Tax Reform: An Overview of Proposals in the 112th Congress

This report gives an overview of tax reform issues. The President and leading members of Congress have stated that fundamental tax reform is a major policy objective for the 112th Congress. Some Members have said that fundamental tax reform is needed in order to raise a large amount of additional revenue, which is necessary to reduce high forecast budget deficits and the sharply rising national debt. Congressional interest has been expressed in both a major overhaul of the U.S. tax system and the feasibility of levying a consumption tax.

Vocational Rehabilitation and Employment for veterans (VR&E) is an entitlement program that provides job training and related services to veterans with service-connected disabilities. In cases where a disabled veteran is not able to work, the VR&E program provides independent living services to help the veteran achieve the highest possible quality of life. The VR&E program is administered by the Veterans Benefit Administration, part of the Department of Veterans Affairs (VA). In FY2012, the VA estimates that VR&E benefits will cost $516 million, subsistence allowances for eligible veterans will be an additional $433 million, and administrative costs will total $204 million.

This report gives an analysis of the unconditional most-favored-nation (MFN) status, or in U.S. statutory parlance, normal trade relations (NTR) status, which is a fundamental principle of the World Trade Organization (WTO). This conflicts with the U.S. laws under Title IV of the Trade Act of 1974 that limits trade status with several nations undergoing accession into the WTO. On June 12, 2012, Sen. Max Baucus introduced a bill with bipartisan co-sponsorship to authorize PNTR for Russia. The report includes information about MFN status and the WTO, the Jackson-Vanik Amendment restricting trade, the case of China, and prospective WTO accessions.

Criminal Prohibitions on the Publication of Classified Defense Information

The recent online publication of classified defense documents by the organization WikiLeaks and subsequent reporting by the New York Times and other news media have focused attention on whether such publication violates U.S. criminal law. The Justice Department and Department of Defense are investigating the circumstances to determine whether any prosecutions will be undertaken in connection with the disclosure. This report discusses the statutory prohibitions that may be implicated, including the Espionage Act; the extraterritorial application of such statutes; and the First Amendment implications related to such prosecutions against domestic or foreign media organizations and associated individuals. The report provides a summary of recent legislation relevant to the issue as well as some previous efforts to criminalize the unauthorized disclosure of classified information.

Iran Sanctions

The objective of sanctions may be on its way to achievement but has not been accomplished to date. U.S. officials believe that these sanctions caused Iran to return to the nuclear bargaining table in April 2012 with greater seriousness and intent toward peaceful resolution. Despite the imposition of what many now consider to be "crippling" sanctions, some in Congress believe that economic and diplomatic pressure on Iran needs to increase further and faster. In the 112th Congress, legislation would enhance both the economic sanctions and human rights-related provisions of a previous Iran sanctions laws However, movement on new sanctions might be on hold pending the outcome of a second round of nuclear talks slated for May 23 in Baghdad.

Barnes, Kansas, is a small rural community (population approximately 150) located in Washington County, in north-central Kansas (Figure 1.1). The city lies in a transition zone between the Flint Hills and the glaciated region. The area's topography consists of gently sloping hills of Pleistocene loess (< 20 ft) overlying a shale unit and interbedded shale, limestone, and siltstone of the Permian Chase Group. Groundwater for the public water supply is obtained from wells PWS2 and PWS3 at reported depths of 155 ft and 160 ft, respectively, located in the northwestern portion of the city. The water is produced from the bedrock aquifer of the Chase Group. Section 2 summarizes of the hydrogeologic conceptual site model. The findings of the monitoring events at Barnes in 2011 continued to support the following previous conclusions: (1) Measurements of groundwater levels obtained manually and through the use of automatic recorders have consistently indicated that the flow direction is strongly influenced by pumping of the public water supply wells. The results have demonstrated an apparent groundwater flow direction to the northeast when the public wells are not pumping and a northwesterly groundwater flow trend when the public wells are pumping.
