AGING BEHAVIOR OF VITON O-RING SEALS IN THE 9975 SHIPPING PACKAGE

The Savannah River Site (SRS) is storing plutonium (Pu) materials in the K-Area Materials Storage (KAMS) facility. The Pu materials were packaged according to the DOE-STD-3013 standard and shipped to the SRS in Type B 9975 packages. The robust 9975 shipping package was not designed for long-term product storage, but it is a specified part of the storage configuration and the KAMS facility safety basis credits the 9975 design with containment. Within the 9975 package, nested stainless steel containment vessels are closed with dual O-ring seals based on Viton{reg_sign} GLT or GLT-S fluoroelastomer. The aging behavior of the O-ring compounds is being studied to provide the facility with advanced notice of nonconformance and to develop life prediction models. A combination of field surveillance, leak testing of surrogate fixtures aged at bounding service temperatures, and accelerated-aging methodologies based on compression stress-relaxation and oxygen consumption analysis is being used to evaluate seal performance. A summary of the surveillance program relative to seal aging behavior is presented.

China's Building Energy Use: A Long-Term Perspective based on a Detailed Assessment

We present here a detailed, service-based model of China's building energy use, nested in the GCAM (Global Change Assessment Model) integrated assessment framework. Using the model, we explore long-term pathways of China's building energy use and identify opportunities of reducing greenhouse gas emissions. The inclusion of a structural model of building energy demands within an integrated assessment framework represents a major methodological advance. It allows for a structural understanding of the drivers of building energy consumption while simultaneously considering the other human and natural system interactions that influence changes in the global energy system and climate. We also explore a range of different scenarios to gain insights into how China's building sector might evolve and what the implications might be for improved building energy technology and carbon policies. The analysis suggests that China's building energy growth will not wane anytime soon, although technology improvement will put downward pressure on this growth. Also, regardless of the scenarios represented, the growth will involve the continued, rapid electrification of the buildings sector throughout the century, and this transition will be accelerated by the implementation of carbon policy.

A letter report issued by the Government Accountability Office with an abstract that begins "ARPA-E uses four selection criteria, such as the potential impact of the proposed technology relative to the state of the art, and other considerations in awarding funds. Other considerations include balancing a variety of technology approaches and the likelihood the technology would be brought to market. GAO identified 18 out of 121 award winners through ARPA-E’s first three funding rounds that had received some prior private sector investment, and ARPA-E took steps to identify and understand how this funding was related to proposed projects. Beginning with the third funding round, ARPA-E began requiring that applicants explain why private investors were not willing to fund proposed projects. However, ARPA-E did not provide applicants with guidance, such as a sample response, to assist them in completing this requirement, and responses were generally limited. Some applicants provided general information about prior research but did not specifically explain why private investors would not support their projects. When applicants provided little prior funding information, ARPA-E’s program directors spent time and resources to determine the extent of such funding for proposed ARPA-E projects. Experimental Definition and Validation of Protein Coding Transcripts in Chlamydomonas reinhardtii

Algal fuel sources promise unsurpassed yields in a carbon neutral manner that minimizes resource competition between agriculture and fuel crops. Many challenges must be addressed before algal biofuels can be accepted as a component of the fossil fuel replacement strategy. One significant challenge is that the cost of algal fuel production must become competitive with existing fuel alternatives. Algal biofuel production presents the opportunity to fine-tune microbial metabolic machinery for an optimal blend of biomass constituents and desired fuel molecules. Genome-scale model-driven algal metabolic design promises to facilitate both goals by directing the utilization of metabolites in the complex, interconnected metabolic networks to optimize production of the compounds of interest. Using Chlamydomonas reinhardtii as a model, we developed a systems-level methodology bridging metabolic network reconstruction with annotation and experimental verification of enzyme encoding open reading frames. We reconstructed a genome-scale metabolic network for this alga and devised a novel light-modeling approach that enables quantitative growth prediction for a given light source, resolving wavelength and photon flux. We experimentally verified transcripts accounted for in the network and physiologically validated model function through simulation and generation of new experimental growth data, providing high confidence in network contents and predictive applications. In conjunction with the passage of the act, the White House Office of Science and Technology Policy released Grand Challenges: High-Performance Computing and Communications. Current concerns are the role of the federal government in supporting IT R&D and the level of funding to allot to it. The goal of the project was to demonstrate the commercial feasibility of geopressured-geothermal power development by exploiting the extraordinarily high pressured hot brines know to exist at depth near the Sweet Lake oil and gas field in Cameron Parish, Louisiana. The existence of a geopressured-geothermal system at Sweet Lake was confirmed in the 1970's and 1980's as part of DOE's Geopressured-Geothermal Program. That program showed that the energy prices at the time could not support commercial production of the resource. Increased electricity prices and technological advancements over the last two decades, combined with the current national support for developing clean, renewable energy and the job creation it would entail, provided the justification necessary to reevaluate the commercial feasibility of power generation from this vast resource.

A letter report issued by the Government Accountability Office with an abstract that begins "NQF has made progress on projects under its contract activities, as of August 2011. Specifically, NQF has completed or made progress on 60 of 63 projects. For example, NQF has completed projects to endorse measures related to various topics, including nursing homes. However, for more than half of the projects, NQF did not meet or did not expect to meet the initial time frames approved by HHS. For example, NQF completed one project to retool measures—that is, convert previously endorsed quality measures to an electronic format. While the retooling project was expected to be completed by September 2010, its completion was delayed by 3 months. NQF and HHS officials identified various reasons that contributed to this delay, including an expansion of the project’s scope and complexity. As a result of the delay, HHS did not have all the retooled measures it expected to include in its Electronic Health Records (EHR) Incentive Program. NRC Reviewer Aid for Evaluating the Human Factors Engineering Aspects of Small Modular Reactors

Small modular reactors (SMRs) are a promising approach to meeting future energy needs. Although the electrical output of an individual SMR is relatively small compared to that of typical commercial nuclear plants, they can be grouped to produce as much energy as a utility demands. Furthermore, SMRs can be used for other purposes, such as producing hydrogen and generating process heat. The design characteristics of many SMRs differ from those of current conventional plants and may require a distinct concept of operations (ConOps). The U.S. Nuclear Regulatory Commission (NRC) conducted research to examine the human factors engineering (HFE) and the operational aspects of SMRs. The research identified thirty potential human-performance issues that should be considered in the NRC's reviews of SMR designs and in future research activities. The purpose of this report is to support NRC HFE reviewers of SMR applications by identifying some of the questions that can be asked of applicants whose designs have characteristics identified in the issues. The questions for each issue were identified and organized based on the review elements and guidance contained in Chapter 18 of the Standard Review Plan (NUREG-0800), and the Human Factors Engineering Program Review Model (NUREG-0711).

Section 1206 is the first major DOD authority to be used expressly for the purpose of training and equipping the national military forces of foreign countries. This report provides background on the pre-Section 1206 status of security assistance authorities and the factors contributing to the enactment of Section 1206. It then sets out the purposes of the legislation and scope of its activities, restrictions on its use, the DOD-State Department planning process, and funding. It concludes with a discussion of issues for Congress. The U.S. Department of Energy (DOE) Order 458.1 requires independent verification (IV) of DOE cleanup projects (DOE 2011). The Oak Ridge Institute for Science and Education (ORISE) has been designated as the responsible organization for IV of the High Flux Beam Reactor (HFBR) Stack and Grounds area at Brookhaven National Laboratory (BNL) in Upton, New York. The IV evaluation may consist of an in-process inspection with document and data reviews (Type A Verification) or a confirmatory survey of the site (Type B Verification). DOE and ORISE determined that a Type A verification of the documents and data for the HFBR Stack and Grounds: Survey Units (SU) 6, 7, and 8 was appropriate based on the initial survey unit classification, the walkover surveys, and the final analytical results provided by the Brookhaven Science Associates (BSA). The HFBR Stack and Grounds surveys began in June 2011 and were completed in September 2011. Survey activities by BSA included gamma walkover scans and sampling of the as-left soils in accordance with the BSA Work Procedure (BNL 2010a). The Field Sampling Plan - Stack and Remaining HFBR Outside Areas (FSP) stated that gamma walk-over surveys would be conducted with a bare sodium iodide (NaI) detector, …
