This report summarizes the evaluations conducted during Phase 1C of the Pu Disposition Study have provided further results which reinforce the conclusions reached during Phase 1A & 1B: These conclusions clearly establish the benefits of the fission option and the use of the ABWR as a reliable, proven, well-defined and cost-effective means available to disposition the weapons Pu. This project could be implemented in the near-term at a cost and on a schedule being validated by reactor plants currently under construction in Japan and by cost and schedule history and validated plans for MOX plants in Europe. Evaluations conducted during this phase have established that (1) the MOX fuel is licensable based on existing criteria for new fuel with limited lead fuel rod testing, (2) that the applicable requirements for transport, handling and repository storage can be met, and (3) that all the applicable safeguards criteria can be met.

This report provides an interim summary of information from a water-level monitoring program. The information was collected by the US Geological Survey (USGS) over a 6-month period. The monitoring program between the US DOE and the USGS was set up to measure water levels in 16 observation wells at the Hallam Nuclear Facility in Hallam, Nebraska. The summary of USGS data includes: (1) a description of the USGS monitoring program; (2) a description of the collection of continuous water-level data; (3) a description of the collection of monthly water-level data; (4) table of observation well number, latitude, longitude, and depth; (5) table of monthly ground-water levels data; (6) table of recorder wells, rainfall, and barometric pressure values; (7) table of recorder well, rainfall, and barometric pressure daily values; and (8) hydrographs of selected wells. 7 figs., 3 tabs.

This report documents a test transfer of three Air Force technical procurement bid sets to one large and twelve small businesses, using the Department of Defense (DoD) Continuous Acquisition and Life-cycle Support (CALS) and ANSI ASC X12 Electronic Data Interchange (EDI) standards. The main goal of the test was to evaluate the effectiveness of using CALS technical data within the context of the DoD`s EDI-based standard approach to electronic commerce in procurement, with particular emphasis on receipt and use of the data by small contractors. Air Force procurement data was provided by the Sacramento Air Logistics Center at McClellan Air Force Base; the manufacturing participants were selected from among McClellan`s ``Blue Ribbon`` contractors, located throughout the US. The test was sponsored by the Air Force CALS Test Network, headquartered at Wright-Patterson Air Force Base. The test successfully demonstrated the technical feasibility of including CALS MIL-R-28002 (Raster) engineering data in an EDI Specification/Technical Information transaction set (ANSI ASC X12 841) when issuing electronic requests for quotation to small businesses. This meeting of the Environmental Management Advisory Board was held to discuss environmental concerns that everybody has and to provide a strategy for dealing with the problems. Plans for the Environmental Management Programmatic Environmental Impact Statement are presented. A report is included of the subcommittee on institutional barriers to advanced technology use. The subcommittee on environmental restoration cost effectiveness also presents a report. The status of public involvement activities is evaluated. A presentation on the status of spent fuel management is included.

The Winter Fuels Report is intended to provide concise, timely information to the industry, the press, policymakers, consumers, analysts, and State and local governments on the following topics: distillate fuel oil net production, imports and stocks on a US level and for all Petroleum Administration for Defense Districts (PADD) and product supplied on a US level; propane net production, imports and stocks on a US level and for PADD`s I, II, and III; natural gas supply and disposition and underground storage for the US and consumption for all PADD`s: as well as selected National average prices; residential and wholesale pricing data for heating oil and propane for those States participating in the joint Energy Information Administration (EIA)/State Heating Oil and Propane Program; crude oil and petroleum price comparisons for the US and selected cities; and a 6-10 Day, 30-Day, and 90-Day outlook for temperature and precipitation and US total heating degree-days by city.
