This document outlines the dangerous waste training program developed and implemented for all Treatment, Storage, and Disposal (TSD) Units operated by Lockheed Martin Hanford Corporation (LMHC) Tank Waste Remediation System (TWRS) in the Hanford 200 East, 200 West and 600 Areas and the <90 Day Accumulation Area at 209E. Operating TSD Units operated by TWRS are: the Double-Shell Tank (DST) System (including 204-AR Waste Transfer Building), the 600 Area Purgewater Storage and the Effluent Treatment Facility. TSD Units undergoing closure are: the Single-Shell Tank (SST) System, 207-A South Retention Basin, and the 216-B-63 Trench.

Characterization Engineering (CE) continues to make progress in support of the project goal of characterizing the Hanford high-level waste tanks. Two core sampling systems were operational during this reporting period-push mode core sampling system No. 1 and rotary mode core sampling system No. 4. The availability average for core sampling systems No. 1 , No. 3 and No. 4, combined, was 45 percent, down from 79percent for the previous quarter and 58 percent for FY 1998. System No. 2 did not have scope during the quarter, and availability was not hacked. System No. 3 was out of service the entire quarter for corrective maintenance. Two tanks were core sampled during the reporting period, and 24 samples were retrieved. Core sample recovery increased slightly during the quarter. System No. 1 average sample recovery increased from 80percent to 81 percent, The rotary mode core sampling average recovery increased to 62 percent from 55 percent for the previous quarter. sampling six tanks, one more than scheduled. Vapor Sampling was utilized in support of the sluicing of tank 241-C-106 and for emissions monitoring of three exhaust stacks. Organic solvent topical report

This report provides the basis for closing the organic solvent safety issue. Sufficient information is presented to conclude that risk posed by an organic solvent fire is within risk evaluation guidelines. This report updates information contained in Analysis of Consequences of Postulated Solvent Fires in Hanford Site Waste Tanks. WHC-SD-WM-CN-032. Rev. 0A (Cowley et al. 1996). However, this document will not replace Cowley et al (1996) as the primary reference for the Basis for Interim Operation (BIO) until the recently submitted BIO amendment (Hanson 1999) is approved by the US Department of Energy. This conclusion depends on the use of controls for preventing vehicle fuel fires and for limiting the use of flame cutting in areas where hot metal can fall on the waste surface.The required controls are given in the Tank Waste Remediation System Technical Safety Requirements (Noorani 1997b). This is a significant change from the conclusions presented in Revision 0 of this report. Revision 0 of this calcnote concluded that some organic solvent fire scenarios exceeded risk evaluation guidelines, even with controls imposed.

Increased oil production and reserves from improved completion techniques in the Bluebell field, Uinta Basin, Utah. Tenth quarterly technical progress report, January 1, 1996--March 31, 1996. Revised

The objective of this project is to increase oil production and reserves in the Uinta Basin by demonstrating improved completion techniques. Low productivity of Uinta Basin will is caused by gross production intervals of several thousand feet that contain perforated thief zones, water-bearing zones, and unperforated oil- bearing intervals. Geologic and engineering characterization and computer simulation of the Green River and Wasatch Formations in the Bluefell field will determine reservoir heterogeneities related to fractures and depositional trends. This will be followed by techniques based on the reservoir characterization. Transfer of the project results will be an ongoing component of the project. Data (net pay thickness, porosity, and water saturation) of more than 100 individuals beds in he lower Green River and Wasatch Formations were used to generate geostatistical realization (numerical- representation) of the reservoir properties. The data set was derived from the Michelle Ute and Malnar Pike demonstration wells and 22 other wells in a 20 (52 km{sup 2}) square-mile area. Beds were studied independently of each other. Principles of sequential Gaussian simulations were used to generate geostatistical realizations of the beds.

X-ray diagnostics of hohlraum plasma flow

In this study we use spectroscopy and x-ray imaging to investigate the macroscopic plasma flow in mm-sized laser-produced hohlraum plasmas. By using multiple diagnostics to triangulate the emission on a single experiment, we can pinpoint the position of dopants placed inside the hohlraum. X-ray emission from the foil has been used in the past to measure electron temperature. Here we analyze the spatial movement of dopant plasmas for comparison to hydrodynamic calculations.

Dehumidification Grain Dryer

A new technique developed during this project dries grain with mildly heated, dehumidified air in a closed-loop process. This proposed technique uses about one-tenth the energy and dries grain at a lower temperature, producing less damage to the kernels.Approximately 250 million automotive and truck tires are discarded each year in the U.S. The very properties that ensure a safe ride and long service life make the disposal of these scrap tires difficult. In spite of this, scrap tire recycling/reuse has rapidly grown from 10% in 1985 to over 90% today. The majority of scrap tires that are recycled/reused are burned for fuel in power plants and cement kilns. Since tires have somewhat higher heating value than coal, this would at first seem to be an acceptable option. But burning scrap tires recovers only 25% of the energy originally used to manufacture the rubber. An alternative is to use the scrap tires in the form of crumb rubber, by which 98% of the original energy is recovered. This project sought to explore potential formulations of crumb rubber with various thermoplastic binders, with one goal being developing a material for a low-cost, high-performance roofing composition. By using the fault tree logic, an evaluation of the design basis accident frequencies at the Canister Storage Building has been performed. The evaluation demonstrates that due to low frequency of occurrences, the following design basis accidents are considered not credible (annual frequency of less than 10{sup -6}): Rearrangement of multi-canister overpack (MCO) internals; Gaseous release from the MCO; MCO internal hydrogen explosion; MCO external hydrogen explosion; Thermal runaway reactions inside the MCO; and Violation of design temperature criteria.

A list of participants is appended to this volume. The DOE Office of Basic Energy Sciences (BES), of which Engineering Research is a component program, is responsible for the long-term, mission-oriented research in the Department. A major function of the Tank Waste Remediation System (TWRS) is to characterize waste in support of waste management and disposal activities at the Hanford Site. Analytical data from sampling and analysis and other available information about a tank are compiled and maintained in a tank characterization report (TCR). This report and its appendices serve as the TCR for single-shell tank 241-SX-115. The objectives of this report are (1) to use characterization data in response to technical issues associated with tank 241-SX-115 waste, and (2) to provide a standard characterization of this waste in terms of a best-basis inventory estimate. Section 2.0 summarizes the response to technical issues, Section 3.0 shows the best-basis inventory estimate, Section 4.0 makes recommendations about the safety status of the tank and additional sampling needs. The appendices contain supporting data and information. This report supports the requirements of the Hanford Federal Facility Agreement and Consent Order (Ecology et al. 1997), Milestone M-44-15c, change request M-44-97-03 to ''issue characterization deliverables consistent with the Waste Information Requirements Document developed for FY 1999'' (Adams et al. 1998).

Exploring New Active Regions for Type 1 InasSb Strained-Layer Lasers

We report on the metal-organic chemical vapor deposition (MOCVD) of mid- infrared InAsSb/InPSb optically pumped lasers grown using a high speed rotating disk reactor (RDR). The devices contain AlAsSb claddings and strained, type 1, InAsSb/InPSb active regions. By changing the layer thickness and composition of InAsSb/InPSb SLSs, we have prepared structures with low temperature (<20K) photoluminescence wavelengths ranging from 3.4 to 4.8 &micro;m. We find a variation of bandgap from 0.272 to 0.324 eV for layer thicknesses of 9.0 to 18.2 nm. From these data we have estimated a valence band offset for the InAsSb/InPSb interface of about 400 meV. An InAsSb/InPSb SLS, optically pumped laser structure was grown on an InAs substrate with AlAs<sub>0.l6</sub>Sb<sub>0.84</sub> claddings. A lasing threshold and spectrally narrowed laser emission was seen from 80 K through 200 K, the maximum temperature where Iasing occurred. The temperature dependence of the SLS laser threshold is described by a characteristic temperature, T<sub>0</sub> = 72 K, from 80 to 200 K.

Preliminary pathway analysis for YMP preclosure biosphere dose assessment

The preliminary preclosure biosphere dose assessment for the Yucca Mountain Project (YMP) involves the calculation of a radiation dose to a subsistence farmer living near the proposed Yucca Mountain repository. Eight radionuclides, H-3, Co-60, Kr-85, Sr-90, Ru-106, I-129, Cs-134, and Cs-137, are considered in this study. Radiation doses resulting from unit release rates of these radionuclides are analyzed. Total dose has been broken down into components that result from various exposure pathways. By using this approach, the most important pathways that deliver a radiation dose to a subsistence farmer can be clearly identified.

Electrodynamic Properties of Single-Crystal and Thin-Film Strontium Titanate

The authors present a comparative study of broadband electrodynamic properties of coplanar waveguides made from nonlinear dielectric single-crystal and thin-film SrTiO{sub 3} (STO) with high-temperature superconducting thin-film YBa{sub 2}Cu{sub 3}O{sub 7-{delta}} electrodes. The waveguides that use single-crystal STO exhibit a monotonic increase in refractive index, dielectric nonlinearity, and dissipation with decreasing temperature (from 80 K to 20 K), whereas those based on thin-film STO show similar but weaker effects with increasing temperature. Under dc bias, both types of waveguides show reduced refractive index, but dissipation increases in the case of single-crystal STO, while it decreases in the case of STO thin-films.

Pulverization Induced Charge: In-Line Dry Coal Cleaning

The technical feasibility of separating mineral matter and pyrite from coal as it is transported from pulverizers to boilers in pulverized coal combustion units will be examined. The charge imparted on coal during pulverization and transport to pulverized coal (PC) burners in a utility boiler will be quantified. In addition to field charge measurements, an existing computational model will be extended to numerically simulate charged particle motion in a turbulent gas through an electric field. Results from the field tests and numerical modeling will be employed in design and construction of a laboratory scale pulverizer/classifier. This laboratory unit will be used to quantify the magnitude and differential charge imparted on bituminous and subbituminous coals during pulverization and classification at temperatures and with gaseous constituents typical to utility PC units. An electrostatic separator, designed for in-line operation between pulverizers and PC boilers, will be used to clean prepulverized coals. Theoretical and experimental data are to be used in preparing a preliminary design for a full-scale, (15 ton/hr) in-line, electrostatic coal cleaning device. Finally, the economic potential for application to PC units will be assessed.
