Closure Report for Corrective Action Unit 404: Roller Coaster Sewage Lagoons and North Disposal Trench, Tonopah Test Range, Nevada with ROTC 1, Revision 0

This Closure Report provides the documentation for closure of the Roller Coaster Sewage Lagoons and North Disposal Trench Comective Action Unit (CAU) 404. CAU 404 consists of the Roller Coaster Sewage Lagoons (Corrective Action Site [CAS] TA-03-O01-TA-RC) and the North Disposal Trench (CAS TA-21-001-TA-RC). The site is located on the Tonopah Test Range, approximately 225 kilometers (km) (140 miles [mi]) northwest ofLas Vegas, Nevada. . The sewage lagoons received ~quid sanitary waste horn the Operation Roller Coaster Man Camp in 1963 and debris from subsequent range and construction cleanup activities. The debris and ordnance was subsequently removed and properly dispos~, however, pesticides were detected in soil samples born the bottom of the lagoons above the U,S. Environmental Protection Agency Region IX Prelimimuy Remediation Goals (EPA 1996). . The North Disposal Trench was excavated in 1963. Debris from the man camp and subsequent range and construction cleanup activities was placed in the trench. Investigation results indicated that no constituents of concern were detected in soil samples collected from the trench. Remedial alternative proposed in the Comctive Action Decision Document (CADD) fm the site was “Covering” (DOE, 1997a). Coupled modeling of non-isothermal multiphase flow, solutetransport and reactive chemistry in porous and fractured media: 1. ModelDevelopment and Validation

Coupled modeling of subsurface multiphase fluid and heat flow, solute transport and chemical reactions can be used for the assessment of acid mine drainage remediation, mineral deposition, waste disposal sites, hydrothermal convection, contaminant transport, and groundwater quality. Here they present a numerical simulation model, TOUGHREACT, which considers non-isothermal multi-component chemical transport in both liquid and gas phases. A wide range of subsurface thermo-physical-chemical processes is considered. The model can be applied to one-, two- or three-dimensional porous and fractured media with physical and chemical heterogeneity. The model can accommodate any number of chemical species present in liquid, gas and solid phases. A variety of equilibrium chemical reactions is considered, such as aqueous complexation, gas dissolution/exsolution, cation exchange, and surface complexation. Mineral dissolution/precipitation can proceed either subject to local equilibrium or kinetic conditions. The coupled model employs a sequential iteration approach with reasonable computing efficiency. The development of the governing equations and numerical approach is presented along with the discussion of the model implementation and capabilities. Fabrication and Test Results of a Prototype, Nb3Sn Superconducting Racetrack Dipole Magnet

A prototype, Nb{sub 3}Sn superconducting magnet, utilizing a racetrack coil design has been built and tested. This magnet represents the first step in a recently implemented program to develop a high field, accelerator quality magnet. This magnet was constructed with coils wound from conductor developed for the ITER project, limiting the magnet to a field of 6-7 Tesla. Subsequent magnets in the program will utilize improved conductor, culminating in a magnet design capable of producing fields approaching 15 Tesla. The simple geometry is more suitable for the use of brittle superconductors necessary to eventually reach high field levels. In addition, fewer and simpler parts are used in fabricating these coils compared with the more conventional cosine theta cross section coils. The general fabrication steps, mechanical design and quench performance are discussed.

Measurements of Modulus of Elasticity and Thermal Contraction of Epoxy Impregnated Niobium-Tin and Niobium-Titanium Composites

In the high field magnet program at Lawrence Berkeley National Laboratory, accelerator magnet prototypes are designed with epoxy impregnated niobium-tin and niobium-titanium superconductor. Accurate mechanical property values are essential for magnet mechanical design and prediction of conductor performance. Two key mean property values are measured on coil samples: modulus of elasticity (Young's modulus) and mean thermal contraction. Measurements are made in compression and are conducted in three orthogonal directions. Modulus of elasticity measurements are currently conducted at room temperature and the mean thermal contraction is measured from room temperature to liquid nitrogen temperature. Room temperature values are compared with values estimated using the individual coil components.

Critical Current of Superconducting Rutherford Cable in High Magnetic Fields with Transverse Pressure

For high energy physics applications superconducting cables are subjected to large stresses and high magnetic fields during service. It is essential to know how these cables perform in these operating conditions. A loading fixture capable of applying loads of up to 700 kN has been developed by NHMFL for LBNL. This fixture permits uniform loading of straight cables over a 122 mm length in a split-pair solenoid in fields up to 12 T at 4.2 K. The first results from this system for Rutherford cables of internal-tin and modified jelly roll strand of Nb{sub 3}Sn produced by IGC and TWC showed that little permanent degradation occurs up to 210 MPa. However, the cable made from internal-tin strand showed a 40% reduction in K{sub c} at 11T and 210 MPa while a dable made from modified jelly roll material showed only a 15% reduction in I{sub c} at 11T and 185 MPa.

The Relative Abundance of Desert Tortoises on the Nevada Test Site within Ecological Landform Units

Sign-survey transects were sampled in 1996 to better determine the relative abundance of desert tortoises on the Nevada Test Site (NTS). These transects were sampled within ecological land-form units (ELUs), which are small, ecologically homogeneous units of land. Two-hundred and six ELUs were sampled by walking 332 transects totaling 889 kilometers (km) (552 miles [mi]). These ELUs covered 528 km{sup 2} (204 mi{sup 2}). Two-hundred and eighty-one sign were counted. An average of 0.32 sign was found per km walked. Seventy percent of the area sampled had a very low abundance of tortoises, 29 percent had a low abundance, and 1 percent had a moderate abundance. A revised map of the relative abundance of desert tortoise on the NTS is presented. Within the 1,330 km{sup 2} (514 mi{sup 2}) of desert tortoise habitat on the NTS, 49 percent is classified as having no tortoises or a very low abundance, 18 percent has a low or moderate abundance, 12 percent is unclassified land being used by the Yucca Mountain Site Characterization Project, and the remaining 21 percent still has an unknown abundance of desert tortoises. Selected Component Failure Rate Values from Fusion Safety Assessment Tasks

This report is a compilation of component failure rate and repair rate values that can be used in magnetic fusion safety assessment tasks. Several safety systems are examined, such as gas cleanup systems and plasma shutdown systems. Vacuum system component reliability values, including large vacuum chambers, have been reviewed. Values for water cooling system components have also been reported here. The report concludes with the examination of some equipment important to personnel safety, atmospheres, combustible gases, and airborne releases of radioactivity. These data should be useful to system designers to calculate scoping values for the availability and repair intervals for their systems, and for probabilistic safety or risk analysts to assess fusion systems for safety of the public and the workers.

Construction of Effective Electromagnetic Currents for Two-Body Quasipotential Equations

A systematic algebraic approach for the construction of effective electro-magnetic currents consistent with relativistic two-body quasipotential equations is presented. This approach generalizes the Mandelstam formalism and applies it to a generic quasipotential reduction method. The use of Ward-Takahashi identities for the effective currents guarantees conservation of current matrix elements involving any combination of bound and scattering states. This approach is shown to reproduce previous results for current matrix elements for the particular cases of the Gross and Blankenbecler-Sugar equations. A generic method of truncation of the quasipotential effective current with respect to the number of boson exchanges is introduced.

Ab Initio Calculation of Nuclear Magnetic Resonance Chemical Shift Anisotropy Tensors 1. Influence of Basis Set on the Calculation of 31P Chemical Shifts

The influence of changes in the contracted Gaussian basis set used for ab initio calculations of nuclear magnetic resonance (NMR) phosphorous chemical shift anisotropy (CSA) tensors was investigated. The isotropic chemical shitl and chemical shift anisotropy were found to converge with increasing complexity of the basis set at the Hartree-Fock @IF) level. The addition of d polarization function on the phosphorous nucIei was found to have a major impact of the calculated chemical shi~ but diminished with increasing number of polarization fimctions. At least 2 d polarization fimctions are required for accurate calculations of the isotropic phosphorous chemical shift. The introduction of density fictional theory (DFT) techniques through tie use of hybrid B3LYP methods for the calculation of the phosphorous chemical shift tensor resulted in a poorer estimation of the NMR values, even though DFT techniques result in improved energy and force constant calculations. The convergence of the W parametem with increasing basis set complexity was also observed for the DFT calculations, but produced results with consistent large deviations from experiment. The use of a HF 6-31 l++G(242p) basis set represents a good compromise between accuracy of the simulation and the complexity of the calculation for future ab initio calculations …

ISOBUTANOL-METHANOL MIXTURES FROM SYNTHESIS GAS

Isobutanol is potential as a fuel additive or precursor to methyl tert-butyl ether (MTBE). Alkali-promoted Cu/ZnO/Al{sub 2}O{sub 3} and Cu/MgO/CeO{sub 2} materials have been found to catalyze the formation of isobutanol from CO and H{sub 2} at temperatures (573-623 K) that allow their use in slurry reactors. Our studies focus on the mechanism and structural requirements for selective isobutanol synthesis on these types of catalysts. Alkali promoted Cu/MgO/CeO{sub 2}, Cu/MgO/ZnO, and CuZnAlO{sub x} materials and their individual components Cu/MgO, MgO/CeO{sub 2}, MgO and CeO{sub 2} have been prepared for the use in kinetic studies of alcohol coupling reactions, in identification of reaction intermediates, and in isobutanol synthesis at high pressures. These samples were prepared by coprecipitation of mixed nitrate solutions with an aqueous solution of KOH (2M) and K{sub 2}CO{sub 3} (1M) at 338 K at a constant pH of 9, except for Cs-Cu/ZnO/Al{sub 2}O{sub 3} at a pH of 7, in a well-stirred thermostated container. The precipitate was filtered, washed thoroughly with dioinized water at 303 K in order to remove residual K ions, and dried at 353 K overnight. Thermal-Hydraulic Bases for the Safety Limits and Limiting Safety System Settings for HFIR Operation at 100 MW and 468 psig Primary Pressure, Using Specially Selected Fuel Elements

This report summarizes thermal hydraulic analyses performed to support HFIR operation at 100 MW and 468 psig pressure using specially selected fuel elements. The analyses were performed with the HFIR steady state heat transfer code, originally developed during HFIR design. This report addresses the increased core heat removal capability which can be achieved in fuel elements having coolant channel thicknesses that exceed the minimum requirements of the HFIR fuel fabrication specifications. Specific requirements for the minimum value of effective uniform as-built coolant channel thickness are established for fuel elements to be used at 100 MW. The burnout correlation currently used in the steady-state heat transfer code was also compared with more recent experimental results for stability of high-velocity flow in narrow heated channels, and the burnout correlation was found to be conservative with respect to flow stability at typical HFIR hot channel exit conditions at full power.

Baseline Mapping Study of the Steed Pond Aquifer and Crouch Branch Confining Unit Beneath A/M Area, Savannah River Site, Aiken, South Carolina

This report presents the results of a baseline mapping project conducted for the Environmental Restoration Department at Savannah River Site. The purpose of this report is to map the distribution of mud (clay and silt-sized material) within each hydrogeologic unit from the surface down to the top of the Crouch Branch aquifer beneath the A/M Area. The distribution of mud layers and variations in the percentage of clay and silt within the strata is extremely important in order to fully characterize the extent of DNAPL beneath the A/M Area and determine the geometry of the contaminant plumes emanating from them. Precision mapping of these layers can aid in locating areas where contamination is most likely to have migrated into the saturated zone. In addition, this information can be used to refine the current remediation systems or assist in designing new remedial systems.

This report is the first of a series that will quantify the lightning threat to the Pantex Plant where high-risk operations occur. More information can be found in the report written by the Lightning Protection Team [1] and Sandia National Laboratory documents. Low-power RF coupling measurements were completed on Cell 12-44-1 in May 1998. These measurements quantify the voltage and current levels that could leak into the cell from possible lightning strike points. Cell 1 is representative of the most �leaky� class of cells at Pantex because the floor was not intentionally electrically connected to the walls. From the measurement data, linear models were developed. These transfer functions allow us to calculate the effect in the cell from the much higher power lightning threat. Two types of coupling paths were characterized: (1) external ventilation stack to cell interior and (2) cell ceiling to other cell elements. For the maximum lightning threat [2], an estimate of the maximum cell-to-floor voltage is 150 kV. The extrapolated voltage levels at normal working heights are lower. The overall goal of this initiative is to develop fundamental knowledge of ash behavior in power systems for the purpose of increasing power production efficiency, reducing operation and maintenance costs, and reducing greenhouse gas emissions into the atmosphere. The specific objectives of this initiative focus primarily on ash behavior related to advanced power systems and include the following: Determine the current status of the fundamental ash interactions and deposition formation mechanisms as already reported through previous or ongoing projects at the EERC or in the literature; Determine sintering mechanisms for temperatures and particle compositions that are less well known and remain for the most part undetermined; Identify the relationship between the temperature of critical viscosity (T{sub cv}) as measured in a viscometer and the crystallization occurring in the melt; Perform a literature search on the use of heated-stage microscopy (HSM) for examining in situ ash-sintering phenomena and then validate the use of HSM in the determination of viscosity in spherical ash particles; Ascertain the formation and stability of specific mineral or amorphous phases in deposits typical of advanced power systems; and Evaluate corrosion for alloys being used in supercritical combustion systems.

REDUCING POWER PRODUCTION COSTS BY UTILIZING PETROLEUM COKE

A Powder River Basin subbituminous coal from the North Antelope mine and a petroleum shot coke were received from Northern States Power Company (NSP) for testing the effects of parent fuel properties on coal-coke blend grindability and evaluating the utility of petroleum coke blending as a strategy for improving electrostatic precipitator (ESP) particulate collection efficiency. Petroleum cokes are generally harder than coals, as indicated by Hardgrove grindability tests. Therefore, the weaker coal component may concentrate in the finer size fractions during the pulverizing of coal-coke blends. The possibility of a coal-coke size fractionation effect is being investigated because it may adversely affect combustion performance. Although the blending of petroleum coke with coal may adversely affect combustion performance, it may enhance ESP particulate collection efficiency. Petroleum cokes contain much higher concentrations of V relative to coals. Consequently, coke blending can significantly increase the V content of fly ash resulting from coal-coke combustion. Pentavalent vanadium oxide (V{sub 2}O{sub 5}) is a known catalyst for transforming gaseous sulfur dioxide (SO{sub 2}[g]) to gaseous sulfur trioxide (SO{sub 3}[g]). The presence of SO{sub 3}(g) strongly affects fly ash resistivity and, thus, ESP performance.

Methane Recovery from Animal Manures The Current Opportunities Casebook

Growth and concentration of the livestock industry create opportunities for the proper disposal of the large quantities of manures generated at dairy, swine, and poultry farms. Pollutants from unmanaged livestock wastes can degrade the environment, and methane emitted from decomposing manure may contribute to global climate change. One management system not only provides pollution prevention but also can convert a manure problem into a new profit center. Economic evaluations and case studies of operating systems indicate that the anaerobic digestion (AD) of livestock manures is a commercially available bioconversion technology with considerable potential for providing profitable coproducts, including a cost-effective renewable fuel for livestock production operations. This Casebook examines some of the current opportunities for the recovery of methane from the AD animal manures. U.S. livestock operations currently employ four types of anaerobic digester technology: slurry, plug-flow, complete-mix, and covered lagoon. An introduction to the engineering economies of these technologies is provided, and possible end-use applications for the methane gas generated by the digestion process are discussed. The economic evaluations are based on engineering studies of digesters that generate electricity from the recovered methane. Removal of Sarin Aerosol and Vapor by Water Sprays

Falling water drops can collect particles and soluble or reactive vapor from the gas through which they fall. Rain is known to remove particles and vapors by the process of rainout. Water sprays can be used to remove radioactive aerosol from the atmosphere of a nuclear reactor containment building. There is a potential for water sprays to be used as a mitigation technique to remove chemical or bio- logical agents from the air. This paper is a quick-look at water spray removal. It is not definitive but rather provides a reasonable basic model for particle and gas removal and presents an example calcu- lation of sarin removal from a BART station. This work ~ a starting point and the results indicate that further modeling and exploration of additional mechanisms for particle and vapor removal may prove beneficial.

Uncertainty and Sensitivity Analysis Results Obtained in the 1996 Performance Assessment for the Waste Isolation Pilot Plant

The Waste Isolation Pilot Plant (WPP) is located in southeastern New Mexico and is being developed by the U.S. Department of Energy (DOE) for the geologic (deep underground) disposal of transuranic (TRU) waste. A detailed performance assessment (PA) for the WIPP was carried out in 1996 and supports an application by the DOE to the U.S. Environmental Protection Agency (EPA) for the certification of the WIPP for the disposal of TRU waste. The 1996 WIPP PA uses a computational structure that maintains a separation between stochastic (i.e., aleatory) and subjective (i.e., epistemic) uncertainty, with stochastic uncertainty arising from the many possible disruptions that could occur over the 10,000 yr regulatory period that applies to the WIPP and subjective uncertainty arising from the imprecision with which many of the quantities required in the PA are known. This report summarizes the key continuum mechanics concepts required for the systematic prescription and numerical solution of finite deformation solid mechanics problems. Topics surveyed include measures of deformation appropriate for media undergoing large deformations, stress measures appropriate for such problems, balance laws and their role in nonlinear continuum mechanics, the role of frame indifference in description of large deformation response, and the extension of these theories to encompass two dimensional idealizations, structural idealizations, and rigid body behavior. There are three companion reports that describe the problem formulation, constitutive modeling, and finite element technology for nonlinear continuum mechanics systems.

Photovoltaic Cz Silicon Module Improvements

Work focused on reducing the cost per watt of Cz silicon photovoltaic modules under Phase II of Siemens Solar Industries' DOE/NREL PVMaT 4A subcontract is described in this report. New module designs were deployed in this phase of the contract, improvements in yield of over 10% were realized, and further implementation of Statistical Process Control was achieved during this phase. Module configurations representing a 12% cost reduction per watt were implemented in small scale production under Phase II of this contract. Yield improvements are described in detail, yield sensitivity to wafer thickness is quantified, and the deployment of SPC in critical process steps is reported here.
