To forecast the ecological impact of global change, research initiatives are needed on the explicit role of humans in ecological systems, and on how ecological processes functioning at different spatial and temporal scales are coupled. Furthermore, to synthesize the results of ecological research for Congress, policymakers, and the general public, a new agency, called the United States Ecological Survey (USES) is urgently required. Also, a national commitment to environmental health, as exemplified by establishing a National Institutes of the Environment (NIE), should be a goal.

Indexing contamination surveys

The responsibility for safely managing the Tank Farms at Hanford belongs to Lockheed Martin Hanford Corporation which is part of the six company Project Hanford Management Team led by Fluor Daniel Hanford, Inc.. These Tank Farm Facilities contain numerous outdoor contamination areas which are surveyed at a periodicity consistent with the potential radiological conditions, occupancy, and risk of changes in radiological conditions. This document describes the survey documentation and data tracking method devised to track the results of contamination surveys this process is referred to as indexing. The indexing process takes a representative data set as an indicator for the contamination status of the facility. The data are further manipulated into a single value that can be tracked and trended using standard statistical methodology. To report meaningful data, the routine contamination surveys must be performed in a manner that allows the survey method and the data collection process to be recreated. Three key criteria are necessary to accomplish this goal: Accurate maps, consistent documentation, and consistent consolidation of data meeting these criteria provides data of sufficient quality to be tracked. METHANE DE-NOX FOR UTILITY PC BOILERS

The primary focus for the project continues to be on developing a PC PREHEAT system design suitable for use with caking coals and readying the 100 MMBtu/h CBTF for testing with noncaking PRB coal. During the current quarter, twenty-two pilot tests were conducted with Central Appalachian (CA) caking coal. The objective for these tests was to achieve continuous operation of the pilot system at its design coal feed rate of 156 lb/h, without plugging or agglomeration in the combustor. One combustor air distribution method tested achieved continuous operation at 110 lb/hr, and inspection of the combustor afterward indicated that this method has potential to solve the caking problem. The NOx results from the pilot caking coal runs indicate that even greater NOx reduction is possible with CA coal than with the PRB coal tested, to levels near 100 ppmv or lower at 4-6% exit oxygen. It was therefore decided to conduct additional pilot tests of the air distribution method to determine how to incorporate this into a workable CA combustor design. Noncontact material testing using laser energy deposition and interferometry

A technique is described for the noncontact testing of materials using laser deposition to generate a stress pulse and interferometry to record the transient surface displacement. The dilatational wave speed can be measured and, in the particular case of rod or plate specimens, sufficient information can be obtained to evaluate the two elastic constants of an isotropic material. Several applications illustrating the advantages of the approach are summarized.

Xenon N4,500 Auger spectrum - a useful calibration source

In the xenon N4,5OO Auger spectrum there are 19 prominent lines ranging from 8 to 36 eV that provide a convenient set of standards for calibrating electron spectrometers. Combining optical data with recent measurements of this spectrum gives energies for these lines that are absolutely accurate to 11 meV. For most lines the relative accuracy is better than 1 meV; for a few it is about 3 meV. The spin-orbit splitting of the xenon 4d lines is measured to be 1979.0 +- 0.5meV.

Final Report for LDRD Project 02-ERD-069: Discovering the Unknown Mechanism(s) of Virulence in a BW, Class A Select Agent

The goal of this proposed effort was to assess the difficulty in identifying and characterizing virulence candidate genes in an organism for which very limited data exists. This was accomplished by first addressing the finishing phase of draft-sequenced F. tularensis genomes and conducting comparative analyses to determine the coding potential of each genome; to discover the differences in genome structure and content, and to identify potential genes whose products may be involved in the F. tularensis virulence process. The project was divided into three parts: (1) Genome finishing: This part involves determining the order and orientation of the consensus sequences of contigs obtained from Phrap assemblies of random draft genomic sequences. This tedious process consists of linking contig ends using information embedded in each sequence file that relates the sequence to the original cloned insert. Since inserts are sequenced from both ends, we can establish a link between these paired-ends in different contigs and thus order and orient contigs. Since these genomes carry numerous copies of insertion sequences, these repeated elements ''confuse'' the Phrap assembly program. It is thus necessary to break these contigs apart at the repeated sequences and individually join the proper flanking regions using paired-end information, or …

The Gordon Research Conference on 'Plant Lipids: Structure, Metabolism and Function' has been instituted to accelerate research productivity in the field of plant lipids. This conference will facilitate wide dissemination of research breakthroughs, support recruitment of young scientists to the field of plant lipid metabolism and encourage broad participation of the plant lipid community in guiding future directions for research in plant lipids. This conference will build upon the strengths of the successful, previous biannual meetings of the National Plant Lipid Cooperative (www.plantlipids.org) that began in 1993, but will reflect a broader scope of topics to include the biochemistry, cell biology, metabolic regulation, and signaling functions of plant acyl lipids. Most importantly, this conference also will serve as a physical focal point for the interaction of the plant lipid research community. Applications to attend this conference will be open to all researchers interested in plant lipids and will provide a venue for the presentation of the latest research results, networking opportunities for young scientists, and a forum for the development and exchange of useful lipid resources and new ideas. Fabrication and Test Results of a Nb3Sn Superconducting Racetrack Dipole Magnet

A 'proof-of-principle' Nb{sub 3}Sn superconducting dual-bore dipole magnet was built from racetrack coils, as a first step in a program to develop an economical, 15 Tesla, accelerator-quality magnet. The mechanical design and magnet fabrication procedures are discussed. No training was required to achieve temperature-dependent plateau currents, despite several thermal cycles that involved partial magnet disassembly and substantial pre-load variations. Subsequent magnets are expected to approach 15 Tesla with substantially improved conductor.

Alternatives generation and analysis for the Phase I intermediate waste feed staging system design requirements

This alternatives generation and analysis (AGA) addresses the question: What is the design basis for the facilities required to stage low-level waste (LLW) feed to the Phase I private contractors? Alternative designs for the intermediate waste feed staging system were developed, analyzed, and compared. Based on these analyses, this document recommends installing mixer pumps in the central pump pit of double-shell tanks 241-AP-102 and 241-AP-104. Also recommended is installing decant/transfer pumps at these tanks. These recommendations have clear advantages in that they provide a low shedule impact/risk and the highest operability of all the alternatives investigated. This revision incorporates comments from the decision board.

Operating Regime for a Backward Raman Laser Amplifier in Preformed Plasma

A critical issue in the generation of ultra-intense, ultra-short laser pulses by backward Raman scattering in plasma is the stability of the pumping pulse to premature backscatter from thermal fluctuations in the preformed plasma. Malkin et al. [V.M. Malkin, et al., Phys. Rev. Lett. 84 (6):1208-1211, 2000] demonstrated that density gradients may be used to detune the Raman resonance in such a way that backscatter of the pump from thermal noise can be stabilized while useful Raman amplification persists. Here plasma conditions for which the pump is stable to thermal Raman backscatter in a homogeneous plasma and the density gradients necessary to stabilize the pump for other plasma conditions are quantified. Other ancillary constraints on a Raman amplifier are also considered to determine a specific region in the Te-he plane where Raman amplification is feasible. By determining an operability region, the degree of uncertainty in density or temperature tolerable for an experimental Raman amplifier is thus also identified. The fluid code F3D, which includes the effects of thermal fluctuations, is used to verify these analytic estimates.

This analysis defines and evaluates the surface water supply system from the existing J-13 well to the North Portal. This system includes the pipe running from J-13 to a proposed Booster Pump Station at the intersection of H Road and the North Portal access road. Contained herein is an analysis of the proposed Booster Pump Station with a brief description of the system that could be installed to the South Portal and the optional shaft. The tanks that supply the water to the North Portal are sized, and the supply system to the North Portal facilities and up to Topopah Spring North Ramp is defined.

ISS-flation

Inflation may occur while rolling into the metastable supersymmetry-breaking vacuum of massive supersymmetric QCD. We explore the range of parameters in which slow-roll inflation and long-lived metastable supersymmetry breaking may be simultaneously realized. The end of slow-roll inflation in this context coincides with the spontaneous breaking of a global symmetry, which may give rise to significant curvature perturbations via inhomogeneous preheating. Such spontaneous symmetry breaking at the end of inflation may give rise to observable non-gaussianities, distinguishing this scenario from more conventional models of supersymmetric hybrid inflation.

These measurements were later discontinued by agreement with the Project Manager, as the leakage of plastic drums and buckets has been well documented. During the current reporting period a total of 65 data printouts were distributed. In addition, 10 special data requests were fulfilled by either search/sort and printout or creation of a data disk, resulting in distribution of limited information on 4,479 samples. Several preliminary requests for Sample Bank and Data Base information and price quotations have also been handled. Four hundred copies of the 61-page second edition of the booklet The Penn State Coal Sample Bank and Data Base'' were received from the printer. Changes in format have allowed increased content in fewer pages, to reduce printing and mailing costs. Three hundred thirty-nine copies were distributed. Data generated on samples DECS-1 through DECS-14 were added to the Penn State Coal Data Base. Map reference data were verified for all 14 samples.

In situ sampling cart development engineering task plan

This Engineering Task Plan (ETP) supports the development for facility use of the next generation in situ sampling system for characterization of tank vapors. In situ sampling refers to placing sample collection devices (primarily sorbent tubes) directly into the tank headspace, then drawing tank gases through the collection devices to obtain samples. The current in situ sampling system is functional but was not designed to provide the accurate flow measurement required by today`s data quality objectives (DQOs) for vapor characterization. The new system will incorporate modern instrumentation to achieve much tighter control. The next generation system will be referred to in this ETP as the New In Situ System (NISS) or New System. The report describes the current sampling system and the modifications that are required for more accuracy.
