Final rapid reactivation project environmental assessment

The US Department of Energy (DOE) has prepared an environmental assessment (EA) for the Rapid Reactivation Project at Sandia National Laboratories, New Mexico. The EA analyzes the potential effects of a proposal to increase production of neutron generators from the current capability of 600 units per year up to 2,000 units per year. The project would use existing buildings and infrastructure to the maximum extent possible to meet the additional production needs. The increased production levels would necessitate modifications and additions involving a total area of approximately 26,290 gross square feet at Sandia National Laboratories, New Mexico, Technical Area 1. Additional production equipment would be procured and installed. The no-action alternative would be to continue production activities at the current capability of 600 units per year. The EA analyzes effects on health, safety, and air quality, resulting from construction and operation and associated cumulative effects. A detailed description of the proposed action and its environmental consequences is presented in the EA.

With annual shipments valued at nearly $267 billion, it employs over 1.3 million people and is currently among the top 10 manufacturing employers in 46 out of 50 states. Retaining this leadership position will depend largely on the industry`s success in developing and using advanced technologies. These technologies will enable manufacturing plants and forestry enterprises to maximize energy and materials efficiency and reduce waste and emissions, while producing high-quality, competitively priced wood and paper products. In a unique partnership, leaders in the forest products industry have teamed with the US Department of Energy`s Office of Industrial Technologies (OIT) to encourage cooperative research efforts that will help position the US forest products industry for continuing prosperity while advancing national energy efficiency and environmental goals.

International partnerships in renewable energy: Promoting climate challenge partnerships by small U.S. utilities. Fourth project report, October 1997--March 1998

In 1997, the National Rural Electric Cooperative Association (NRECA) received a grant from the Department of Energy (DOE) to implement a program to promote the participation of NRECA members in the President`s Climate Challenge Action Plan. NRECA had been in discussions with Salt River Project (SRP) and the Arizona Electric Power Cooperative (AEPCO) to pursue the opportunity of supporting a small solar energy rural electrification project in Sonora prior to the signature of this agreement. When the Climate Challenge project was approved, an agreement between NRECA, SRP, and AEPCO was reached to implement the Sonora project with funding from DOE, SRP, and AEPCO. This periodic report will summarize the results of the Sonora solar electrification project. While other Climate Challenge activities were also underway during this reporting period, due to the impact of this project it was decided to provide an in-depth report of this single project. Information directly relevant to the actions taken on this project is provided in Annexes 1 and 2. The International petroleum Statistics Report presents data on international oil production, demand, imports, and stocks. The report has four sections. Section 1 contains time series data on world oil production, and on oil demand and stocks in the Organization for Economic Cooperation and Development (OECD). This section contains annual data beginning in 1985, and monthly data for the most recent two years. Section 2 presents an oil supply/demand balance for the world. This balance is presented in quarterly intervals for the most recent two years. Section 3 presents data on oil imports by OECD countries. This section contains annual data for the most recent year, quarterly data for the most recent two quarters, and monthly data for the most recent twelve months. Section 4 presents annual time series data on world oil production and oil stocks, demand, and trade in OECD countries. World oil production and OECD demand data are for the years 1970--1997; OECD stocks from 1973--1997; and OECD trade from 1987--1997.

This reports summarizes the technical progress achieved during the third quarter of the ERIP project entitled, ''Laser Ultrasonic Furnace Tube Coke Monitor.'' The focus of work during this reporting period was the construction of an automated probe that will be used to measure the thickness of coke deposits in thermal cracking furnaces. A discovery was made during the last reporting period, which indicated that a conventional NDE broadband transducer could be used in conjunction with a sacrificial standoff composed of a fusible alloy to efficiently couple the transducer to a rough surface operating at high temperature. A probe was constructed that incorporates the recent discovery and initial testing of the probe is now underway. Because of other project commitments, the manpower available to allocate to the coke detector project was limited during the most recent quarter. As a result, the project is somewhat behind the original schedule. However, project expenditures are consistent with the project progress to date. The total program budget is $98,670 and the current project expenditures are approximately $24,000. The original contract budget period ends on April 30, 1999. We intend to request a six-month no-cost extension to the contract so that we may complete the project …

Multi-parameter on-line coal bulk analysis

This was a four-year grant that was given a no cost extension for one more year. The purpose of the grant was to develop a pulsed neutron-based technique that could measure on-line all the major and minor elements in coal. Such measurements would allow the continuous monitoring of bulk parameters such as coal heating value (BTU/lb), volatile matter, moisture etc., deemed important to the coal industry. Such parameters, along with the continuous measurement of elements such as sulfur and sodium, are of major economic and environmental concern, and their measurement would assist in a more efficient use of the coal-fired boilers, as well as limiting emissions controlled by the 1990 Clean Air Act Amendments. It was hoped that this study would lead to the development of a technique able to create a marketable product, an On-Line Elemental Coal Analyzer. The study was separated in the following major parts: (1) Devise an efficient system for the detection of gamma rays; (2) Prior to experimentation, perform modeling and simulations for items such as detector shielding, coal sample configuration, and neutron tube collimation; (3) Develop a computer code for data reduction and analysis; (4) Measure the elemental composition of various coal samples; and …

A Novel Wire Scanner for High Intensity Pulsed Beams

A novel wire scanner has been developed with applications at linear accelerators where small beam spots or high intensities would otherwise destroy wires. A pattern of wires is supported on a thin membrane and remains in place even when punctured by the beam. Many scans can be made before the material needs to be replaced. Tests of the principle have been carried out at the Final Focus Test Beam at SLAC.

The Department prepared the Fiscal Year 1998 Accountability Report to combine critical financial and program performance information in a single report. The Department`s consolidated financial statements and the related audit reports are included as major components of the Accountability Report. The Office of Inspector General audited the Department`s consolidated financial statements as of and for the years ended September 30, 1998 and 1997. In the opinion of the Office of Inspector General, except for the environmental liabilities lines items in Fiscal year 1998, these financial statements present fairly, in all material respects, the financial position of the Department as of September 30, 1998 and 1997, and its consolidated net cost, changes in net position, budgetary resources, financing activities, and custodial activities for the years then ended in conformity with Federal accounting standards. In accordance with Government Auditing Standards, the Office of Inspector General issued a separate report on the Department internal controls. This report discusses needed improvements to the environmental liabilities estimating process and the reporting of performance measure information.

The Government Performance and Results Act of 1993 (Results Act) was enacted to improve Federal program effectiveness and public accountability by promoting a new focus on results-oriented management. The Results Act requires plans that define the mission, long-term goals, and shorter-term performance measures. Further, the Act envisions that there will be an apparent relationship between this information and specific activities listed in the Department`s budget requests. Taken together, these elements should clearly describe the outputs and outcomes the Department expects to deliver for the resources expended. The objectives of this audit were to determine whether the Department had implemented the requirements of the Results Act by (1) integrating the planning, budgeting, and performance measures for its programs into a unified, Departmentwide strategy; (2) developing specific, measurable, and results-oriented performance standards to which its programs and contractors could be held accountable; and (3) developing the means to collect reliable performance data and to use that data in evaluating whether performance actions produce intended results. The information in the Fiscal Year 1999 budget requests for the Offices of Environmental Management, Defense Programs, Energy Research, Energy Efficiency and Renewable Energy, and Nuclear Energy Science and Technology formed the basis of the review.

Office of Inspector General audit report on waste treatment plans at the Idaho National Engineering and Environmental Laboratory

The Idaho National Engineering and Environmental Laboratory (Laboratory) stores nearly 65,000 cubic meters of waste generated on site or brought to the State of Idaho (Idaho) from Department of Energy (DOE) sites across the country since 1970. This represents approximately 62 percent of the stored waste that DOE plans to ship and permanently dispose of at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico. In December 1996, DOE met the first milestone by awarding a fixed-price contract to a private company to construct and operate the Advanced Mixed Waste Treatment Facility (Treatment Facility) -- nearly 6 months ahead of schedule. Because the Treatment Facility would not be available to meet the 3,100 cubic meter milestone by December 31, 2002, DOE decided to dispose of untreated waste using the characterization process that was in place in 1989, and adapting it to meet new characterization requirements. The purpose of the audit was to determine whether it is in the best interest of the Government to defer processing the 3,100 cubic meters of waste until the new Treatment Facility can do so. PARTICULATE HOT GAS STREAM CLEANUP TECHNICAL ISSUES

This quarterly report describes technical activities performed under Contract No. DE-AC21-94MC31160. The analyses of hot gas stream cleanup (HGCU) ashes and descriptions of filter performance studied under Task 1 of this contract are designed to address problems with filter operation that are apparently linked to characteristics of the collected ash. This report includes a description of a device developed to harden a filter cake on a filter element so that the element and cake can subsequently be encapsulated in epoxy and studied in detail. This report also reviews the status of the HGCU data base of ash and char characteristics. Task 1 plans for the remainder of the project include characterization of additional samples collected during site visits to the Department of Energy/Southern Company Services Power Systems Development Facility (PSDF), encapsulation of an intact filter cake from the PSDF, and completion and delivery of the HGCU data bank. Task 2 of this project concerns the testing and failure analyses of new and used filter elements and filter materials. Petroleum supply monthly, February 1999, with data for December 1998

Data presented in the Petroleum Supply Monthly (PSM) describes the supply and disposition of petroleum products in the United States and major US geographic regions. The data series describe production, imports and exports, inter-Petroleum Administration for Defense (PAD) District movements, and inventories by the primary suppliers of petroleum products in the United States (50 States and the District of Columbia). The reporting universe includes those petroleum sectors in primary supply. Included are: petroleum refiners, motor gasoline blenders, operators of natural gas processing plants and fractionators, inter-PAD transporters, importers, and major inventory holders of petroleum products and crude oil. When aggregated, the data reported by these sectors approximately represent the consumption of petroleum products in the United States. Data presented in the PSM are divided into two sections: Summary Statistics and Detailed Statistics. The tables and figures in the Summary Statistics section of the PSM present a time series of selected petroleum data on a US level. State energy data report 1996: Consumption estimates

The State Energy Data Report (SEDR) provides annual time series estimates of State-level energy consumption by major economic sectors. The estimates are developed in the Combined State Energy Data System (CSEDS), which is maintained and operated by the Energy Information Administration (EIA). The goal in maintaining CSEDS is to create historical time series of energy consumption by State that are defined as consistently as possible over time and across sectors. CSEDS exists for two principal reasons: (1) to provide State energy consumption estimates to Members of Congress, Federal and State agencies, and the general public and (2) to provide the historical series necessary for EIA`s energy models. To the degree possible, energy consumption has been assigned to five sectors: residential, commercial, industrial, transportation, and electric utility sectors. Fuels covered are coal, natural gas, petroleum, nuclear electric power, hydroelectric power, biomass, and other, defined as electric power generated from geothermal, wind, photovoltaic, and solar thermal energy. 322 tabs.

This Final Environmental Impact Statement and Environmental Impact Report (Final EIS/EIR) has been prepared to meet the requirements of the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA). The Proposed Action includes the construction, operation, and decommissioning of a 48 megawatt (gross) geothermal power plant with ancillary facilities (10-12 production well pads and 3-5 injection well pads, production and injection pipelines), access roads, and a 230-kilovolt (kV) transmission line in the Modoc National Forest in Siskiyou County, California. Alternative locations for the power plant site within a reasonable distance of the middle of the wellfield were determined to be technically feasible. Three power plant site alternatives are evaluated in the Final EIS/EIR.

This report, the Department of Energy`s first Accountability Report, is part of an effort to better measure how the Department of Energy is serving the American taxpayers; the results achieved; and the cost-effectiveness of the work. By integrating the Department`s FY 1998 performance results, financial status, and management controls, this report is a useful tool and provides a status report on the Department`s performance in FY 1998. It presents a clearer picture of the return on the investment of the resources entrusted to this agency. After thorough review by the Office of the Inspector General, with one exception, the financial statements have been found to present fairly the financial position of the Department in conformity with Federal accounting standards. Overall, the Department has reasonable assurance that DOE has management controls in place to ensure that operational activities are efficient and effective and comply with the law. Ten challenges where management controls can be strengthened have been identified.

This report contains the Quarterly Environmental Data Summary (QEDS) for the fourth quarter of 1998 in support of the Weldon Spring Site Remedial Action Project Federal Facilities Agreement. The data, except for air monitoring data and site KPA generated data (uranium analyses) were received from the contract laboratories, verified by the Weldon Spring Site verification group, and merged into the database during the fourth quarter of 1998. KPA results for on-site total uranium analyses performed during fourth quarter 1998 are included. Air monitoring data presented are the most recent complete sets of quarterly data.
