Micro-Grooving and Micro-Threading Tools for Fabricating Curvilinear Features

This paper presents techniques for fabricating microscopic, curvilinear features in a variety of workpiece materials. Micro-grooving and micro-threading tools having cutting widths as small as 13 {micro}m are made by focused ion beam sputtering and used for ultra-precision machining. Tool fabrication involves directing a 20 keV gallium beam at polished cylindrical punches made of cobalt M42 high-speed steel or C2 tungsten carbide to create a number of critically aligned facets. Sputtering produces rake facets of desired angle and cutting edges having radii of curvature equal to 0.4 {micro}m. Clearance for minimizing frictional drag of a tool results from a particular ion beam/target geometry that accounts for the sputter yield dependence on incidence angle. It is believed that geometrically specific cutting tools of this dimension have not been made previously. Numerically controlled, ultra-precision machining with micro-grooving tools results in a close match between tool width and feature size. Microtools are used to machine 13 {micro}m wide, 4 {micro}m deep, helical grooves in polymethyl methacrylate and 6061 Al cylindrical workplaces. Micro-grooving tools are also used to fabricate sinusoidal cross-section features in planar metal samples.

The Characterization Project level of success achieved by the River Protection Project (RPP) is determined by the effectiveness of several organizations across RPP working together. The requirements, expectations, interrelationships, and performance criteria for each of these organizations were examined in order to understand the performances necessary to achieve characterization objectives. This Letter of Intent documents the results of the above examination. It formalizes the details of interfaces, working agreements, and requirements for obtaining and transferring tank waste samples from the Tank Farm System (RPP Process Engineering, Characterization Project Operations, and RPP Quality Assurance) to the characterization laboratory complex (222-S Laboratory, Waste Sampling and Characterization Facility, and the Hanford Analytical Service Program) and for the laboratory complex analysis and reporting of analytical results.

Oak Ridge Y-12 Plant Biological Monitoring and Abatement Program Plan

The revised Biological Monitoring and Abatement Program (BMAP) for East Fork Poplar Creek (EFPC) at the Oak Ridge Y-12 Plant, as described, will be conducted as required by the National Pollutant Discharge Elimination System permit issued for the Y-12 Plant on April 28, 1995 and became effective July 1, 1995. The basic approach to biological monitoring used in this program was developed by the staff in the Environmental Science Division (ESD) at the Oak Ridge National Laboratory (ORNL) at the request of the Y-12 Plant. The revision to the BMAP plan is based on results of biological monitoring conducted during the period of 1985 to present. Details of the specific procedures used in the current routine monitoring program are provided; experimental designs for future studies are described in less detail. The overall strategy used in developing this plan was, and continues to be, to use the results obtained from each task to define the scope of future monitoring efforts. Such efforts may require more intensive sampling than initially proposed in some areas (e.g., additional bioaccumulation monitoring if results indicate unexpectedly high PCBs or Hg) or a reduction in sampling intensity in others (e.g., reduction in the number of sampling sites …

In May 1985, a National Pollutant Discharge Elimination System (NPDES) permit was issued for the Oak Ridge Y-12 Plant. As a condition of the permit, a Biological Monitoring and Abatement Program (BMAP) was developed to demonstrate that the effluent limitations established for the Y-12 Plant protect the classified uses of the receiving stream (East Fork Poplar Creek; EFPC), in particular, the growth and propagation of aquatic life (Loar et al. 1989). A second objective of the BMAP is to document the ecological effects resulting from the implementation of a water pollution control program designed to eliminate direct discharges of wastewaters to EFPC and to minimize the inadvertent release of pollutants to the environment. Because of the complex nature of the discharges to EFPC and the temporal and spatial variability in the composition of the discharges, a comprehensive, integrated approach to biological monitoring was developed. Verification survey of the hot cell facility site, General Atomics, San Diego, California

From 1958, General Atomics maintain a hot cell facility in support of government-funded research into reactor fuels. As the use of the facility declined, General Atomics entered into an agreement with DOE to dismantle the facility and decontaminate and decommission (D&D) the site so that it could made available for unrestricted use. The Environmental Survey and Site Assessment Program (ESSAP) was requested to verify the final radiological status of the D&D effort. This is the report of ESSAP survey and verification activities conducted at the San Diego site from November 1999 through March 2000.

MAXIMA-1: A Measurement of the Cosmic Microwave Background Anisotropy on Angular Scales of 10' to 5 Degrees

We present a map and an angular power spectrum of the anisotropy of the cosmic microwave background (CMB) from the first flight of MAXIMA. MAXIMA is a balloon-borne experiment with an array of 16 bolometric photometers operated at 100 mK. MAXIMA observed a 124 deg region of the sky with 10' resolution at frequencies of 150, 240 and 410 GHz. The data were calibrated using in-flight measurements of the CMB dipole anisotropy. A map of the CMB anisotropy was produced from three 150 and one 240 GHz photometer without need for foreground subtractions. Analysis of this CMB map yields a power spectrum for the CMB anisotropy over the range 36 {le} {ell} {le} 785. The spectrum shows a peak with an amplitude of 78 {+-} 6 {mu}K at {ell} {approx_equal} 220 and an amplitude varying between {approx} 40 {mu}K and {approx} 50 {mu}K for 400 {approx}< {ell} {approx}< 785.

Experience with copper oxide production in antiproton source components at Fermi National Accelerator Laboratory

The Antiproton (Pbar) Source at Fermi National Accelerator Laboratory is a facility comprised of a target station, two rings called the Debuncher and Accumulator and the transport lines between those rings and the remainder of the particle accelerator complex. Water is by far the most common medium for carrying excess heat away from components, primarily electromagnets, in this facility. The largest of the water systems found in Pbar is the 95 degree Fahrenheit Low Conductivity Water (LCW) system. LCW is water which has had free ions removed, increasing its resistance to electrical current. This water circuit is used to cool magnets, power supplies, and stochastic cooling components and typically has a resistivity of 11--18 megaohms-cm. For more than ten years the Antiproton rings were plagued with overheating magnets due to plugged water-cooling channels. Various repairs have been tried over the years with no permanent success. Throughout all of this time, water samples have indicated copper oxide, CuO, as the source of the contamination. Matters came to a head in early 1997 following a major underground LCW leak between the Central Utilities Building and the Antiproton Rings enclosures. The remarkable catalytic properties of electrode surfaces modified by monolayer amounts of metal adatoms obtained by underpotential deposition (UPD) have been the subject of a large number of studies during the last couple of decades. This interest stems from the possibility of implementing strictly surface modifications of electrocatalysts in an elegant, well-controlled way, and these bi-metallic surfaces can serve as models for the design of new catalysts. In addition, some of these systems may have potential for practical applications. The UPD of metals, which in general involves the deposition of up to a monolayer of metal on a foreign substrate at potentials positive to the reversible thermodynamic potential, facilitates this type of surface modification, which can be performed repeatedly by potential control. Recent studies of these surfaces and their catalytic properties by new in situ surface structure sensitive techniques have greatly improved the understanding of these systems.

Calculation of the QED correction to the recoil proton polarization by the electron structure function method

Model independent radiative correction to the recoil proton polarization for the elastic electron-proton scattering is calculated within method of electron structure functions. The explicit expressions for the recoil proton polarization are represented as a contraction of the electron structure and the hard part of the polarization dependent contribution into cross-section. The calculation of the hard part with first order radiative correction is performed. The obtained representation includes the leading radiative corrections in all orders of perturbation theory and the main part of the second order next-to-leading ones. Numerical calculations illustrate our analytical results.

Initial results of the CD-1 reliable multicast experiment

During the past year, an experiment has been underway to test use of reliable multicast capabilities for transmission of continuous data in the Global Communication Infrastructure. For the experiment a version of the CD-1 protocol was multicast enabled. The experiment has demonstrated the feasibility of transmitting data in a multicast mode over the GCI. In the case of the Comprehensive Nuclear Test-Ban Treaty the sender could be the station and the receivers the International Data Center (IDC) and one or more National Data Centers (NDC). The potential advantages of multicasting include (a) the timely receipt of the data by the IDC and the host NDC and (b) the simultaneous availability of the raw station data at, at least, two locations. The latter, by introducing redundant data paths, decreases the probability of loss of station data due to a potential failure of a single data receiver. This experiment is only one element of a needed more thorough assessment of the reliability and cost-effectiveness of introducing redundancies in the data transmission paths and the data sinks of the IMS.
