiphenyl (OH-BP) production in batch culture by N1-36, an unidentified soil isolate, when the organism is presented with dibenzothiophene (DBT) or dibenzosulfone (DBTO{sub 2}); (2) establishing reliable methods for physically characterizing R68.45, a broad host range plasmid; and (3) attempting to elicit a physiologically consistent and genetically stable ability of some gram negative soil isolates to convert DBT to o,o{prime}-biphenol. Eachh of these goals has subsidiary components. For example, in addition to establishing kinetics of formation of OH-BP by N1-36, analyses have been or will be performed to determine whether the catalytic activity can be achieved with irradiated cells, spheroplasts, and cell extracts. This report presents information on progress towards fulfilling both the principal goals listed above and some relevant ancillary activities.

The database provides bibliographic citations and abstracts for publications that may be useful in research and design of air- conditioning and refrigeration equipment. The database identifies sources of specific information on R-32, R-123, R-124, R-125, R-134, R-134a, R-141b, R-142b, R-143a, R-152a, R-245ca, R-290 (propane), R- 717 (ammonia), ethers, and others as well as azeotropic and zeotropic and zeotropic blends of these fluids. It addresses lubricants including alkylbenzene, polyalkylene glycol, ester, and other synthetics as well as mineral oils. It also references documents on compatibility of refrigerants and lubricants with metals, plastics, elastomers, motor insulation, and other materials used in refrigerant circuits. A computerized version is available that includes retrieval software.

Technical discussions at the various sites visited centered on application of boundary integral methods for environmental modeling, seismic analysis, and computational fracture mechanics in composite and smart'' materials. The traveler also attended the International Association for Boundary Element Methods Conference at Rome, Italy. While many aspects of boundary element theory and applications were discussed in the papers, the dominant topic was the analysis and application of hypersingular equations. This has been the focus of recent work by the author, and thus the conference was highly relevant to research at ORNL.

The International Institute of Welding is composed of some 600 technical experts from 36 countries. These individuals are divided by talent and personal interest into fifteen separate groups called Commissions, each with its own charter and goals. The title, and by inference the charter, of Commission V is : Quality Control and Quality Assurance of Welded Products. In pursuit of its charter Commission V has several subcommissions engaged in the development of drafts, procedures, and standards. Those documents subsequently considered suitable may be submitted to the International Organization for Standards (ISO), an organization similar to the American Society for Testing Materials, for acceptance as international standards. All ISO Procedures and standards which have been in effect for five years must undergo review by the initiating body. The results from review of five-year-old standards and procedures and the discussion of other documents proposed for international publication are presented.

Among the new facilities to be offered by the National Science Foundation through the National High Magnetic Field Laboratory (NHMFL) are pulsed fields that can only be achieved at a national user facility by virtue of their strength, duration, and volume. In particular, a 44 mm bore pulsed magnet giving a 60 tesla field for 100 ms is in the final design stage. This magnet will be powered by a 1.4 GW motor-generator at Los Alamos and is an important step toward proving design principles that will be needed for the higher field quasi-stationary pulsed magnets that this power source is capable of driving. This report will discuss specifications and parameters of this magnet.

I consider here the optimization of the two component neutron source, allowing beam species and energy to vary. A simple model is developed, based on the earlier publications, that permits the optimum to be obtained simply. The two component plasma, with one species of hot ion (D{sup +} or T{sup +}) and the complementary species of cold ion, is easy to analyze in the case of a spatially uniform cold plasma, as to good approximation the total number of hot ions is important but not their spatial distribution. Consequently, the optimization can ignore spatial effects. The problem of a plasma with both types of hot ions and cold ions is rather more difficult, as the neutron production by hot-hot interactions is sensitive to their spatial distributions. Consequently, consideration of this problem will be delayed to a future memorandum. The basic model is that used in the published articles on the two-component, beam-plasma mirror source. I integrate the Fokker-Planck equation analytically, obtaining good agreement with previous numerical results. This simplifies the optimization, by providing a functional form for the neutron production. The authors have developed a large area short pulse framing camera that is capable of sixteen frames and shutter times of 40ps per frame. This is accomplished with a high fidelity electrical circuit and a L/D = 20 microchannel plate, driven by a short pulse (80ps) high amplitude electrical driver. They show results of this work they have done to support this type of shutter time and the difficulties associated with large area high speed shuttering.

The treatment of mixed waste remains one of this country`s most vexing environmental problems. Mixed waste is the combination of radioactive waste and hazardous waste, as defined by the Resource Conservation and Recovery Act (RCRA). The Department of Energy (DOE), as the country`s largest mixed waste generator, responsible for 95 percent of the Nation`s mixed waste volume, is now required to address a strict set of milestones under the Federal Facility Compliance Act of 1992. DOE`s earlier failure to adequately address the storage and treatment issues associated with mixed waste has led to a significant backlog of temporarily stored waste, significant quantities of buried waste, limited permanent disposal options, and inadequate treatment solutions. Between May and November of 1993, the Mixed Waste Working Group brought together stakeholders from around the Nation. Scientists, citizens, entrepreneurs, and bureaucrats convened in a series of forums to chart a course for accelerated testing of innovative mixed waste technologies. For the first time, a wide range of stakeholders were asked to examine new technologies that, if given the chance to be tested and evaluated, offer the prospect for better, safer, cheaper, and faster solutions to the mixed waste problem.
