CHARACTERIZATION OF TENSILE STRENGTH OF GLOVEBOX GLOVES

A task was undertaken to compare various properties of different glovebox gloves, having various compositions, for use in gloveboxes at the Savannah River Site (SRS). One aspect of this project was to determine the tensile strength (TS) of the gloves. Longitudinal tensile samples were cut from 15 different gloves and tensile tested. The stress, load, and elongation at failure were determined. All of the gloves that are approved for glovebox use and listed in the glovebox procurement specification met the tensile and elongation requirements. The Viton{reg_sign} compound gloves are not listed in the specification, but exhibited lower tensile strengths than permissible based on the Butyl rubber requirements. Piercan Polyurethane gloves were the thinnest samples and exhibited the highest tensile strength of the materials tested.

CHEMICAL DIFFERENCES BETWEEN SLUDGE SOLIDS AT THE F AND H AREA TANK FARMS

The primary source of waste solids received into the F Area Tank Farm (FTF) was from PUREX processing performed to recover uranium and plutonium from irradiated depleted uranium targets. In contrast, two primary sources of waste solids were received into the H Area Tank Farm (HTF): a) waste from PUREX processing; and b) waste from H-modified (HM) processing performed to recover uranium and neptunium from burned enriched uranium fuel. Due to the differences between the irradiated depleted uranium targets and the burned enriched uranium fuel, the average compositions of the F and H Area wastes are markedly different from one another. Both F and H Area wastes contain significant amounts of iron and aluminum compounds. However, because the iron content of PUREX waste is higher than that of HM waste, and the aluminum content of PUREX waste is lower than that of HM waste, the iron to aluminum ratios of typical FTF waste solids are appreciably higher than those of typical HTF waste solids. Other constituents present at significantly higher concentrations in the typical FTF waste solids include uranium, nickel, ruthenium, zinc, silver, cobalt and copper. The information is used to strengthen beryllium safety practices at LLNL, particularly in the areas of: (1) Management of small parts and components; and (2) Communication of program status to employees. Future changes to LLNL beryllium activities and on-going operating experience will be incorporated into the program as described in Section S, 'Performance Feedback.'

The physics of coherent synchrotron radiation (CSR) emitted by ultra-relativistic electron bunches, known since the last century, has become increasingly important with the development of high peak current free electron lasers and shorter bunch lengths in storage rings. Coherent radiation can be described as a low frequency part of the familiar synchrotron radiation in bending magnets. As this part is independent of the electron energy, the fields of different electrons of a short bunch can be in phase and the total power of the radiation will be quadratic with the number of electrons. Naturally the frequency spectrum of the longitudinal electron distribution in a bunch is of the same importance as the overall electron bunch length. The interest in the utilization of high power radiation from the terahertz and far infrared region in the field of chemical, physical and biological processes has led synchrotron radiation facilities to pay more attention to the production of coherent radiation. Several laboratories have proposed the construction of a facility wholly dedicated to terahertz production using the coherent radiation in bending magnets initiated by the longitudinal instabilities in the ring. A letter report issued by the Government Accountability Office with an abstract that begins "GAO identified 23 community development tax expenditures available in fiscal year 2010. For example, five ($1.5 billion) targeted economically distressed areas, and nine ($8.7 billion) supported specific activities such as rehabilitating structures for business use. The design of each community development tax expenditure appears to overlap with that of at least one other tax expenditure in terms of the areas or activities funded. Federal tax laws and regulations permit use of multiple tax expenditures or tax expenditures with other federal spending programs, but often with limits. For instance, employers cannot claim more than one employment tax credit for the same wages paid to an individual. Besides IRS, administering many community development tax expenditures involves other federal agencies as well as state and local governments. For example, the National Park Service oversees preservation standards for the 20 percent historic rehabilitation tax credit. Fragmented administration and program overlap can result in administrative burden, such as applications to multiple federal agencies to fund the needs of a distressed area or finance a specific."

A letter report issued by the Government Accountability Office with an abstract that begins "AHRQ used its standard, competitive review processes and criteria to select the recipients of CER grants and contracts using Recovery Act funds. Specifically, to select the recipients of Recovery Act CER grants, AHRQ used its standard review process that includes peer review of grant applications, the development of funding recommendations by a team of senior officials within AHRQ, and final funding determination by the agency’s director. As part of this process, AHRQ used its standard criteria to evaluate grant applications, as well as additional requirements that were specific to each funding opportunity. To select contractors who would receive Recovery Act funds, AHRQ used its standard contracting processes and criteria that are governed by the Federal Acquisition Regulation, which establishes uniform policies for acquisition of supplies and services by executive agencies, and the Public Health Service Act. These processes included an evaluation of all contract proposals using standard criteria adapted to the specific needs of each project. A Compton-Vetoed Germanium Detector with Increased Sensitivity at Low Energies

The difficulty to directly detect plutonium in spent nuclear fuel due to the high Compton background of the fission products motivates the design of a Gamma detector with improved sensitivity at low energies. We have built such a detector by operating a thin high-purity Ge detector with a large scintillator Compton veto directly behind it. The Ge detector is thin to absorb just the low-energy Pu radiation of interest while minimizing Compton scattering of high energy radiation from the fission products. The subsequent scintillator is large so that forward scattered photons from the Ge detector interact in it at least once to provide an anti-coincidence veto for the Ge detector. For highest sensitivity, additional material in the line-of-sight is minimized, the radioactive sample is kept thin, and its radiation is collimated. We will discuss the instrument design, and demonstrate the feasibility of the approach with a prototype that employs two large CsI scintillator vetoes. Initial spectra of a thin Cs-137 calibration source show a background suppression of a factor of {approx}2.5 at {approx}100 keV, limited by an unexpectedly thick 4 mm dead layer in the Ge detector.

Considerations For Contractile Electroactive Materials and Actuators

Electroactive polymers (EAPs) that bend, swell, ripple (first generation materials), and now contract with low electric input (new development) have been produced. The mechanism of contraction is not well understood. Radionuclide-labeled experiments, molecular modeling, electrolyte experiments, pH experiments, and an ionic concentration experiment were used to determine the chain of events that occur during contraction and, reciprocally, expansion when the polarity is reversed, in these ionic EAPs. Plasma treatment of the electrodes, along with other strategies, allows for the embedded electrodes and the EAP material of the actuator to work and move as a unit, with no detachment, by significantly improving the metal-polymer interface, analogous to nerves and tendons moving with muscles during movement. Challenges involved with prototyping actuation using contractile EAPs are also discussed.

CONTAINMENT OF LOW-LEVEL RADIOACTIVE WASTE AT THE DOE SALTSTONE DISPOSAL FACILITY

As facilities look for permanent storage of toxic materials, they are forced to address the long-term impacts to the environment as well as any individuals living in affected area. As these materials are stored underground, modeling of the contaminant transport through the ground is an essential part of the evaluation. The contaminant transport model must address the long-term degradation of the containment system as well as any movement of the contaminant through the soil and into the groundwater. In order for disposal facilities to meet their performance objectives, engineered and natural barriers are relied upon. Engineered barriers include things like the design of the disposal unit, while natural barriers include things like the depth of soil between the disposal unit and the water table. The Saltstone Disposal Facility (SDF) at the Savannah River Site (SRS) in South Carolina is an example of a waste disposal unit that must be evaluated over a timeframe of thousands of years. The engineered and natural barriers for the SDF allow it to meet its performance objective over the long time frame. Some waste disposal facilities are required to meet certain standards to ensure public safety. These type of facilities require an engineered containment system …

The accomplishments of this project include three elements. The first element directly relates to the focus of this project. Specifically, we have determined the three-dimensional Ehrlich-Schwoebel barriers, with and without surfactants, and two manuscripts in preparation; references refer to the list of journal publications. Further, we have discovered a characteristic length scale - the dimension of atomic islands bounded by multiple-layer surface steps. This discovery has made it possible to understand scientifically why nanorods synthesis is possible at all, will enable science-based design of nanorods, and may impact energy technology through nanomaterials design and synthesis. The second element relates to an exploration - synthesis of nanowires. This exploration is made possible through additional support of a Small Grant Exploratory Research from NSF. Through a combination of atomistic simulations, theories, and experiments, the PI and colleagues have made two contributions to the field. Specifically, they have revealed the physical reason why periodic twins develop during growth of SiC nanowires. Further, they have discovered that SiC nanowire films have an order-of-magnitude higher friction that their macroscopic counterpart, something that has never been reported before. The discovery and understanding of new, improved materials to advance fuel cell technology are the objectives of the Cornell Fuel Cell Institute (CFCI) research program. CFCI was initially formed in 2003. This report highlights the accomplishments from 2006-2009. Many of the grand challenges in energy science and technology are based on the need for materials with greatly improved or even revolutionary properties and performance. This is certainly true for fuel cells, which have the promise of being highly efficient in the conversion of chemical energy to electrical energy. Fuel cells offer the possibility of efficiencies perhaps up to 90 % based on the free energy of reaction. Here, the challenges are clearly in the materials used to construct the heart of the fuel cell: the membrane electrode assembly (MEA). The MEA consists of two electrodes separated by an ionically conducting membrane. Each electrode is a nanocomposite of electronically conducting catalyst support, ionic conductor and open porosity, that together form three percolation networks that must connect to each catalyst nanoparticle; otherwise the catalyst is inactive. Coupling Measurements in ATF2 Extraction Line

The purpose of ATF2 is to deliver a beam with stable very small spotsizes as required for future linear colliders such as ILC or CLIC. To achieve that, precise controls of aberrations such as dispersion and coupling are necessary. Theoretically, the complete reconstruction of the beam matrix is possible from the measurements of horizontal, vertical and tilted beam sizes, combining skew quadrupole scans at several wire-scanner positions. Such measurements were performed in the extraction line (EXT) of ATF2 in May 2009. We present analysis results attempting to resolve the 4 x 4 beam matrix. We aimed to reconstruct the full beam matrix using only skew quadrupole scans at different EXT wire-scanner locations, with measurements of horizontal, vertical and two tilted beam size projections. Checking the coherence of the {sigma}{sub 13} reconstruction from the {sigma}{sub 80{sup o}} and the {sigma}{sub 100{sup o}} measurements was essential to perform this analysis. We have shown that reconstruction of the coupling element can not be performed independantly of the 4 x 4 diagonal ones since it leads to unphysical results. A more accurate and automatisable method was find, leading to physical beam matrix reconstruction, compatible with the measurements. Another analysis should be performed based on …

Decommissioning of the Remediation Systems at Waverly, Nebraska, in 2011-2012.

The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility in Waverly, Nebraska, from 1952 to 1974. During this time, the grain fumigant '80/20' (carbon tetrachloride/carbon disulfide) was used to preserve stored grain. In 1982, sampling by the U.S. Environmental Protection Agency (EPA) found carbon tetrachloride contamination in the town's groundwater. After an investigation of the contaminant distribution, the site was placed on the National Priority List (NPL) in 1986, and the CCC/USDA accepted responsibility for the contamination. An Interagency Compliance Agreement between the EPA and the CCC/USDA was finalized in May 1988 (EPA 1990). The EPA (Woodward-Clyde Consultants, contractor) started immediate cleanup efforts in 1987 with the installation of an air stripper, a soil vapor extraction system, a groundwater extraction well, and groundwater and soil gas monitoring wells (Woodward-Clyde 1986, 1988a,b). After the EPA issued its Record of Decision (ROD; EPA 1990), the CCC/USDA (Argonne National Laboratory, contractor) took over operation of the treatment systems. The CCC/USDA conducted a site investigation (Argonne 1991, 1992a,b), during which a carbon tetrachloride plume in groundwater was discovered northeast of the former facility. A letter report issued by the Government Accountability Office with an abstract that begins "The total estimated cost of the Department of Defense’s (DOD) 2011 portfolio of 96 major defense acquisition programs stands at $1.58 trillion. In the past year, the total acquisition cost of these programs has grown by over $74.4 billion or 5 percent, of which about $31.1 billion can be attributed to factors such as inefficiencies in production, $29.6 billion to quantity changes, and $13.7 billion to research and development cost growth. DOD’s portfolio is dominated by a small number of programs, with the Joint Strike Fighter accounting for the most cost growth in the last year, and the largest projected future funding needs. The majority of the programs in the portfolio have lost buying power in the last year as their program acquisition unit costs have increased. The number of programs in the portfolio has decreased from 98 to 96 in the past year and, looking forward, is projected to decrease again next fiscal year to its lowest level since 2004."

A new roadway lighting demonstration project was initiated in late 2010, which was planned in conjunction with other upgrades to NE Cully Boulevard, a residential collector road in the northeast area of Portland, OR. With the NE Cully Boulevard project, the Portland Bureau of Transportation hoped to demonstrate different light source technologies and different luminaires side-by-side. This report documents the initial performance of six different newly installed luminaires, including three LED products, one induction product, one ceramic metal halide product, and one high-pressure sodium (HPS) product that represented the baseline solution. It includes reported, calculated, and measured performance; evaluates the economic feasibility of each of the alternative luminaires; and documents user feedback collected from a group of local Illuminating Engineering Society (IES) members that toured the site. This report does not contain any long-term performance evaluations or laboratory measurements of luminaire performance. Although not all of the installed products performed equally, the alternative luminaires generally offered higher efficacy, more appropriate luminous intensity distributions, and favorable color quality when compared to the baseline HPS luminaire. However, some products did not provide sufficient illumination to all areas—vehicular drive lanes, bicycle lanes, and sidewalks—or would likely fail to meet design criteria over the …

Determination of the S-Wave Pi Pi Scattering Lengths From a Study of K - to Pi - Pi0 Pi0 Decays

We report the results from a study of the full sample of {approx}6.031 x 10{sup 7} K{sup {+-}} {yields} {pi}{sup {+-}}{pi}{sup 0}{pi}{sup 0} decays recorded by the NA48/2 experiment at the CERN SPS. As first observed in this experiment, the {pi}{sup 0}{pi}{sup 0} invariant mass (M{sub 00}) distribution shows a cusp-like anomaly in the region around M{sub 00} = 2m{sub +}, where m{sub +} is the charged pion mass. This anomaly has been interpreted as an effect due mainly to the final state charge exchange scattering process {pi}{sup +}{pi}{sup -} {yields} {pi}{sup 0}{pi}{sup 0} in K{sup {+-}} {yields} {pi}{sup {+-}}{pi}{sup +}{pi}{sup -} decay. Fits to the M{sub 00} distribution using two different theoretical formulations provide the presently most precise determination of a{sub 0} - a{sub 2}, the difference between the {pi}{pi} S-wave scattering lengths in the isospin I = 0 and I = 2 states. Higher-order {pi}{pi} rescattering terms, included in the two formulations, allow also an independent, though less precise, determination of a{sub 2}.

Developing New Alternative Energy in Virginia: Bio-Diesel from Algae

The overall objective of this study was to select chemical processing equipment, install and operate that equipment to directly convert algae to biodiesel via a reaction patented by Old Dominion University (Pat. No. US 8,080,679B2). This reaction is a high temperature (250- 330{degrees}C) methylation reaction utilizing tetramethylammonium hydroxide (TMAH) to produce biodiesel. As originally envisioned, algal biomass could be treated with TMAH in methanol without the need to separately extract triacylglycerides (TAG). The reactor temperature allows volatilization and condensation of the methyl esters whereas the spent algae solids can be utilized as a high-value fertilizer because they are minimally charred. During the course of this work and immediately prior to commencing, we discovered that glycerol, a major by-product of the conventional transesterification reaction for biofuels, is not formed but rather three methoxylated glycerol derivatives are produced. These derivatives are high-value specialty green chemicals that strongly upgrade the economics of the process, rendering this approach as one that now values the biofuel only as a by-product, the main value products being the methoxylated glycerols. We describe a method for simultaneously determining the {alpha}-ratio and k{sub eff} for fissile materials using fast neutrons. Our method is a generalization of the Hage-Cifarrelli method for determining k{sub eff} for fissile assemblies which utilizes the shape of the fast neutron spectrum. In this talk we illustrate the method using Monte Carlo simulations of the fast neutrons generated in PuO{sub 2} to calculate the fast neutron spectrum and Feynman correlations.
