HOOPER BAY HOUSING ANALYSIS AND ENERGY FEASIBILITY REPORT

Sea Lion applied for and received a grant from the Department of Energy (DOE) towards this end titled “Energy Efficiency Development and Deployment in Indian Country”. The initial objectives of the Hooper Bay Energy Efficiency Feasibility Study were to demonstrate a 30% reduction in residential/commercial energy usage and identify the economic benefits of implementing energy efficiency measures to the Tribe through: (1) partnering with Whitney Construction and Solutions for Healthy Breathing in the training and hire of 2 local energy assessors to conduct energy audits of 9 representative housing models and 2 commercial units in the community. These homes are representative of 52 homes constructed across different eras. (2) partnering with Cold Climate Housing Research Center to document current electrical and heating energy consumption and analyze data for a final feasibility report (3) assessing the economics of electricity & heating fuel usage; (4) projecting energy savings or fossil fuel reduction by modeling of improvement scenarios and cost feasibility The following two objectives will be completed after the publication of this report: (5) the development of materials lists for energy efficiency improvements (6) identifying financing options for the follow-up energy efficiency implementation phase.

The review assesses the socioeconomic and demographic conditions of the area surrounding the proposed CAES facility in Schuyler County, New York. Schuyler County is one of 62 counties in New York. Schuyler County’s 2010 population of 18,343 makes it one of the least populated counties in the State (U.S. Census Bureau, 2010). This report was prepared for WorleyParsons by ERM and describes the study area investigated, methods and criteria used to evaluate this area, and the findings and conclusions from the evaluation.

Analysis of Microbial Activity Under a Supercritical CO{sub 2} Atmosphere

Because the extent and impact of microbial activity in deep saline aquifers during geologic sequestration is unknown, the objectives of this proposal were to: (1) characterize the growth requirements and optima of a biofilm-producing supercritical CO{sub 2}-tolerant microbial consortium (labeled MIT0212) isolated from hydrocarbons recovered from the Frio Ridge, TX carbon sequestration site; (2) evaluate the ability of this consortium to grow under simulated reservoir conditions associated with supercritical CO{sub 2} injection; (3) isolate and characterize individual microbial strains from this consortium; and (4) investigate the mechanisms of supercritical CO{sub 2} tolerance in isolated strains and the consortium through genome-enabled studies. Molecular analysis of genetic diversity in the consortium MIT0212 revealed a predominance of sequences closely related to species of the spore-forming genus Bacillus. Strain MIT0214 was isolated from this consortium and characterized by physiological profiling and genomic analysis. We have shown that the strain MIT0214 is an aerobic spore-former and capable of facultative anaerobic growth under both reducing N{sub 2} and CO{sub 2} atmospheres by fermentation and possibly anaerobic respiration. Analysis of Potential Leakage Pathways and Mineralization within Caprocks for Geologic Storage of CO(sub 2}

We used a multifaceted approach to investigate the nature of caprocks above, and the interface between, reservoir-­‐quality rocks that might serve as targets for carbon storage. Fieldwork in southeastern Utah examined the regional-­‐ to m-­‐scale nature of faults and fractures across the sedimentiological interfaces. We also used microscopic analyses and mechanical modeling to examine the question as to how the contacts between units interact, and how fractures may allow fluids to move from reservoirs to caprock. Regional-­‐scale analyses using ASTER data enabled us to identify location of alteration, which led to site-­‐specific studies of deformation and fluid flow. In the Jurassic Carmel Formation, a seal for the Navajo Sandstone, we evaluated mesoscale variability in fracture density and morphology and variability in elastic moduli in the Jurassic Carmel Formation, a proposed seal to the underlying Navajo Sandstone for CO{sub 2} geosequestration. By combining mechano-­‐stratigraphic outcrop observations with elastic moduli derived from wireline log data, we characterize the variability in fracture pattern and morphology with the observed variability in rock strength within this heterolithic top seal. Outcrop inventories of discontinuities show fracture densities decrease as bed thickness increases and fracture propagation morphology across lithologic interfaces vary with changing interface type. Cycloidal Wave Energy Converter

This program allowed further advancing the development of a novel type of wave energy converter, a Cycloidal Wave Energy Converter or CycWEC. A CycWEC consists of one or more hydrofoils rotating around a central shaft, and operates fully submerged beneath the water surface. It operates under feedback control sensing the incoming waves, and converts wave power to shaft power directly without any intermediate power take off system. Previous research consisting of numerical simulations and two dimensional small 1:300 scale wave flume experiments had indicated wave cancellation efficiencies beyond 95%. The present work was centered on construction and testing of a 1:10 scale model and conducting two testing campaigns in a three dimensional wave basin. These experiments allowed for the first time for direct measurement of electrical power generated as well as the interaction of the CycWEC in a three dimensional environment. The Atargis team successfully conducted two testing campaigns at the Texas A&M Offshore Technology Research Center and was able to demonstrate electricity generation. In addition, three dimensional wave diffraction results show the ability to achieve wave focusing, thus increasing the amount of wave power that can be extracted beyond what was expected from earlier two dimensional investigations. DOE EiR at Oakridge National Lab 2008/09

This project placed an experienced technology entrepreneur at Oak Ridge National Lab, one of DOE’s premier laboratories undertaking cutting edge research in a variety of fields, including energy technologies. With the goal of accelerating the commercialization of advanced energy technologies, the task was to review available technologies at the lab and identify those that qualify for licensing and commercialization by a private startup company, backed by private venture capital. During the project, more than 1,500 inventions filed at the lab were reviewed over a 1 year period; a successively smaller number was selected for more detailed review, ultimately resulting in five, and then 1 technology, being reviewed for immediate commercialization. The chosen technology, consisting in computational chemistry based approached to optimization of enzymes, was tested in lab experiments, paid for by funds raised by ORNL for the purpose of proving out the effectiveness of the technology and readiness for commercialization. The experiments proved out that the technology worked however it’s performance proved not yet mature enough to qualify for private venture capital funded commercialization in a high tech startup. As a consequence, the project did not result in a new startup company being formed, as originally intended.

Economizer Based Data Center Liquid Cooling with Advanced Metal Interfaces

A new chiller-less data center liquid cooling system utilizing the outside air environment has been shown to achieve up to 90% reduction in cooling energy compared to traditional chiller based data center cooling systems. The system removes heat from Volume servers inside a Sealed Rack and transports the heat using a liquid loop to an Outdoor Heat Exchanger which rejects the heat to the outdoor ambient environment. The servers in the rack are cooled using a hybrid cooling system by removing the majority of the heat generated by the processors and memory by direct thermal conduction using coldplates and the heat generated by the remaining components using forced air convection to an air- to- liquid heat exchanger inside the Sealed Rack. The anticipated benefits of such energy-centric configurations are significant energy savings at the data center level. When compared to a traditional 10 MW data center, which typically uses 25% of its total data center energy consumption for cooling this technology could potentially enable a cost savings of up to $800,000-$2,200,000/year (assuming electricity costs of 4 to 11 cents per kilowatt-hour) through the reduction in electrical energy usage.

A Feasibility Study to Evaluate Wind Energy Potential on the Navajo Nation

The project, A Feasibility Study to Evaluate Wind Energy Potential on the Navajo Nation, is funded under a solicitation issued by the U.S. Department of Energy Tribal Energy Program. Funding provided by the grant allowed the Navajo Nation to measure wind potential at two sites, one located within the boundaries of the Navajo Nation and the other off-reservation during the project period (September 5, 2005 - September 30, 2009). The recipient for the grant award is the Navajo Tribal Utility Authority (NTUA). The grant allowed the Navajo Nation and NTUA manage the wind feasibility from initial site selection through the decision-making process to commit to a site for wind generation development. The grant activities help to develop human capacity at NTUA and help NTUA to engage in renewable energy generation activities, including not only wind but also solar and biomass. The final report also includes information about development activities regarding the sited included in the grant-funded feasibility study.

Final Technical Report - 300°C Capable Electronics Platform and Temperature Sensor System For Enhanced Geothermal Systems

A silicon carbide (SiC) based electronic temperature sensor prototype has been demonstrated to operate at 300°C. We showed continuous operation of 1,000 hours with SiC operational amplifier and surface mounted discreet resistors and capacitors on a ceramic circuit board. This feasibility demonstration is a major milestone in the development of high temperature electronics in general and high temperature geothermal exploration and well management tools in particular. SiC technology offers technical advantages that are not found in competing technologies such as silicon-on-insulator (SOI) at high temperatures of 200°C to 300°C and beyond. The SiC integrated circuits and packaging methods can be used in new product introduction by GE Oil and Gas for high temperature down-hole tools. The existing SiC fabrication facility at GE is sufficient to support the quantities currently demanded by the marketplace, and there are other entities in the United States and other countries capable of ramping up SiC technology manufacturing. The ceramic circuit boards are different from traditional organic-based electronics circuit boards, but the fabrication process is compatible with existing ceramic substrate manufacturing. Geomechanical Simulation of Fluid-Driven Fractures

The project supported graduate students working on experimental and numerical modeling of rock fracture, with the following objectives: (a) perform laboratory testing of fluid-saturated rock; (b) develop predictive models for simulation of fracture; and (c) establish educational frameworks for geologic sequestration issues related to rock fracture. These objectives were achieved through (i) using a novel apparatus to produce faulting in a fluid-saturated rock; (ii) modeling fracture with a boundary element method; and (iii) developing curricula for training geoengineers in experimental mechanics, numerical modeling of fracture, and poroelasticity.

A letter report issued by the Government Accountability Office with an abstract that begins "The Federal Motor Carrier Safety Administration (FMCSA), part of the Department of Transportation (DOT), has established a number of key controls designed to prevent commercial driver’s license (CDL) holders from operating commercial vehicles while impaired. First, drivers are required to undergo regular medical exams by a certified medical examiner. Second, employers are responsible for drug testing employees at various points of employment. Third, state and federal roadside-inspection programs are in place to identify impaired drivers and perform other safety checks. If these key controls are operating effectively, they will help identify commercial drivers who are not capable of driving safely. However, GAO’s prior work has found that these controls were vulnerable to abuse or manipulation. The Moving Ahead for Progress in the 21st Century Act, enacted in July 2012, will require additional measures to ensure that disqualified drivers do not operate commercial vehicles, and could help address some of these vulnerabilities. For example, the law requires DOT to implement a national clearinghouse of commercial-driver controlled-substance and alcohol test results by July 2014. Ground-source heat pump (GSHP) systems are perhaps the most widely used “sustainable” heating and cooling systems, with an estimated 1.7 million installed units with total installed heating capacity on the order of 18 GW. They are widely used in residential, commercial, and institutional buildings. Standing column wells (SCW) are one form of ground heat exchanger that, under the right geological conditions, can provide excellent energy efficiency at a relatively low capital cost. Closed-loop surface water heat pump (SWHP) systems utilize surface water heat exchangers (SWHE) to reject or extract heat from nearby surface water bodies. For building near surface water bodies, these systems also offer a high degree of energy efficiency at a low capital cost. However, there have been few design tools available for properly sizing standing column wells or surface water heat exchangers. Nor have tools for analyzing the energy consumption and supporting economics-based design decisions been available.
