A potential major constraint affecting U.S. agricultural policy choices is the set of commitments made as part of membership in the World Trade Organization (WTO), with its various agreements governing agriculture and trade, including dispute settlement. This report provides a brief overview of the WTO commitments most relevant for U.S. domestic farm policy. A key question that policymakers ask of virtually every new farm proposal is, how will it affect U.S. commitments under the WTO?

A letter report issued by the Government Accountability Office with an abstract that begins "U.S. Customs and Border Protection (CBP) data indicate that arrests of CBP employees for corruption-related activities since fiscal years 2005 account for less than 1 percent of CBP’s entire workforce per fiscal year. The majority of arrests of CBP employees were related to misconduct. There were 2,170 reported incidents of arrests for acts of misconduct such as domestic violence or driving under the influence from fiscal year 2005 through fiscal year 2012, and a total of 144 current or former CBP employees were arrested or indicted for corruption-related activities, such as the smuggling of aliens and drugs, of whom 125 have been convicted as of October 2012. Further, the majority of allegations against CBP employees since fiscal year 2006 occurred at locations along the southwest border. CBP officials have stated that they are concerned about the negative impact that these cases have on agencywide integrity."

This analysis was conducted by Pacific Northwest National Laboratory (PNNL) in support of the U.S. Department of Energy’s (DOE) Building Energy Codes Program (BECP). DOE supports the development and adoption of efficient residential and commercial building energy codes. These codes set the minimum requirements for energy efficient building design and construction and ensure energy savings on a national level. This analysis focuses on one and two family dwellings, townhomes, and low-rise multifamily residential buildings. For these buildings, the basis of the energy codes is the International Energy Conservation Code (IECC). This report does not address commercial and high-rise residential buildings, which reference ANSI/ASHRAE/IES Standard 90.1.

USDOE performed a (CERCLA) non-time critical removal (NTCR) action at the Small Arms Training Area (SATA) Site Evaluation Area (SEA) located at the Savannah River Site (SRS), in Aiken, South Carolina. From 1951 to May 2010, the SATA was used as a small weapons practice and qualifying firing range. The SATA consisted of 870.1 ha (2,150 ac) of woodlands and open field, of which approximately 2.9 ha (7.3 ac) were used as a firing range. The SATA facility was comprised of three small arms ranges (one static and two interactive), storage buildings for supplies, a weapons cleaning building, and a control building. Additionally, a 113- m (370-ft) long earthen berm was used as a target backstop during live-fire exercises. The berm soils accumulated a large amount of spent lead bullets in the berm face during the facilities 59- years of operation. The accumulation of lead was such that soil concentrations exceeded the U.S. Environmental Protection Agency (USEPA) residential and industrial worker regional screening levels (RSLs). The RSL threshold values are based on standardized exposure scenarios that estimate contaminant concentrations in soil that the USEPA considers protective of humans over a lifetime. Correspondence issued by the Government Accountability Office with an abstract that begins "The military departments and SOCOM have taken various steps to track the implementation of their efficiency initiatives. For example, prior to or during fiscal year 2012, they identified necessary programmatic actions to implement initiatives and began to carry out these actions, such as reassigning personnel from organizations being consolidated and terminating weapon system programs. They also set up approaches for senior officials to review progress, including using existing governance structures as a means for officials to review relevant financial and programmatic information, such as expected completion dates for actions related to implementing the initiatives and progress in meeting estimated savings targets. To track savings related to the initiatives, the military departments and SOCOM identified the appropriation accounts and areas within these accounts from which they expected to achieve savings, the specific dollar amounts, and areas where savings were to be reinvested."

We are investigating a standing wave accelerator structure that uses a rf feed to each individual cell. This approach minimizes rf power flow and electromagnetic energy absorbed by an rf breakdown. The objective of this work is a robust high-gradient (above 100 MV/m) X-band accelerator structure.

This report provides a background to the legal issues presented, followed by a brief introduction to the law of war pertinent to the detention of different categories of individuals. An overview of U.S. practice during wartime to detain persons deemed dangerous to the national security is presented. The report concludes by discussing Congress's role in prescribing rules for wartime detention as well as legislative proposals in the 112th Congress to address the detention of U.S. persons.

The aims of this Metabolic Engineering conference are to provide a forum for academic and industrial researchers in the field; to bring together the different scientific disciplines that contribute to the design, analysis and optimization of metabolic pathways; and to explore the role of Metabolic Engineering in the areas of health and sustainability. Presentations, both written and oral, panel discussions, and workshops will focus on both applications and techniques used for pathway engineering. Various applications including bioenergy, industrial chemicals and materials, drug targets, health, agriculture, and nutrition will be discussed. Workshops focused on technology development for mathematical and experimental techniques important for metabolic engineering applications will be held for more in depth discussion. This 2008 meeting will celebrate our conference tradition of high quality and relevance to both industrial and academic participants, with topics ranging from the frontiers of fundamental science to the practical aspects of metabolic engineering.

Climate models are the foundation for understanding and projecting climate and climate-related changes and are thus critical tools for supporting climate-related decision making. This study developed a holistic strategy for improving the nation’s capability to accurately simulate climate and related Earth system changes on decadal to centennial timescales. The committee’s report is a high level analysis, providing a strategic framework to guide progress in the nation’s climate modeling enterprise over the next 10-20 years. This study was supported by DOE, NSF, NASA, NOAA, and the intelligence community.

Legacy heavy-water moderator operations at the Savannah River Site (SRS) have resulted in the contamination of equipment pads, building slabs, and surrounding soil with tritium. At the time of discovery the tritium had impacted the shallow (< 3-m) groundwater at the facility. While tritium was present in the groundwater, characterization efforts determined that a significant source remained in a concrete slab at the surface and within the associated vadose zone soils. To prevent continued long-term impacts to the shallow groundwater a CERCLA non-time critical removal action for these source materials was conducted to reduce the leaching of tritium from the vadose zone soils and concrete slabs. In order to minimize transportation and disposal costs, an on-site thermal treatment process was designed, tested, and implemented. The on-site treatment consisted of thermal detritiation of the concrete rubble and soil. During this process concrete rubble was heated to a temperature of 815 deg C (1,500 deg F) resulting in the dehydration and removal of water bound tritium. During heating, tritium contaminated soil was used to provide thermal insulation during which it's temperature exceeded 100 deg C (212 deg F), causing drying and removal of tritium. A letter report issued by the Government Accountability Office with an abstract that begins "The Postal Service Retiree Health Benefits Fund (PSRHBF) covered about 49 percent of the U.S. Postal Service's (USPS) $94 billion retiree health benefit liability at fiscal year-end 2012. USPS's deteriorating financial outlook, however, will make it difficult to continue the current prefunding schedule in the short term, and possibly to fully fund the remaining $48 billion unfunded liability over the remaining 44 years of the schedule on which the 2006 Postal Accountability and Enhancement Act (PAEA) was based. The liability covers the projected benefits for about 471,000 current postal retirees and a portion of the projected benefits for about 528,000 current employees; it does not cover employees not yet hired. Under PAEA, USPS is responsible for contributing an additional $33.9 billion to the PSRHBF by fiscal year 2017, including the $11.1 billion USPS has defaulted on over the past 2 years. PAEA also requires the Office of Personnel Management (OPM) to calculate the remaining unfunded liability in 2017 and develop an initial 40-year amortization payment schedule.
