EARLY ENTRANCE COPRODUCTION PLANT

The overall objective of this project is the three-phase development of an Early Entrance Coproduction Plant (EECP) that produces at least one product from at least two of the following three categories: Electric power (or heat); Fuels; and Chemicals. The objective is to have these products produced by technologies capable of using synthesis gas derived from coal and/or some other carbonaceous feedstock, such as petroleum coke. The objective of Phase I was to determine the feasibility and define the concept for the EECP located at a specific site and to develop a Research, Development, and Testing (RD and T) Plan for implementation in Phase II. This objective has now been accomplished. A specific site, Motiva Refinery in Port Arthur, Texas, has been selected as the location best suited for the EECP. The accomplishments of Phase I are discussed in detail in this Phase I Concept Report. A RD and T Plan and a preliminary project financing plan have been developed and are submitted separately from this report.

Gas Turbine Reheat Using in Situ Combustion: Final Report, Draft

In situ reheat is an alternative to traditional gas turbine reheat design in which fuel is fed through airfoils rather than in a bulky discrete combustor separating HP and LP turbines. The goals are to achieve increased power output and/or efficiency without higher emissions. In this program the scientific basis for achieving burnout with low emissions has been explored. In Task 1, Blade Path Aerodynamics, design options were evaluated using CFD in terms of burnout, increase of power output, and possible hot streaking. It was concluded that Vane 1 injection in a conventional 4-stage turbine was preferred. Vane 2 injection after vane 1 injection was possible, but of marginal benefit. In Task 2, Combustion and Emissions, detailed chemical kinetics modeling, validated by Task 3, Sub-Scale Testing, experiments, resulted in the same conclusions, with the added conclusion that some increase in emissions was expected. In Task 4, Conceptual Design and Development Plan, Siemens Westinghouse power cycle analysis software was used to evaluate alternative in situ reheat design options. Groundwater monitoring plan for the Hanford Site 200 Area Treated Effluent Disposal Facility

Seven years of groundwater monitoring at the 200 Area Treated Effluent Disposal Facility (TEDF) have shown that the uppermost aquifer beneath the facility is unaffected by TEDF effluent. Effluent discharges have been well below permitted and expected volumes. Groundwater mounding from TEDF operations predicted by various models has not been observed, and waterlevels in TEDF wells have continued declining with the dissipation of the nearby B Pond System groundwater mound. Analytical results for constituents with enforcement limits indicate that concentrations of all these are below Practical Quantitation Limits, and some have produced no detections. Likewise, other constituents on the permit-required list have produced results that are mostly below sitewide background. Comprehensive geochemical analyses of groundwater from TEDF wells has shown that most constituents are below background levels as calculated by two Hanford Site-wide studies. Additionally, major ion proportions and anomalously low tritium activities suggest that groundwater in the aquifer beneath the TEDF has been sequestered from influences of adjoining portions of the aquifer and any discharge activities. This inference is supported by recent hydrogeologic investigations which indicate an extremely slow rate of groundwater movement beneath the TEDF. Manufactured Homes Simulated Thermal Analysis and Cost Effectiveness Report.

In 1988 and 1989, 150 manufactured homes were built to comply with Super Good Cents (SGC) specifications adapted from the existing specifications for site-built homes under the Residential Construction Demonstration Project (RCDP). Engineering calculations and computer simulations were used to estimate the effects of the SGC specifications on the thermal performance of the homes. These results were compared with consumer costs to establish the cost-effectiveness of individual measures. Heat loss U-factors for windows, walls, floors and ceilings were established using the standard ASHRAE parallel heat flow method. Adjustments resulted in higher U-factors for ceilings and floors than assumed at the time the homes were approved as meeting the SGC specifications. Except for those homes which included heat pumps, most of the homes did not meet the SGC compliance standards. Nonetheless these homes achieved substantial reductions in overall heat loss rate (UA) compared to UAs estimated for the same homes using the standard insulation packages provided by the manufacturers in the absence of the RCDP program. Homes with conventional electric furnaces showed a 35% reduction in total UA while homes with heat pumps had a 25% reduction. 45-day safety screen results for tank 241-U-204, push mode, cores 81 and 82

This is the 45-Day report for the fiscal year 1995 tank 241-U-204 (U-204) push-mode characterization effort. Included are a summary of analytical results and copies of the differential scanning calorimetry (DSC) and thermogravimetric analysis (TGA) scans. Core samples 81 and 82 from tank U-204, obtained by the push-mode core sampling method, were received by the 222-S Laboratories. Each core consisted of only one segment. Both core samples and the field blank were extruded, subsampled, and analyzed in accordance with Reference 1. Drainable liquids and the field blank were analyzed at the segment level for energetics by DSC, percent water by TGA, and total organic carbon (TOC) by furnace oxidation. In addition, the presence or absence of any separable, presumably organic, layer in drainable liquid samples was noted and none was observed. The solids were analyzed directly at the half segment level for energetics by DSC, percent water by TGA, and TOC by persulfate oxidation. Total alpha activity was determined on fusion digestions of the sludge subsamples. No immediate notifications were necessary on samples from cores 81 or 82.

A Transmissive Optics Approach for Time-Slicing the LCLS X-Ray Pulse

This paper investigates the use of off-axis zone plate optical systems to deliver time-sliced LCLS FEL pulses to users under the 3 energy chirp scenarios elucidated by P. Emma. We present formulas for designing off-axis zone plate optical systems that achieve a given time-slice duration and intensity. The results show that it is feasible to fabricate zone-plate systems capable of providing intense spots of time-sliced 8.275 KeV photons under the scenario of a 2.0% chirp, but that it is beyond current and envisioned fabrication capabilities to create zone-plate systems of similar performance under the scenarios offering energy chirps of < 0.25%. Finally we present results of numerical calculations of the electric fields delivered to the user by an off-axis zone plate optical system producing time-slices of {le} 50 {center_dot} fs with photon densities of 200 photons/{angstrom}{sup 2} under the 2% energy chirp scenario.

Prediction of Gas Injection Performance for Heterogeneous Reservoirs

This report describes research carried out in the Department of Petroleum Engineering at Stanford University from September 1997 - September 1998 under the second year of a three-year grant from the Department of Energy on the "Prediction of Gas Injection Performance for Heterogeneous Reservoirs." The research effort is an integrated study of the factors affecting gas injection, from the pore scale to the field scale, and involves theoretical analysis, laboratory experiments, and numerical simulation. The original proposal described research in four areas: (1) Pore scale modeling of three phase flow in porous media; (2) Laboratory experiments and analysis of factors influencing gas injection performance at the core scale with an emphasis on the fundamentals of three phase flow; (3) Benchmark simulations of gas injection at the field scale; and (4) Development of streamline-based reservoir simulator. Each state of the research is planned to provide input and insight into the next stage, such that at the end we should have an integrated understanding of the key factors affecting field scale displacements.

PRELIMINARY ANALYSIS OF SUPERCHARGED NUCLEAR RAMJET PROPULSION SYSTEM

A preliminary analysis has been made to compare the performance.of a ceramic ramjet reactor powerplant, such as described in General Electric Report No. XDC-56-5-81, with that of such a powerplant supercharged by a metallic-vapor-cycle compressor jet. Performance at sea level, Mach 2.5 is ·reported for the vapor-cycle compressor jet alone, for the ramjet alone, and for the compressor jet - ramjet combination. Results indicate that adding the compressor-jet as a supercharger for the ramjet provides an increase in specific thrust of about 20 percent over that of the ramjet alone, with an attendant increase in thermal efficiency of about 20 percent over that of the ramjet alone.

Development of Extraction Techniques for the Detection of Signature Lipids from Oil

Pure cultures, including Desulfovibrio vulgaris and Methanococcus maripaludus, were combined with model oil samples and oil/diesel mixtures to optimize extraction techniques of signature lipids from oil in support of investigation of microbial communities in oil deposit samples targets for microbial enhanced hydrocarbon recovery. Several techniques were evaluated, including standard phospholipid extraction, ether linked lipid for Archaeal bacterial detection, and high pressure extractiontechniques. Recovery of lipids ranged from 50-80percent as compared to extraction of the pure culture. Extraction efficiency was evaluated by the use of internal standards. Field samples will also be tested for recovery of signature lipids with optimized extraction techniques.

A better understanding of the manner in which the ocean operates is essential to the preparation for the consequences of the generation of CO{sub 2} by fossil fuel burning. Examples are as follows: (1) the ocean will ultimately take up a major fraction of the CO{sub 2} produced, but this uptake is retarded by the slow mixing rates, in order to predict the uptake, researchers must develop and validate general circulation models for the ocean; (2) during glacial time large global climate changes occurred. The changes were abrupt happening in a few decades. The trigger for these changes appears to have been reorganizations of the large-scale thermohaline circulation of the ocean. Models suggest that if the CO{sub 2} content of the atmosphere rises to more than 700 ppm, then a possibility exists that another such reorganization might occur. Hence, researchers must learn more about the factors influencing deep-water formation both in the northern Atlantic and in the Souther Ocean. The thrust of this research was to develop constraints based on the distributions of chemicals and tracers in the sea. The accomplishments are outlined in this report.

HORIZONTAL LIFTING OF 5 DHLW/DOE LONG, 12-PWR LONG AND 24-BWR WASTE PACKAGES

The objective of this calculation was to determine the structural response of a 12-Pressurized Water Reactor (PWR) Long, a 24-Boiling Water Reactor (BWR) and a 5-Defense High Level Waste/Department of Energy (DHLW/DOE)--Long spent nuclear fuel waste packages lifted in a horizontal position. The scope of this calculation was limited to reporting the calculation results in terms of maximum stress intensities in the trunnion collar sleeves. In addition, the maximum stress intensities in the inner and outer shells of the waste packages were presented for illustrative purposes. The information provided by the sketches (Attachments I, II and III) is that of the potential design of the types of waste packages considered in this calculation, and all obtained results are valid for these designs only. This calculation is associated with the waste package design and was performed by the Waste Package Design Section in accordance with the ''Technical work plan for: Waste Package Design Description for LA'' (Ref. 7). AP-3.12Q, Calculations (Ref. 13), was used to perform the calculation and develop the document.

Federal Renewable Energy Screening Assistant User's Manual

The FRESA computer program, Version 2.1 provides an easy way to collect and process building and facility data to indicate opportunities for renewable energy applications in federal facilities and buildings. The purpose of this analytic tool is to focus feasibility study efforts on those applications most likely to prove cost-effective. The program is a supplement to energy and water conservation audits, which must be completed for all federal buildings and will flag renewable energy opportunities by facilitating the evaluation and ranking process. Integration of Heat Transfer, Stress, and Particle Trajectory Simulation

Calabazas Creek Research, Inc. developed and currently markets Beam Optics Analyzer (BOA) in the United States and abroad. BOA is a 3D, charged particle optics code that solves the electric and magnetic fields with and without the presence of particles. It includes automatic and adaptive meshing to resolve spatial scales ranging from a few millimeters to meters. It is fully integrated with CAD packages, such as SolidWorks, allowing seamless geometry updates. The code includes iterative procedures for optimization, including a fully functional, graphical user interface. Recently, time dependent, particle in cell capability was added, pushing particles synchronically under quasistatic electromagnetic fields to obtain particle bunching under RF conditions. A heat transfer solver was added during this Phase I program. Completed tasks include: (1) Added a 3D finite element heat transfer solver with adaptivity; (2) Determined the accuracy of the linear heat transfer field solver to provide the basis for development of higher order solvers in Phase II; (3) Provided more accurate and smoother power density fields; and (4) Defined the geometry using the same CAD model, while maintaining different meshes, and interfacing the power density field between the particle simulator and heat transfer solvers. Removal of cesium from uranium recovery process wastes

The Uranium Recovery Process (TBP Process) at Hanford extracts and decontaminates uranium from the Metal Waste produced in the Bismuth Phosphate Process. Aqueous waste, approximately equal in volume to that of the Metal Waste itself, results from the process. Although of several years' age, these wastes are still sufficiently radioactive that they must be returned to underground tanks for storage. For several years aqueous wastes of low radioactive content have been discharged to ground at Hanford. Polyvalent cations are strongly absorbed by the soil. Monovalent cations are poorly absorbed if present in solutions of high salt content. Ground waters migrate toward the Columbia River very slowly. These observations point out the desirability of removing, from wastes to be cribbed, those long-lived radioactive constituents which are poorly absorbed by soil. Cesium (Cs-137) and strontium (Sr-90) are the principal constituents of Hanford wastes which possess these characteristics. Strontium, while more hazardous biologically, is of somewhat less concern than cesium because it is better absorbed from high-salt solutions by soils. This report describes research done to develop on inexpensive process for the removal of fission products, especially cesium, from Uranium Recovery Process Wastes. 4 refs., 13 tabs.

This report provides a revised safety analysis for the upgraded 242-A Evaporator (the Evaporator). This safety analysis report (SAR) supports the operation of the Evaporator following life extension upgrades and other facility and operations upgrades (e.g., Project B-534) that were undertaken to enhance the capabilities of the Evaporator. The Evaporator has been classified as a moderate-hazard facility (Johnson 1990). The information contained in this SAR is based on information provided by 242-A Evaporator Operations, Westinghouse Hanford Company, site maintenance and operations contractor from June 1987 to October 1996, and the existing operating contractor, Waste Management Hanford (WMH) policies. Where appropriate, a discussion address the US Department of Energy (DOE) Orders applicable to a topic is provided. Operation of the facility will be compared to the operating contractor procedures using appropriate audits and appraisals. The following subsections provide introductory and background information, including a general description of the Evaporator facility and process, a description of the scope of this SAR revision,a nd a description of the basic changes made to the original SAR.
