The US Army Engineering & Support Center, Huntsville (USAESCH), and the US Marine Corps Base (MCB), Okinawa, Japan retained Idaho National Laboratory (INL) to conduct a Transformer Efficiency Assessment of “key” transformers located at multiple military bases in Okinawa, Japan. The purpose of this assessment is to support the Marine Corps Base, Okinawa in evaluating medium voltage distribution transformers for potential efficiency upgrades. The original scope of work included the MCB providing actual transformer nameplate data, manufacturer’s factory test sheets, electrical system data (kWh), demand data (kWd), power factor data, and electricity cost data. Unfortunately, the MCB’s actual data is not available and therefore making it necessary to de-scope the original assessment. Note: Any similar nameplate data, photos of similar transformer nameplates, and basic electrical details from one-line drawings (provided by MCB) are not a replacement for actual load loss test data. It is recommended that load measurements are performed on the high and low sides of transformers to better quantify actual load losses, demand data, and power factor data. HTGR Measurements and Instrumentation Systems

This report provides an integrated overview of measurements and instrumentation for near-term future high-temperature gas-cooled reactors (HTGRs). Instrumentation technology has undergone revolutionary improvements since the last HTGR was constructed in the United States. This report briefly describes the measurement and communications needs of HTGRs for normal operations, maintenance and inspection, fuel fabrication, and accident response. The report includes a description of modern communications technologies and also provides a potential instrumentation communications architecture designed for deployment at an HTGR. A principal focus for the report is describing new and emerging measurement technologies with high potential to improve operations, maintenance, and accident response for the next generation of HTGRs, known as modular HTGRs, which are designed with passive safety features. Special focus is devoted toward describing the failure modes of the measurement technologies and assessing the technology maturity.

The FE-I4 Pixel Readout Chip and the IBL Module

FE-I4 is the new ATLAS pixel readout chip for the upgraded ATLAS pixel detector. Designed in a CMOS 130 nm feature size process, the IC is able to withstand higher radiation levels compared to the present generation of ATLAS pixel Front-End FE-I3, and can also cope with higher hit rate. It is thus suitable for intermediate radii pixel detector layers in the High Luminosity LHC environment, but also for the inserted layer at 3.3 cm known as the 'Insertable B-Layer' project (IBL), at a shorter timescale. In this paper, an introduction to the FE-I4 will be given, focusing on test results from the first full size FE-I4A prototype which has been available since fall 2010. The IBL project will be introduced, with particular emphasis on the FE-I4-based module concept.

Analysis of Full Charge Reconstruction Algorithms for X-Ray Pixelated Detectors

Existence of the natural diffusive spread of charge carriers on the course of their drift towards collecting electrodes in planar, segmented detectors results in a division of the original cloud of carriers between neighboring channels. This paper presents the analysis of algorithms, implementable with reasonable circuit resources, whose task is to prevent degradation of the detective quantum efficiency in highly granular, digital pixel detectors. The immediate motivation of the work is a photon science application requesting simultaneous timing spectroscopy and 2D position sensitivity. Leading edge discrimination, provided it can be freed from uncertainties associated with the charge sharing, is used for timing the events. Analyzed solutions can naturally be extended to the amplitude spectroscopy with pixel detectors.

Reversible Electron Beam Heating for Suppression of Micro bunching Instabilities at Free-Electron Lasers

The presence of microbunching instabilities due to the compression of high-brightness electron beams at existing and future x-ray free-electron lasers (FELs) results in restrictions on the attainable lasing performance and renders beam imaging with optical transition radiation impossible. The instability can be suppressed by introducing additional energy spread, i.e., heating the electron beam, as demonstrated by the successful operation of the laser heater system at the Linac Coherent Light Source. The increased energy spread is typically tolerable for self-amplified spontaneous emission FELs but limits the effectiveness of advanced FEL schemes such as seeding. In this paper, we present a reversible electron beam heating system based on two transverse deflecting radio-frequency structures (TDSs) upstream and downstream of a magnetic bunch compressor chicane. The additional energy spread is introduced in the first TDS, which suppresses the microbunching instability, and then is eliminated in the second TDS. We show the feasibility of the microbunching gain suppression based on calculations and simulations including the effects of coherent synchrotron radiation. Acceptable electron beam and radio-frequency jitter are identified, and inherent options for diagnostics and on-line monitoring of the electron beam's longitudinal phase space are discussed.

Phenylnaphthalene as a Heat Transfer Fluid for Concentrating Solar Power: High-Temperature Static Experiments

Concentrating solar power (CSP) may be an alternative to generating electricity from fossil fuels; however, greater thermodynamic efficiency is needed to improve the economics of CSP operation. One way of achieving improved efficiency is to operate the CSP loop at higher temperatures than the current maximum of about 400 C. ORNL has been investigating a synthetic polyaromatic oil for use in a trough type CSP collector, to temperatures up to 500 C. The oil was chosen because of its thermal stability and calculated low vapor and critical pressures. The oil has been synthesized using a Suzuki coupling mechanism and has been tested in static heating experiments. Analysis has been conducted on the oil after heating and suggests that there may be some isomerization taking place at 450 C, but the fluid appears to remain stable above that temperature. Tests were conducted over one week and further tests are planned to investigate stabilities after heating for months and in flow configurations. Thermochemical data and thermophysical predictions indicate that substituted polyaromatic hydrocarbons may be useful for applications that run at higher temperatures than possible with commercial fluids such as Therminol-VP1.

Navajo-Hopi Land Commission Renewable Energy Development Project (NREP)

The Navajo Hopi Land Commission Office (NHLCO), a Navajo Nation executive branch agency has conducted activities to determine capacity-building, institution-building, outreach and management activities to initiate the development of large-scale renewable energy - 100 megawatt (MW) or larger - generating projects on land in Northwestern New Mexico in the first year of a multi-year program. The Navajo Hopi Land Commission Renewable Energy Development Project (NREP) is a one year program that will develop and market a strategic business plan; form multi-agency and public-private project partnerships; compile site-specific solar, wind and infrastructure data; and develop and use project communication and marketing tools to support outreach efforts targeting the public, vendors, investors and government audiences.

Discovery of Very High Energy Gamma-Ray Emission from 1FGL J2001.1 4351 by MAGIC

We report the discovery of Very High Energy (VHE; >100 GeV) gamma-ray emission from the source 1FGL J2001.1+4351, (RA 20 01 13.5, dec 43 53 02.8, J2000), which is positionally consistent with the location of the flat spectrum radio source MG4 J200112+4352 (RA 20 01 12.9, dec 43 52 52.8, J2000). The VHE detection is based on a 1.5 hour-long observation performed on July 16th in stereoscopic mode with the two 17m diameter imaging Cherenkov telescopes on La Palma, Canary Islands, Spain. The preliminary analysis of the MAGIC data using the standard cuts optimized for soft energy spectra sources yields a detection of 125 gamma-rays above 90 GeV, corresponding to a pre-trail statistical significance of 7.6 standard deviations. The observed flux is estimated to be {approx}20% of the Crab nebula flux above 100 GeV. Earlier MAGIC observations indicated a substantially lower flux; hence indicating that the source is variable on a few days timescale.

All-Speed Methods and Long-Duration Time Integration for Incorporation into the 7-Equation Two-Phase Model

The numerical simulation of multiphase flows in Light Water (Nuclear) Reactors, LWRs, for normal, accident, and off-normal operation, and for operational optimization must cover a huge disparity of transient time durations, from milliseconds to years. In addition, our recent work has shown that the application of classical Riemann approaches, which pervade modern computational fluid dynamics (CFD), suffer numerical accuracy degradation, especially for compressible liquid flows. In this setting, all-speed or Mach uniform methods are need which can be accurately and efficiently integrated over a very large range of time scales. Thus we need a multi-time-scale integration approach to compliment our previously documented multi-spatial-scale approach to multiphase flow modeling [1]. This report briefly summarizes our efforts in these areas.

Vibration Model Validation for Linear Collider Detector Platforms

The ILC and CLIC reference designs incorporate reinforced-concrete platforms underneath the detectors so that the two detectors can each be moved onto and off of the beamline in a Push-Pull configuration. These platforms could potentially amplify ground vibrations, which would reduce luminosity. In this paper we compare vibration models to experimental data on reinforced concrete structures, estimate the impact on luminosity, and summarize implications for the design of a reinforced concrete platform for the ILC or CLIC detectors.

The purpose of this document is to identify materials acceptable for use in the US ITER Project Office (USIPO)-supplied components for the ITER Electron cyclotron Heating and Current Drive (ECH&CD) transmission lines (TL), PBS-52. The source of material property information for design analysis shall be either the applicable structural code or the ITER Material Properties Handbook. In the case of conflict, the ITER Material Properties Handbook shall take precedence. Materials selection, and use, shall follow the guidelines established in the Materials Assessment Report (MAR). Materials exposed to vacuum shall conform to the ITER Vacuum Handbook. [Ref. 2] Commercial materials shall conform to the applicable standard (e.g., ASTM, JIS, DIN) for the definition of their grade, physical, chemical and electrical properties and related testing. All materials for which a suitable certification from the supplier is not available shall be tested to determine the relevant properties, as part of the procurement. A complete traceability of all the materials including welding materials shall be provided. Halogenated materials (example: insulating materials) shall be forbidden in areas served by the detritiation systems. Exceptions must be approved by the Tritium System and Safety Section Responsible Officers.

It is devised to address the forces that influence some people living in the United States to acquire and hold radical or extremist beliefs that may eventually compel them to commit terrorism. This is the first such strategy for the federal government, which calls this effort “combating violent extremism” (CVE). This report provides examples of recent Administration CVE activity and examines some of the risks and challenges evident in the SIP's three objectives. The report also diagrams and briefly discusses the “future activities and efforts” outlined in the SIP for each of these three objectives. A number of areas may call for oversight from Congress. These include the following: picking partners and establishing "rules of the road," intervention with at-risk individuals, identifying programs to assist grassroots CVE efforts, countering extremist ideas, the lack of a lead agency, and transparency.

The Domestic Terrorist Threat: Background and Issues for Congress

In the last decade, domestic terrorists-people who commit crimes within the homeland and draw inspiration from U.S.-based extremist ideologies and movements-have killed American citizens and damaged property across the country. Not all of these criminals have been prosecuted under terrorism statutes. This report discusses domestic terrorism's significance to policymakers per five topics: level of activity, use of nontraditional tactics, exploitation of the internet, decentralized nature of the threat, and prison radicalization. The report also discusses three areas that Congress may consider the federal role of combating such activities: the issue of definitions, adequacy of domestic terrorism intelligence collection efforts, and the value of community outreach driven efforts to quell terrorism related radicalization in the United States.

Safeguards-by-Design: Guidance for Independent Spent Fuel Dry Storage Installations (ISFSI)

This document summarizes the requirements and best practices for implementing international nuclear safeguards at independent spent fuel storage installations (ISFSIs), also known as Away-from- Reactor (AFR) storage facilities. These installations may provide wet or dry storage of spent fuel, although the safeguards guidance herein focuses on dry storage facilities. In principle, the safeguards guidance applies to both wet and dry storage. The reason for focusing on dry independent spent fuel storage installations is that this is one of the fastest growing nuclear installations worldwide. Independent spent fuel storage installations are typically outside of the safeguards nuclear material balance area (MBA) of the reactor. They may be located on the reactor site, but are generally considered by the International Atomic Energy Agency (IAEA) and the State Regulator/SSAC to be a separate facility. The need for this guidance is becoming increasingly urgent as more and more nuclear power plants move their spent fuel from resident spent fuel ponds to independent spent fuel storage installations.
