Wildlife Restoration Projects Fund

Since 1937, a cooperative program between the federal and state governments has existed for wildlife restoration. This program provides federal grants-in-aid to state agencies for conservation through land and water management for wild birds and mammals. While up to 8% of the collected revenues from excise taxes dedicated to the program may be retained by the federal government for administration, all remaining funds are apportioned to the states and territories for use either in wildlife restoration or hunter safety and education programs. Wildlife restoration programs receive all funds generated from the excise tax on firearms other than pistols and revolvers and all funds collected from shells and cartridges. Additionally, one-half of the excise taxes collected from pistols, revolvers, and archery equipment goes for wildlife restoration purposes. Hunter safety and education programs are funded from the remaining half of excise taxes collected on pistols, revolvers, and archery equipment. The states have been authorized by law to use hunter safety and education funds for wildlife restoration projects.

Role of Lawrence Livermore National Laboratory in the Laboratory to Laboratory Nuclear Materials Protection, Control and Accounting (MPC&A) Program

The Lawrence Livermore National Laboratory (LLNL) is participating in a US Department of Energy sponsored multi-laboratory cooperative effort with the Russian Federation nuclear institutes to reduce risks of nuclear weapons proliferation by strengthening systems of nuclear materials protection, control, and accounting in both countries. This program is called the Laboratory-to-Laboratory Nuclear Materials Protection, Control, and Accounting (MPC&A) Program and it is designed to complement other US-Russian MPC&A programs such as the government-to-govermment (NunnLugar) programs. LLNL`s role in this program has been to collaborate with various Russian institutes in several areas. One of these is integrated safeguards and security planning and analysis, including the performing of vulnerability assessments. In the area of radiation measurements LLNL is cooperating with various institutes on gamma-ray measurement and analysis techniques for plutonium and uranium accounting. LLNL is also participating in physical security upgrades including entry control and portals.

Technology development for iron Fischer-Tropsch catalysis. Quarterly technical progress report No. 2, January 1, 1995--March 31, 1995

The Fischer-Tropsch synthesis has been studied over the best low-alpha catalyst developed at the CAER. A wide range of synthesis gas conversions were obtained by varying the space velocity. The experimental results show that: (1) the rate of the water gas shift reaction is lower than the rate of the Fischer-Tropsch reaction at low conversions (< 60%) whereas it closely approaches the rate of the Fischer-Tropsch synthesis at high conversions, (2) the fraction of CO converted to hydrocarbons is higher at low and intermediate conversions whereas it is smaller at high conversions, (3) the H{sub 2}/CO ratio of the product gas is equal to the H{sub 2}/CO ratio of the inlet synthesis gas at an intermediate conversion level of 67%. These findings suggest that it would be beneficial to carry out the reaction at intermediate conversions. This would result in an optimum use of CO to produce hydrocarbons rather than CO{sub 2}. High overall conversions can be obtained by either using a second reactor or recycling the product gas using a single reactor. If the intermediate conversion in a single pass is maintained at 67% there would be no need to adjust the H{sub 2}/CO ratio of the recycle stream …

Methods of Off-Gas Flammability Control for DWPF Melter Off-Gas System at Savannah River Site

Several key operating variables affecting off-gas flammability in a slurry-fed radioactive waste glass melter are discussed, and the methods used to prevent potential off-gas flammability are presented. Two models have played a central role in developing such methods. The first model attempts to describe the chemical events occurring during the calcining and melting steps using a multistage thermodynamic equilibrium approach, and it calculates the compositions of glass and calcine gases. Volatile feed components and calcine gases are fed to the second model which then predicts the process dynamics of the entire melter off-gas system including off-gas flammability under both steady state and various transient operating conditions. Results of recent simulation runs are also compared with available data

Threshold detection of radar signals off the sea surface in non-Gaussian clutter and deterministic interference: II - statistical analysis of ROI surface data

The purpose of this report is to motivate and outline a program of data analysis, for data obtained from radar returns from ocean surfaces perturbed by internal waves and wind-wave interactions. The ultimate aims of this analysis are to provide the appropriate statistics of the signals returned from these ocean surfaces for: (1) use in implementing and evaluating optimum and near-optimum signal processing procedures for detecting and evaluating (i.e., measuring) these internal wave effects and, (2) to provide quantitative physical insight into both the surface scatter and subsurface mechanisms which determine the received radar signals. Here the focus is initially on the needed statistics of the radar returns. These are primarily: (i) the (instantaneous) amplitude and envelope probability densities, (pdf`s) and distributions (PDFS) of the returns and, (ii) analogous statistics for the intensities (associated with the pixel data). Also required are: (iii) space-time covariance data of the returns, for further improvement of detection capabilities. Preliminary evidence and earlier experiments suggest that these data [(i), (ii)] are nongaussian and strongly so at times. This in turn, if not properly taken into account, can greatly degrade signal detection in the usual weak-signal regimes [1],[2].

On the relaxation of semi-Gaussian and K-V beams to thermal equilibrium

A beam propagating in a continuous, linear focusing channel tends to relax to a thermal equilibrium state. We employ nonlinear conservation constraints to theoretically analyze changes in quantities that characterize both an initial semi-Gaussian beam with a matched rms beam envelope and a K-V beam under a relaxation to thermal equilibrium. Results from particle-in-cell simulations are compared to the theoretical predictions.

Tulane and Xavier Universities have singled out the environment as a major strategic focus for research and training for now and beyond the year 2000. In 1989, the Tulane/Xavier Center for Bioenvironmental Research (CBR) was established as the umbrella organization which coordinates environmental research at both universities. In December, 1992, the Tulane/Xavier CBR was awarded a five year grant to study pollution in the Mississippi River system. The Hazardous Materials in Aquatic Environments of the Mississippi River Basin project is a broad research and education program aimed at elucidating the nature and magnitude of toxic materials that contaminate aquatic environments of the Mississippi River Basin. Studies include defining the complex interactions that occur during the transport of contaminants, the actual and potential impact on ecological systems and health, and the mechanisms through which these impacts might be remediated. The Mississippi River Basin represents a model system for analyzing and solving contamination problems that are found in aquatic systems world-wide. Summaries which describe objectives, goals, and accomplishments are included on ten collaborative cluster projects, two education projects, and six initiation projects. Selected papers are indexed separately for inclusion in the Energy Science and Technology Database.

The perturbative resummed series for top production

Our calculation of the total cross section for inclusive production of t{bar t} pairs in hadron collisions is summarized. Principal ingredient of this calculation is resummation of the universal leading-logarithm effect of gluon radiation to all orders in the quantum chromodynamics coupling strength, restricted to the region of phase space that is manifestly perturbative. We present predictions of the physical cross section as a function of top quark mass in proton-antiproton reactions at center-of-mass energies of 1.8 and 2.0 TeV. 7 refs., 3 figs., 2 tabs.
