This report discusses the financial crisis of 2007-2008 and subsequent global economic turmoil that underscored the interconnectedness of the global financial system as well as its weaknesses. In the wake of the crisis, leaders from the United States and other countries have pursued a wide range of reforms to the international financial regulatory system.

A provision of the Pension Protection Act of 2006 (P.L. 109-280) allows tax-free distributions from Individual Retirement Accounts (IRAs) for charitable purposes. This report describes the IRA Qualified Charitable Distribution (QCD) provision.

This section also discusses federally-funded databases that are used to track data on missing adults and unidentified individuals. With enactment of P.L. 105-178 (H.R. 2400), the Transportation Equity Act for the 21 Century (TEA-21), Congress limited authority of the Department of Veterans st Affairs (VA) to grant service-connected compensation to veterans who, after the enactment date, claim that their smoking-related illnesses are traceable to tobacco use that began during their military service. P.L. 105-178's prohibition on most smokingrelated VA claims is the resolution of an issue with potentially explosive federal costs. Subsequent technical amendments included in P.L. 105-205, the Internal Revenue Service reform legislation, removed the implication that smoking may have been misconduct, and made other minor clarifications.
