In the past two runs of RHIC, the first measurements with polarized proton beams have been performed. For many years to come, the RHIC spin program will offer exciting physics, exploring QCD and the nucleon in new ways. The aim of this small workshop was to attract several spin theorists to the center for about two weeks, in order to collaborate with both experimentalists and theorists at RBRC, and to initiate and/or complete studies of relevance to RHIC spin. A major focus of polarized-pp measurements at RHIC is on measuring the spin-dependent gluon density, {Delta}g. A channel for accessing {Delta}g is high-p{sub T} pion production. The unpolarized cross section for this reaction has been measured by PHENIX and was found in good agreement with a perturbative-QCD based (NLO) calculation. It was a remarkable and exciting coincidence that PHENIX presented also the first results for the spin asymmetry for {rvec p}{rvec p} {yields} {pi}{sup 0}X during this workshop. This sparked a lot of additional activity and discussion. First steps toward the interpretation of the data were taken. Environmentally Benign Stab Detonators

This effort attempts to demonstrate that environmentally acceptable energetic sol-gel coated flash metal multilayer nanocomposites can be used to replace current impact initiated devices (IIDs) which have hazardous and toxic components. Successful completion of this project will result in IIDs that include innocuous compounds, have sufficient output energy for initiation, meet current military specifications, are small, cost competitive, and perform as well as or better than current devices. We expect flash metal multilayer and sol-gel to be generic technologies applicable to a wide range of devices, especially in small caliber ammunition and sub-munitions. We will replace the NOL-130 mixture with a nanocomposite that consists of a mechanically robust energetic multilayer foil that has been coated with a sol-gel energetic material. The exothermic reactions are activated in this nanocomposite are the transformation of the multilayer material to its respective intermetallic alloy and the thermite reaction, which is characterized by very high temperatures, a small pressure pulse, and hot particle ejection. The proposed materials and their reaction products consist of, but are not limited to aluminum, nickel, iron, aluminum oxide, titanium, iron oxide and boron. These materials have much more desirable environmental and health characteristics than the NOL-130 composition.

Retrieval and Pipeline Transfer Assessment of Hanford Tank 241-AN-105 Waste

This study assesses five steps for Tank 241-AN-105 waste retrieval and subsequent pipeline transfer: 1. Remove supernatant liquid waste from AN-105 and transfer it through a pipeline with inline dilution with water (1st liquid waste transfer). 2. Add water (as a diluent) to Tank AN-105. 3. Mix the saltcake waste and water with mixer pumps to dissolve soluble solids. 4. Let undissolved solids settle to the tank bottom. 5. Remove the resulting supernatant liquid waste from Tank AN-105 (2nd liquid waste transfer). To assess these five steps for waste retrieval and pipeline transfer, AN-105 waste rheology was measured and solids identified with bright field image, select area diffraction, and energy dispersive x-ray spectroscopy. By combining available in situ and laboratory data, an AN-105 specific viscosity model was developed that can change from several centiPoise of viscosity to tens of millions of centiPoise as a function of strain rate and solid concentration. This viscosity mo del was implemented into the AN-105 computer model to simulate pump jet mixing. The report also evaluates AN-105 slurry waste transfer to AP-102 and AP-104 through a 3-inch (0.07-m) pipeline.

Summaries of the activities and accomplishments during this second quarter reporting period for each of the consortium participants are given. Some of the highlights for this reporting period include: Even without the forcing speaker, the ''Mozart'' device on the GCM geometry provides over 20% reduction in drag at 0 degree yaw and above 25% reductions at higher yaw angles; Experiments and computations guide a conceptual design for reduction of drag due to tractor-trailer gap flow; RANS simulations for the GTS geometry are being finalized for development of clear modeling guidelines with RANS; Simulations on the GCM geometry have begun; and Vortex methods have improved techniques for the treatment of vorticity near surfaces.

DISPLACEMENT BASED SEISMIC DESIGN METHODS.

A research effort was undertaken to determine the need for any changes to USNRC's seismic regulatory practice to reflect the move, in the earthquake engineering community, toward using expected displacement rather than force (or stress) as the basis for assessing design adequacy. The research explored the extent to which displacement based seismic design methods, such as given in FEMA 273, could be useful for reviewing nuclear power stations. Two structures common to nuclear power plants were chosen to compare the results of the analysis models used. The first structure is a four-story frame structure with shear walls providing the primary lateral load system, referred herein as the shear wall model. The second structure is the turbine building of the Diablo Canyon nuclear power plant. The models were analyzed using both displacement based (pushover) analysis and nonlinear dynamic analysis. In addition, for the shear wall model an elastic analysis with ductility factors applied was also performed. The objectives of the work were to compare the results between the analyses, and to develop insights regarding the work that would be needed before the displacement based analysis methodology could be considered applicable to facilities licensed by the NRC. DESIGN OF SUPERCONDUCTING COMBINED FUNCTION MAGNETS FOR THE 50 GEV PROTON BEAM LINE FOR THE J-PARC NEUTRINO EXPERIMENT.

Superconducting combined function magnets will be utilized for the 50GeV-750kW proton beam line for the J-PARC neutrino experiment and an R and D program has been launched at KEK. The magnet is designed to provide a combined function with a dipole field of 2.59 T and a quadrupole field of 18.7 T/m in a coil aperture of 173.4 mm. A single layer coil is proposed to reduce the fabrication cost and the coil arrangement in the 2-D cross-section results in left-right asymmetry. This paper reports the design study of the magnet.

C-200 Series Tanks Vacuum Retrieval System Aerosol Test Results

The radioactive wastes stored in tanks 241-C-201, 241-C-202, 241-C-203, and 241-C-204 (the C-200 series tanks) are to be retrieved with the C-200 vacuum retrieval system (VRS). The VRS will suck the waste up through an articulated mast system, separate it from the suspending air, collect and transfer it to a receiver batch tank, and return the air as exhaust to the waste tank being retrieved. An analysis of potential accidents has indicated that a break in the line used to return the exhaust to the waste tank could release unacceptable quantities of suspended radioactive material to the environment. To estimate the quantity of suspended material and determine accident risks, CH2M HILL and Pacific Northwest National Laboratory (PNNL) conducted tests with the VRS using nonradioactive waste simulants at the Hanford Cold Test Facility. This report describes the tests conducted and presents and discusses the results.

Measured and Calculated Losses in a Model Dipole for Gsi's Heavy Ion Synchrotron.

The new heavy ion synchrotron facility proposed by GSI will have two superconducting magnet rings in the same tunnel, with rigidities of 300T{center_dot}m and 10OT{center_dot}m. Fast ramp times are needed. These can cause problems of ac loss and field distortion in the magnets. For the high energy ring, a lm model dipole magnet has been built, based on the RHIC dipole design. This magnet was tested under boiling liquid helium in a vertical dewar. The quench current showed very little dependence on ramp rate. The ac losses, measured by an electrical method, were fitted to straight line plots of loss/cycle versus ramp rate, thereby separating the eddy current and hysteresis components. These results were compared with calculated values, using parameters which had previously been measured on short samples of cable. Reasonably good agreement between theory and experiment was found, although the measured hysteresis loss is higher than expected in ramps to the highest field levels.

Developing Smart Seismic Arrays: A Simulation Environment, Observational Database, and Advanced Signal Processing

Seismic imaging and tracking methods have intelligence and monitoring applications. Current systems, however, do not adequately calibrate or model the unknown geological heterogeneity. Current systems are also not designed for rapid data acquisition and analysis in the field. This project seeks to build the core technological capabilities coupled with innovative deployment, processing, and analysis methodologies to allow seismic methods to be effectively utilized in the applications of seismic imaging and vehicle tracking where rapid (minutes to hours) and real-time analysis is required. The goal of this project is to build capabilities in acquisition system design, utilization and in full 3D finite difference modeling as well as statistical characterization of geological heterogeneity. Such capabilities coupled with a rapid field analysis methodology based on matched field processing are applied to problems associated with surveillance, battlefield management, finding hard and deeply buried targets, and portal monitoring. This project benefits the U.S. military and intelligence community in support of LLNL's national-security mission. FY03 was the final year of this project. In the 2.5 years this project has been active, numerous and varied developments and milestones have been accomplished. Associated Higgs Boson Production With Heavy Quarks.

The production of a Higgs boson in association with a pair of e quarks will play a very important role at both hadron and lepton colliders. We review the status of theoretical predictions and their relevance to Higgs boson studies, with particular emphasis on the recently calculated NLO QCD corrections to the inclusive cross section for p{bar p}, pp {yields} t{bar t}h. We conclude by briefly discussing the case of exclusive b{bar b}h production and the potential of this process in revealing signals of new physics beyond the Standard Model.

Rotational Bands and Isomeric States in 175lu

Rotational bands in {sup 175}Lu have been extended through investigation with the (n,n{prime}{gamma}) reaction. Spallation neutrons bombarded Lu samples, and the resulting {gamma} rays were detected in a large-scale Compton-suppressed Ge detector array. Prompt- and delayed-{gamma}{gamma} coincidences have been used to extend most of the existing known bands, and to tentatively assign a new band, based on the 7/2{sup -}[523] configuration, from its band head to spin 13/2. The 3-quasiparticle K{sup {pi}} = 19/2{sup +} isomer is confirmed and its half life determined to be 984 {+-} 13(stat.) {+-} 30(sys.) {micro}s, in agreement with previous results.

Determination of Partial (N,Xngamma) Cross-Sections in 193-Ir

The {sup 193}Ir(n,n'){sup 193m}Ir cross section for the production of the 80-keV isomer in {sup 193}Ir is evaluated using a combination of experimental data and nuclear reaction modeling, from threshold to about 20 MeV. Four discrete {gamma} lines feeding the isomer were recently observed with the GEANIE {gamma}-ray detector at LANSCE. Theoretical calculations of the nuclear reaction mechanisms in play are then carried out to evaluate the contributions not accounted for in the experimental setup (direct population; fraction of {gamma}-lines not observed in the experiment; etc). Experiment and modeling are then combined to provide a total cross section for the production of the Iridium isomer. We finally compare our result with activation measurement data available for a few energy points.

Gamma rays emitted in the decay of 31-year 178m2Hf

The spontaneous decay of the K{sup {pi}} = 16{sup +}, 31-year {sup 178m2}Hf isomer has been investigated with a 15 kBq source placed at the center of a 20-element {gamma}-ray spectrometer. High-multipolarity M4 and E5 transitions, which represent the first definitive observation of direct {gamma}-ray emission from the isomer, have been identified, together with other low-intensity transitions. Branching ratios for these other transitions have elucidated the spin dependence of the mixing between the two known K{sup {pi}} = 8{sup -} bands. The M4 and E5 {gamma}-ray decays are the first strongly K-forbidden transitions to be identified with such high multipolarities, and demonstrate a consistent extension of K-hindrance systematics, with an inhibition factor of approximately 100 per degree of K forbiddenness. Some unplaced transitions are also reported.

Simulations of Fluid Nitromethane Under Extreme Conditions

We report density functional molecular dynamics simulations to determine the early chemical events of hot (T = 3000 K) and dense (1.97 g/cm{sup 3}, V/V{sub 0} = 0.68) nitromethane (CH{sub 3}NO{sub 2}). The first step in the decomposition process is an intermolecular proton abstraction mechanism that leads to the formation of CH{sub 3}NO{sub 2}H and the aci ion H{sub 2}CNO{sub 2}{sup -}, in support of evidence from static high-pressure and shock experiments. An intramolecular hydrogen transfer that transforms nitromethane into the aci acid form, CH{sub 2}NO{sub 2}H, accompanies this event. This is the first confirmation of chemical reactivity with bond selectivity for an energetic material near the condition of fully reacted specimen. We also report the decomposition mechanism followed up to the formation of H{sub 2}O as the first stable product.

Status of Models for Land Surface Spills of Nonaqueous Liquids

This report discusses models for describing the behavior of nonaqueous phase liquids (NAPLs) spilled over a land surface. This study addresses NAPLs that are not highly volatile and as such would not tend to exhibit a large evaporative mass loss before being mainly absorbed into the land. The study devises a NAPL spill model that can estimate the spreading area, which possibly would determine the liquid's detectability by remote sensing. The size of the surface region wetted by a particular NAPL spill clearly determines the opportunity for detecting it by remote sensing technology. Therefore, the main attribute of a model for treating NAPL spills on a land surface is the capability to predict spreading behavior. Clearly, how rapidly a spilled liquid disappears into the subsurface determines how far it may spread on the land surface. Thus, the modeling of both liquid spreading and infiltration into the subsurface are equally important to determining the extent of a spill.

Solution Sythesis Of Geranium Nanocrystals: Success And Open Challenges

We present a two-steps synthesis route that yields nanometer size crystalline germanium in the form of a black powder. It relies on high temperature decomposition of tetraethylgermane (TEG) in organic solvents. The presence of pure germanium with diamond structure is unambiguously attested by powder XRD measurements. Low resolution TEM indicates that the particles are between {approx}5 to 30 nm in size depending on the synthesis conditions. The as-synthesized Ge powders can be stored in air for months and no oxidation occurs. The Ge powders are sparingly soluble in conventional solvents because Ge nanocrystals are likely embedded in a matrix, composed mainly of C=C, C-C, and C-H bonds. The presence of residual organic by-products impedes probing of the optical properties of the dots. Also, we discuss drawbacks and open challenges in high temperature solution synthesis of Ge nanocrystals that could also be faced in the synthesis of Si nanocrystals. Overall, our results call for a cautious interpretation of reported optical properties of Ge and Si nanocrystals obtained by high temperature solution methods.

In support of CH2M HILL Hanford Group, Inc.'s (CHG) preparation of a Field Investigative Report (FIR) for the closure of the Hanford Site Single-Shell Tank (SST) Waste Management Area (WMA) tank farms, a set of numerical simulations of flow and solute transport was executed to predict the performance of surface barriers for reducing long-term risks from potential groundwater contamination at the C Farm WMA. This report documents the simulation of 14 cases (and two verification cases) involving two-dimensional cross sections through the C Farm WMA tanks C-103 – C-112. Utilizing a unit release scenario at Tank C-112, four different types of leaks were simulated. These simulations assessed the impact of leakage during retrieval, past leaks, and tank residual wastes and tank ancillary equipment following closure activities. . Two transported solutes were considered: uranium-238 (U-238) and technetium-99 (Tc-99). To evaluate the impact of sorption to the subsurface materials, six different retardation coefficients were simulated for U-238. Overall, simulations results for the C Farm WMA showed that only a small fraction of the U-238 with retardation factors greater than 0.6 migrated from the vadose zone in all of the cases. Vibrational and intruder structures in 116Cd: a conundrum

Decay properties of multiphonon quadropole vibrational states and intruder structures in {sup 116}Cd have been examined with the (n,n'{gamma}) reaction. Gamma-ray excitation functions, angular distributions and {gamma}-{gamma} coincidences have been measured. Lifetimes of many levels were determined with the Doppler-shift attenuation method, exposing the degree of collectivity of the intruder structure and the three-phonon states. In combination with other recent results, this new information reveals that the intruder picture is well supported in the Cd nuclei. However, a conundrum not present in the lighter cadmium nuclei emerges in {sup 116}Cd; strong configuration mixing between intruder and multiphonon vibrational excitations cannot describe the observed decays of the lowest 0{sup +} excited states.

Computational Flow Modeling of a Simplified Integrated Tractor-Trailer Geometry

For several years, Sandia National Laboratories and Lawrence Livermore National Laboratory have been part of a consortium funded by the Department of Energy to improve fuel efficiency of heavy vehicles such as Class 8 trucks through aerodynamic drag reduction. The objective of this work is to demonstrate the feasibility of using the steady Reynolds-Averaged Navier-Stokes (RANS) approach to predict the flow field around heavy vehicles, with special emphasis on the base region of the trailer, and to compute the aerodynamic forces. In particular, Sandia's computational fluid dynamics code, SACCARA, was used to simulate the flow on a simplified model of a tractor-trailer vehicle. The results are presented and compared with NASA Ames experimental data to assess the predictive capability of RANS to model the flow field and predict the aerodynamic forces.

The National Ignition Facility High-Energy Ultraviolet Laser System

The National Ignition Facility (NIF), currently under construction at the Lawrence Livermore National Laboratory, is a stadium-sized facility containing a 192-beam, 1 .&Megajoule, 500-Terawatt, ultraviolet laser system together with a 10-meter diameter target chamber with room for nearly 100 experimental diagnostics. When completed, NIF will be the world's largest and most energetic laser experimental system, providing an international center to study inertial confinement fusion and the physics of matter at extreme energy densities and pressures. NIF's 192 energetic laser beams will compress fusion targets to conditions required for thermonuclear burn, liberating more energy than required to initiate the fusion reactions. Other NIF experiments will allow the study of physical processes at temperatures approaching 10{sup 8} K and 10{sup 11} Bar, conditions that exist naturally only in the interior of stars, planets and in nuclear weapons. NIF is now entering the first phases of its laser commissioning program. The first four beams of the NIF laser system have generated 106 kilojoules of infrared light and over 10 kJ at the third harmonic (351 nm). Two new Resource Conservation and Recovery Act (RCRA) groundwater monitoring wells were installed at single-shell tank Waste Management Area (WMA) A-AX in fiscal year 2003 to fulfill commitments for well installations proposed in the draft Hanford Federal Facility Agreement and Consent Order M-24-00. Well 299-E24-22 has been installed upgradient and well 299-E25-93 downgradient of the WMA. Specific objectives for these wells include monitoring the impact, if any, that potential releases from inside the WMA may have on current groundwater conditions (i.e., improved network coverage); differentiating upgradient groundwater contamination from contaminants released at the WMA; and improving the determination of groundwater flow direction (i.e., improved water table determinations). This report supplies the information obtained during drilling, characterization, and installation of the two new groundwater monitoring wells, 299-E25-93 and 299-E24-22. This document also provides a compilation of hydrogeologic and well construction information obtained during drilling, well construction, well development, pump installation, aquifer testing, and sample collection/analysis activities.

Relative Hazard and Risk Measure Calculation Methodology

The RHRM equations, as represented in methodology and code presented in this report, are primarily a collection of key factors normally used in risk assessment that are relevant to understanding the hazards and risks associated with projected mitigation, cleanup, and risk management activities. The RHRM code has broad application potential. For example, it can be used to compare one mitigation, cleanup, or risk management activity with another, instead of just comparing it to just the fixed baseline. If the appropriate source term data are available, it can be used in its non-ratio form to estimate absolute values of the associated controlling hazards and risks. These estimated values of controlling hazards and risks can then be examined to help understand which mitigation, cleanup, or risk management activities are addressing the higher hazard conditions and risk reduction potential at a site. Graphics can be generated from these absolute controlling hazard and risk values to graphically compare these high hazard and risk reduction potential conditions.
