Libya: Transition and U.S. Policy
This report discusses the revolution and post-conflict transition in Libya. The crisis was triggered in mid-February 2011 by a chain of events in Benghazi and other eastern cities that quickly spiraled out of Qadhafi's control and resulted in his death. A July election marked a shift from the appointed interim government and may provide more democratic legitimacy and better decision making. The report also looks at the military and economic state of the country, including human rights, Islam and politics, and Libya's oil asses.

Convention on the Rights of the Child's (CRC's) background and structure and examines evolving U.S. policy toward the CRC, including past and current Administration positions and congressional perspectives. It also highlights issues for the 112th Congress, including the CRC's possible impact on federal and state laws, U.S. sovereignty, parental rights, and U.S. family planning and abortion policy. Members of Congress have demonstrated their interest in the U.S. Foreign-Trade Zone (FTZ) system through hearings and legislation over the past seven decades. The program may enhance the competitiveness of U.S. businesses, support employment opportunities, and impact U.S. tariff revenues. Balancing these potential gains, others argue that the program may also be trade distorting, and may play a role in misallocating resources in the economy as a whole. Meeting the Renewable Fuel Standard (RFS) Mandate for Cellulosic Biofuels: Questions and Answers
The Renewable Fuel Standard (RFS) was expanded under the Energy Independence and Security Act of 2007 (EISA; P.L. 110-140) in an effort to reduce dependence on foreign oil, promote biofuel use, and stabilize transportation fuel prices, among other goals. Over a 15-year period, the RFS seeks to establish a market for biofuels in the transportation sector by requiring that increasing amounts of biofuels-36 billion gallons by 2022-be blended into transportation fuel. The mandate is to be accomplished with an assortment of advanced biofuels, including cellulosic biofuels-fuels produced from cellulosic materials including grasses, trees, and agricultural and municipal wastes-which will ramp up over time to comprise some 44% of the RFS in 2022.

Wildfire Damages to Homes and Resources: Understanding Causes and Reducing Losses
Wildfires are getting more severe, with more acres and houses burned and more people at risk. This results from excess biomass in the forests, due to past logging and grazing and a century of fire suppression, combined with an expanding wild land-urban interface-more people and houses in and near the forests-and climate change, exacerbating drought and insect and disease problems. This report looks at the causes of wildfires, and the pros and cons of their treatment.
