This report discusses legislation establishing national generic promotion ("check-off') programs for 20 specified farm commodities. Thirteen of the 20 authorized programs are now in effect.

The Food Quality Protection Act of 1996 (FQPA) amended the Federal Insecticide, Fungicide, and Rodenticide Act, governing U.S. registration, sale, and use of pesticide products, and the Federal Food, Drug, and Cosmetic Act, under which the Environmental Protection Agency (EPA) sets allowable pesticide residue levels for food (tolerances). The FQPA directs EPA to ensure a "reasonable certainty of no harm" due to pesticide exposure and requires reevaluation of 33% of existing tolerances against this new safety standard by August 1999, 66% by August 2002, and 100% by August 2006. Congressional interest in the Chinese military, or People’s Liberation Army (PLA), has increased as a result of the March 1996 tensions in the Taiwan Strait, continuing allegations of Chinese proliferation of technology useful in weapons of mass destruction, and reports that some Chinese defense-related corporations have circumvented U.S. export controls to acquire dual-use technology. The Commission of Science, Technology, and Industry for National Defense (COSTIND), an important, high-level PLA organization, plays a role in China’s weapon programs, sales of civilian goods, acquisition of military technology, and arms sales and export controls. The purpose of this CRS Report is to examine the origins and command, roles, and influence of COSTIND.

This report describes the annual appropriations cycle from the President’s submission of his annual budget through enactment of the appropriations measures. It describes the three types of appropriations measures—regular appropriations bills, continuing resolutions, and supplemental bills. It explains the spending ceilings for appropriations bills that are associated with the budget resolution and the sequestration process, including a description of the mechanisms used to enforce the ceilings. It also explains the authorization appropriations process, which prohibits certain provisions in some of the appropriations bills.

Senate and House committees in October reported legislation for new fast track authority enabling the Administration to negotiate trade agreements with foreign countries and to submit them to Congress for consideration under expedited procedures. Many agricultural and food industry interests are among the export-dependent enterprises that support new fast track authority, arguing that foreign trading partners will not seriously negotiate with an Administration that lacks it. However, some agricultural groups argue that fast track provides them with inadequate opportunities for dealing with their issues, and that it ultimately will lead to new agreements that benefit foreign more than U.S. producers, at least in some commodity sectors. Neither bill was taken to the floor in 1997 because of insufficient votes for passage in the House. However, the President is expected to seek approval in 1998.

This report discusses the primary steps for drafting a bill in the House. Ideas and recommendations for legislation may come from private sources, such as ordinary citizens or interest groups; executive branch agencies and the White House; state and local initiatives; and, of course, individual Members, committees and other work groups, and party and chamber leaders. Any or all of these entities may also participate in drafting legislation (resolutions as well as bills).

This report describes the procedures under which committee funding resolutions are considered in the two chambers, and 106th Congress action to review and approve committee operating budgets. Also noted are changes in the Senate’s committee funding processes to move from a session-based biennial funding process to one more closely matched to a fiscal year cycle. Tables at the end of the report show funds approved for the 105th Congress, and the funds requested, recommended, and approved for the 106th Congress for each House and Senate committee.

The Antiterrorism and Effective Death Penalty Act of 1996 is the product of legislative efforts stretching back well over a decade and stimulated to passage in part by the tragedies in Oklahoma City and the World Trade Center. Consolidation of many Federal research and development (R&D) activities into a Department of Science and Technology (S&T) has been proposed repeatedly since World War D, including in the last Congress. The trend, however, has been toward the creation of mission agencies with supporting R&D capabilities. Analyses of arguments for and against consolidation indicate that valid reasons exist on both sides of the issue. Specific consolidation proposals may be considered again during the 104th Congress.

On July 31, 1995, in passing H.R.2099, the VA-HUD-Independent Agencies Appropriation Bill for FY1996, the House approved numerous legislative riders, or provisions in bill language, which would prohibit EPA from spending FY1996 funds on a number of regulatory and enforcement activities. In passing H.R. 2099 on September 27, 1995, the Senate did not accept the House-passed riders but did include several other riders. On November 2, 1995, the House approved a motion to instruct the House conferees to strike the 17 major House-passed riders.

This report focuses on the R&D programs. DOE has divided its activities into four major business categories: Resource, Science and Technology, National Security, and Environmental Quality. Each has an R&D component, although the R&D funding is concentrated in the first three. This report provides an overview of FY1999 budget request for the Department of Housing and Urban Development (HUD). Initially, the report is limited to the Administration’s budget request for HUD. The report is updated periodically as legislative action occurs on FY1999 appropriations for HUD and as action occurs on authorizing legislation to implement the budget proposals.

Implementation of major farm and food program changes enacted last year under omnibus farm (P.L.104-127) and welfare (P.L.104-193) measures is likely to draw the attention of the 105th Congress. The size and cost of these programs also could make them a target for reductions in congressional efforts to balance the budget.

The United States and Japan are closely tied economically. Japan ranks second only to Canada as the largest U.S. export market. Japan is the leading market for American agricultural exports, such as corn and meat; for U.S. crude materials such as wood; and for U.S.-produced aircraft. Japan is also the second largest supplier of U.S. imports. These include cars, consumer electronics, telecommunications equipment, and computers. The United States ranks as Japan's number one export market and import supplier.

The Brownfields Economic Redevelopment Initiative is a pilot project to return idle or underused industrial and commercial facilities back to productive use, in situations where redevelopment is complicated by potential environmental contamination. The program is flexible, allowing cities to use a variety of approaches in utilizing grants of up to $200,000 to develop abandoned and underused sites, neighborhoods, and small regional areas. States and Indian tribes are eligible as well as local governments.

Federal R&D funding at academic institutions totals over $10 billion annually. About one-third pays for indirect costs or overhead; the rest supports the direct costs of conducting R&D. On May 8, 1996, OMB revised Circular A-21, governing indirect costs policies, to change the designation "indirect costs" to "facilities and administrative costs" (F&A). The Departments of Defense and of Health and Human Services negotiate to determine indirect cost rates with about 96% of U.S. and audit compliance -- DOD with a few schools and HHS with hundreds. F&A costs encompass such items as facilities maintenance and renewal, heating and cooling, libraries, salaries of administrators, and student support.

Among the results of the Uruguay Round (UR) of Multilateral Trade Negotiations conducted under the General Agreement on Tariffs and Trade (GATT) are institutions to administer the trade obligations contained in the UR agreements and to provide venues for further negotiation and discussion of these and possibly future trade agreements. The two primary institutional instruments are the World Trade Organization (WTO) and the dispute settlement procedures set forth in the Dispute Settlement Understanding (DSU).
