Final congressional approval was given to H.R. 2854, the Federal Agricultural Improvement and Reform (FAIR) Act, otherwise known as the "1996 farm bill," on March 28, 1996. President Clinton signed the bill into law on April 4, 1996 (P.L. 104-127). In tabular format, this CRS report lays out in descriptive, rather than legislative language, the major provisions of the new farm bill in contrast to preceding law.

The 105th Congress is undertaking a thorough review of federal laws and policies affecting the nationwide system of federal and state agricultural research laboratories and agencies, the land grant Colleges of Agriculture and related schools of forestry and veterinary medicine, and the continuing education programs of the Cooperative Extension System. In preparation for hearings and subsequent debate on these subjects, this report provides an overview of all the components of the system, its major programs, and its funding.

On August 3, 1996, President Clinton signed P.L. 104-170, which contains significant amendments to the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and Federal Food, Drug, and Cosmetic Act (FFDCA). Although it does not repeal the Delaney Clause, the new law removes pesticide residues from its purview. It requires EPA to set "safe" tolerances for residues of pesticides on both raw and processed food to provide "a reasonable certainty of no harm" from exposure to the pesticide residue, other dietary residues, and non-food sources. It also will expedite pesticide registration under FIFRA for minor uses; improve data collection on the effect of pesticides in children's diets; and prohibit states from regulating food based on pesticide residue concentrations below recently established federal tolerances.

The Bureau of Land Management (BLM, Department of the Interior) and the Forest Service (Department of Agriculture) manage approximately 70% of the 650 million acres of land owned by the federal government and many of these lands are classified as rangeland. Both agencies have well-established programs permitting private livestock grazing. The Administration issued new, controversial BLM rangeland management rules effective in August 1995. Supporters contended that the Administration's new rules were a step forward in sound resource management, but some believed they did not go far enough to protect rangelands and riparian areas. Many in the ranching community opposed the new rules, believing that they would ultimately reduce private livestock activity on federal lands, and increase operating costs. This report examines the debate over federal grazing management.

This report discusses the effect of human activities on global climate change. Human activities, particularly burning of fossil fuels, have increased atmospheric carbon dioxide (CO2) and other trace gases, including chlorofluorocarbons (CFCs), methane, and nitrous oxide.

For two decades, scientists have been warning that chlorofluorocarbons (CFCs) and Halons (bromine-containing fluorocarbons) may deplete the stratospheric ozone shield that screens out some of the sun's harmful ultraviolet rays and thus regulates the amounts which reach the Earth's surface. CFCs have been used as refrigerants, solvents, foam blowing agents, and outside the United States as aerosol propellants; Halons are used primarily as firefighting agents. Increased radiation could result in an increase in skin cancers, suppression of the human immune system, and decreased productivity of terrestrial and aquatic organisms, including some commercially important crops.

This report provides background information on federal emission standards for motor vehicles under the Clean Air Act and stricter standards originally developed to address the severity of air quality problems in California, explains the low emission standards and flexible compliance mechanisms to which states and manufacturers have voluntarily agreed under the National Low Emission Vehicle (LEV) Program, discusses the Environmental Protection Agency's (EPA) estimates of the program's air quality benefits and costs, and examines regulatory issues related to its implementation including sulfur levels in gasoline and the relative stringency of emission standards for light trucks.

On February 2, 1998, the President requested $7.8 billion for the Environmental Protection Agency (EPA) in FY1999. The Senate Appropriations Committee reported S. 2168 (S.Rept. 105-216) on June 12; the full Senate passed the bill on July 17. The House Committee reported H.R. 4194 (H.Rept. 105-610) on July 8, 1998; the full House passed it on July 29; and the Senate passed it on July 30 after incorporating S. 2168's provisions. During the week of October 6, the House and Senate approved the conference report, H.Rept. 105-769, which includes $7.5 billion, thus clearing the bill for the President's signature of October 21 (P.L. 105-276). The Omnibus Appropriations Act (P.L. 105-277) added $30 million more in FY1999 funds.

The release of the nerve agent Sarin in Tokyo's subway system on March 20, marks the first clearly non-state terrorist use of chemical weapons. The agent was highly diluted andmfatalities were relatively few (10), though the number of injured was substantial (5,000+, with 600 hospitalized). This incident clearly indicates the potential political effectiveness of chemical weapons against an unprotected civilian population. Once a population has been sensitized by an incident like this, even the threat of CW can become significantly disruptive. Some have credited fear of another attack with contributing to the cautiousness of the Japanese police investigation

Several regions of the country have experienced natural disasters this year that have significantly reduced farm income for affected producers. The U.S. Department of Agriculture administers three major, permanently authorized programs to help mitigate the financial effects of natural disasters -- federal crop insurance, emergency disaster loans, and a noninsured assistance program. Some disaster programs are also available to help livestock producers rebuild herds or purchase feed when a disaster strikes

The Energy Policy Act of 1992 (EPACT) increased competition in the electric generating sector by creating new entities that can generate and sell electricity at wholesale without being regulated as utilities under PUHCA. PURPA began to shift more regulatory responsibilities to the federal government, and EPACT continued that shift away from the states by creating new options for utilities and regulators to meet electricity demand.

Section 401 of the Clean Water Act requires that an applicant for a federal license or permit provide a certification that any discharges from the facility will comply with the Act, including water quality standard requirements. Disputes have arisen over the states' exercise of authority under Section 401. Until recently, much of the debate over the Section 401 certification issue has been between states and hydropower interests. A 1994 Supreme Court decision which upheld the states' authority in this area dismayed development and hydroelectric power interest groups. The dispute between states and industry groups was a legislative issue in the 104th Congress through an amendment to a House-passed Clean Water Act re-authorization bill; the Senate did not act on that bill.

The President signed P.L. 104-205, the Department of Transportation and Related Agencies Appropriations Act, 1997, (FY1997 Act) on September 30, 1996. This action completes work on Department of Transportation (DOT) and related agencies appropriations for the year.
