Section 179 and Bonus Depreciation Expensing Allowances: Current Law, Legislative Proposals in the 112th Congress, and Economic Effects
This report examines the current status, legislative history, and economic effects of the two expensing allowances (Section 179 and Bonus Depreciation Allowance) and also discusses initiatives in the 112th Congress to modify them. Expensing is the most accelerated form of depreciation for tax purposes. Section 179 of the Internal Revenue Code (IRC) allows a taxpayer to expense up to $125,000 of the total cost of new and used qualified depreciable assets it buys and places in service in 2012, within certain limits. In addition, Section 168(k) generally allows taxpayers to expense half the cost of qualified assets bought and placed in service in 2012.

Iran: U.S. Concerns and Policy Responses
This report discusses the effects of economic sanctions against Iran; support to the Iranian democracy movement; and opposition against Iranian human rights violations and Iranian support for Syrian human rights violations. The Obama Administration identifies Iran as a major threat to U.S. national security interests. The sense of imminent crisis with Iran which greeted the beginning of 2012 follows three years in which the Obama Administration first offered Iran's leaders consistent and sustained engagement in exchange for limits to its nuclear program but, since 2010, has emphasized pressuring Iran through economic sanctions.

This report gives a brief overview of P.L. 110-49, the Foreign Investment and National Security Act of 2007. Although both the President and Congress are directly involved in formulating the scope and direction of U.S. foreign investment policy, this law broadens Congress' oversight role; it also explicitly includes the areas of homeland security and critical infrastructure as separately-identifiable components of national security that the President must consider when evaluating the national security implications of a foreign investment transaction.

Disability Benefits Available Under the Social Security Disability Insurance (SSDI) and Veterans Disability Compensation (VDC) Programs
This report seeks to clarify why one group of individuals with disabilities may be eligible for benefits under Veteran's Disability Compensation (VDC), but ineligible for benefits under Social Security Disability Insurance (SSDI) (and vice versa), through a description and comparison of several distinguishing characteristics of the SSDI and VDC programs. This report concludes with a discussion of the challenges facing the administration of both programs, including processing delays for pending claims and appeals.

Authority of State and Local Police to Enforce Federal Immigration Law
This report discusses the authority of state and local law enforcement to assist in the enforcement of federal immigration law through the investigation and arrest of persons believed to have violated such laws. It describes current provisions in federal law that permit state and local police to enforce immigration law directly; analyzes major cases concerning the ability of states and localities to assist in immigration enforcement, including the Supreme Court's ruling in Arizona v. United States; and briefly examines opinions on the issue by the Office of Legal Counsel (OLC) within the Department of Justice. Residential Energy Tax Credits: Overview and Analysis
This report explores one policy option for promoting residential energy efficiency: tax credits. It begins by providing an overview of the current residential energy-efficiency tax credits. The report then goes on to provide an economic rationale for residential energy-efficiency tax incentives, introducing the concept of "market failures" and "market barriers" which may lead to suboptimal or "economically inefficient" investment in energy-efficiency technologies.
