DECONTAMINATION OF PLUTONIUM FOR FLUORIDE AND CHLORIDE DURING OXALATE PRECIPITATION, FILTRATION AND CALCINATION PROCESSES (open access)

DECONTAMINATION OF PLUTONIUM FOR FLUORIDE AND CHLORIDE DURING OXALATE PRECIPITATION, FILTRATION AND CALCINATION PROCESSES

Due to analytical limitations for the determination of fluoride (F) and chloride (Cl) in a previous anion exchange study, an additional study of the decontamination of Pu from F and Cl by oxalate precipitation, filtration and calcination was performed. Anion product solution from the previous impurity study was precipitated as an oxalate, filtered, and calcined to produce an oxide for analysis by pyrohydrolysis for total Cl and F. Analysis of samples from this experiment achieved the purity specification for Cl and F for the proposed AFS-2 process. Decontamination factors (DF's) for the overall process (including anion exchange) achieved a DF of {approx}5000 for F and a DF of {approx}100 for Cl. Similar experiments where both HF and HCl were spiked into the anion product solution to a {approx}5000 {micro}g /g Pu concentration showed a DF of 5 for F and a DF of 35 for Cl across the combined precipitation-filtration-calcination process steps.

HB-LINE ANION EXCHANGE PURIFICATION OF AFS-2 PLUTONIUM FOR MOX (open access)

HB-LINE ANION EXCHANGE PURIFICATION OF AFS-2 PLUTONIUM FOR MOX

Non-radioactive cerium (Ce) and radioactive plutonium (Pu) anion exchange column experiments using scaled HB-Line designs were performed to investigate the feasibility of using either gadolinium nitrate (Gd) or boric acid (B as H{sub 3}BO{sub 3}) as a neutron poison in the H-Canyon dissolution process. Expected typical concentrations of probable impurities were tested and the removal of these impurities by a decontamination wash was measured. Impurity concentrations are compared to two specifications - designated as Column A or Column B (most restrictive) - proposed for plutonium oxide (PuO{sub 2}) product shipped to the Mixed Oxide (MOX) Fuel Fabrication Facility (MFFF). Use of Gd as a neutron poison requires a larger volume of wash for the proposed Column A specification. Since boron (B) has a higher proposed specification and is more easily removed by washing, it appears to be the better candidate for use in the H-Canyon dissolution process. Some difficulty was observed in achieving the Column A specification due to the limited effectiveness that the wash step has in removing the residual B after {approx}4 BV's wash. However a combination of the experimental 10 BV's wash results and a calculated DF from the oxalate precipitation process yields an overall DF sufficient …

Domestic Content Legislation: The Buy American Act and Complementary Little Buy American Provisions (open access)

Domestic Content Legislation: The Buy American Act and Complementary Little Buy American Provisions

Congress has broad authority to place conditions on the purchases made by the federal government or with federal dollars. One of many conditions that it has placed on direct government purchases is a requirement that they be produced in the United States. The most well-known of these requirements is the Buy American Act, which is the major domestic preference statute governing procurement by the federal government. This report summarizes (1) the Buy American Act, what it does and does not cover; (2) the Little Buy American Acts found in permanent law, emphasizing what they govern, major exceptions and why Congress felt them necessary in light of the requirements of the Buy American Act; and (3) the temporary Little Buy American provision found in the American Recovery and Reinvestment Act.

Hydrogen Concentration in the Inner-Most Container within a Pencil Tank Overpack Packaged in a Standard Waste Box Package (open access)

Hydrogen Concentration in the Inner-Most Container within a Pencil Tank Overpack Packaged in a Standard Waste Box Package

A set of steady state diffusion flow equations, for the hydrogen diffusion from one bag to the next bag (or one plastic waste container to another), within a set of nested waste bags (or nested waste containers), are developed and presented. The input data is then presented and justified. Inputting the data for each volume and solving these equations yields the steady state hydrogen concentration in each volume. The input data (permeability of the bag surface and closure, dimensions and hydrogen generation rate) and equations are analyzed to obtain the hydrogen concentrations in the innermost container for a set of containers which are analyzed for the TRUCON code for the general waste containers and the TRUCON code for the Pencil Tank Overpacks (PTO) in a Standard Waste Box (SWB).

Final Report DOE Award # DE-FG02-05ER46218, Texas Tech University: "Cyclic Macromolecules: Dynamics and Nonlinear Rheology"

The work described in the present report had the original goal to produce large, entangled, ring polymers that were uncontaminated by linear chains and to characterize by rheological methods the dynamics of these rings. While the work fell short of this specific goal, the outcomes of the research performed under support from this grant provided novel macromolecular synthesis methods, new separation methods for ring and linear chains, and novel rheological data on bottle brush polymers, wedge polymers and dendron-based ring molecules. The grant funded a total of 8 archival manuscripts and one patent, all of which are attached to the present report.

Wavelength Shifting Phoswich Detectors for Superior Depth-of-Interaction Resolution (open access)

Wavelength Shifting Phoswich Detectors for Superior Depth-of-Interaction Resolution

In order to simultaneously achieve both high spatial resolution and high sensitivity in small Positron Emission Tomography (PET) systems, scintillation detectors must be long in the radial direction as well as able to provide depth-of-interaction (DOI) information. DOI information is typically provided by constructing detectors from two or more layers of scintillators that are identifiable due to their different decay times. This approach has worked well in tomographs such as the High Resolution Research Tomograph (HRRT, CTI PET Systems, Inc.) in which the emission and excitation bands of the scintillator layers do not overlap each other. However, many potentially important pairs of scintillator crystals exist in which the emission of one crystal is, in fact, absorbed and re-emitted by the second crystal, thus impacting the pulse shape discrimination process used to identify the scintillator layers. These potentially useful pairs of scintillators are unlikely to be implemented in phoswich detectors without a comprehensive understanding of the complex emission that results when the light of one crystal is absorbed by the second crystal and then reemitted. Our objective is to develop a fundamental understanding of the optical phenomena that occur in phoswich detectors and to exploit these phenomena to achieve improved spatial …
