The Snap Ii Power Conversion System Topical Report No. 12. Boiler Development

The SNAP II boilers which were designed are summarized. As shown by test results from the three boilers which were tested, a continuous progress in design was achieved. These designs were based on test data from both the SNAP I and SNAP II programs. As the quantity of data increased, physical models describing the heat transfer process were developed. These physical models provide the necessary correlation parameters which permit the extension of existing data to advanced design. Preliminary test sections were designed on the assumption that an allvapor nmodel which ignores the presence of the liquid phase during forced convection boiling could be used to describe the process quantitatively. The conventional Dittus-Boelter equation was applied with the increase in the vapor flow along the tube being ascribed to liquid evaporation. The assumption led to a design that fell short by about an order of magnitude since the exit qualities were only in the range of 10%, far less than required for complete vaporization. As a result, a revision in the concept of the mechanics of boiling was found necessary and a theoretical analysis was formulated, based on a dry wall'' or dropwise'' type boiling phenomenon. Plasma channel optical-pumping device and method

A device and method are described for optically pumping a gaseous laser using blackbody radiation produced by a plasma channel which is formed from an electrical discharge between two electrodes spaced at opposite longitudinal ends of the laser. A preionization device which can comprise a laser or electron beam accelerator produces a preionization beam which is sufficient to cause an elctrical discharge between the electrodes to initiate the plasma channel along the preionization path. The optical pumping energy is supplied by a high voltage power supply rather than by the preionization beam. High output optical intensities are produced by the laser due to the high temperature black-body radiation produced by the plasma channel, in the same manner as an exploding wire type laser. However, unlike the exploding wire type laser, the disclosed invention can be operated in a repetitive manner by utilizing a repetitive pulsed preionization device.

Control system for a wound-rotor motor

A load switching circuit for switching two or more transformer taps under load carrying conditions includes first and second parallel connected bridge rectifier circuits which control the selective connection of a direct current load to taps of a transformer. The first bridge circuit is normally conducting so that the load is connected to a first tap through the first bridge circuit. To transfer the load to the second tap, a switch is operable to connect the second bridge circuit to a second tap, and when the second bridge circuit begins to conduct, the first bridge circuit ceases conduction because the potential at the second tap is higher than the potential at the first tap, and the load is thus connected to the second tap through the second bridge circuit. The load switching circuit is applicable in a motor speed controller for a wound-rotor motor for effecting tap switching as a function of motor speed while providing a stepless motor speed control characteristics.

The D{sub J}{sup 0} is a family of four orbitally excited mesons: D*{sub 2}(2460){sup 0}, D{sub 1}(2420){sup 0}, D{sub 1}(j = 1/2){sup -}, and D*{sub 0}(j = 1/2){sup 0}. This dissertation presents the measurements of the inclusive branching fractions, {Beta}(B{sup -} {yields} D*{sup +}{pi}{sup -}{pi}{sup -}) and {Beta}(B{sup -} {yields} D{sup +}{pi}{sup -}{pi}{sup -}). The D{sub J}{sup 0} provides an intermediate resonance for those two modes. The data used for this analysis consists of Runs 1-5 with total integrated luminosity of 343.38 fb{sup -1}, which is corresponding to 383.92 million B{bar B} pairs, provided by the BABAR detector at the PEP-II asymmetric B Factory. The values presented are: {Beta}(B{sup -} {yields} D{sup +}{pi}{sup -}{pi}{sup -}) = (1.12 {+-} 0.02 {+-} 0.08) x 10{sup -3}; {Beta}(B{sup -} {yields} D*{sup +}{pi}{sup -}{pi}{sup -}) = (1.67 {+-} 0.03 {+-} 0.13) x 10{sup -3}.

137Cs Inter-Plant Concentration Ratios Provide a Predictive Tool for Coral Atolls with Distinct Benefits Over Transfer Factors

Inter-plant concentration ratios (IPCR), [Bq g{sup -1} {sup 137}Cs in coral atoll tree food-crops/Bq g{sup -1} {sup 137}Cs in leaves of native plant species whose roots share a common soil volume], can replace transfer factors (TF) to predict {sup 137}Cs concentration in tree food-crops in a contaminated area with an aged source term. The IPCR strategy has significant benefits relative to TF strategy for such purposes in the atoll ecosystem. IPCR strategy applied to specific assessments takes advantage of the fact tree roots naturally integrate 137Cs over large volumes of soil. Root absorption of {sup 137}Cs replaces large-scale, expensive soil sampling schemes to reduce variability in {sup 137}Cs concentration due to inhomogeneous radionuclide distribution. IPCR [drinking-coconut meat (DCM)/Scaevola (SCA) and Tournefortia (TOU) leaves (native trees growing on all atoll islands)] are log normally distributed (LND) with geometric standard deviation (GSD) = 1.85. TF for DCM from Enewetak, Eneu, Rongelap and Bikini Atolls are LND with GSD's of 3.5, 3.0, 2.7, and 2.1, respectively. TF GSD for Rongelap copra coconut meat is 2.5. In-situ probing of lattice response in shock compressed materials using x-ray diffraction

Lattice level measurements of material response under extreme conditions are required to build a phenomenological understanding of the shock response of solids. We have successfully used laser produced plasma x-ray sources coincident with laser driven shock waves to make in-situ measurements of the lattice response during shock compression for both single crystal and polycrystalline materials. Using a detailed analysis of shocked single crystal iron which has undergone the {alpha} - {var_epsilon} phase transition we can constrain the transition mechanism to be consistent with a compression and shuffle of alternate lattice planes.

Time Dependent CP Asymmetries and Branching RatioMeasurements in Charmless Three Body B Decays at BABAR

In this work we presented measurements of CP violation and decay rates of B decays in final states not involving a charm quark in the final state. In particular, the time-dependent CP asymmetries of decays which proceed through b {yields} s elementary transition is a particularly sensitive probe of physics beyond the Standard Model. In fact, even if the precise measurements of CP conserving and CP violating processes show the success of the CKM picture of the flavour physics, the sector of b {yields} s transitions is still not strongly constrained and leaves room for new physics contributions. In particular, we considered the decays which have the cleanest theoretical prediction within the Standard Model: B{sup 0} {yields} {phi}K{sup 0} and B{sup 0} {yields} K{sub s}{sup 0}K{sub s}{sup 0}K{sub s}{sup 0} {beta}{sub eff}{sup SM} = 0.379. We examined the former with a completely new approach with respect to the past: the study of CP violation in the whole K{sup +}K{sup -}K{sup 0} phase space through a time-dependent Dalitz plot analysis. With this approach, we simultaneously measured the CP-violating asymmetries of the {phi}KJ{sup 0}, f{sub 0}(980)K{sup 0} resonant and K{sup +}K{sup -}K{sup 0} non-resonant contributions, avoiding one of the largest uncertainties which …

The MiniCAM, short for the Mini-Climate Assessment Model, is an integrated assessment model of moderate complexity focused on energy and agriculture sectors. The model produces emissions of greenhouse gases (carbon dioxide, methane and nitrous oxide) and other radiatively important substances such as sulfur dioxide. Through incorporation of the simple climate model MAGICC, the consequences of these emissions for climate change and sea-level rise can be examined. The MiniCAM is designed to be fast and flexible.

Precise gamma-ray thermal neutron capture cross sectionshave been measured at the Budapest Reactor for all elements withZ=1-83,92 except for He and Pm. These measurements and additional datafrom the literature been compiled to generate the Evaluated Gamma-rayActivation File (EGAF), which is disseminated by LBNL and the IAEA. Thesedata are nearly complete for most isotopes with Z<20 so the totalradiative thermal neutron capture cross sections can be determineddirectly from the decay scheme. For light isotopes agreement with therecommended values is generally satisfactory although large discrepanciesexist for 11B, 12,13C, 15N, 28,30Si, 34S, 37Cl, and 40,41K. Neutroncapture decay data for heavier isotopes are typically incomplete due tothe contribution of unresolved continuum transitions so only partialradiative thermal neutron capture cross sections can be determined. Thecontribution of the continuum to theneutron capture decay scheme arisesfrom a large number of unresolved levels and transitions and can becalculated by assuming that the fluctuations in level densities andtransition probabilities are statistical. We have calculated thecontinuum contribution to neutron capture decay for the palladiumisotopes with the Monte Carlo code DICEBOX. These calculations werenormalized to the experimental cross sections deexciting low excitationlevels to determine the total radiative thermal neutron capture crosssection. Modeling geologic storage of carbon dioxide: Comparison of non-hysteretic and hysteretic characteristic curves

Numerical models of geologic storage of carbon dioxide (CO2)in brine-bearing formations use characteristic curves to represent theinteractions of non-wetting-phase CO2 and wetting-phase brine. When aproblem includes both injection of CO2 (a drainage process) and itssubsequent post-injection evolution (a combination of drainage andwetting), hysteretic characteristic curves are required to correctlycapture the behavior of the CO2 plume. In the hysteretic formulation,capillary pressure and relative permeability depend not only on thecurrent grid-block saturation, but also on the history of the saturationin the grid block. For a problem that involves only drainage or onlywetting, a non-hysteretic formulation, in which capillary pressure andrelative permeability depend only on the current value of the grid-blocksaturation, is adequate. For the hysteretic formulation to be robustcomputationally, care must be taken to ensure the differentiability ofthe characteristic curves both within and beyond the turning-pointsaturations where transitions between branches of the curves occur. Twoexample problems involving geologic CO2 storage are simulated withTOUGH2, a multiphase, multicomponent code for flow and transport codethrough geological media. Both non-hysteretic and hysteretic formulationsare used, to illustrate the applicability and limitations ofnon-hysteretic methods.The first application considers leakage of CO2from the storage formation to the ground surface, while the secondexamines the role of heterogeneity within the storageformation.

Lawrence Livermore National Laboratory Pre-project Rare Plant and Wildlife Surveys For the Pit 7 Drainage Diversion and Groundwater Extraction and Treatment Facility

In January 2007, the Department of Energy (DOE) released the final Environmental Assessment for the Proposed Environmental Remediation at the Lawrence Livermore National Laboratory (LLNL) Site 300 Pit 7 Complex. At the same time, the Department of Toxic Substances Control (DTSC) released the final Negative Declaration and Initial Study covering the Pit 7 remediation. No substantial adverse effect on wildlife species of concern was anticipated from the project. However, it was proposed that wildlife surveys should be conducted prior to construction because species locations and breeding areas could potentially change by the time construction activities began. Although no known populations of rare or endangered/threatened plant species were known to occur within the project impact area at the time these documents were released, rare plants listed by the California Native Plant Society had been observed in the vicinity. As such, both DOE and DTSC proposed that plant surveys would be undertaken at the appropriate time of year to determine if rare plants would be impacted by project construction. This document provides the results of wildlife and rare plant surveys taken prior to the start of construction at the Pit 7 Complex.

Molecular Comb Development

This CRADA was developed to enable ORNL to assist Protein Discovery, Inc. to develop a novel biomolecular separation system based on an ORNL patent application 'Photoelectrochemical Molecular Comb' by Thundat, Ferrell, and Brown. The Molecular Comb concept is based on creating light-induced charge carriers at a semiconductor-liquid interface, which is kept at a potential control such that a depletion layer is formed in the semiconductor. Focusing light from a low-power illumination source creates electron-hole pairs, which get separated in the depletion layer. The light-induced charge carriers reaching the surface attract oppositely charged biomolecules present in the solution. The solution is a buffer solution with very small concentrations of biomolecules. As the focused light is moved across the surface of the semiconductor-liquid interface, the accumulated biomolecules follow the light beam. A thin layer of gel or other similar material on the surface of the semiconductor can act as a sieving medium for separating the biomolecules according to their sizes.

TRITIUM BARRIER MATERIALS AND SEPARATION SYSTEMS FOR THE NGNP

Contamination of downstream hydrogen production plants or other users of high-temperature heat is a concern of the Next Generation Nuclear Plant (NGNP) Project. Due to the high operating temperatures of the NGNP (850-900 C outlet temperature), tritium produced in the nuclear reactor can permeate through heat exchangers to reach the hydrogen production plant, where it can become incorporated into process chemicals or the hydrogen product. The concentration limit for tritium in the hydrogen product has not been established, but it is expected that any future limit on tritium concentration will be no higher than the air and water effluent limits established by the NRC and the EPA. A literature survey of tritium permeation barriers, capture systems, and mitigation measures is presented and technologies are identified that may reduce the movement of tritium to the downstream plant. Among tritium permeation barriers, oxide layers produced in-situ may provide the most suitable barriers, though it may be possible to use aluminized surfaces also. For tritium capture systems, the use of getters is recommended, and high-temperature hydride forming materials such as Ti, Zr, and Y are suggested. Summary of Stimulated Raman Scattering Experiments in the Nova Air-Path and Projected Nova and Nova II System Performance Limits

The authors present the results of high intensity beam propagation experiments conducted with the Nova laser system to investigate the occurrence of stimulated rotational Raman scattering (SRRS) from atmospheric nitrogen in the beam path. Enclosed is a preprint entitled ''Stimulated Rotational Raman Scattering in Nitrogen in Long Air Paths'' that they have published in the November issue of Optics Letters. The physics issues associated with SRRS are discussed at length in the preprint. The small signal steady-state SRRS gain coefficient that they determined from threshold measurements is in excellent agreement with recent direct SRRS gain measurements by Bischel, et al., at SRI, and is in good agreement with early gain estimates from Averbakh, et al., in the Soviet Union. Consequently, they have a high degree of confidence in the gain coefficient. In addition, threshold SRRS experiments on the long air-path Nova II system are in substantial agreement with the earlier Nova experiments. Nova and Nova II system performance limitations were not critically addressed in the publication so they shall discuss these issues in this paper.

Criteria for Determination of MC&A System Effectiveness

The Nevada Test Site (NTS) is a test bed for implementation of the Safeguards First Principles Initiative (SFPI), a risk-based approach to Material Control & Accountability (MC&A) requirements. The Comprehensive Assessment of Safeguards Strategies (COMPASS) model is used to determine the effectiveness of safeguards systems under SFPI. Under this model, MC&A is divided into nine primary elements. Each element is divided into sub-elements. Then, each sub-element is assigned two values, effectiveness and contribution, that are used to calculate the rating. Effectiveness is a measure of sub-element implementation and how well it meets requirements. Contribution is a relative measure of the importance, and functions as a weighting factor. The COMPASS model provides the methodology for calculation of element and subelement, but not the actual criteria. Each site must develop its own criteria. For the rating to be meaningful, the effectiveness criteria must be objective and based on explicit, measurable criteria. Contribution (weights) must reflect the importance within the MC&A program. This paper details the NTS approach to system effectiveness and contribution values, and will cover the following: the basis for the ratings, an explanation of the contribution weights, and the objective, performance-based effectiveness criteria. Finally, the evaluation process will be described.

The EBIT spectroscopy that now seems routine would not be possible without considerable good luck in several areas of EBIT technology. Among these are x-ray background, ion cooling, neutral gas density, and electron current density and energy control. A favourable outcome in these areas has enabled clean x-ray spectra, sufficient intensity for high resolution spectroscopy, production of very high charge states, and a remarkable variety of spectroscopic measurements. During construction of the first EBIT 20 years ago, it was not clear that any of this was possible.

Search for the Rare Decay B to pi l+l- in the BaBar Experiment

The rare decay B {yields} {pi}{ell}{sup +}{ell}{sup -} is the simplest manifestation of a b {yields} d{ell}{sup +}{ell}{sup -} flavor-changing neutral current (FCNC) process. This type of process only proceeds through penguin loop or box diagrams and is sensitive to physics at the electroweak scale. It can be used to constrain parameters of the Standard Model and its extensions. B {yields} {pi}{ell}{sup +}{ell}{sup -} events have not yet been observed; the branching fraction is expected to be an order of magnitude smaller than the measured branching fraction for the similar B {yields} K{ell}{sup +}{ell}{sup -} decay. Using 230 million B{bar B} meson pairs collected with the BABAR detector, we have done a search for the rare decay B {yields} {pi}{ell}{sup +}{ell}{sup -}. The data was produced in e+e? collision at the {Upsilon}(4S) resonance in the PEP-II collider between 1999 and 2004. Four exclusive B-meson decay modes have been reconstructed: B{sup +} {yields} {pi}{sup +}{ell}{sup +}{ell}{sup -} and B{sup 0} {yields} {pi}{sup 0}{ell}{sup +}{ell}{sup -}, where {ell}{sup +}{ell}{sup -} is either an electron pair (e{sup +}e{sup -}) or a muon pair ({mu}{sup +}{mu}{sup -}). We find no evidence for a signal, and we obtain upper limits on the branching fractions {Beta}. …

Countermeasures to Urban Heat Islands: A Global View

An important milestone was passed this year when the fraction of the world's population living in cities exceeded 50%. This shift from the countryside to urban areas is certain to continue and, for many, the destination will be large cities. Already there are over 400 cities with populations greater than one million inhabitants and twenty cities with populations greater than ten million inhabitants. With a growing fraction of the population living in an urban environment, the unique aspects of an urban climate also rise in importance. These include features like air pollution and increased humidity. Another unique feature of the urban climate is the phenomenon of the urban heat island. The urban heat island phenomenon was first observed over one hundred years ago in northern latitude cities, where the city centers were slightly warmer than the suburbs. (Instantaneous communications probably played a role in its identification, much as it did for other weather-related events.) For these cities, a heat island was generally a positive effect because it resulted in reduced heating requirements during the winters. It was only in the 1960s, as air conditioning and heavy reliance on automobiles grew, that the negative impacts of heat islands became apparent. The …

Performance improvement options for the supercritical carbon dioxide brayton cycle.

The supercritical carbon dioxide (S-CO{sub 2}) Brayton cycle is under development at Argonne National Laboratory as an advanced power conversion technology for Sodium-Cooled Fast Reactors (SFRs) as well as other Generation IV advanced reactors as an alternative to the traditional Rankine steam cycle. For SFRs, the S-CO{sub 2} Brayton cycle eliminates the need to consider sodium-water reactions in the licensing and safety evaluation, reduces the capital cost of the SFR plant, and increases the SFR plant efficiency. Even though the S-CO{sub 2} cycle has been under development for some time and optimal sets of operating parameters have been determined, those earlier development and optimization studies have largely been directed at applications to other systems such as gas-cooled reactors which have higher operating temperatures than SFRs. In addition, little analysis has been carried out to investigate cycle configurations deviating from the selected 'recompression' S-CO{sub 2} cycle configuration. In this work, several possible ways to improve S-CO{sub 2} cycle performance for SFR applications have been identified and analyzed. Displacement Current and Surface Flashover

High-voltage vacuum insulator failure is generally due to surface flashover rather than insulator bulk breakdown. Vacuum surface flashover is widely believed to be initiated by a secondary electron emission avalanche along the vacuum-insulator interface. This process requires a physical mechanism to cause secondary electrons emitted from the insulator surface to return to that surface. Here, we show that when an insulator is subjected to a fast high-voltage pulse, the magnetic field due to displacement current through the insulator can provide this mechanism. This indicates the importance of the voltage pulse shape, especially the rise time, in the flashover initiation process.

This thesis reports measurements of the time-dependent CP asymmetries in fully reconstructed B{sup 0} {yields} (D{sup (*){-+}} and B{sup 0} {yields} D{sup {-+}} {rho}{sup {+-}}) decays in approximately 232 million {Upsilon}(4S) {yields} B{bar B} events, collected with the BABAR detector at the PEP-II asymmetric-energy B factory at the Stanford Linear Accelerator Center in California, as published in Ref. [14]. The phenomenon of CP violation allows one to distinguish between matter and antimatter, and, as such, is one of the essential ingredients needed to explain the apparent abundance of matter over antimatter in the universe. The Standard Model describes the observed elementary particles in terms of three generations of quarks and leptons, as well as the weak, electromagnetic, and strong interactions between them. In the Standard Model, CP violation is incorporated in the Cabibbo-Kobayashi-Maskawa (CKM) matrix, which describes the weak interactions between the quarks. The weak interactions between quarks are described by coupling constants that are functions of three real parameters and one irreducible complex phase. The authors report the results of a study of the exclusive charmless semileptonic decay, B{sup 0} {yields} {pi}{sup -}{ell}{sup +}{nu}, undertaken with approximately 227 million B{bar B} pairs collected at the {Upsilon}(4S) resonance with the BABAR detector. The analysis uses events in which the signal B decays are reconstructed with an innovative loose neutrino reconstruction technique. They obtain partial branching fractions in 12 bins of q{sup 2}, the momentum transfer squared, from which they extract the f{sub +}(q{sup 2}) form-factor shape and the total branching fraction {Beta}(B{sup 0} {yields} {pi}{sup -}{ell}{sup +}{nu}) = (1.46 {+-} 0.07{sub stat} {+-} 0.08{sub syst}) x 10{sup -4}. Based on a recent unquenched lattice QCD calculation of the form factor in the range q{sup 2} &gt; 16 GeV{sup 2}/c{sup 4}, they find the magnitude of the CKM matrix element |V{sub ub}| to be (4.1 {+-} 0.2{sub stat} {+-} 0.2{sub syst{sub -0.4}{sup +0.6}FF}) x 10{sup -3}, where the last uncertainty is due to the normalization of the form factor.

Secondary Waste Management Strategy for Early Low Activity Waste Treatment

This study evaluates parameters relevant to River Protection Project secondary waste streams generated during Early Low Activity Waste operations and recommends a strategy for secondary waste management that considers groundwater impact, cost, and programmatic risk. The recommended strategy for managing River Protection Project secondary waste is focused on improvements in the Effiuent Treatment Facility. Baseline plans to build a Solidification Treatment Unit adjacent to Effluent Treatment Facility should be enhanced to improve solid waste performance and mitigate corrosion of tanks and piping supporting the Effiuent Treatment Facility evaporator. This approach provides a life-cycle benefit to solid waste performance and reduction of groundwater contaminants.

SUSY Unparticle and Conformal Sequestering

We investigate unparticle physics with supersymmetry (SUSY). The SUSY breaking effects due to the gravity mediation induce soft masses for the SUSY unparticles and hence break the conformal invariance. The unparticle physics observable in near future experiments is only consistent if the SUSY breakingeffects from the hidden sector to the standard model sector are dominated by the gauge mediation, or if the SUSY breaking effects to the unparticle sector are sufficiently sequestered. We argue that the natural realization of the latter possibility is the conformal sequestering scenario.
