This Corrective Action Investigation Plan (CAIP) has been developed in accordance with the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the US Department of Energy, Nevada Operations Office (DOE/NV); the State of Nevada Division of Environmental Protection (NDEP); and the US Department of Defense (FFACO, 1996). The CAIP is a document that provides or references all of the specific information for investigation activities associated with Corrective Action Units (CAUs) or Corrective Action Sites (CASs). According to the FFACO (1996), CASs are sites potentially requiring corrective action(s) and may include solid waste management units or individual disposal or release sites. A CAU consists of one or more CASs grouped together based on geography, technical similarity, or agency responsibility for the purpose of determining corrective actions. This CAIP contains the environmental sample collection objectives and the criteria for conducting site investigation activities at the CAU 321 Area 22 Weather Station Fuel Storage, CAS 22-99-05 Fuel Storage Area. This preclosure work plan describes the condition of the dangerous waste treatment storage, and/or disposal (TSD) unit after completion of the B Plant Complex decommissioning Transition Phase preclosure activities. This description includes waste characteristics, waste types, locations, and associated hazards. The goal to be met by the Transition Phase preclosure activities is to place the TSD unit into a safe and environmentally secure condition for the long-term Surveillance and Maintenance (S&M) Phase of the facility decommissioning process. This preclosure work plan has been prepared in accordance with Section 8.0 of the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) (Ecology et al. 1996). The preclosure work plan is one of three critical Transition Phase documents, the other two being: B Plant End Points Document (WHC-SD-WM-TPP-054) and B Plant S&M plan. Search for Squarks and Gluinos in Events Containing Jets and a Large Imbalance in Transverse Energy

Using data corresponding to an integrated luminosity of 79 pb{sup -1}, D0 has searched for events containing multiple jets and large missing transverse energy in p{bar p} collisions at {radical}s = 1.8 TeV at the Fermilab Tevatron collider. Observing no significant excess beyond what is expected from the standard model, they set limits on the masses of squarks and gluinos and on the model parameters m{sub 0} and m{sub 1/2}, in the framework of the minimal low-energy supergravity models of supersymmetry. For tan {beta} = 2 and A{sub 0} = 0, with {mu} < 0, they exclude all models with m{sub q} {approx} < 250 GeV/c{sup 2}. For models with equal squark and gluino masses, they exclude m < 260 GeV/c{sup 2}.

Wet Chemical Etching Survey of III-Nitrides

Wet chemical etching of GaN, InN, AlN, InAlN and InGaN was investigated in various acid and base solutions at temperatures up to 75 C. Only KOH-based solutions were found to etch AlN and InAlN. No etchants were found for the other nitrides, emphasizing their extreme lack of chemical reactivity. The native oxide on most of the nitrides could be removed in potassium tetraborate at 75 C, or HCl/H{sub 2}O at 25 C.

Analysis of compression behavior of a [011] Ta single crystal with orientation imaging microscopy and crystal plasticity

High-purity tantalum single crystal cylinders oriented with [011] parallel to the cylinder axis were deformed 10, 20, and 30 percent in compression. The engineering stress-strain curve exhibited an up-turn at strains greater than {approximately}20% while the samples took on an ellipsoidal shape during testing, elongated along the [100] direction with almost no dimensional change along [0{bar 1}1]. Two orthogonal planes were selected for characterization using Orientation Imaging Microscopy (OIM): one plane containing [100] and [011] (longitudinal) and the other in the plane containing [0{bar 1}1] and [011] (transverse). OIM revealed patterns of alternating crystal rotations that develop as a function of strain and exhibit evolving length scales. The spacing and magnitude of these alternating misorientations increases in number density and decreases in spacing with increasing strain. Classical crystal plasticity calculations were performed to simulate the effects of compression deformation with and without the presence of friction. The calculated stress-strain response, local lattice reorientations, and specimen shape are compared with experiment.

National Low-Level Waste Management Program Radionuclide Report Series

The National Low Level Waste Management Program at the Idaho National Engineering and Environmental Laboratory has published a report containing key information about selected radionuclides that are most likely to contribute significantly to the radiation exposures estimated from a performance assessment of a low-level radioactive waste (LLW) disposal facility. The information includes physical and chemical characteristics, production means, waste forms, behavior of the radionuclide in soils, plants, groundwater, and air, and biological effects in animals and humans. The radionuclides included in this study comprise all of the nuclides specifically listed in 10CFR61.55, Tables 1 and 2, 3 H, 14 C, 59 Ni, 60 Co, 63 Ni, 90 Sr, 94 Nb, 99 Tc, 129 I, 137 Cs, 241 Pu, and 242 Cm. Other key radionuclides addressed in the report include 237 Np, 238 U, 239 Pu, and 241 Am. This paper summarizes key information contained within this report.

The program is necessary to assure no adverse effects occur in tank farm operations as a result of equipment malfunction due to what is widely known as the ''millennium bug''. This document elaborates the protocols for reviewing field equipment lists and tank farm drawings for the purpose of identifying and resolving year 2000 compliance problems in tank farm equipment.

A concern exists that some equipment in use might contain microprocessors that are dependent upon a time date function. The majority of the software programming for microprocessors has only utilized a 2 digit identifier for the year. With the approach of the year 2000, (Y2K), there is concern that the date function will not be correctly recognized and some functions will not operate properly. TWRS maintenance procedures have been reviewed to identify equipment components that may not be Y2K compliant. Engineering judgment was utilized to eliminate procedures and equipment that is obviously not impacted by Y2K.

Unsafe Coulomb excitation of {sup 240-244}Pu.

The high spin states of {sup 240}Pu and {sup 244}Pu have been investigated with GAMMASPHERE at ATLAS, using Coulomb excitation with a {sup 208}Pb beam at energies above the Coulomb barrier. Data on a transfer channel leading to {sup 242}Pu were obtained as well. In the case of {sup 244}Pu, the yrast band was extended to 34{h_bar} revealing the completed {pi}i{sub 13/2} alignment, a ''first'' for actinide nuclei. The yrast sequence of {sup 242}Pu was also extended to higher spin and a similar backbend was delineated. In contrast, while the ground state band of {sup 240}Pu was measured up to the highest rotational frequencies ever reported in the actinide region ({approximately}300 keV), no sign of particle alignment was observed. In this case, several observable such as the large B(E1)/B(E2) branching ratios in the negative parity band, and the vanishing energy staggering between the negative and positive parity bands suggest that the strength of octupole correlations increases with rotational frequency. These stronger correlations may well be responsible for delaying or suppressing the {pi}i{sub 13/2} particle alignment.

Recombination Lifetime of InxGa1-xAs Alloys Used in Thermophotovoltaic Converters

The family of ternary compounds of composition InxGa1-xAs are of considerable interest for thermophotovoltaic energy converters. The recombination lifetimes of the various compositions are critical to the successful application of these materials as efficient converters. Here we will describe experimental results on the composition. In0.53Ga0.47 that is lattice-matched to InP. We will also describe lifetime results on the compositions In0.68Ga0.32As, with bandgap of 0.60 eV to compositions In0.78Ga0.22As with a bandgap of 0.50 eV. Double heterostructure confinement devices have been made over a range of both n- and p-type doping. These results are preliminary, but the goal is to obtain the radiative and Auger recombination coefficients for the alloys in this composition range.

Diesel combustion: an integrated view combining laser diagnostics, chemical kinetics, and empirical validation

This paper proposes a structure for the diesel combustion process based on a combination of previously published and new results. Processes are analyzed with proven chemical kinetic models and validated with data from production-like direct injection diesel engines. The analysis provides new insight into the ignition and particulate formation processes, which combined with laser diagnostics, delineates the two-stage nature of combustion in diesel engines. Data are presented to quantify events occurring during the ignition and initial combustion processes that form soot precursors. A framework is also proposed for understanding the heat release and emission formation processes.

Synthesis, Characterization, and Catalytic Activity of Sulfided Silico-Alumino-Titanate (Si-Al-Ti) Mixed Oxides Xerogels Supported Ni-Mo Catalyst

Layered semicrystalline silico-alumino-titanate (Si-Al-Ti) mixed oxides were synthesized by a modified sol-gel method with hydrothermal synthesis temperatures less than 200 C and autogenic pressure. The solid products are semicrystalline materials with a surface area of 136-367 m{sup 2}/g and a monomodal pore size distribution with an average pore diameter of 3.6-4.7 nrn. The catalytic activity for pyrene hydrogenation in a batch reactor at 300 C and 500 psig was determined for sulfided Ni-Mo supported on the Si-Al-Ti mixed oxide. The activity was a function of the support composition the heat treatment before and after loading the active metals, the addition of organic templates, and different methods of metal loading. The most active sulfided Ni-Mo/Si-Al-Ti catalyst has an activity in the same range as the commercial catalyst, Shell 324, but the metal loading is 37% less than the commercial catalyst.

{sup 6}Li and {sup 7}Li solid state magic angle spinning (MAS) nuclear magnetic resonance (NMR) spectroscopy has been used to investigate the local coordination environment of lithium in a series of xLi{sub 2}O {center_dot} (1-x)P{sub 2}O{sub 5} glasses, where 0.05 {le} x {le} 0.55. Both the {sup 6}Li and {sup 7}Li show chemical shift variations with changes in the Li{sub 2}O concentration, but the observed {sup 6}Li NMR chemical shifts closely approximate the true isotropic chemical shift and can provide a measure of the lithium bonding environment. The {sup 6}Li NMR results indicate that in this series of lithium phosphate glasses the Li atoms have an average coordination between four and five. The results for the metaphosphate glass agree with the coordination number and range of chemical shifts observed for crystalline LiPO{sub 3}. An increase in the {sup 6}Li NMR chemical shift with increasing Li{sub 2}O content was observed for the entire concentration range investigated, correlating with increased cross-linking of the phosphate tetrahedral network by O-Li-O bridges. The {sup 6}Li chemical shifts were also observed to vary monotonically through the anomalous glass transition temperature (T{sub g}) minimum. Preparation of the First Shipment of Transuranic Waste by the Los Alamos National Laboratory: A Rest Stop on the Road to WIPP

The Los Alamos National Laboratory (LANL) achieved a national milestone on the road to shipping transuranic (TRU) waste to the Waste Isolation Pilot Plant (WIPP) when it received certification authority on September 12, 1997. Since that time, LANL has been characterizing a non-mixed TRU waste stream and preparing shipments of this TRU waste for disposal in the WIPP. The paper describes the TRU waste identified as waste stream TA-55-43 Lot No. 01 from LANL Technical Area-55 and the process used to determine that it does not contain hazardous waste regulated by the Resource Conservation Recovery Act (RCRA) or the New Mexico Hazardous Waste Act (HWA). The non-mixed determination is based on the acceptable knowledge (AK) characterization process, which clearly shows that the waste does not exhibit any RCRA characteristics nor meet any RCRA listing descriptions. LANL has certified TRU waste from waste stream TA-55-43 Lot No. 01 and is prepared to certify additional quantities of TRU waste horn other non-mixed TRU waste streams. Assembly and preparation of AK on the processes that generated TRU waste is recognized as a necessary part of the process for having waste ready for shipment to the WIPP.

Origin of the Time-Dependence of Wet Oxidation of AlGaAs

The time-dependence of the wet oxidation of high-Al-content AlGaAs can be either linear, indicating reaction-rate limitation, or parabolic, indicating diffusion-limited rates. The transition from linear to parabolic time dependence can be explained by the increased rate of the formation of intermediate As{sub 2}O{sub 3} vs. its reduction to elemental As. A steadily increasing thickness of the As{sub 2}O{sub 3}-containing region at the oxidation front will shift the process from the linear to the parabolic regime. This shift from reaction-rate-limited (linear) to diffusion-limited (parabolic) time dependence is favored by increasing temperature or increasing Al mole fraction.

GaAs Self-Aligned JFETS with Carbon-Doped P+ Region

Self-aligned JFETs with a carbon-doped p{sup +} region have been reported for the first time. For these JFETs, both the channel and p{sup +} region were grown by metal organic chemical vapor deposition (MOCVD) and are termed epitaxial JFETs in this study. The epitaxial JFETs were compared to ion implanted JFETs of similar channel doping and threshold voltage. Both JFETs were fabricated using the same self-aligned process for doping the source and drain regions of the JFET and for eliminating excess gate capacitance of conventional JFETs. The gate turn-on voltage for the epitaxial JFETs was 1.06 V, about 0.1 V higher than for the implanted JFETs. The reverse breakdown voltage was similar for both JFETs but the reverse gate leakage current of the epitaxial JFETs was 1-3 orders of magnitude less than the implanted JFETs. The epitaxial JFETs also showed higher transconductance and lower knee voltage than the implanted JFETs.

Midwave Infrared (2-6{micro}m) Emitter-Based Chemical Sensor Systems

Long wavelength (2-6 {micro}m) diode emitters are desirable for many applications including monitoring of chemical species in the environment and manufacturing, long wavelength fiber-optic communications, lidar, and JR detector counter-measures. No practical diode lasers are available for any of these applications because the band structure of bulk III-V, II-VI, and IV-VI semiconductor alloys results in large Auger recombination rates at these wavelengths. Experimental and theoretical work at Sandia has resulted in new understanding of the electronic properties of narrow bandgap III-V heterostructures, and we have found methods of reducing the Auger rates in certain InAsSb superlattices and quantum wells. These devices enable us to begin chemical sensing demonstrations of important species such as CO-CO{sub 2} and numerous other compounds. This project will involve developing chemical sensing systems and determining the sensitivity and limitations of these systems. Concurrently, we will improve upon infrared emitters used in these systems.

Cross-Sectional Scanning Tunneling Microscopy of InAsSb/InAsP Superlattices

Cross-sectional scanning tunneling microscopy has been used to characterize compositional structure in InAs{sub 0.87}Sb{sub 0.13}/InAs{sub 0.73}P{sub 0.27} and InAs{sub 0.83}Sb{sub 0.17}/InAs{sub 0.60}P{sub 0.40} strained-layer superlattice structures grown by metal-organic chemical vapor deposition. High-resolution STM images of the (110) cross section reveal compositional features within both the InAs{sub x}Sb{sub 1{minus}x} and InAs{sub y}P{sub 1{minus}y} alloy layers oriented along the [{bar 1}12] and [1{bar 1}2] directions--the same as those in which features would be observed for CuPt-B type ordered alloys. Typically one variant dominates in a given area, although occasionally the coexistence of both variants is observed. Furthermore, such features in the alloy layers appear to be correlated across heterojunction interfaces in a manner that provides support for III-V alloy ordering models which suggest that compositional order can arise from strain-induced order near the surface of an epitaxially growing crystal. Finally, atomically resolved (1{bar 1}0) images obtained from the InAs{sub 0.87}Sb{sub 0.13}/InAs{sub 0.73}P{sub 0.27} sample reveal compositional features in the [112] and [{bar 1}{bar 1}2] directions, i.e., those in which features would be observed for CuPt-A type ordering.

Local Structures and Interface Morphology of InGaAsN Thin Films Grown on GaAs

The compound semiconductor system InGaAsN exhibits many intriguing properties which are particularly useful for the development of innovative high efficiency thin film solar cells and long wavelength lasers. The bandgap in these semiconductors can be varied by controlling the content of N and In and the thin films can yet be lattice-matched to GaAs. In the present work, x-ray absorption fine structure (XAFS) and grazing incidence x-ray scattering (GIXS) techniques have been employed to probe the local environment surrounding both N and In atoms as well as the interface morphology of InGaAsN thin films epitaxially grown on GaAs. The soft x-ray XAFS results around nitrogen K-edge reveal that N is in the sp{sup 3} hybridized bonding configuration in InGaAsN and GaAsN, suggesting that N impurities most likely substitute for As sites in these two compounds. The results of In K-edge XAFS suggest a possible trend of a slightly larger coordination number of As nearest neighbors around In atoms in InGaAsN samples with a narrower bandgap whereas the In-As interatomic distance remains practically the same as in InAs within the experimental uncertainties. Simulation of damage evolution and accumulation in vanadium

Energetic atoms which have been knocked off their lattice sites by neutron or ion irradiation leave a trail of vacancies and interstitials in their wake. Most of these defects recombine with their opposites within their own collision cascade. Some fraction, however, escape to become freely migrating defects (FMD) in the bulk of the material. The interaction of FMD with the microstructure has long been linked to changes in the macroscopic properties of materials under irradiation. We calculate the fraction of FMD in pure vanadium for a wide range of temperatures and primary knock-on atom (PKA) energies. The collision cascade database is obtained from molecular dynamics (MD) simulations with an embedded atom method (EAM) potential. The actual FMD calculation is carried out by a kinetic Monte Carlo (kMC) code with a set of parameters extracted either from the experimental literature or from MD simulations. We take two different approaches to the problem and compare them. The first consists of an idealized simulation for single cascades. Annealing each cascade at different temperatures allows the mobile species to escape and account for FMD. The second analyzes bulk diffusion and damage.

Phonon density of states in Fe/Cr (001) superlattices and Tb-Fe thin-film alloys.

Inelastic nuclear scattering of X-rays from the 14.413 keV nuclear resonance of {sup 57}Fe was employed to measure directly the Fe-projected phonon density of states (DOS) in MBE-grown Fe/Cr(00l) superlattices on MgO(001). The Moessbauer-inactive {sup 56}Fe isotope was used in the Fe layers. A 1{angstrom} thick Moessbauer-active {sup 57}Fe-probe layer (95% enriched) was placed at different locations within the Fe layers. This procedure permits one to distinguish phonon density of states at the Fe-Cr-interface from that at the center of the Fe-film. Distinct differences have been observed in the DOS of our samples. The phonon DOS of an amorphous Tb{sub 33}Fe{sub 67} alloy film was found to be a broad and structureless hump, contrary to that of an epitaxial TbFe{sub 2} film, which exhibits characteristic features.

Light and heavy element isotopic compositions of mainstream SiC grains.

Although a variety of types of pre-solar SiC grains have been classified by their C, N, and Si isotopic composition, the majority of such grains are so-called mainstream grains and are believed to have come from asymptotic giant branch stars [1]. We have previously reported the Mo isotopic compositions of presolar SiC grains whose C, N, and Si isotopic compositions were not known [2]. Since most presolar SiC grains fall in the mainstream group, we assumed that these grains were mainstream. The excellent match of the Mo isotopic data with expectations for nucleosynthesis in AGB stars was consistent with this identification. In order to better understand the distribution of isotopic compositions in presolar grains, we have begun to measure heavy element isotopic compositions of presolar SiC grains of known C, N and Si isotopic composition.

Molybdenum isotopic composition of single silicon carbides from supernovae.

Presolar silicon carbide grains form in a variety of types of stars, including asymptotic giant branch red giant stars and supernovae. The dominant mechanisms of heavy element nucleosynthesis, the s-process and r-process, are thought to occur in AGB stars and supernovae, respectively. We have previously reported that mainstream SiC grains have strong enrichments in the s-process isotopes of Sr, Zr and Mo. We report here the first measurements of Mo isotopes in X-type SiC grains, which have previously been identified as having formed from supernova ejecta.
