The demand-side management program development process: A utility perspective

This report describes an aspect of DSM that has received little attention, namely, how utilities develop DSM programs. The selection of utilities to study purposely was biased in favor of those with reputations for being experienced DSM program developers so as to optimize the chances to obtain detailed information. The DSM planning process is affected by organizational factors and external influences: (1) the location of the demand-side planning department within the utility; (2) the demand-side planning group's functional responsibilities; (3) upper management participation in the DSM program development process; and (4) the organizational relationship between (or, separation of) supply-side and demand-side planning. Organizational factors reflect utilities' views of DSM programs and thus can affect the adoption of a technology- or customer-oriented approach. Despite repeated claims of the uniqueness of the demand- side planning process and its resistance to standardization, two general approaches to program development were discerned, namely technology- or customer-orientation. Although utilities consider customer related and technological factors in their DSM program development process, utilities can be differentiated by their emphasis on one or the other approach. 25 refs.

Utilization of coal-water fuels in fire-tube boilers

This project is a demonstration for firing coal-water slurry in a fire-tube boiler. It includes design, installation, and demonstration of the slurry firing equipment in a fire-tube boiler at the University of Alabama in Tuscaloosa. The project will be funded by the US Department of Energy with cost sharing from Jim Walter Resources and the University of Alabama. Energy and Environmental Research Corporation is the prime contractor responsible for all respects of the project. The specific objective of this contract is to demonstrate the potential for coal-water fuels to be burned effectively in fire-tube boiler designed for oil or gas. When the results of this project combined with the results of the water-tube slurry testing, a broad data base will exist that will provide valuable information for the retrofit of future boilers. 1 tab.

Waste Isolation Pilot Plant site environmental report for calendar year 1990

The US Department of Energy (DOE) Waste Isolation Pilot Plant (WIPP) Operational Environmental Monitoring Plan (OEMP) monitors a comprehensive set of parameters in order to detect any potential environmental impacts and establish baselines for future quantitative environmental impact evaluations. Surface water and groundwater, soil, and biotics are measured for background radiation. Nonradiological environmental monitoring activities include meteorological, air quality, soil properties, and the status of the local biological community. Ecological studies focus on the immediate area surrounding the site with emphasis on the salt storage pile, whereas baseline radiological surveillance covers a broader geographic area including nearby ranches, villages, and cities. Since the WIPP is still in a preoperational state, no waste has been received; therefore, certain elements required by Order DOE 5400.1 are not presented in this report. 15 figs. 19 tabs.

Optical design and performance of the X25 hybrid wiggler beam line at the NSLS

The X25 beam line at the National Synchrotron Light Source (NSLS) began full-power commissioning in 1990. It extracts radiation from a 27 pole hybrid wiggler, which produces up to 1.8 kW of total power with a peak horizontal density of 450 W/mrad and critical energy of 4.6 keV. The design and performance of the beam line optics are described, in particular the cooling of the first monochromator crystal. 28 refs., 5 figs.

The International Coal Statistics Data Base program maintenance guide

The International Coal Statistics Data Base (ICSD) is a microcomputer-based system which contains information related to international coal trade. This includes coal production, consumption, imports and exports information. The ICSD is a secondary data base, meaning that information contained therein is derived entirely from other primary sources. It uses dBase III+ and Lotus 1-2-3 to locate, report and display data. The system is used for analysis in preparing the Annual Prospects for World Coal Trade (DOE/EIA-0363) publication. The ICSD system is menu driven and also permits the user who is familiar with dBase and Lotus operations to leave the menu structure to perform independent queries. Documentation for the ICSD consists of three manuals -- the User's Guide, the Operations Manual, and the Program Maintenance Manual. This Program Maintenance Manual provides the information necessary to maintain and update the ICSD system. Two major types of program maintenance documentation are presented in this manual. The first is the source code for the dBase III+ routines and related non-dBase programs used in operating the ICSD. The second is listings of the major component database field structures. Simulation of hanging file experiments with CALOR89

This note presents the comparison of CALOR89 simulation with the hanging file'' test measurements conducted at Fermilab during the period of Sep 91--Jan 92. The purpose of this study is to benchmark CALOR89 code against the experimental data to enhance its reliability and predictive power. Seven hanging file configurations were simulated. The measured values of e/{pi} ratio (the ratio of electron to pion signal at the same energy), hadronic and electromagnetic resolutions were compared with the simulations. The depth profiles of the hadronic and electromagnetic showers are also compared.

Application of optical fluctuation diagnostics to transport studies in high temperature tokamak plasmas

First data was obtained from the TFTR BES system in May 1990, after the prototype 4-channel system with photomultiplier detectors from PBX-M was transferred to the TFTR Hot Cell. The system was expanded to 16 spatial channels during the Summer 1990 run period, and data of interest was obtained near the end of the run in October 1990. The most attention has been given to a radial profile data set obtained for an L-mode plasma condition in TFTR, where we characterized the nature of the long-wavelength turbulence seen by the BES diagnostic. We summarize here highlights of the initial run with BES or TFTR. We also give a progress report on support activities at UW.

(The relationship between microstructure and magnetic properties in high-energy permanent magnets characterized by polytwinned structures)

This report summarizes the results of a study of the relationship between microstructure and magnetic properties in a unique genre of ferromagnetic material characterized by a polysynthetically twinned structure which arises during solid state transformation. These results stem from the work over a period of approximately 27 months of a nominal 3 year grant period. The report also contains a proposal to extend the research project for an additional 3 years. The polytwinned structures produce an inhomogeneous magnetic medium in which the easy axis of magnetization varies quasi-periodically giving rise to special domain configurations which are expected to markedly influence the mechanism of magnetization reversal and hysteresis behavior of these materials in bulk or thin films. The extraordinary permanent magnet properties exhibited by the well-known Co-Pt alloys as well as the Fe-Pt and Fe-Pd systems near the equiatomic composition derive from the formation of a polytwinned microstructure.

Design and operation of an inert gas facility for thermoelectric generator storage

While the flight hardware is protected by design from the harsh environments of space, its in-air storage often requires special protection from contaminants such as dust, moisture and other gases. One of these components, the radioisotope thermoelectric generator (RTG) which powers the missions, was deemed particularly vulnerable to pre-launch aging because the generators remain operational at core temperatures in excess of 1000 degrees centigrade throughout the storage period. Any oxygen permitted to enter the devices will react with thermally hot components, preferentially with molybdenum in the insulating foils, and with graphites to form CO/CO{sub 2} gases which are corrosive to the thermopile. It was important therefore to minimize the amount of oxygen which could enter, by either limiting the effective in-leakage areas on the generators themselves, or by reducing the relative amount of oxygen within the environment around the generators, or both. With the generators already assembled and procedures in place to assure minimal in-leakage in handling, the approach of choice was to provide a storage environment which contains significantly less oxygen than normal air. 2 refs.

Microwave separation of organic chemicals from mixed hazardous waste

The feasibility of utilizing the differential heating characteristics of microwave energy (MW) to aid in the chemical extraction and separation process of hazardous organic compounds from mixed hazardous waste, was studied at the INEL. The long-term objective of this work was to identify a practical method of separating or enhancing the separation process of organic hazardous waste components from mixed waste using microwave (MW) frequency radiation. Methods using MW energy for calcination, solidification, and drying of radioactive waste from nuclear facilities is becoming more attractive. In order to study the effectiveness of MW heating, samples of several organic chemicals simulating those which may be found at the Radioactive Waste Management Complex at the INEL were exposed to MW energy. Vapor collection and analysis was performed as a function of time, signal frequency, and MW power throughout the process. Signal frequencies ranging from 900 MHz t 8000 MHz were used. Although the signal frequency bandwidth of the selectivity was quite broad, for the material tested an indication of the frequency dependence in the selectivity of MW heating was given. The bioenergetics of salt tolerance

The aim of this project was to try to understand the adaptive mechanisms that organisms develop in order to respond to a sudden transformation in their environment to a salt shock.'' To study this problem we used a fresh water oxygenic photosynthetic cyanobacterium known as Synecoccus 6311. This organism suffers injury after this sudden exposure to high concentrations of sodium chloride equivalent to or even higher than that in sea water. Yet they are able to re-establish their photosynthetic activity which is partially injured and return to virtually normal growth rates. Identification of the temporal sequence of changes involved in adaptation to this stress was the rationale. Indeed this project employed a wide variety of biochemical and biophysical methods, including electron spin resonance techniques and nuclear magnetic resonance to study the bioenergetics and transport mechanisms, growth and energy changes in these organisms and how the structural components of the cells changed in response to adaptation to growth at high salinity. The problem has relevance for higher plants because most of the arable farmland in the work is already under use and that which is not used is usually in salite environments. Facilities evaluation report

The Buried Waste Integrated Demonstration (BWID) is a program of the Department of Energy (DOE) Office of Technology Development whose mission is to evaluate different new and existing technologies and determine how well they address DOE community waste remediation problems. Twenty-three Technical Task Plans (TTPs) have been identified to support this mission during FY-92; 10 of these have identified some support requirements when demonstrations take place. Section 1 of this report describes the tasks supported by BWID, determines if a technical demonstration is proposed, and if so, identifies the support requirements requested by the TTP Principal Investigators. Section 2 of this report is an evaluation identifying facility characteristics of existing Idaho National Engineering Laboratory (INEL) facilities that may be considered for use in BWID technology demonstration activities.

Geothermal waste treatment biotechnology: Progress and advantages to the utilities

Development of biotechnology for treatment of geothermal residual waste is aimed at the application of low-cost biochemical processes for the surface treatment and disposal of residual geothermal sludges. These processes, in addition to the lowering of disposal cost, are designed to be environmentally acceptable. Recent studies at Brookhaven National Laboratory (BNL) have shown that optimization of several process variables results in fast rates (<24h) of metal removal from residual sludges at acidic pH ({minus}1--2). Optimization of the process variables also enables the removal of radioactive isotopes. In addition, the aqueous phase produced during the bioprocessing which contains solubilized metals can be further treated in a manner which precipitates out the metals and renders the aqueous effluent toxic metal free. In this paper, the various process options will be discussed in terms of biotreatment variables. Chemical composition before and after biotreatment will also be discussed in terms of long-range effects, quality assurance and potential disposal costs.

MetaBrowser: A combined browsing, query, and analysis tool (open access)

MetaBrowser: A combined browsing, query, and analysis tool

The MetaBrowser design is based on the premise that scientists should not be forced to learn new languages or commands for finding the data they are interested in and for selecting subsets of the data for further analysis. Furthermore, there should be a single system that permits browsing, query, and analysis of the data, so that the scientist does not have to switch between systems. The current version for the MetaBrowser was designed for the DOE CEDR (Comprehensive Epidemiological Data Resource) project, but the same principles can apply to other scientific disciplines. Browsing and query should be combined. It is quite natural for a user to explore the information in the database before deciding what subset of the data to select for further analysis. In general, if there is a large number of datasets (i.e. databases) in the system, then the user would want to find out information about the various datasets (called metadata), before choosing one or more datasets for further exploration. Thus, a metadatabase that holds information about datasets in the systems must exist.

Radiation induced micrencephaly in guinea pigs

A brain weight deficit of about 70 mg was induced at doses of approximately 75-mGy and a deficit of 60 mg was induced at 100 mGy. This confirms the effects projected and observed by Wanner and Edwards. Although the data do not demonstrate a clear dose-response relationship between the 75-mGy and 100-mGy groups, the data are statistically consistent with a dose-response effect because of the overlapping confidence intervals. The lack of a statistically significant observation is most likely related to the small difference in doses and the limited numbers of animals examined. There are several factors that can influence the brain weight of guinea pig pups, such as caging and housing conditions, the sex of the animal, and litter size. These should be taken into account for accurate analysis. Dam weight did not appear to have a significant effect. The confirmation of a micrencephalic effect induced x rays at doses of 75-mGy during this late embryonic stage of development is consistent with the findings of small head size induced in those exposed prior to the eight week of conception at Hiroshima. This implies a mechanism for micrencephaly different from those previously suggested and lends credence to a causal relation between …

Fractional processes and nuclear disassembly in very-heavy-ion collisions in the Fermi energy regime

Exclusive measurements of charged products and neutrons were performed for the reactions {sup 197}Au + (29 MeV/u) {sup 208}Pb and {sup 209}Bi + (28.2 MeV/u) {sup 136}Xe. The multiplicities of neutrons and charged particles are found to indicate collision impact parameters with different sensitivities. Characteristic correlations observed between massive products and light particles suggest the dominance of the damped-reaction mechanism in the Fermi energy domain. For central collisions, massive fragments are no longer observed, and a considerable fraction of the mass of the system is found disassembled into light particles and clusters. 75 refs., 19 figs.

Vibration considerations in the design of the Advanced Photon Source at Argonne National Laboratory

The Advanced Photon Source (APS), a new synchrotron radiation facility being built at Argonne National Laboratory, will provide the world's most brilliant X-ray beams for research in a wide range of technical fields. Successful operation of the APS requires an extremely stable positron closed orbit. Vibration of the storage ring quadrupole magnets, even in the submicron range, can lead to distortion of the positron closed orbit and to potentially unacceptable beam emittance growth, which results in degraded performance. This paper presents an overview of the technical approach used to minimize vibration response, beginning at the conceptual stage, through design and construction, and on to successful operation. Acceptance criteria relating to maximum allowable quadrupole magnet vibration are discussed. Soil properties are used to determine resonant frequencies of foundations and to predict attenuation characteristics. Two sources are considered to have the potential to excite the foundation: far-field sources, which are produced external to the facility, and near-field sources, which are produced within the facility. Measurements of ambient ground motion, monitored to determine far- field excitation, are presented. Ambient vibration was measured at several operating facilities within Argonne to gain insight on typical near-field excitation sources. Discussion covers the dynamic response characteristics of …

High temperature ceramic membrane reactors for coal liquid upgrading

In this project we will study a novel process concept, i.e., the use of ceramic membrane reactors in upgrading of coal model compounds and coal derived liquids. In general terms, the USC research team is responsible for constructing and operating the membrane reactor apparatus and for testing various inorganic membranes for the upgrading of coal derived asphaltenes and coal model compounds. The USC effort will involve the principal investigator of this project and two graduate research assistants. The ALCOA team is responsible for the preparation of the inorganic membranes, for construction and testing of the ceramic membrane modules, and for measurement of their transport properties. The ALCOA research effort will involve Dr. Paul K. T. Liu, who is the project manager of the ALCOA research team, an engineer and a technician. UNOCAL's contribution will be limited to overall technical assistance in catalyst preparation and the operation of the laboratory upgrading membrane reactor and for analytical back-up and expertise in oil analysis and materials characterization. UNOCAL is a no-cost contractor but will be involved in all aspects of the project, as deemed appropriate.

Rapid quenching of molten lithium-aluminum jets in water under loss-of-control-rod-cooling conditions

A series of fifteen tests were performed to investigate the thermal interactions between molten LiAl control rod material and water under conditions prototypic of the loss-of-control-rod-cooling (LCRC) accident scenario. The experimental parameters such as melt mass, stream diameter, melt temperature and flowrate, water depth and water temperature were controlled or varied to agree with analytically determined conditions, thus insuring prototypicality of the experiments and applicability of the results. Experiments were performed in an actual Q-septifoil with web insert; the test section was one meter tall. Natural triggers were investigated in selected tests, to evaluate the self-triggering potential of this system. The self-triggering mechanisms that were investigated were thermal stratification of the water pool, two-phase flow in the water pool, and simultaneous drop of a control rod in parallel channel. Only benign interactions were observed during these tests with some evidence of pressurization in the tests with deepest and hottest water pools. There was no evidence of any explosive interactions in any of the tests, even those with natural triggers. The molten LiAl jets was found to undergo jet breakup and fragmentation; in some cases the debris hung up in the web, in other cases the debris settled into a loose …

Thermodynamics of natural and industrial waters

The most effective general formulations of thermodynamic equations for multicomponent aqueous solutions are discussed with respect to various ranges of temperature, pressure and composition with emphasis on solutes important in natural or industrial waters. A familiar equation in molality and in excess Gibbs energy is very successful up to 300{degree}C and ionic strength 6 mol{center dot}kg{sup {minus}1}, and can often be extended to 350{degree}C or above at high pressure and in favorable cases to ionic strength 12 or even 20. Alternate methods valid to higher solute compositions, even to pure fused salts, are described. A more difficult situation arises near the critical point of water where the compressibility becomes infinite and a Helmholtz energy basis must be adopted. Existing equations for this range and still higher temperatures and pressures are considered and possible improvements discussed. 85 refs., 13 figs., 3 tabs.

An organizational survey of the Strategic Petroleum Reserve. [Organizational survey in preparation for an upcoming Tiger Team Assessment]

At the request of the management of the Strategic Petroleum Reserve (SPR), an Organizational Survey (OS), identical to the one that has been used prior to Tiger Team Assessments at other Department Energy facilities, was administered at SPR independent of a Tiger Team Assessment. The OS measured employees' opinions on subjects such as organizational culture, communication, commitment, group cohesion, coordination, safety, environmental issues, and job satisfaction. The result of this work was a quantitative measure of these variables at the SPR site. SPR management intends to utilize these results in their self-assessment process in preparation for an upcoming Tiger Team Assessment. This report presents these results and discusses their interpretation.

A major center with emphasis on validation of nondestructive inspection techniques for aging aircraft, the Aging Aircraft NDI Development and Demonstration Center (AANC), has been funded by the FAA at Sandia National Laboratories. The Center has been assigned specific tasks in developing techniques for the nondestructive inspection of static engine parts, assessing inspection reliability (POD experiments), developing test beds for nondestructive inspection validation, maintaining a FAA library of characterized aircraft structural test specimens, and leasing a hangar to house a high flight cycle transport aircraft for use as a full scale test bed. 3 refs.
