Foreign Direct Investment in the United States: An Economic Analysis
This report discusses the foreign direct investment in the United States that declined sharply after 2000, when a record $300 billion was invested in U.S. businesses and real estate. While some in Congress encourage such investment to offset the perceived negative economic effects of U.S. firms investing abroad, others are concerned about foreign acquisitions of U.S. firms that are considered essential to U.S. national and economic security.

Bahrain: Reform, Security, and U.S. Policy
The uprising that began in Bahrain on February 14, 2011, following the revolt that overthrew Egypt's President Hosni Mubarak three days earlier, began a political crisis that defies resolution. The ongoing unrest demonstrates that the grievances of the Shiite majority over the distribution of power and economic opportunities were not satisfied by prior efforts. The bulk of the Shiite majority in Bahrain says it demands a constitutional monarchy in which an elected parliament produces the government, but the Sunni minority believes the Shiites want nothing less than outright rule. This report looks at Bahrain's recent and current relationship with the U.S. and reasons for the unrest relating to socioeconomic issues.

Immigration-Related Worksite Enforcement: Performance Measures
The Department of Homeland Security's (DHS) U.S. Immigration and Customs Enforcement (ICE) is responsible for immigration-related worksite enforcement, or enforcement of the prohibitions on unauthorized employment in Section 274A of the Immigration and Nationality Act (INA). The INA §274A provisions, sometimes referred to as employer sanctions, make it unlawful for an employer to knowingly hire, recruit or refer for a fee, or continue to employ an alien who is not authorized to be so employed. This report looks at enforcement measures of this act.

Vulnerable Youth: Employment and Job Training Programs
In an increasingly global economy, and with retirement starting for the Baby Boomer generation, Congress has indicated a strong interest in ensuring that today's young people have the educational attainment and employment experience needed to become highly skilled workers, contributing taxpayers, and successful participants in civic life. Challenges in the economy and among certain youth populations, however, have heightened concern among policymakers that some young people may not be prepared to fill these roles. This report covers this history and current status of governmental assistance in federal youth employment and job training programs.

Comparison of Rights in Military Commission Trials and Trials in Federal Criminal Court
The initiation of military commission proceedings against Khalid Sheik Mohammad and four others for their alleged involvement in the 9/11 terrorist attacks has focused renewed attention on the differences between trials in federal court and those conducted by military commission. This report provides a brief summary of legal issues raised by the choice of forum for trying accused terrorists and a chart comparing selected military commissions rules under the Military Commissions Act, as amended, to the corresponding rules that apply in federal court.

Understanding China's Political System
This report is designed to provide Congress with a perspective on the contemporary political system of China, the only Communist Party-led authoritarian state in the G-20 grouping of major economies. China's Communist Party dominates state and society in China, is committed to maintaining a permanent monopoly on power, and is intolerant of those who question its right to rule. The report opens with a brief overview of China's leading political institutions, followed by an introduction to distinct features of China's formal political. The second half of the report is devoted to detailed discussion of China's formal political structures. Also discussed are other political actors who are playing a role in influencing policy debates. The report concludes with a discussion of prospects for political reform.

Federal Agency Actions Following the Supreme Court's Climate Change Decision in Massachusetts v. EPA: A Chronology

Insourcing Functions Performed by Federal Contractors: An Overview of the Legal Issues
Recent Congresses and the Obama Administration have taken numerous actions to promote "insourcing," or the use of government personnel to perform functions that contractors have performed on behalf of federal agencies. Members of the 112th Congress have introduced several measures which seek to ensure that certain contractors have standing to challenge insourcing determinations; would provide for additional review of insourcing determinations that affect small businesses; or could otherwise constrain insourcing initiatives.

Federal Employees' Retirement System: Benefits and Financing
Report discussing the retirement systems in place for federal employees. Most civilian federal employees who were hired before 1984 are covered by the Civil Service Retirement System, and contribute 7.0% of their pay to a retirement fund. Federal employees hired in 1984 or later are covered by the Federal Employees' Retirement System and contribute 0.8% of their pay to a retirement fund. Both require participants to contribute toward the cost of their pensions through a payroll tax. The taxable wage base is $110,100 in 2012. This report discusses both retirement funds.

This report collects statistics from a variety of sources on casualties sustained during Operation Enduring Freedom (OEF), which began on October 7, 2001, and is ongoing. OEF actions take place primarily in Afghanistan; however, OEF casualties also include American casualties in Pakistan, Uzbekistan, Guantanamo Bay (Cuba), Djibouti, Eritrea, Ethiopia, Jordan, Kenya, Kyrgyzstan, the Philippines, Seychelles, Sudan, Tajikistan, Turkey, and Yemen.

The Global Fund to Fight AIDS, Tuberculosis, and Malaria: Issues for Congress and U.S. Contributions from FY2001 to FY2013
The Global Fund to Fight AIDS, Tuberculosis, and Malaria (Global Fund, or the Fund) was established in 2002 as a public-private partnership that could provide significant financial support for global responses to HIV/AIDS, tuberculosis (TB), and malaria. In November 2011, the Global Fund Board announced that due to inadequate resources from donors, it would cancel its 11th round of funding, but would maintain support for existing activities to avoid disruptions in ongoing services. Global health advocates urge Congress to meet the President's FY2013 request for the Fund in order to support the sustainability of its activities and to encourage continued contributions from other donors. Although Congress has traditionally been a strong supporter of the Fund, several issues may affect congressional views about the Fund in the future, which are discussed in this report.

The Troubled Asset Relief Program (TARP) was created by the Emergency Economic Stabilization Act1 (EESA) enacted on October 3, 2008, to address the ongoing financial crisis. This report provides a brief outline of the programs created under TARP, recent changes made by Congress, and a summary of the current status and estimated costs of the program. It also provides an Appendix that contains detailed discussions of the individual TARP programs. This report will be updated as warranted by market and legislative events.
