European Union Enlargement

The European Union (EU) has long viewed the enlargement process as an extraordinary opportunity to promote political stability and economic prosperity in Europe. U.S. Administrations and many Members of Congress have long backed EU enlargement, believing that it serves U.S. interests by advancing democracy and economic prosperity throughout the European continent. Some U.S. officials are concerned that "enlargement fatigue" as well as the EU's ongoing financial crisis could hinder EU expansion. The status of EU enlargement and its implications for both the EU itself and U.S.-EU relations may be of interest to the second session of the 112th Congress.

For Japan, the alliance and the U.S. nuclear umbrella provide maneuvering room in dealing with its neighbors, particularly China and North Korea. Difficult problems remain in the alliance, particularly in resolving problems related to the stationing of marines on Okinawa.

In Brief: Clarifying the Concept of "Partnership" in National Security

Over the last few years, the term "partnership" has spread like wildfire through official U.S. national security guidance documents and rhetoric. At the Department of Defense (DOD), which spearheaded the proliferation of the term, "partnership" has been used to refer to a broad array of civilian as well as military activities in support of national security.1 At other U.S. government agencies, and at the White House, the use of the term "partnership" has been echoed and applied even more broadly-not only in the national security arena, but also to all facets of U.S. relationships with foreign partners. "Partnership" is not new in either theory or practice. A lack of sufficient strategic direction regarding the use of the term could raise a series of potential concerns for Congress.

This report provides a historical examination of the Small Business Administration's (SBA) size standards, assesses competing views concerning how to define a small business, and discusses how various proposals to change the SBA's size standards -- including those adopted under the Small Business Jobs Act of 2010 -- might affect program eligibility. It also discusses H.R. 585, the Small Business Size Standard Flexibility Act of 2011, which would authorize the SBA's Office of Chief Counsel for Advocacy to approve or disapprove a size standard proposed by a federal agency if it deviates from the SBA's size standards.

Antipoverty Effects of Unemployment Insurance

This report examines the antipoverty effects of unemployment insurance (UI) benefits during the past recession and the economic recovery. It includes estimates of the effects on the poverty rate for the unemployed, for those receiving UI, and for families that report at least one family member receiving UI. It also estimates how much of reported UI benefits went directly to decreasing family poverty levels. This report's analysis shows that UI benefits appear to reduce the prevalence of poverty significantly among the population that receives them.

Closing Yucca Mountain: Litigation Associated with Attempts to Abandon the Planned Nuclear Waste Repository

Passed in 1982, the Nuclear Waste Policy Act (NWPA) was an effort to establish an explicit statutory basis for the Department of Energy (DOE) to dispose of the nation's most highly radioactive nuclear waste. Congress amended the NWPA's site selection process in 1987, however, and designated Yucca Mountain, Nevada, as the sole candidate site for the repository by terminating site specific activities at all other sites. This report discusses the Obama Administration and the DOE's steps to terminate the Yucca Mountain project, and the subsequent opposition to their efforts.

This report focuses on the use of signing statements by recent administrations, with particular emphasis on the Administrations of George W. Bush and Barack Obama.
