Navy Ohio Replacement (SSBN[X]) Ballistic Missile Submarine Program: Background and Issues for Congress
This report discusses the Navy's plan to develop and design a class of 12 next-generation ballistic missile submarines, or SSBN(X)s, as replacements for the 14 Ohio class SSBNs currently in operation. The report explores certain related issues for Congress, including the affordability of the project and its potential impact on other Navy shipbuilding programs, alternatives to the program, and which shipyard or shipyards will build the proposed ships.

Contract “Bundling” Under the Small Business Act: Existing Law and Proposed Amendments
This report discusses regulations from Congress on bundling, which refers to the consolidation of two or more requirements for goods or services previously provided or performed under separate smaller contracts into a solicitation for a single contract that is likely to be unsuitable for award to a small business because of its size or scope. It particularly looks at the Small Business Act and new legislation by the 112th Congress to expand the definition of bundling, strengthen the authority of the Administrator of Small Business, and requirements for reporting bundled procurements.

Changes in the Arctic: Background and Issues for Congress
This report gives an overview of the situation in the Arctic region. The diminishment of Arctic sea ice has led to increased human activities in the Arctic, and has heightened interest in, and concerns about, the region's future. The United States, by virtue of Alaska, is an Arctic country and has substantial interests in the region. The Arctic has increasingly become a subject of discussion among political leaders of the nations in the region. In varying degrees, the Arctic coastal states have indicated a willingness to establish and maintain a military presence in the high north. U.S. military forces, particularly the Navy and Coast Guard, have begun to pay more attention to the region.

North Korea: U.S. Relations, Nuclear Diplomacy, and Internal Situation
This report provides background information on the negotiations over North Korea's nuclear weapons program that began in the early 1990s under the Clinton Administration. As U.S. policy toward Pyongyang evolved through the George W. Criminal Prohibitions on the Publication of Classified Defense Information
The recent online publication of classified defense documents by the organization WikiLeaks and subsequent reporting by the New York Times and other news media have focused attention on whether such publication violates U.S. criminal law. The Justice Department and Department of Defense are investigating the circumstances to determine whether any prosecutions will be undertaken in connection with the disclosure. This report discusses the statutory prohibitions that may be implicated, including the Espionage Act; the extraterritorial application of such statutes; and the First Amendment implications related to such prosecutions against domestic or foreign media organizations and associated individuals. The report provides a summary of recent legislation relevant to the issue as well as some previous efforts to criminalize the unauthorized disclosure of classified information.

Double-Dip Recession: Previous Experience and Current Prospect
This report discusses factors suggesting an increased risk of a double-dip recession. A double-dip or W-shaped recession occurs when the economy emerges from a recession, has a short period of growth, but then, still well short of a full recovery, falls back into recession. It also discusses other factors that suggest economic recovery will continue. It presents the U.S. historical experience with double-dip recessions. It examines the role of deleveraging by households and businesses in the aftermath of the recent financial crisis in shaping the likely pace of economic recovery. The report concludes with a look at current economic projections.
