Fiscal Year 1998 Continuing Resolutions
Congress annually considers 13 regular appropriations bills providing funding for agency operations. If any of these bills are not enacted by the start of the fiscal year (October 1), the nonessential activities of the agencies funded in the outstanding bills must cease. In those years in which all 13 bills are not enacted by the deadline, Congress adopts measures continuing funding until the regular bills are enacted. This report discusses these measures, which are referred to as continuing resolutions.

Environment in Fast Track Trade Authority: Summary of the Clinton Administration Proposal
President Clinton has asked Congress for "fast track" authority for implementing future trade agreements; this authority would limit congressional debate and prevent amendments to implementing legislation. Delays in completing this proposal were attributed to difficulties in reconciling conflicting pressures over environment and labor concerns. The President's proposal contains references to environmental concerns, but various interests are likely to seek clarification on these points.

Foreign Policy Roles of the President and Congress
he United States Constitution divides foreign policy powers between the President and the Congress so that both share in the making of foreign policy. The executive and legislative branches each play important roles that are different but that often overlap. Both branches have continuing opportunities to initiate and change foreign policy, and the interaction between them continues indefinitely throughout the life of a policy. South Korea: U.S. Defense Obligations
U.S. defense obligations to South Korea are contained in the U.S.-South Korean Mutual Defense Treaty, signed in 1953 and ratified in 1954. Under Article m of the treaty, the United States would "act to meet" an attack on South Korea "in accordance with its [U.S.] constitutional processes." At the time of ratification, the Senate Foreign Relations Committee did not define specifically the respective roles of the President and Congress in any decision to act militarily in accord with constitutional processes. The Committee stressed that Article did not set a requirement for an automatic American military response but that it did give the United States a wide range of possible actions

Implementation of the Reformulated Gasoline Program
The Clean Air Act (CAA) was amended in 1990 requiring the sale of cleaner-burning reformulated gasoline (RFG) in the nine worst nonattainment areas. Since the program began on January 1, 1995, legislation has been introduced to delay or repeal the requirement. RFG must contain oxygenates and should result in a 15 percent reduction of volatile organic compounds (VOCs) and air toxins. While the CAA was being debated, affected parties (e.g., automobile manufacturers, oil industry, and agricultural interests) did not agree on whether and how gasoline should be reformulated.

World Solar Summit: Launching the World Renewable Energy Program
The World Solar Summit and proposed World Solar Program 1996-2005 address energy problems through increased use of renewable energy technologies. The World Solar Commission will host the World Solar Summit in Harare, Zimbabwe, on September 16 and 17, 1996, and it will direct the World Solar Program 1996-2005. At the Summit, the Commission is expected to adopt a World Plan ofAction and a number of Strategic Projects. The proposed World Plan of Action includes a selection of high-priority renewable energy projects at the national or regional level to be implemented between 1996 and 2005.

Superfund Reauthorization: A Summary of H.R. 1300, as Reported
The Superfund reauthorization bill, H.R. 1300, was ordered reported by the House Transportation and Infrastructure Committee on August 5, 1999, and now goes to the Commerce Committee, which shares jurisdiction. Title I authorizes programs to assess and clean up brownfields, provides funding for state voluntary cleanup programs, and prohibits federal enforcement at sites cleaned up under state law. Community participation in decision-making is promoted by Title II, and the duties of the Agency for Toxic Substances and Disease Registry are re-focused.
