2011 Annual Ecological Survey: Pacific Northwest National Laboratory Site
The U.S. Department of Energy (DOE) Pacific Northwest Site Office (PNSO) oversees and manages the DOE contract for the Pacific Northwest National Laboratory (PNNL), a DOE Office of Science multi-program laboratory located in Richland, Washington. PNSO is responsible for ensuring that all activities conducted on the PNNL site comply with applicable laws, policies, and DOE Orders. The DOE Pacific Northwest Site Office Cultural and Biological Resources Management Plan (DOE/PNSO 2008) addresses the requirement for annual surveys and monitoring for species of concern and to identify and map invasive species. In addition to the requirement for an annual survey, proposed project activities must be reviewed to assess any potential environmental consequences of conducting the project. The assessment process requires a thorough understanding of the resources present, the potential impacts of a proposed action to those resources, and the ultimate consequences of those actions. The PNNL site is situated on the southeastern corner of the DOE Hanford Site, located at the north end of the city of Richland in south-central Washington. 2011 Annual Health Physics Report for the HEU transparency Program
During the 2008 calendar year, Lawrence Livermore National Laboratory (LLNL) provided health physics support for the Highly Enriched Uranium (HEU) Transparency Program for external and internal radiation protection. They also provided technical expertise related to BDMS radioactive sources and Russian radiation safety regulatory compliance. For the calendar year 2008, there were 158 person-trips that required dose monitoring of the U.S. monitors. Of the 158 person-trips, 148 person-trips were SMVs and 10 person-trips were Transparency Monitoring Office (TMO) trips. There were 6 monitoring visits by TMO monitors to facilities other than UEIE and 8 to UEIE itself. There were three monitoring visits (source changes) that were back-to-back with a total of 24 monitors. LLNL's Hazard Control Department laboratories provided the dosimetry services for the HEU Transparency monitors. In 2008, the HEU Transparency activities in Russia were conducted in a radiologically safe manner for the HEU Transparency monitors in accordance with the expectations of the HEU Transparency staff, NNSA and DOE. The HEU Transparency now has thirteen years of successful experience in developing and providing health and safety support in meeting its technical objectives.

2011 Annual Industrial Wastewater Reuse Report for the Idaho National Laboratory Site's Advanced Test Reactor Complex Cold Waste Pond
This report describes conditions, as required by the state of Idaho Industrial Wastewater Reuse Permit (LA 000161 01, Modification B), for the wastewater land application site at the Idaho National Laboratory Site's Advanced Test Reactor Complex Cold Waste Pond from November 1, 2010 through October 31, 2011. The report contains the following information: Facility and system description Permit required effluent monitoring data and loading rates Groundwater monitoring data Status of compliance activities Noncompliance and other issues Discussion of the facility's environmental impacts During the 2011 permit year, approximately 166 million gallons of wastewater were discharged to the Cold Waste Pond. This is well below the maximum annual permit limit of 375 million gallons. As shown by the groundwater sampling data, sulfate and total dissolved solids concentrations are highest near the Cold Waste Pond and decrease rapidly as the distance from the Cold Waste Pond increases. Although concentrations of sulfate and total dissolved solids are elevated near the Cold Waste Pond, both parameters were below the Ground Water Quality Rule Secondary Constituent Standards in the down gradient monitoring wells.

This report describes conditions, as required by the state of Idaho Industrial Wastewater Reuse Permit (LA-000160-01), for the wastewater reuse site at the Idaho National Laboratory Site's Materials and Fuels Complex Industrial Waste Ditch and Industrial Waste Pond from November 1, 2010 through October 31, 2011. The report contains the following information: (1) Facility and system description; (2) Permit required effluent monitoring data and loading rates; (3) Groundwater monitoring data; (4) Status of special compliance conditions; and (5) Discussion of the facility's environmental impacts. During the 2011 reporting year, an estimated 6.99 million gallons of wastewater were discharged to the Industrial Waste Ditch and Pond which is well below the permit limit of 13 million gallons per year. Using the dissolved iron data, the concentrations of all permit-required analytes in the samples from the down gradient monitoring wells were below the Ground Water Quality Rule Primary and Secondary Constituent Standards.

The Savannah River Site Environmental Report for 2011 (SRNS-STI-2012-00200) is prepared for the U.S. Department of Energy (DOE) according to requirements of DOE Order 231.1 B, “Environment, Safety and Health Reporting." The annual SRS Environmental Report has been produced for more than 50 years. Several hundred copies are and interested individuals. 2011 Annual Summary Report for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada National Security Site, Nye County, Nevada: Review of the Performance Assessments and Composite Analyses
The Maintenance Plan for the Performance Assessments and Composite Analyses for the Area 3 and Area 5 Radioactive Waste Management Sites at the Nevada Test Site (National Security Technologies, LLC, 2007a) requires an annual review to assess the adequacy of the Performance Assessments (PAs) and Composite Analyses (CAs), with the results submitted annually to U.S. Department of Energy (DOE) Office of Environmental Management. The Disposal Authorization Statements for the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) also require that such reviews be made and that secondary or minor unresolved issues be tracked and addressed as part of the maintenance plan (DOE, 1999a; 2000). The U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office performed an annual review of the Area 3 and Area 5 RWMS PAs and CAs for fiscal year (FY) 2011. This annual summary report presents data and conclusions from the FY 2011 review, and determines the adequacy of the PAs and CAs. Operational factors (e.g., waste forms and containers, facility design, and waste receipts), closure plans, monitoring results, and research and development (R and D) activities were reviewed to determine the adequacy of the PAs. 2011 Computation Directorate Annual Report
From its founding in 1952 until today, Lawrence Livermore National Laboratory (LLNL) has made significant strategic investments to develop high performance computing (HPC) and its application to national security and basic science. Now, 60 years later, the Computation Directorate and its myriad resources and capabilities have become a key enabler for LLNL programs and an integral part of the effort to support our nation's nuclear deterrent and, more broadly, national security. In addition, the technological innovation HPC makes possible is seen as vital to the nation's economic vitality. LLNL, along with other national laboratories, is working to make supercomputing capabilities and expertise available to industry to boost the nation's global competitiveness. LLNL is on the brink of an exciting milestone with the 2012 deployment of Sequoia, the National Nuclear Security Administration's (NNSA's) 20-petaFLOP/s resource that will apply uncertainty quantification to weapons science. Sequoia will bring LLNL's total computing power to more than 23 petaFLOP/s-all brought to bear on basic science and national security needs. The computing systems at LLNL provide game-changing capabilities. 2011 Groundwater Monitoring and Inspection Report Gnome-Coach Site, New Mexico
Gnome-Coach was the site of a 3-kiloton underground nuclear test in 1961. Surface and subsurface contamination resulted from the underground nuclear testing, post-test drilling, and groundwater tracer test performed at the site. The State of New Mexico is currently proceeding with a conditional certificate of completion for the surface. As for the subsurface, monitoring activities that include hydraulic head monitoring and groundwater sampling of the wells onsite are conducted as part of the annual site inspection. These activities were conducted on January 19, 2011. The site roads, monitoring well heads, and the monument at surface ground zero were observed as being in good condition at the time of the site inspection. An evaluation of the hydraulic head data obtained from the site indicates that water levels in wells USGS-4 and USGS-8 appear to respond to the on/off cycling of the dedicated pump in well USGS-1 and that water levels in wells LRL-7 and DD-1 increased during this annual monitoring period. Analytical results obtained from the sampling indicate that concentrations of tritium, strontium-90, and cesium-137 were consistent with concentrations from historical sampling events.

2011 Idaho National Laboratory Water Use Report and Comprehensive Well Inventory (Revision 20)
This 2011 Idaho National Laboratory Water Use Report and Comprehensive Well Inventory (Revision 20) provides water use information (monthly annual average and total annual volume) for production and potable water wells at the Idaho National Laboratory for Calendar Year 2011. It also provides detailed information for new, modified, and abandoned (decommissioned) wells and holes. One new well was drilled and completed and one well was modified in Calendar Year 2011. A total of 14 wells and boreholes were reported as decommissioned. Detailed construction information for the new and modified wells is provided. Details are provided for the wells and boreholes that have been decommissioned, and if available, construction diagrams. Location maps are included, provided survey information was available. This report is being submitted in accordance with the Water Rights Agreement between the State of Idaho and the United States, for the United States Department of Energy (dated 1990) and the subsequent Partial Decree for Water Right 34-10901 issued June 20, 2003.

2011 Lobbying Disclosure: Observations on Lobbyists' Compliance with Disclosure Requirements
A letter report issued by the Government Accountability Office with an abstract that begins "Most lobbyists were able to provide documentation to demonstrate compliance with disclosure requirements. This finding is similar to GAOs results from prior reviews. There are no specific requirements for lobbyists to create or maintain documentation related to disclosure reports they file under the Lobbying Disclosure Act of 1995 as amended (LDA). Nonetheless, and similar to last years results, for two key elements of the reports (income and expenses), GAO estimates that lobbyists could provide documentation to support approximately 93 percent of the disclosure reports for the third and fourth quarters of 2010 and the first and second quarters of 2011. According to documentation lobbyists provided for income and expenses, GAO estimates that the amounts disclosed were properly reported and supported for 63 percent of the quarterly lobbying disclosure (LD-2) reports. For lobbyists and lobbying firms listed on the LD-2 report, an estimated 86 percent filed year-end 2010 or midyear 2011 reports of federal political campaign contributions (LD-203) reports as required. The 2011 Gordon Research Conference on Radiation and Climate will present cutting-edge research on outstanding issues in climate change, particularly those in which the interactions between clouds, aerosols, and precipitation play a major role. The Conference will feature a broad range of topics, including grand challenges in atmospheric radiation and climate, cloud and water vapor feedbacks, aerosol-cloud-precipitation-climate interactions across scales, new approaches for remote sensing and in-situ observations of clouds, aerosols and precipitation, and multi-scale modeling challenges. The invited speakers will present the most important recent advances and future challenges in these areas. The Conference will bring together a collection of leading investigators who are at the forefront of their field, and will provide opportunities for scientists, especially junior scientists and graduate students, to present their work in poster format and exchange ideas with leaders in the field. The collegial atmosphere of this Conference, with programmed discussion sessions as well as opportunities for informal gatherings in the afternoons and evenings, provides an avenue for scientists from different disciplines to brainstorm and promotes cross-disciplinary collaborations in the various research areas represented.

2012 Annual Progress Report: DOE Hydrogen and Fuel Cells Program
In the past year, the DOE Hydrogen Program (the Program) made substantial progress toward its goals and objectives.
