Fermi Large Area Telescope Observations of the Cosmic-Ray Induced

We report on measurements of the cosmic-ray induced {gamma}-ray emission of Earth's atmosphere by the Large Area Telescope onboard the Fermi Gamma-ray Space Telescope. The LAT has observed the Earth during its commissioning phase and with a dedicated Earth-limb following observation in September 2008. These measurements yielded {approx} 6.4 x 10{sup 6} photons with energies > 100 MeV and {approx} 250 hours total livetime for the highest quality data selection. This allows the study of the spatial and spectral distributions of these photons with unprecedented detail. The spectrum of the emission - often referred to as Earth albedo gamma-ray emission - has a power-law shape up to 500 GeV with spectral index {Lambda} = 2.79 {+-} 0.06.

Fermi LAT Detection of Pulsed Gamma-Rays From the Vela-Like Pulsars PSR J1048-5832 and PSR J2229+6114

We report the detection of {gamma}-ray pulsations ({ge}0.1 GeV) from PSR J2229+6114 and PSR J1048-5832, the latter having been detected as a low-significance pulsar by EGRET. Data in the {gamma}-ray band were acquired by the Large Area Telescope (LAT) aboard the Fermi Gamma-ray Space Telescope, while the radio rotational ephemerides used to fold the {gamma}-ray light curves were obtained using the Green Bank Telescope, the Lovell telescope at Jodrell Bank, and the Parkes Telescope. The two young radio pulsars, located within the error circles of the previously unidentified EGRET sources 3EG J1048-5840 and 3EG J2227+6122, present spin-down characteristics similar to the Vela pulsar. PSR J1048-5832 shows two sharp peaks at phases 0.15 {+-} 0.01 and 0.57 {+-} 0.01 relative to the radio pulse confirming the EGRET light curve, while PSR J2229+6114 presents a very broad peak at phase 0.49 {+-} 0.01. The {gamma}-ray spectra above 0.1 GeV of both pulsars are fit with power laws having exponential cutoffs near 3 GeV, leading to integral photon fluxes of (2.19 {+-} 0.22 {+-} 0.32) x 10{sup -7} cm{sup -2} s{sup -1} for PSR J1048-5832 and (3.77 {+-} 0.22 {+-} 0.44) x 10{sup -7} cm{sup -2} s{sup -1} for PSR J2229+6114. Fermi LAT Observations of LS 5039 (open access)

Fermi LAT Observations of LS 5039

The first results from observations of the high-mass X-ray binary LS 5039 using the Fermi Gamma-ray Space Telescope data between 2008 August and 2009 June are presented. Our results indicate variability that is consistent with the binary period, with the emission being modulated with a period of 3.903 {+-} 0.005 days; the first detection of this modulation at GeV energies. The light curve is characterized by a broad peak around superior conjunction in agreement with inverse Compton scattering models. The spectrum is represented by a power law with an exponential cutoff, yielding an overall flux (100 MeV-300 GeV) of 4.9 {+-} 0.5(stat) {+-} 1.8(syst) x 10{sup -7} photon cm{sup -2} s{sup -1}, with a cutoff at 2.1 {+-} 0.3(stat) {+-} 1.1(syst) GeV and photon index {Gamma} = 1.9 {+-} 0.1(stat) {+-} 0.3(syst). The spectrum is observed to vary with orbital phase, specifically between inferior and superior conjunction. We suggest that the presence of a cutoff in the spectrum may be indicative of magnetospheric emission similar to the emission seen in many pulsars by Fermi.

Final Report for: "Bis-pi-allylpalladium Complexes in Catalysis of Multicomponent Reactions"

The research project involved the development of new and functionally improved Pd(II) catalyst for a three-component reaction of boronic acids, allenes and imines to afford homoallylic amines that are useful in synthesis of biologically active heterocycles. Furthermore, insights into the reaction mechanism and the structure and reactivity of the catalytically active intermediates involved in this process were sought. As a result of this work, a new type of Pd-catalysts possessing an auxiliary ligand attached to the Pd center via a C-Pd and N-Pd bonds were identified, and found to be more active than the traditional catalysts derived from Pd(OAc)2. The new catalysts provided an access to a broader range of homoallylic amine products. Although the final unequivocal evidence regarding the structure of the Pd(II) complex involved in the nucleophilic transfer of the allyl fragment from the palladium center to the imine could not be obtained, mechanistic insights into the events that are detrimental to the activity of the originally reported Pd(OAc)2-based catalytic systems were uncovered.

ORISE conducted onsite verification activities of the Building 330 project footprint during the period of June 6 through June 7, 2011. The verification activities included technical reviews of project documents, visual inspections, radiation surface scans, and sampling and analysis. The draft verification report was issued in July 2011 with findings and recommendations. The contractor performed additional evaluations and remediation.

Final Technical Report Recovery Act: Online Nonintrusive Condition Monitoring and Fault Detection for Wind Turbines

The penetration of wind power has increased greatly over the last decade in the United States and across the world. The U.S. wind power industry installed 1,118 MW of new capacity in the first quarter of 2011 alone and entered the second quarter with another 5,600 MW under construction. By 2030, wind energy is expected to provide 20% of the U.S. electricity needs. As the number of wind turbines continues to grow, the need for effective condition monitoring and fault detection (CMFD) systems becomes increasingly important [3]. Online CMFD is an effective means of not only improving the reliability, capacity factor, and lifetime, but it also reduces the downtime, energy loss, and operation and maintenance (O&M) of wind turbines. The goal of this project is to develop novel online nonintrusive CMFD technologies for wind turbines. The proposed technologies use only the current measurements that have been used by the control and protection system of a wind turbine generator (WTG); no additional sensors or data acquisition devices are needed. Current signals are reliable and easily accessible from the ground without intruding on the wind turbine generators (WTGs) that are situated on high towers and installed in remote areas. Fundamental Studies and Development of III-N Visible LEDs for High-Power Solid-State Lighting Applications

The goal of this program is to understand in a fundamental way the impact of strain, defects, polarization, and Stokes loss in relation to unique device structures upon the internal quantum efficiency (IQE) and efficiency droop (ED) of III-nitride (III-N) light-emitting diodes (LEDs) and to employ this understanding in the design and growth of high-efficiency LEDs capable of highly-reliable, high-current, high-power operation. This knowledge will be the basis for our advanced device epitaxial designs that lead to improved device performance. The primary approach we will employ is to exploit new scientific and engineering knowledge generated through the application of a set of unique advanced growth and characterization tools to develop new concepts in strain-, polarization-, and carrier dynamics-engineered and low-defect materials and device designs having reduced dislocations and improved carrier collection followed by efficient photon generation. We studied the effects of crystalline defect, polarizations, hole transport, electron-spillover, electron blocking layer, underlying layer below the multiplequantum- well active region, and developed high-efficiency and efficiency-droop-mitigated blue LEDs with a new LED epitaxial structures. We believe new LEDs developed in this program will make a breakthrough in the development of high-efficiency high-power visible III-N LEDs from violet to green spectral region.

Under this project, General Atomics (GA) was tasked to develop the experimental validation plans for two high priority ISAs, Boundary and Pedestal and Whole Device Modeling in collaboration with the theory, simulation and experimental communities. The following sections have been incorporated into the final FSP Program Plan (www.pppl.gov/fsp), which was delivered to the US Department of Energy (DOE). Additional deliverables by GA include guidance for validation, development of metrics to evaluate success and procedures for collaboration with experiments. These are also part of the final report.

Gas-Phase Molecular Dynamics: Theoretical Studies In Spectroscopy and Chemical Dynamics

The main goal of this program is the development and application of computational methods for studying chemical reaction dynamics and molecular spectroscopy in the gas phase. We are interested in developing rigorous quantum dynamics algorithms for small polyatomic systems and in implementing approximate approaches for complex ones. Particular focus is on the dynamics and kinetics of chemical reactions and on the rovibrational spectra of species involved in combustion processes. This research also explores the potential energy surfaces of these systems of interest using state-of-the-art quantum chemistry methods, and extends them to understand some important properties of materials in condensed phases and interstellar medium as well as in combustion environments.

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Health and Human Services’ (HHS) Health Resources and Services Administration (HRSA) revised its New Access Point (NAP) competitive award process in fiscal year 2011 to increase the emphasis on the need for services in the applicant’s proposed service area, and on the three special populations—migrant and seasonal farmworkers, homeless people, and residents of public housing—designated by the Public Health Service Act. The act requires that certain proportions of Health Center Program funding go to health centers serving the special populations. To increase the emphasis on need, HRSA increased the weight given to need in the application review process. To target health centers serving special populations, HRSA gave extra points in the application process to applicants proposing to serve them. When this was insufficient to meet the required proportions, HRSA moved some applicants ahead of others in the award rank order list, a method it had used in the past. The effect of HRSA’s actions on the award outcome was magnified in fiscal year 2011 because (1) HRSA received less program funding than it had anticipated, and (2) it needed to increase the share …
