Specifically, section 115b of Title 10 of the United States Code, enacted in October 2009, requires DOD to develop and submit to congressional defense committees a strategic workforce plan to shape and improve the department's civilian workforce. Among other things, the law requires DOD to report on the mission-critical skills, competencies, and gaps in its existing and future civilian workforces; the appropriate mix of military, civilian, and contractor personnel capabilities; and the department's progress in implementing its strategic workforce plan using results-oriented performance measures. While DOD has addressed some of its reporting requirements to some extent, it has not addressed others."

A letter report issued by the Government Accountability Office with an abstract that begins "Civilian agencies did not fully comply with statutory requirements for compiling fiscal year 2011 service contract inventories. For example, because the information is not currently readily available, the Office of Management and Budget (OMB) directed the 49 agencies that were required to submit inventories to defer the collection of three statutorily required data elements for each contract--the role the services played in achieving agency objectives, the total dollar amount invoiced for services under the contracts, and the number and work locations of contractor and subcontractor personnel. Progress, however, is being made to collect this information for future inventories. OMB directed agencies to start collecting information on the role services play in achieving agency objectives for new contracts awarded on or after March 1, 2012. A proposed Federal Acquisition Regulation rule was published in April 2011 to start collecting the remaining two data elements directly from contractors. We also found several instances where agencies significantly underreported obligations in their inventories, either because they misinterpreted or did not follow OMB guidance. A letter report issued by the Government Accountability Office with an abstract that begins "On September 7, 2011, the Department of Homeland Security (DHS) issued a final rule establishing a transitional work permit program in the Commonwealth of the Northern Mariana Islands (CNMI) for foreign workers not otherwise admissible under federal law. The final rule addressed key requirements of the Consolidated Natural Resources Act of 2008 (CNRA); for example, the rule sets the permit allocations for fiscal years 2011 and 2012. As of July 2012, DHS had processed about half of the petitions for work permits that employers submitted in fiscal year 2012. The DHS decision on its permit allocation for fiscal year 2013 and a Department of Labor (DOL) decision on whether and when to extend the transition period, both required by CNRA, are both pending."

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Homeland Security (DHS) and the U.S. Department of Agriculture (USDA) have taken steps to implement all seven of the recommendations GAO made in 2006 to improve the Agriculture Quarantine Inspection (AQI) program, but they face challenges in fully implementing four of them. Specifically, DHS and USDA have implemented GAO's recommendations to improve information sharing, review DHS's financial management system for the AQI program, and remove barriers to timely and accurate transfers of AQI user fees--collected for AQI services provided in connection with the arrival of international air passengers and conveyances at U.S. ports. However, DHS and USDA face challenges in fully implementing GAO's recommendations to adopt meaningful performance measures, establish a national risk-based staffing model, improve the agriculture canine program, and revise user fees to cover program costs. For example, in 2006, GAO recommended that DHS and USDA adopt meaningful performance measures for assessing the AQI program's effectiveness at intercepting foreign pests and disease. Analysis Of The Tank 6F Final Characterization Samples-2012

The Savannah River National Laboratory (SRNL) was requested by Savannah River Remediation (SRR) to provide sample preparation and analysis of the Tank 6F final characterization samples to determine the residual tank inventory prior to grouting. Fourteen residual Tank 6F solid samples from three areas on the floor of the tank were collected and delivered to SRNL between May and August 2011. These Tank 6F samples were homogenized and combined into three composite samples based on a proportion compositing scheme and the resulting composite samples were analyzed for radiological, chemical and elemental components. Additional measurements performed on the Tank 6F composite samples include bulk density and water leaching of the solids to account for water soluble components. The composite Tank 6F samples were analyzed and the data reported in triplicate. Sufficient quality assurance standards and blanks were utilized to demonstrate adequate characterization of the Tank 6F samples. The main evaluation criteria were target detection limits specified in the technical task request document. While many of the target detection limits were met for the species characterized for Tank 6F some were not met. Evaluation Of Saltstone Mixer Paddle Configuration For Improved Wear Resistance

A soft metal with low wear resistance (6000 series aluminum), was used to minimize run time while maximizing wear rate. Two paddle configurations were tested, with the first four paddles after the augers replaced by the wear paddles. The first configuration was all flat paddles, with the first paddle not aligned with the augers and is consistent with present SPF mixer. The second configuration had helical paddles for the first three stages after the augers and a flat paddle at the fourth stage. The first helical paddle was aligned with the auger flight for the second configuration. The all flat paddle configuration wear rate was approximately double the wear rate of the helical paddles for the first two sets of paddles after the augers. For both configurations, there was little or no wear on the third and fourth paddle sets based on mass change, indicating that the fully wetted premix materials are much less abrasive than the un-wetted or partially wetted premix. Additionally, inspection of the wear surface of the paddles at higher magnification showed the flat paddles were worn much more than the helical and is consistent with the wear rates. Dynamics of the Disruption Halo Current Toroidal Asymmetry in NSTX

This paper describes the dynamics of disruption halo current non-axisymmetries in the lower divertor of the National Spherical Torus Experiment [M. Ono, et al. Nuclear Fusion 40, 557 (2000)]. While. The halo currents typically have a strongly asymmetric structure where they enter the divertor floor, and this asymmetry has been observed to complete up to 7 toroidal revolutions over the duration of the halo current pulse. However, the rotation speed and toroidal extend of the asymmetry can vary significantly during the pulse. The rotation speed, halo current pulse duration, and total number of revolutions tend to be smaller in cases with large halo currents. The halo current pattern is observed to become toroidally symmetric at the end of the halo current pulse. It is proposed that this symmeterization is due to the loss of most or all of the closed field line geometry in the final phase of the vertical displacement event.

Evaluation of the LLNL Spectrometer for Possible use with the NSTec Optical Streak Camera as a Light Gas Gun Diagnostic

In fiscal year 2012, it was desired to combine a visible spectrometer with a streak camera to form a diagnostic system for recording time-resolved spectra generated in light gas gun experiments. Acquiring a new spectrometer was an option, but it was possible to borrow an existing unit for a period of months, which would be sufficient to evaluate both “off-line” and in-gas gun shots. If it proved adequate for this application, it could be duplicated (with possible modifications); if not, such testing would help determine needed specifications for another model. This report describes the evaluation of the spectrometer (separately and combined with the NSTec LO streak camera) for this purpose. Spectral and temporal resolutions were of primary interest. The first was measured with a monochromatic laser input. The second was ascertained by the combination of the spectrometer’s spatial resolution in the time-dispersive direction and the streak camera’s intrinsic temporal resolution. System responsivity was also important, and this was investigated by measuring the response of the spectrometer/camera system to black body input—the gas gun experiments are expected to be similar to a 3000K black body—as well as measuring the throughput of the spectrometer separately over a range of visible light provided …

The West Valley Demonstration Project (WVDP) Annual Site Environmental Report (ASER) for Calendar Year 2011. The report, prepared for the U.S. Department of Energy West Valley Demonstration Project office (DOE-WVDP), summarizes the environmental protection program at the WVDP for calendar year (CY) 2011. Monitoring and surveillance of the facilities used by the DOE are conducted to verify protection of public health and safety and the environment. The report is a key component of DOE’s effort to keep the public informed of environmental conditions at the WVDP. The quality assurance protocols applied to the environmental monitoring program ensure the validity and accuracy of the monitoring data. Use of Polycarbonate Vacuum Vessels in High-Temperature Fusion-Plasma Research

Magnetic fusion energy (MFE) research requires ultrahigh-vacuum (UHV) conditions, primarily to reduce plasma contamination by impurities. For radiofrequency (RF)-heated plasmas, a great benefit may accrue from a non-conducting vacuum vessel, allowing external RF antennas which avoids the complications and cost of internal antennas and high-voltage high-current feedthroughs. In this paper we describe these and other criteria, e.g., safety, availability, design flexibility, structural integrity, access, outgassing, transparency, and fabrication techniques that led to the selection and use of 25.4-cm OD, 1.6-cm wall polycarbonate pipe as the main vacuum vessel for an MFE research device whose plasmas are expected to reach keV energies for durations exceeding 0.1 s

Two types of samples were collected and delivered to SRNL: floor samples across the tank and subsurface samples from mounds near risers 1 and 5 of Tank 5F. These samples were taken from Tank 5F between January and March 2011. These samples from individual locations in the tank (nine floor samples and six mound Tank 5F samples) were each homogenized and combined in a given proportion into 3 distinct composite samples to mimic the average composition in the entire tank. These Tank 5F composite samples were analyzed for radiological, chemical and elemental components. Additional measurements performed on the Tank 5F composite samples include bulk density and water leaching of the solids to account for water soluble species. With analyses for certain challenging radionuclides as the exception, all composite Tank 5F samples were analyzed and reported in triplicate. The target detection limits for isotopes analyzed were based on customer desired detection limits as specified in the technical task request documents. Disruptions, Disruptivity, and Safer Operating Windows in the High-β Spherical Torus NSTX

This paper discusses disruption rates, disruption causes, and disruptivity statistics in the high- βN National Spherical Torus Experiment (NSTX) [M. Ono, et al. Nuclear Fusion 40, 557 (2000)]. While the overall disruption rate is rather high, configurations with high βN , moderate q*, strong boundary shaping, sufficient rotation, and broad pressure and current profiles are found to have the lowest disruptivity; active n=1 control further reduces the disruptivity. The disruptivity increases rapidly for q*<2.7, which is substantially above the ideal MHD current limit. In quiescent conditions, qmin >1.25 is generally acceptable for avoiding the onset of core rotating n=1 kink/tearing modes; when EPM and ELM disturbances are present, the required qmin for avoiding those modes is raised to ~1.5. The current ramp and early flat-top phase of the discharges are prone to n=1 core rotating modes locking to the wall, leading to a disruption. Small changes to the discharge fueling during this phase can often mitigate the rotation damping associated with these modes and eliminate the disruption. The largest stored energy disruptions are those that occur at high current when a plasma current rampdown is initiated incorrectly.

The Multi-Isotope Process (MIP) Monitor Project: FY12 Progress and Accomplishments

The Multi-Isotope Process (MIP) Monitor, being developed at Pacific Northwest National Laboratory (PNNL), provides an efficient approach to monitoring the process conditions in reprocessing facilities in support of the goal of "...(minimization of) the risks of nuclear proliferation and terrorism." The MIP Monitor measures distributions of a suite of indicator (radioactive) isotopes present within product and waste streams of a nuclear reprocessing facility. These indicator isotopes are monitored on-line by gamma spectrometry and compared, in near-real-time, to spectral patterns representing "normal" process conditions using multivariate pattern recognition software. The monitor utilizes this multivariate analysis and gamma spectroscopy of reprocessing streams to detect small changes in the gamma spectrum, which may indicate changes in process conditions. Multivariate analysis methods common in chemometrics, such as principal component analysis (PCA) and partial least squares regression (PLS), act as pattern recognition techniques, which can detect small deviations from the expected, nominal condition. By targeting multiple gamma-emitting indicator isotopes, the MIP Monitor approach is compatible with the use of small, portable, relatively high-resolution gamma detectors that may be easily deployed throughout an existing facility.
