Differential geometry on Hopf algebras and quantum groups

The differential geometry on a Hopf algebra is constructed, by using the basic axioms of Hopf algebras and noncommutative differential geometry. The space of generalized derivations on a Hopf algebra of functions is presented via the smash product, and used to define and discuss quantum Lie algebras and their properties. The Cartan calculus of the exterior derivative, Lie derivative, and inner derivation is found for both the universal and general differential calculi of an arbitrary Hopf algebra, and, by restricting to the quasitriangular case and using the numerical R-matrix formalism, the aforementioned structures for quantum groups are determined.

Fall 1994 wildlife and vegetation survey, Norton Air Force Base, California

The fall 1994 wildlife and vegetation surveys were completed October 3-7, 1994, at Norton Air Force Base (AFB), California. Two biologists from CDM Federal Programs, the U.S. Environmental Protection Agency (EPA) regional biologist and the Oak Ridge National Laboratory (ORNL) lead biologist conducted the surveys. A habitat assessment of three Installation Restoration Project (IRP) sites at Norton Air Force Base was also completed during the fall survey period. The IRP sites include: Landfill No. 2 (Site 2); the Industrial Wastewater Treatment Plant (IWTP) area; and Former Fire Training Area No. 1 (Site 5). The assessments were designed to qualitatively characterize the sites of concern, identify potential ecological receptors, and provide information for Remedial Design/Remedial Action activities. A Reference Area (Santa Ana River Wash) and the base urban areas were also characterized. The reference area assessment was performed to provide a baseline for comparison with the IRP site habitats. The fall 1994 survey is the second of up to four surveys that may be completed. The Yucca Mountain Site Characterization Project (YMP) of the US DOE is tasked with designing, constructing, and operating an Exploratory Studies Facility (ESF) at Yucca Mountain, Nevada. The purpose of the YMP is to provide detailed characterization of the Yucca Mountain site for the potential mined geologic repository for permanent disposal of high-level radioactive waste. Detailed characterization of properties of the site are to be conducted through a wide variety of short-term and long-term in-situ tests. Testing methods require the installation of a large number of test instruments and sensors with a variety of functions. These instruments produce analog and digital data that must be collected, processed, stored, and evaluated in an attempt to predict performance of the repository. The Integrated Data and Control System (IDCS) is envisioned as a distributed data acquisition that electronically acquires and stores data from these test instruments. IDCS designers are responsible for designing and overseeing the procurement of the system, IDCS Operation and Maintenance operates and maintains the installed system, and the IDCS Data Manager is responsible for distribution of IDCS data to participants. Generic Vehicle Speed Models Based on Traffic Simulation: Development and Application

This paper summarizes the findings of a research project to develop new methods of estimating speeds for inclusion in the Highway Performance Monitoring System (HPMS) Analytical Process. The paper focuses on the effects of traffic conditions excluding incidents (recurring congestion) on daily average ed and excess fuel consumption. A review of the literature revealed that many techniques have been used to predict speeds as a function of congestion but most fail to address the effects of queuing. However, the method of Dowling and Skabardonis avoids this limitation and was adapted to the research. The methodology used the FRESIM and NETSIM microscopic traffic simulation models to develop uncongested speed functions and as a calibration base for the congested flow functions. The chief contributions of the new speed models are the simplicity of application and their explicit accounting for the effects of queuing. Specific enhancements include: (1) the inclusion of a queue discharge rate for freeways; (2) use of newly defined uncongested flow speed functions; (3) use of generic temporal distributions that account for peak spreading; and (4) a final model form that allows incorporation of other factors that influence speed, such as grades and curves. The US Department of Energy (DOE) is preparing to request the US Environmental Protection Agency (EPA) to certify compliance of the Waste Isolation Pilot Plant (WIPP) with long-term requirements of the environmental Radiation Protection Standards for Management and Standards for Management and Disposal of Spent Nuclear Fuel, High-Level and Transuranic Waste (40 CFR Part 191). The DOE must also demonstrate compliance with the long-term requirements of the Land Disposal Restrictions of the Resource Conservation and Recovery Act (RCRA) (40 CFR Part 268.6). Sandia National Laboratories (SNL) has ben conducting iterative performance assessments (PAs) for the the WIPP to provide guidance to the project on the technical activities required to determine long-term performance of the WIPP disposal system. The most recent PA was conducted in 1992. The objectives of this paper are to: (1) Identify and describe the relationship between non-Salado hydrology and the array of scenarios that might be relevant to the long-term performance of the repository. (2) Identify and describe the array of conceptual and mechanistic models that are required to evaluate the scenarios for the purpose of compliance. (3) Identify and describe the data/information that are required to support the conceptual and mechanistic models.

The Energy Policy Act of 1992 (Act) transferred the uranium enrichment enterprise to the United States Enrichment Corporation as of July 1, 1993. However, the Act requires the Department of Energy to retain ownership and responsibility for the costs of environmental cleanup resulting from the Government`s operation of the three gaseous diffusion facilities located in Oak Ridge, Tennessee; Paducah, Kentucky; and Portsmouth, Ohio (diffusion facilities). The Act established the Uranium Enrichment Decontamination and Decommissioning Fund (D&D Fund) to: Pay for the costs of decontamination and decommissioning at the diffusion facilities; Pay the annual costs for remedial action at the diffusion facilities to the extent that the amount in the Fund is sufficient; and Reimburse uranium/thorium licensees for the costs of decontamination, decommissioning, reclamation, and other remedial actions which are incident to sales to the Government.

[Photochemistry of intermolecular C-H bond activation reactions]. Progress report, [September 15, 1994--March 15, 1995]

Since the last progress report (March 15, 1994), attention was paid to the solution photochemistry of (HBPz*{sub 3})Rh(CO){sub 2} (Pz* = 3,5-dimethylpyrazolyl) at different excitation wavelengths and in various hydrocarbon solvents (n-pentane). Absolute quantum efficiencies were obtained for the intermolecular C-H bond activation at different wavelengths and temperatures. Results indicate that there are two excited states with different reactivities and two reaction channels. The intermediate that is highly reactive toward hydrocarbon C-H bonds is probably the monocarbonyl (HBPz*{sub 3})Rh(CO) species. Related studies are being carried out on tungsten(IV) eight-coordinate-chelate complexes.

Progress toward uranium scrap recycling via electron beam cold hearth refining

A 250 kW electron beam cold hearth refining (EBCHR) melt furnace at Lawrence Livermore National Laboratory (LLNL) has been in operation for over a year producing 5.5 in.-diameter ingots of various uranium alloys. Production of in-specification uranium-6%-niobium (U-6Nb) alloy ingots has been demonstrated using Virgin feedstock. A vibratory scrap feeder has been installed on the system and the ability to recycle chopped U-6Nb scrap has been established. A preliminary comparison of vacuum arc remelted (VAR) and electron beam (EB) melted product is presented.

Testing of isolation barrier sealing surfaces

Isolation barrier doors are to be installed in the 105KE and 105KW basins as part of the 1994 unreviewed safety question (USQ) resolution plan to isolate the fuel storage basin from the fuel discharge chute. Included in this installation is the placement of new sealing surfaces for the barriers by affixing stainless steel plates to existing carbon steel angle bars with a specially formulated epoxy adhesive/sealant material. The sealant is a two-part component consisting of an epoxy resin (the condensation product of bisphenol A and epichlorohydrin) and a curing agent (a proprietary cycloaliphatic polyamine). The sealant is solvent free (complying with air pollution regulations) and capable of withstanding the surrounding radiation fields over an estimated 15-year service life. The epoxy sealant experiences negligible water damage partly because of its hydrophobic (water-repelling) nature. With bond tensile strengths measured at greater than 862 kPa (125 lbf/in{sup 2}), the epoxy sealant is judged acceptable for its intended application. The four-hour pot life of the epoxy sealant provides sufficient time to apply the epoxy, examine the epoxy bead for continuity, and position the stainless steel sealing plates.

The Actinide Source Term represents the quantity of actinides that could be mobilized within WIPP brines and could migrate with the brines away from the disposal room vicinity. This document presents the various proposed methods for estimating this source term, with a particular focus on defining these methods and evaluating the defensibility of the models for mobile actinide concentrations. The conclusions reached in this document are: the 92 PA {open_quotes}expert panel{close_quotes} model for mobile actinide concentrations is not defensible; and, although it is extremely conservative, the {open_quotes}inventory limits{close_quotes} model is the only existing defensible model for the actinide source term. The model effort in progress, {open_quotes}chemical modeling of mobile actinide concentrations{close_quotes}, supported by a laboratory effort that is also in progress, is designed to provide a reasonable description of the system and be scientifically realistic and supplant the {open_quotes}Inventory limits{close_quotes} model.

CPAC optical moisture monitoring: Characterization of composition and physical effects on moisture determination Task 2A report

The impact of particle size and chemical composition variations on determination of tank simulant moisture from near infrared (NIR) optical spectra are presented. This work shows particle size and chemical variations will impact moisture predictions from NIR spectra. However, the prediction errors can be minimized if calibration models are built with samples containing these variations as interferents. Prior work showed the NIR spectral region (1100 to 2500 nm) could be used to predict moisture content of BY-104 tank simulant with a standard error less of approximately 0.5 wt%. Particle size will increase moisture prediction error if calibration-models do not include the same particle size ranges as unknown samples. A combined particle size model with 0-420 {times}10{sup -6}m, 420-841 {times} 10{sup -6}m, and 841 {times} 10{sup -6} m-2 mm diameter particles predicted 0.59, 0.34 nd 0.23 wt% errors respectively for samples containing only these size ranges and 0.80 wt% error for a samples with all particle size ranges. Chemical composition would also increase moisture prediction error if calibration model samples chemically differ from unknown samples. For a BY-104 simulant, increases in NaOH, NaAlO{sub 2}, Na{sub 2} SiO{sub 3}, and Na{sub 3}PO{sub 4} produced moisture predictions that were lower than the actual …

Decoherence, determinism and chaos revisited

We suggest that the derivation of the free space Maxwell Equations for classical electromagnetism, using a discrete ordered calculus developed by L.H. Kauffman and T. Etter, necessarily pushes the discussion of determinism in natural science down to the level of relativistic quantum mechanics and hence renders the mathematical phenomena studied in deterministic chaos research irrelevant to the question of whether the world investigated by physics is deterministic. We believe that this argument reinforces Suppes` contention that the issue of determinism versus indeterminism should be viewed as a Kantian antinomy incapable of investigation using currently available scientific tools.
