Precision Absolute Beam Current Measurement of Low Power Electron Beam

Precise measurements of low power CW electron beam current for the Jefferson Lab Nuclear Physics program have been performed using a Tungsten calorimeter. This paper describes the rationale for the choice of the calorimeter technique, as well as the design and calibration of the device. The calorimeter is in use presently to provide a 1% absolute current measurement of CW electron beam with 50 to 500 nA of average beam current and 1-3 GeV beam energy. Results from these recent measurements will also be presented.

Recent Improvements In Interface Management For Hanfords Waste Treatment And Immobilization Plant - 13263

The U.S. Department of Energy (DOE), Office of River Protection (ORP) is responsible for management and completion of the River Protection Project (RPP) mission, which comprises both the Hanford Site tank farms operations and the Waste Treatment and Immobilization Plant (WTP). The RPP mission is to store, retrieve and treat Hanford's tank waste; store and dispose of treated wastes; and close the tank farm waste management areas and treatment facilities by 2047. The WTP is currently being designed and constructed by Bechtel National Inc. (BNI) for DOE-ORP. BNI relies on a number oftechnical services from other Hanford contractors for WTP's construction and commissioning. These same services will be required of the future WTP operations contractor. The WTP interface management process has recently been improved through changes in organization and technical issue management documented in an Interface Management Plan. Ten of the thirteen active WTP Interface Control Documents (ICDs) have been revised in 2012 using the improved process with the remaining three in progress. The value of the process improvements is reflected by the ability to issue these documents on schedule.

Investigation of CTBT OSI Radionuclide Techniques at the DILUTED WATERS Nuclear Test Site

Under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), a verification regime that includes the ability to conduct an On-Site Inspection (OSI) will be established. The Treaty allows for an OSI to include many techniques, including the radionuclide techniques of gamma radiation surveying and spectrometry and environmental sampling and analysis. Such radioactivity detection techniques can provide the “smoking gun” evidence that a nuclear test has occurred through the detection and quantification of indicative recent fission products. An OSI faces restrictions in time and manpower, as dictated by the Treaty; not to mention possible logistics difficulties due to the location and climate of the suspected explosion site. It is thus necessary to have a good understanding of the possible source term an OSI will encounter and the proper techniques that will be necessary for an effective OSI regime. One of the challenges during an OSI is to locate radioactive debris that has escaped an underground nuclear explosion (UNE) and settled on the surface near and downwind of ground zero. To support the understanding and selection of sampling and survey techniques for use in an OSI, we are currently designing an experiment, the Particulate Release Experiment (PRex), to simulate a small-scale vent from an underground …

Tank 40 Final SB7b Chemical Characterization Results

A sample of Sludge Batch 7b (SB7b) was taken from Tank 40 in order to obtain radionuclide inventory analyses necessary for compliance with the Waste Acceptance Product Specifications (WAPS). The SB7b WAPS sample was also analyzed for chemical composition including noble metals and fissile constituents. At the Savannah River National Laboratory (SRNL) the 3-L Tank 40 SB7b sample was transferred from the shipping container into a 4-L high density polyethylene bottle and solids were allowed to settle over the weekend. Supernate was then siphoned off and circulated through the shipping container to complete the transfer of the sample. Following thorough mixing of the 3-L sample, a 558 g sub-sample was removed. This sub-sample was then utilized for all subsequent analytical samples. Eight separate aliquots of the slurry were digested, four with HNO{sub 3}/HCl (aqua regia) in sealed Teflon� vessels and four with NaOH/Na{sub 2}O{sub 2} (alkali or peroxide fusion) using Zr crucibles. Two Analytical Reference Glass ? 1 (ARG-1) standards were digested along with a blank for each preparation. Each aqua regia digestion and blank was diluted to 1:100 mL with deionized water and submitted to Analytical Development (AD) for inductively coupled plasma ? atomic emission spectroscopy (ICP-AES) analysis, inductively …

Examination Of Sulfur Measurements In DWPF Sludge Slurry And SRAT Product Materials

Savannah River National Laboratory (SRNL) was asked to re-sample the received SB7b WAPS material for wt. % solids, perform an aqua regia digestion and analyze the digested material by inductively coupled plasma - atomic emission spectroscopy (ICP-AES), as well as re-examine the supernate by ICP-AES. The new analyses were requested in order to provide confidence that the initial analytical subsample was representative of the Tank 40 sample received and to replicate the S results obtained on the initial subsample collected. The ICP-AES analyses for S were examined with both axial and radial detection of the sulfur ICP-AES spectroscopic emission lines to ascertain if there was any significant difference in the reported results. The outcome of this second subsample of the Tank 40 WAPS material is the first subject of this report. After examination of the data from the new subsample of the SB7b WAPS material, a team of DWPF and SRNL staff looked for ways to address the question of whether there was in fact insoluble S that was not being accounted for by ion chromatography (IC) analysis. We summarize the technical progress and accomplishments on the evaluation methodology for proliferation resistance and physical protection (PR and PP) of Generation IV nuclear energy systems. We intend the results of the evaluations performed with the methodology for three types of users: system designers, program policy makers, and external stakeholders. The PR and PP Working Group developed the methodology through a series of demonstration and case studies. Over the past few years various national and international groups have applied the methodology to nuclear energy system designs as well as to developing approaches to advanced safeguards.

Data Quality Objectives Supporting Radiological Air Emissions Monitoring for the PNNL Site

Pacific Northwest National Laboratory (PNNL) is in the process of developing a radiological air monitoring program for the PNNL Site that is distinct from that of the nearby Hanford Site. The original DQO (PNNL-19427) considered radiological emissions at the PNNL Site from Physical Sciences Facility (PSF) major emissions units. This first revision considers PNNL Site changes subsequent to the implementation of the original DQO. A team was established to determine how the PNNL Site changes would continue to meet federal regulations and address guidelines developed to monitor air emissions and estimate offsite impacts of radioactive material operations. The result is an updated program to monitor the impact to the public from the PNNL Site. The team used the emission unit operation parameters and local meteorological data as well as information from the PSF Potential-to-Emit documentation and Notices of Construction submitted to the Washington State Department of Health (WDOH). The locations where environmental monitoring stations would most successfully characterize the maximum offsite impacts of PNNL Site emissions from the three PSF buildings with major emission units were determined from these data. The Portals 4.0 network programming interface.

This report presents a specification for the Portals 4.0 network programming interface. Portals 4.0 is intended to allow scalable, high-performance network communication between nodes of a parallel computing system. Portals 4.0 is well suited to massively parallel processing and embedded systems. Portals 4.0 represents an adaption of the data movement layer developed for massively parallel processing platforms, such as the 4500-node Intel TeraFLOPS machine. Sandia's Cplant cluster project motivated the development of Version 3.0, which was later extended to Version 3.3 as part of the Cray Red Storm machine and XT line. Version 4.0 is targeted to the next generation of machines employing advanced network interface architectures that support enhanced offload capabilities.

A Feasibility Study to Evaluate Wind Energy Potential on the Navajo Nation

The project, A Feasibility Study to Evaluate Wind Energy Potential on the Navajo Nation, is funded under a solicitation issued by the U.S. Department of Energy Tribal Energy Program. Funding provided by the grant allowed the Navajo Nation to measure wind potential at two sites, one located within the boundaries of the Navajo Nation and the other off-reservation during the project period (September 5, 2005 - September 30, 2009). The recipient for the grant award is the Navajo Tribal Utility Authority (NTUA). The grant allowed the Navajo Nation and NTUA manage the wind feasibility from initial site selection through the decision-making process to commit to a site for wind generation development. The grant activities help to develop human capacity at NTUA and help NTUA to engage in renewable energy generation activities, including not only wind but also solar and biomass. The final report also includes information about development activities regarding the sited included in the grant-funded feasibility study.

DOE EiR at Oakridge National Lab 2008/09

This project placed an experienced technology entrepreneur at Oak Ridge National Lab, one of DOE’s premier laboratories undertaking cutting edge research in a variety of fields, including energy technologies. With the goal of accelerating the commercialization of advanced energy technologies, the task was to review available technologies at the lab and identify those that qualify for licensing and commercialization by a private startup company, backed by private venture capital. During the project, more than 1,500 inventions filed at the lab were reviewed over a 1 year period; a successively smaller number was selected for more detailed review, ultimately resulting in five, and then 1 technology, being reviewed for immediate commercialization. The chosen technology, consisting in computational chemistry based approached to optimization of enzymes, was tested in lab experiments, paid for by funds raised by ORNL for the purpose of proving out the effectiveness of the technology and readiness for commercialization. The experiments proved out that the technology worked however it’s performance proved not yet mature enough to qualify for private venture capital funded commercialization in a high tech startup. As a consequence, the project did not result in a new startup company being formed, as originally intended.
