Results of the 2h Evaporator Acid Cleaning and in-Pot Neutralization

The estimated 200 gallons of sodium aluminosilicate scale (NAS) present in the 242-16H Evaporator pot prior to chemical cleaning was subjected to four batches of 1.5 M (9 wt%) nitric acid. Each batch was neutralized with 19 M (50 wt %) sodium hydroxide (caustic) before transfer to Tank 38. The chemical cleaning process began on November 20, 2006, and was terminated on December 10, 2006. An inspection of the pot's interior was performed and based on data gathered during that inspection; the current volume of scale in the pot is conservatively estimated to be 36.3 gallons, which is well below the 200 gallon limit specified in the Technical Safety Requirements. In addition, the performance during all aspects of cleaning agreed well with the flowsheet developed at the bench and pilot scale. There were some lessons learned during the cleaning outage and are detailed in appendices of this report.

The Origins of the Rate Enhancement in LiNi0.4Co0.2-yAlyMn0.4O2 (0<y<_0.2) Cathode Materials

Recently, much research has been directed towards finding a replacement cathode material for LiCoO{sub 2} combining high performance with lower cost and toxicity. One promising candidate material is the mixed transition metal oxide LiNi{sub 0.4}Co{sub 0.2}Mn{sub 0.4}O{sub 2}, which delivers 180 mAh/g below 4.4 V versus Li/Li{sup +} (1, 2). However, in this material, there is 4% anti-site cation mixing, which hinders the mobility of lithium within the lattice, adversely affecting its rate performance in lithium batteries. Ongoing work in our lab has shown that partial or full substitution of cobalt with aluminum, LiNi{sub 0.4}Co{sub 0.2}Mn{sub 0.4}O{sub 2} (0 &lt; y {le} 0.2), can lead to significant improvements in rate performance (3). In particular, LiNi{sub 0.4}Co{sub 0.2}Mn{sub 0.4}O{sub 2} shows greatly improved rate capability with almost no sacrifice in the overall capacity delivered at low rates between 2.0 and 4.3V (Figure 1). The smaller ionic radius of Al{sup 3+} in octahedral coordination (0.535 {angstrom}) compared to Li{sup +} (0.76 {angstrom}) creates a strong driving force for the formation of a more lamellar structure in the aluminum containing materials (4, 5). Enhanced Geothermal Systems Research and Development: Models of Subsurface Chemical Processes Affecting Fluid Flow

Successful exploitation of the vast amount of heat stored beneath the earth’s surface in hydrothermal and fluid-limited, low permeability geothermal resources would greatly expand the Nation’s domestic energy inventory and thereby promote a more secure energy supply, a stronger economy and a cleaner environment. However, a major factor limiting the expanded development of current hydrothermal resources as well as the production of enhanced geothermal systems (EGS) is insufficient knowledge about the chemical processes controlling subsurface fluid flow. With funding from past grants from the DOE geothermal program and other agencies, we successfully developed advanced equation of state (EOS) and simulation technologies that accurately describe the chemistry of geothermal reservoirs and energy production processes via their free energies for wide XTP ranges. Using the specific interaction equations of Pitzer, we showed that our TEQUIL chemical models can correctly simulate behavior (e.g., mineral scaling and saturation ratios, gas break out, brine mixing effects, down hole temperatures and fluid chemical composition, spent brine incompatibilities) within the compositional range (Na-K-Ca-Cl-SO4-CO3-H2O-SiO2-CO2(g)) and temperature range (T < 350°C) associated with many current geothermal energy production sites that produce brines with temperatures below the critical point of water. "Project Title: Undulator-Based Production of Polarized Photons" DOE Contract Number: FG02-04ER41355 Principal Investigator: Prof. Kirk McDonald Period of Performance: 09/10/2004 thru 08/31/2006 This award was to fund Princeton's activity on SLAC experiment E166, "Undulator-Based Production of Polarized Positrons" which was performed at SLAC during June and September 2005. Princeton U. fabricated a magnetic spectrometer for this experiment, and participated in the commissioning, operation, and analysis of the experiment, for which Prof. McDonald was a co-spokesperson. The experiment demonstrated that an intense positron beam with 80% longitudinal polarization could be generated by conversion of MeVenergy circularly polarized photons in a thin target, which photons were generated by passage of high-energy electrons through a helical undulator. This technique has since been adopted as the baseline for the polarized positron source of the proposed International Linear Collider. Results of the experiment have been published in Physical Review Letters, vol 100, p 210801 (2008) [see attached .pdf file], and a longer paper is in preparation.

Quantum geometry and gravitational entropy

Most quantum states have wavefunctions that are widely spread over the accessible Hilbert space and hence do not have a good description in terms of a single classical geometry. In order to understand when geometric descriptions are possible, we exploit the AdS/CFT correspondence in the half-BPS sector of asymptotically AdS_5 x S5 universes. In this sector we devise a&quot;coarse-grained metric operator&quot; whose eigenstates are well described by a single spacetime topology and geometry. We show that such half-BPS universes have a non-vanishing entropy if and only if the metric is singular, and that the entropy arises from coarse-graining the geometry. Finally, we use our entropy formula to find the most entropic spacetimes with fixed asymptotic moments beyond the global charges.

The continuing developments in the synthesis of nanoscalematerials and specifically in the area of colloidal semiconductornanocrystals have created an opportunity to generate a next generation ofbiological labels with complementary or in some cases enhanced propertiescompared to colloidal quantum dots. In this paper, we report thedevelopment of rod shaped semiconductor nanocrystals (quantum rods) asnew fluorescent biological labels. We have engineered biocompatiblequantum rods by surface silanization and have applied them fornon-specific cell tracking as well as specific cellular targeting. Theproperties of quantum rods as demonstrated here are enhanced sensitivityand greater resistance for degradation as compared to quantum dots.Quantum rods have many potential applications as biological labels insituations where their properties offer advantages over quantumdots.

The U.S. Nuclear Regulatory Commission (NRC) has a multi-year program at the Pacific Northwest National Laboratory (PNNL) to provide engineering studies and assessments of issues related to the use of nondestructive evaluation (NDE) methods for the reliable inspection of nuclear power plant components. As part of this program, there is a subtask 2D that was set up to address an assessment of issues related to the NDE of high density polyethylene (HDPE) butt fusion joints. This work is being driven by the nuclear industry wanting to employ HDPE materials in nuclear power plant systems. This being a new material for use in nuclear applications, there are a number of issues related to its use and potential problems that may evolve. The industry is pursuing ASME Code Case N-755 entitled “Use of Polyethylene (PE) Plastic Pipe for Section III, Division 1, Construction and Section XI Repair/Replacement Activities” that contains the requirements for nuclear power plant applications of HDPE. This Code Case requires that inspections be performed after the fusion joint is made by visually examining the bead that is formed and conducting a pressure test of the joint. Errors in determination of soil water content using time-domain reflectometry caused by soil compaction around wave guides

Application of time domain reflectometry (TDR) in soil hydrology often involves the conversion of TDR-measured dielectric permittivity to water content using universal calibration equations (empirical or physically based). Deviations of soil-specific calibrations from the universal calibrations have been noted and are usually attributed to peculiar composition of soil constituents, such as high content of clay and/or organic matter. Although it is recognized that soil disturbance by TDR waveguides may have impact on measurement errors, to our knowledge, there has not been any quantification of this effect. In this paper, we introduce a method that estimates this error by combining two models: one that describes soil compaction around cylindrical objects and another that translates change in bulk density to evolution of soil water retention characteristics. Our analysis indicates that the compaction pattern depends on the mechanical properties of the soil at the time of installation. The relative error in water content measurement depends on the compaction pattern as well as the water content and water retention properties of the soil. Illustrative calculations based on measured soil mechanical and hydrologic properties from the literature indicate that the measurement errors of using a standard three-prong TDR waveguide could be up to 10%. The Sequencer Controller boards are 9U by 340mm circuit boards that will reside in slot 1 of each of eight Sequencer crates in the D0 detector platform. The primary purpose is to control the Sequencers during data acquisition based on trigger information from the D0 Trigger Framework. We study the semi-inclusive hadron production in deep inelastic scattering at small-x.A transverse momentum dependent factorization is found consistent with the resultscalculated in the color-dipole framework in the appropriate kinematic region. The transverse momentum dependent quark distribution can be studied in this processas a probe for the small-x saturation physics. Especially, the ratio of the quark distributions as functions of transverse momentum at different x demonstrates strong dependence on the saturation scale. The Q2 dependence of the same ratio is also studied by applying the Collins-Soper-Sterman resummation method.

Lawrence Berkeley National Laboratory (LBNL) is developing a computer model and spreadsheet tool for the United States Environmental Protection Agency (EPA) to help estimate the water savings attributable to their WaterSense program. WaterSense has developed a labeling program for three types of plumbing fixtures commonly used in commercial and institutional settings: flushometer valve toilets, urinals, and pre-rinse spray valves. This National Water Savings-Commercial/Institutional (NWS-CI) model is patterned after the National Water Savings-Residential model, which was completed in 2008. Calculating the quantity of water and money saved through the WaterSense labeling program requires three primary inputs: (1) the quantity of a given product in use; (2) the frequency with which units of the product are replaced or are installed in new construction; and (3) the number of times or the duration the product is used in various settings. To obtain the information required for developing the NWS-CI model, LBNL reviewed various resources pertaining to the three WaterSense-labeled commercial/institutional products. The data gathered ranged from the number of commercial buildings in the United States to numbers of employees in various sectors of the economy and plumbing codes for commercial buildings. Electromigration-induced Plasticity: Texture Correlation and Implications for Reliability Assessment

Plastic behavior has previously been observed in metallic interconnects undergoing high current density electromigration (EM) loading. In this study of Cu interconnects, using the synchrotron technique of white beam X-ray microdiffraction, we have further found preliminary evidence of a texture correlation. In lines with strong (111) textures, the extent of plastic deformation is found to be relatively large compared to that of weaker textures. We suggest that this strong (111) texture may lead to an extra path of mass transport in addition to the dominant interface diffusion in Cu EM. When this extra mass transport begins to affect the overall transport process, then the effective diffusivity, D{sub eff}, of the EM process is expected to deviate from that of interface diffusion only. This would have fundamental implications. We have some preliminary observations that this might be the case, and we report its implications for EM lifetime assessment in this manuscript.

ITER Generic Diagnostic Upper Port Plug Nuclear Heating and Personnel Dose Rate Assesment Neutronics Analysis using the ATTILA Discrete Ordinates Code

Neutronics analysis to find nuclear heating rates and personnel dose rates were conducted in support of the integration of diagnostics in to the ITER Upper Port Plugs. Simplified shielding models of the Visible-Infrared diagnostic and of the ECH heating system were incorporated in to the ITER global CAD model. Results for these systems are representative of typical designs with maximum shielding and a small aperture (Vis-IR) and minimal shielding with a large aperture (ECH). The neutronics discrete-ordinates code ATTILA® and SEVERIAN® (the ATTILA parallel processing version) was used. Material properties and the 500 MW D-T volume source were taken from the ITER “Brand Model” MCNP benchmark model. A biased quadrature set equivelant to Sn=32 and a scattering degree of Pn=3 were used along with a 46-neutron and 21-gamma FENDL energy subgrouping. Total nuclear heating (neutron plug gamma heating) in the upper port plugs ranged between 380 and 350 kW for the Vis-IR and ECH cases. The ECH or Large Aperture model exhibited lower total heating but much higher peak volumetric heating on the upper port plug structure. In a previous humorous note entitled 'Twelve Ways to Fool the Masses,' I outlined twelve common ways in which performance figures for technical computer systems can be distorted. In this paper and accompanying conference talk, I give a reprise of these twelve 'methods' and give some actual examples that have appeared in peer-reviewed literature in years past. I then propose guidelines for reporting performance, the adoption of which would raise the level of professionalism and reduce the level of confusion, not only in the world of device simulation but also in the larger arena of technical computing.

This paper presents efforts to date and prospective goals towards development of a modelling and analysis framework which is comprehensive enough to address the global climate crisis, and detailed enough to provide policymakers with concrete targets and achievable outcomes. In terms of energy efficiency policy, this requires coverage of the entire world, with emphasis on countries and regions with large and/or rapidly growing energy-related emissions, and analysis at the 'technology' level-building end use, transport mode or industrial process. These elements have not been fully addressed by existing modelling efforts, which usually take either a top-down approach, or concentrate on a few fully industrialized countries where energy demand is well-understood. Inclusion of details such as appliance ownership rates, use patterns and efficiency levels throughout the world allows for a deeper understanding of the demand for energy today and, more importantly, over the coming decades. This is a necessary next step for energy analysts and policy makers in assessment of mitigation potentials. The modelling system developed at LBNL over the past 3 years takes advantage of experience in end use demand and in forecasting markets for energy-consuming equipment, in combination with known technology-based efficiency opportunities and policy types. The National Compact Stellarator Experiment (NCSX) was being constructed at the Princeton Plasma Physics Laboratory in partnership with Oak Ridge National Laboratory before work was stopped in 2008. The objective of this experiment was to develop the stellarator concept and evaluate it's potential as a model for future fusion power plants. Stellarator design requires very precisely positioned Modular Coils of complex shape to form 3D plasmas. In the design of NCSX, Trim Coils were required to compensate for both the positioning of the coils during assembly and the fabrication tolerances of the Modular Coils. Use of the Trim Coils allowed for larger tolerances increasing ease of assembly and decreasing overall cost. A set of Trim coils was developed to suppress the toroidal flux in island regions due to misalignment, magnetic materials, and eddy currents. The requirement imposed upon the design forced the toroidal flux in island regions below 10% of the total toroidal flux in the plasma. An analysis was first performed to evaluate candidate Trim Coil configurations iterating both the size, number, and position of the coils. Medical Surveillance for Former Workers

The Former Hanford Worker Medical Monitoring Program, directed by the Occupational and Environmental Medicine Program at the University of Washington, served former production and other non-construction workers who were potentially exposed to workplace hazards while working for the USDOE or its contractors at Hanford. The USDOE Former Workers Program arose from Congressional action in the Defense Authorization of 1993 (Public Law 102). Section 3162 stated that, “The Secretary shall establish and carry out a program for the identification and ongoing medical evaluation of current and former Department of Energy employees who are subject to significant health risks as a result of exposure of such employees to hazardous or radioactive substances during such employment.” (This also covers former employees of USDOE contractors and subcontractors.) The key objective has been to provide these former workers with medical evaluations in order to determine whether workers have experienced significant risk due to workplace exposure to hazards. Exposures to asbestos, beryllium, and noise can produce specific medical conditions: asbestosis, berylliosis, and noise-induced hearing loss (NIHL). Each of these conditions can be identified by specific, non-invasive screening tests, which are widely available. Treatments are also available for individuals affected by these conditions.
