Geothermal Steam Act of 1970 and Regulations on the Leasing of Geothermal Resources

The Geothermal Steam Act and the implementing Regulations printed here governed most aspects of the leasing of Federal lands for geothermal exploration and development for many years. They are of great historical interest. Interesting details include: limits on leased acreage per person or firm, distinctions between competitive and noncompetitive leases, rules for bonus auctions, rents, and production royalties, diligence requirements, and distribution of royalties between the Government and the states. Note that most of what was laid out here prevailed until relatively large revisions in the omnibus Energy Bill of 2005. (DJE 2005)

Nuclear Heat Source for Cryogenic Refrigerators in Space

To supply the heat input required by space-borne Vuilleumier refrigerators, a possible design for a reliable Pu-238 radioisotope heat source, based on state-of-the-art technology, is described. The isotope heat source would replace electrical heaters powered by solar panels and batteries, and would be adaptable to existing VM refrigerators without redesign. The heat source contains all necessary safety features, and also a simple thermal control system to permit refrigerator shut-down for indefinite duration. A system for thermal interfacing with the spacecraft, the booster, and ground support is also described. The isotope heaters are compared with solar-electric heaters for the same application, and found to result in very significant weight and size savings.

The modeling of convective storm scavenging processes is going forward on two distinct fronts. The first of these relates to the microphysical processes, particularly to the study of their response to micro-dynamical components of the convective circulation. It is found that the droplet size spectra generated are responsive to variations of vertical velocity due to turbulence within the cloud and to humidity variations due to entrainment processes. Both sets of variations give responses that differ for different amplitudes and frequencies, i.e., rapid, small-amplitude eddies appear to enhance small-droplet development, whereas slow, large-amplitude oscillations tend to enhance large-droplet development. An allied study of the assumptions used in the microphysical equations is also being made. The second modeling effort is addressed to the problem of three-dimensional representation of convective dynamics. Equations are presented, and some of the problems under attack are discussed. (auth)

Two-dimensional fluid-hammer analysis by the method of nearcharacteristics

A numerical technique based on the method of nearcharacteristics is considered for solving propagation of fluid-hammer waves in a two-dimensional geometry. The solution is constructed by relating flow conditions by compatibility equations along lines called nearcharacteristics. Three choices are considered in the numerical scheme that are accurate within an error of the order of magnitude of the time step. Since the nearcharacteristics lie in the coordinate planes, the technique provides an efficient method requiring only simple interpolations in the initial plane. On the other hand, the nearcharacteristics fall outside the characteristics cone. Thus the solution procedure directly refers to conditions outside the true domain of dependence. The effect of this is studied through numerical calculation of a simple example problem and comparison with results obtained by a bicharacteristic method. Comparison is also made with existing analytical solutions and experiments. Furthermore, the three solution schemes considered are examined for numerical stability by the vonNeumann test. Two of the schemes were found to be unstable; the third yielded a stability criterion equivalent to that of the bicharacteristic formulation. The stability-analysis results were confirmed by numerical experimentation. (auth)

The objectives are to aid LMFBR steam-generator designers in making the best possible evaluation of potential vibration in steam-generator internals, and to provide the basis for development of design guidelines to avoid detrimental flow-induced vibration. Mass measurements of highly neutron-excess nuclei in the light elements

The $sup 26$Mg($sup 7$Li,$sup 8$B)$sup 25$Ne reaction at 78.9 MeV was used to measure the mass-excess of $sup 25$Ne (-2.18 +- 0.10 MeV) and several low- lying excited states. Mass-excesses for $sup 43$Ar (-31.98 +- 0.07 MeV), $sup 45$Ar (-29.727 +- 0.06 MeV), and $sup 46$Ar (-29.732 +- 0.07 MeV) were determined from the $sup 48$Ca($alpha$,$sup 9$,$sup 7$Be)$sup 43$,$sup 45$Ar reactions at 77.7 MeV and the $sup 48$Ca($sup 6$Li,$sup 8$B)$sup 46$Ar reaction at 80.1 MeV. Several excited states of $sup 43$Ar and $sup 45$Ar were observed. These and the excited states of $sup 25$Ne are compared with theoretical predictions. Ground state differential cross sections are given for all reactions, ranging from 0.1 to 1 $mu$b/sr at forward angles. Upper limits of about 1 to 25 nb/sr were determined for the ground state cross sections of the reactions $sup 48$Ca($alpha$,$sup 8$,$sup 10$,$sup 11$B)$sup 44$,$sup 42$,$sup 41$Cl and $sup 48$Ca($alpha$,$sup 10$-$sup 13$C)$sup 42$-$sup 39$S at 110 MeV. Recoil coincidence techniques were used to measure the mass-excess of the particle- unbound nucleus $sup 10$Li(33.83 +- 0.25 MeV) by the $sup 9$Be($sup 9$Be,$sup 8$B)$sup 10$Li reaction at 121 MeV; the ground state cross section was 30 nb/sr.
