Management plan: risk-analysis methodology

Development of a risk-analysis methodology for inclusion in the Threshold Screening Model used by the Buildings and Community Systems Division for the purpose of evaluating projects that are candidates for funding by that division is proposed. The contract includes a review of the pertinent literature, discussions with individuals in industry, development of evaluation criteria, development and test of alternative approaches, evaluation of results, and preparation of a final report. The following are described: management structure; the technical approach; the work breakdown structure; management control; government-owned property, facilities, and material; and test and security plans.

Material properties data and volume estimate of silt loam soil at the NRDWL Reserve, McGee Ranch

A closure and postclosure plan for the Hanford Site Nonradioactive Dangerous Waste Landfill (NRDWL) was prepared by Westinghouse Hanford Company (WHC) and submitted for regulatory agency review in 1990. In the closure plan, construction of a final cover over the NRDWL is proposed. The design specifies a topsoil component consisting of layers of compacted and noncompacted fine-textured soil. The objective of compacting a portion of the topsoil layer is to impede infiltration of soil moisture. The McGee Ranch area on the Hanford Site is proposed as the source area for fine-textured soils to support cover construction. A number of data needs are identified in the closure plan for definitive design of the NRDWL final cover. Specifically, the plan identifies a need to characterize potential borrow areas for fine-textured soil, to ensure that (1) material properties vary within acceptable limits for the application, and (2) sufficient quantities of suitable material are available.

MBI Biorefinery: Corn to Biomass, Ethanol to Biochemicals and Biomaterials

The project is a continuation of DOE-funded work (FY02 and FY03) that has focused on the development of the ammonia fiber explosion (AFEX) pretreatment technology, fermentation production of succinic acid and new processes and products to enhance dry mill profitability. The primary objective for work beginning in April 2004 and ending in November 2005 is focus on the key issues related to the: (1) design, costing and construction plan for a pilot AFEX pretreatment system, formation of a stakeholder development team to assist in the planning and design of a biorefinery pilot plant, continued evaluation of corn fractionation technologies, corn oil extraction, AFEX treatment of corn fiber/DDGs; (2) development of a process to fractionate AFEX-treated corn fiber and corn stover--cellulose and hemicellulose fractionation and sugar recovery; and (3) development of a scalable batch succinic acid production process at 500 L at or below $.42/lb, a laboratory scale fed-batch process for succinic acid production at or below $.40/lb, a recovery process for succinic acid that reduces the cost of succinic acid by $.02/lb and the development of an acid tolerant succinic acid production strain at lab scale (last objective not to be completed during this project time period).

Model documentation: Natural gas transmission and distribution model of the National Energy Modeling System. Volume 1

The Natural Gas Transmission and Distribution Model (NGTDM) is the component of the National Energy Modeling System (NEMS) that is used to represent the domestic natural gas transmission and distribution system. NEMS was developed in the Office of integrated Analysis and Forecasting of the Energy information Administration (EIA). NEMS is the third in a series of computer-based, midterm energy modeling systems used since 1974 by the EIA and its predecessor, the Federal Energy Administration, to analyze domestic energy-economy markets and develop projections. The NGTDM is the model within the NEMS that represents the transmission, distribution, and pricing of natural gas. The model also includes representations of the end-use demand for natural gas, the production of domestic natural gas, and the availability of natural gas traded on the international market based on information received from other NEMS models. The NGTDM determines the flow of natural gas in an aggregate, domestic pipeline network, connecting domestic and foreign supply regions with 12 demand regions. The methodology employed allows the analysis of impacts of regional capacity constraints in the interstate natural gas pipeline network and the identification of pipeline capacity expansion requirements. The preliminary safety assessment report analyzes the potential radiological risk of the integrated MSNPS with the launch vehicle including interface with the weapon system. Most emphasis will be placed the prime power concept design. Safety problems can occur any time during the entire life cycle of the system including contingency phases. The preliminary safety assessment report is to be delivered at the end of phase 2. This assessment will be the basis of the safety requirements which will be applied to the design of the MSNPS as it develops in subsequent phases. The assessment also focuses design activities on specific high-risk scenarios and missions that may impact safety.

Multimegawatt space nuclear power supply: Phase 1, Final report

The Phase 2 program objectives are to (1) demonstrate concept feasibility, (2) develop a preliminary design, and (3) complete Phase 3 engineering development and ground test plans. The approach to accomplish these objectives is to prove technical feasibility of our baseline design early in the program while maintaining flexibility to easily respond to changing requirements and advances in technology. This approach recognizes that technology is advancing rapidly while the operational phase MSNPS is 15 to 20 years in the future. This plan further recognizes that the weapons platform and Advanced Launch System (ALS) are in very early program definition stages; consequently, their requirements, interfaces, and technological basis will evolve. This document outlines the Phase 2 plan along with task scheduling of the various program aspects.

Multimegawatt space nuclear power supply, Phase 1 Final report

This Specification establishes the performance, design, development, and test requirements for the Boeing Multimegawatt Space Nuclear Power System (MSNPS). The Boeing Multimegawatt Space Power System is part of the DOE/SDIO Multimegawatt Space Nuclear Power Program. The purpose of this program is to provide a space-based nuclear power system to meet the needs of SDIO missions. The Boeing MSNPS is a category 1 concept which is capable of delivering 10's of MW(e) for 100's of seconds with effluent permitted. A design goal is for the system to have growth or downscale capability for other power system concepts. The growth objective is to meet the category 3 capability of 100's of MW(e) for 100's of seconds, also with effluent permitted. The purpose of this preliminary document is to guide the conceptual design effort throughout the Phase 1 study effort. This document will be updated through out the study. It will thus result in a record of the development of the design effort.

Neutron interactions with biological tissue. Final report

This program was aimed at creating a quantitative physical description, at the micrometer and nanometer levels, of the physical interactions of neutrons with tissue through the ejected secondary charged particles. The authors used theoretical calculations whose input includes neutron cross section data; range, stopping power, ion yield, and straggling information; and geometrical properties. Outputs are initial and slowing-down spectra of charged particles, kerma factors, average values of quality factors, microdosimetric spectra, and integral microdosimetric parameters such as {bar y}{sub F}, {bar y}{sub D}, y{sup *}. Since it has become apparent that nanometer site sizes are also relevant to radiobiological effects, the calculations of event size spectra and their parameters were extended to these smaller diameters. This information is basic to radiological physics, radiation biology, radiation protection of workers, and standards for neutron dose measurement.

The purpose of this guide is to describe each of the series of records identified in the documents of the Y-12 Mercury Task Force Files that pertain to the use of mercury in the separation and enrichment of lithium isotopes at the Department of Energy`s (DOE) Y-12 Plant in Oak Ridge, Tennessee. History Associates Incorporated (HAI) prepared this guide as part of DOE`s Epidemiologic Records Inventory Project, which seeks to verify and conduct inventories of epidemiologic and health-related records at various DOE and DOE contractor sites. This introduction briefly describes the Epidemiologic Records Inventory Project and HAI`s role in the project. Specific attention will be given to the history of the DOE-Oak Ridge Reservation, the development of the Y-12 Plant, and the use of mercury in the production of nuclear weapons during the 1950s and early 1960s. This introduction provides background information on the Y-12 Mercury Task Force Files, an assembly of documents resulting from the 1983 investigation of the Mercury Task Force into the effects of mercury toxicity upon workplace hygiene and worker health, the unaccountable loss of mercury, and the impact of those losses upon the environment. The Supplement to the Annual Energy Outlook 1993 is a companion document to the Energy Information Administration`s (EIA) Annual Energy Outlook 1993 (AEO). Supplement tables provide the regional projections underlying the national data and projections in the AEO. The domestic coal, electric power, commercial nuclear power, end-use consumption, and end-use price tables present AEO forecasts at the 10 Federal Region level. World coal tables provide data and projections on international flows of steam coal and metallurgical coal, and the oil and gas tables provide the AEO oil and gas supply forecasts by Oil and Gas Supply Regions and by source of supply. All tables refer to cases presented in the AEO, which provides a range of projections for energy markets through 2010.
