A limit on {sigma} {center_dot} BR (B{sub c}{sup {+-}} {yields} J/{psi} + {pi}{sup {+-}})/{sigma} {center_dot} BR(B{sub u}{sup {+-}} {yields} J/{psi} + K{sup {+-}}) in {radical}s = 1.8 TeV proton-antiproton collisions

We report on the results of a search for the B{sub c} (b{bar c}) meson in the decay B{sub c}{sup +-} {yields} J/{psi} + {pi}{sup +-}. This search is guided by a control sample of decays of B{sub u} mesons to J/{psi} + K and uses {approx_equal} 75pb{sup -1} of data collected at the Collider Detector Facility (CDF) at Fermilab. The lifetime of the B{sub c} meson is unknown, so the 95% confidence level limit on {sigma} {center_dot} BR(B{sub c} {yields} {psi} + {pi})/{sigma} {center_dot} BR(B{sub u} {yields} {psi} + K) is obtained as a function of the B{sub c} lifetime.

Diagnostic Examination of Generation 2 Lithium-Ion Cells and Assessment Ofperformance Degradation Mechanisms.

The Advanced Technology Development (ATD) Program is a multilaboratory effort to assist industrial developers of high-power lithium-ion batteries overcome the barriers of cost, calendar life, abuse tolerance, and low-temperature performance so that this technology may be rendered practical for use in hybrid electric vehicles (HEVs). Included in the ATD Program is a comprehensive diagnostics effort conducted by researchers at Argonne National Laboratory (ANL), Brookhaven National Laboratory (BNL), and Lawrence Berkeley National Laboratory (LBNL). The goals of this effort are to identify and characterize processes that limit lithium-ion battery performance and calendar life, and ultimately to describe the specific mechanisms that cause performance degradation. This report is a compilation of the diagnostics effort conducted since spring 2001 to characterize Generation 2 ATD cells and cell components. The report is divided into a main body and appendices. Information on the diagnostic approach, details from individual diagnostic techniques, and details on the phenomenological model used to link the diagnostic data to the loss of 18650-cell electrochemical performance are included in the appendices. A hybrid vehicle evaluation code and its application to vehicle design

This report describes a hybrid vehicle simulation model, which can be applied to many of the vehicles currently being considered for low pollution and high fuel economy. The code operates interactively, with all the vehicle information stored in data files. The code calculates fuel economy for three driving schedules, time for 0-96 km/h at maximum acceleration, hill climbing performance, power train dimensions, and pollution generation rates. This report also documents the application of the code to a hybrid vehicle that operates with a hydrogen internal combustion engine. The simulation model is used for parametric studies of the vehicle. The results show the fuel economy of the vehicle as a function of vehicle mass, aerodynamic drag, engine-generator efficiency, flywheel efficiency, and flywheel energy and power capacities.

Deletion of ultraconserved elements yields viable mice

Ultraconserved elements have been suggested to retainextended perfect sequence identity between the human, mouse, and ratgenomes due to essential functional properties. To investigate thenecessities of these elements in vivo, we removed four non-codingultraconserved elements (ranging in length from 222 to 731 base pairs)from the mouse genome. To maximize the likelihood of observing aphenotype, we chose to delete elements that function as enhancers in amouse transgenic assay and that are near genes that exhibit markedphenotypes both when completely inactivated in the mouse as well as whentheir expression is altered due to other genomic modifications.Remarkably, all four resulting lines of mice lacking these ultraconservedelements were viable and fertile, and failed to reveal any criticalabnormalities when assayed for a variety of phenotypes including growth,longevity, pathology and metabolism. In addition more targeted screens,informed by the abnormalities observed in mice where genes in proximityto the investigated elements had been altered, also failed to revealnotable abnormalities. These results, while not inclusive of all thepossible phenotypic impact of the deleted sequences, indicate thatextreme sequence constraint does not necessarily reflect crucialfunctions required for viability.

ASSESS (Analytic System and Software for Evaluating Safeguards and Security) update: Current status and future developments

The Analytic System and Software for Evaluating Safeguards and Security (ASSESS) has been released for use by DOE field offices and their contractors. In October, 1989, we offered a prototype workshop to selected representatives of the DOE community. Based on the prototype results, we held the first training workshop at the Central Training Academy in January, 1990. Four additional workshops are scheduled for FY 1990. ASSESS is a state-of-the-art analytical tool for management to conduct integrated evaluation of safeguards systems at facilities handling facilities. Currently, ASSESS focuses on the threat of theft/diversion of special nuclear material by insiders, outsiders, and a special form of insider/outsider collusion. ASSESS also includes a neutralization module. Development of the tool is continuing. Plans are underway to expand the capabilities of ASSESS to evaluate against violent insiders, to validate the databases, to expand the neutralization module, and to assist in demonstrating compliance with DOE Material Control and Accountability (MC A) Order 5633.3. These new capabilities include the ability to: compute a weighted average for performance capability against a spectrum of insider adversaries; conduct defense-in-depth analyses; and analyze against protracted theft scenarios. Characterization of Surplus Plutonium for Disposition Options

The United States (U.S.) has identified 61.5 metric tons (MT) of plutonium that is permanently excess to use in nuclear weapons programs, including 47.2 MT of weapons-grade plutonium. Except for materials that remain in use for programs outside of national defense, including programs for nuclear-energy development, the surplus inventories will be stored safely by the Department of Energy (DOE) and then transferred to facilities that will prepare the plutonium for permanent disposition. Some items will be disposed as transuranic waste, low-level waste, or spent fuel. The remaining surplus plutonium will be managed through: (1) the Mixed Oxide (MOX) Fuel Fabrication Facility (FFF), to be constructed at the Savannah River Site (SRS), where the plutonium will be converted to fuel that will be irradiated in civilian power reactors and later disposed to a high-level waste (HLW) repository as spent fuel; (2) the SRS H-Area facilities, by dissolving and transfer to HLW systems, also for disposal to the repository; or (3) alternative immobilization techniques that would provide durable and secure disposal. Multiscale modeling of radiation effects in fcc and bcc metals

The prospect of using computer simulations to calculate radiation-induced defect production and its influence on microstructure evolution and mechanical property changes during prolonged irradiation of nuclear materials has been a beckoning, yet elusive goal for many years. However, the enormous progress achieved in computational physics for calculating reliable, yet tractable interatomic potentials, coupled with vast improvements in computational power have brought this hope to near reality. In order to develop modeling and simulation tools for predicting the irradiation response of nuclear structural materials, models must be implemented and tested across all relevant length and time scales. We discuss the development and implementation of a modeling methodology that consists of the linkage and hierarchical use of ab initio electronic structure calculations, molecular dynamics (MD) simulations, and kinetic Monte Carlo (KMC) simulations. This methodology can describe length and time scales from nanometers to hundreds of microns and from picoseconds to years, respectively. The ideas are demonstrated in two applications. First, we describe simulations that describe the irradiation and subsequent isochronal annealing of Pb, a low melting point fcc metal, and compare the results to experiments. Global Basins Research Network will perform a field demonstration of their ``Dynamic Enhanced Recovery Technology`` to test the concept that the growth of faults in Eugene Island Block 330 (EI-330 field) are conduits through which producing reservoirs are charged and that enhanced production can be developed by producing directly from the fault zone. The site, operated by Penzoil, is located in 250 feet of water and the productive depth intervals include 4000 to 9000 feet. The field demonstration will be accomplished by drilling and production testing of growth fault systems associated with the EI-330 field. The project utilizes advanced 3-D seismic analysis, geochemical studies, structural and stratigraphic reservoir characterization, reservoir simulation, and compact visualization systems. In this quarterly report, progress reports are presented for the following tasks: Task one--management start-up; Task two--database management; Task three--field demonstration experiment; Task four--reservoir characterization; Task five--modeling; Task six--geochemistry; and Task seven--data integration.

Commercial Demonstration of Wood Recovery, Recycling, and Value Adding Technologies

This commercial demonstration project demonstrated the technical feasibility of converting low-value, underutilized and waste stream solid wood fiber material into higher valued products. With a growing need to increase product/production yield and reduce waste in most sawmills, few recovery operations and practically no data existed to support the viability of recovery operations. Prior to our efforts, most all in the forest products industry believed that recovery was difficult, extremely labor intensive, not cost effective, and that recovered products had low value and were difficult to sell. This project provided an opportunity for many within the industry to see through demonstration that converting waste stream material into higher valued products does in fact offer a solution. Our work, supported by the U.S. Department of Energy, throughout the project aimed to demonstrate a reasonable approach to reducing the millions of recoverable solid wood fiber tons that are annually treated as and converted into low value chips, mulch and fuel. Consequently sawmills continue to suffer from reduced availability of forest resources, higher raw material costs, growing waste disposal problems, increased global competition, and more pressure to operate in an Environmentally Friendly manner. Exascale for Energy: The Role of Exascale Computing in Energy Security

How will the United States satisfy energy demand in a tightening global energy marketplace while, at the same time, reducing greenhouse gas emissions? Exascale computing -- expected to be available within the next eight to ten years ? may play a crucial role in answering that question by enabling a paradigm shift from test-based to science-based design and engineering. Computational modeling of complete power generation systems and engines, based on scientific first principles, will accelerate the improvement of existing energy technologies and the development of new transformational technologies by pre-selecting the designs most likely to be successful for experimental validation, rather than relying on trial and error. The predictive understanding of complex engineered systems made possible by computational modeling will also reduce the construction and operations costs, optimize performance, and improve safety. Exascale computing will make possible fundamentally new approaches to quantifying the uncertainty of safety and performance engineering. This report discusses potential contributions of exa-scale modeling in four areas of energy production and distribution: nuclear power, combustion, the electrical grid, and renewable sources of energy, which include hydrogen fuel, bioenergy conversion, photovoltaic solar energy, and wind turbines. A Piecewise Linear Finite Element Discretization of the Diffusion Equation for Arbitrary Polyhedral Grids

We develop a piecewise linear (PWL) Galerkin finite element spatial discretization for the multi-dimensional radiation diffusion equation. It uses piecewise linear weight and basis functions in the finite element approximation, and it can be applied on arbitrary polygonal (2D) or polyhedral (3D) grids. We show that this new PWL method gives solutions comparable to those from Palmer's finite-volume method. However, since the PWL method produces a symmetric positive definite coefficient matrix, it should be substantially more computationally efficient than Palmer's method, which produces an asymmetric matrix. We conclude that the Galerkin PWL method is an attractive option for solving diffusion equations on unstructured grids.

ANALYSIS OF THE STATUS OF CHROMIUM IN SOLUTION UNDER IN-PILE CONDITIONS

A summary of the Cr data from the HRP in-pile corrosion program is examined in an effort to determine the Cr species present in such solutions under in-pile conddtions. Data from previous in-pile bomb and loop experiments pertinent to Cr behavior are tabulated, and correlations are offered to support a proposed model. It is pointed out that other interpretations of the same data are possible, and to obtain conclusive evidence as to the identity of Cr species in these solutions, especially designed experiments are necessary.
