Modified Magnetic Ground State in Nimn (2) O (4) Thin Films

The authors demonstrate the stabilization of a magnetic ground state in epitaxial NiMn{sub 2}O{sub 4} (NMO) thin films not observed in their bulk counterpart. Bulk NMO exhibits a magnetic transition from a paramagnetic phase to a collinear ferrimagnetic moment configuration below 110 K and to a canted moment configuration below 70 K. By contrast, as-grown NMO films exhibit a single magnetic transition at 60 K and annealed films exhibit the magnetic behavior found in bulk. Cation inversion and epitaxial strain are ruled out as possible causes for the new magnetic ground state in the as-grown films. However, a decrease in the octahedral Mn{sup 4+}:Mn{sup 3+} concentration is observed and likely disrupts the double exchange that produces the magnetic state at intermediate temperatures. X-ray magnetic circular dichroism and bulk magnetometry indicate a canted ferrimagnetic state in all samples at low T. Together these results suggest that the collinear ferrimagnetic state observed in bulk NMO at intermediate temperatures is suppressed in the as grown NMO thin films due to a decrease in octahedral Mn{sup 4+}, while the canted moment ferrimagnetic ordering is preserved below 60 K.

Validation of New Process Models for Large Injection-Molded Long-Fiber Thermoplastic Composite Structures

This report describes the work conducted under the CRADA Nr. PNNL/304 between Battelle PNNL and Autodesk whose objective is to validate the new process models developed under the previous CRADA for large injection-molded LFT composite structures. To this end, the ARD-RSC and fiber length attrition models implemented in the 2013 research version of Moldflow was used to simulate the injection molding of 600-mm x 600-mm x 3-mm plaques from 40% glass/polypropylene (Dow Chemical DLGF9411.00) and 40% glass/polyamide 6,6 (DuPont Zytel 75LG40HSL BK031) materials. The injection molding was performed by Injection Technologies, Inc. at Windsor, Ontario (under a subcontract by Oak Ridge National Laboratory, ORNL) using the mold offered by the Automotive Composite Consortium (ACC). Two fill speeds under the same back pressure were used to produce plaques under slow-fill and fast-fill conditions. Also, two gating options were used to achieve the following desired flow patterns: flows in edge-gated plaques and in center-gated plaques. Generation and Characterization of Anisotropic Microstructures in Rare Earth-Iron-Boron Alloys

The goal of this work is to investigate methods in which anisotropy could be induced in fine-grained alloys. We have identified two general processing routes to creating a fine, textured microstructure: form an amorphous precursor and devitrify in a manner that induces texture or form the fine, textured microstructure upon cooling directly from the liquid state. Since it is possible to form significant amounts of amorphous material in RE-Fe-B alloys, texture could be induced through biasing the orientationof the crystallites upon crystallization of the amorphous material. One method of creating this bias is to form glassy material and apply uniaxial pressure during crystallization. Experiments on this are presented. All of the work presented here utilizes melt-spinning, either to create precursor material, or to achieve a desired final microstructure. To obtain greater control of the system to process these materials, a study was done on the effects of heating the wheel and modifying the wheel’s surface finish on glass formation and phase selection. The second general approach—creating the desired microstructure directly from the liquid—can be done through directional rapid solidification. Budget Control Act: Potential Impact of Automatic Spending Reduction Procedures on Health Reform Spending

This report discusses the Budget Control Act of 2011 (BCA; P.L. 112-25), which established new budget enforcement mechanisms for reducing the federal deficit by at least $2.1 trillion over the 10-year period FY2012-FY2021. The BCA places statutory limits, or caps, on discretionary spending for each of those 10 fiscal years, which will save an estimated $0.9 trillion during that period. In addition, it creates a Joint Select Committee on Deficit Reduction (Joint Committee), which is instructed to develop legislation to reduce the federal deficit by at least another $1.5 trillion through FY2021.

Experimental Study of Parametric Dependence of Electron-scale Turbulence in a Spherical Tokamak

Electron-scale turbulence is predicted to drive anomalous electron thermal transport. However, experimental study of its relation with transport is still in its early stage. On the National Spherical Tokamak eXperiment (NSTX), electron-scale density fluctuations are studied with a novel tangen- tial microwave scattering system with high radial resolution of ±2 cm. Here, we report a study of parametric dependence of electron-scale turbulence in NSTX H-mode plasmas. The dependence on density gradient is studied through the observation of a large density gradient variation in the core induced by an ELM event, where we found the first clear experimental evidence of density gradient stabilization of electron-gyro scale turbulence in a fusion plasma. This observation, cou- pled with linear gyro-kinetic calculations, leads to the identification of the observed instability as toroidal Electron Temperature Gradient (ETG) modes. It is observed that longer wavelength ETG modes, k⊥ρs < 10 (ρs is the ion gyroradius at electron temperature and k⊥ is the wavenumber perpendicular to local equilibrium magnetic field), are most stabilized by density gradient, and the stabilization is accompanied by about a factor of two decrease in electron thermal diffusivity. The California Academy of Sciences (CAS) Morrison Planetarium is producing a 'full-dome' planetarium show on earthquakes and asked LLNL to produce content for the show. Specifically the show features numerical ground motion simulations of the M 7.9 1906 San Francisco and a possible future M 7.05 Hayward fault scenario earthquake. The show also features concepts of plate tectonics and mantle convection using images from LLNL's G3D global seismic tomography. This document describes the data that was provided to the CAS in support of production of the 'Earthquake' show. The CAS is located in Golden Gate Park, San Francisco and hosts over 1.6 million visitors. The Morrison Planetarium, within the CAS, is the largest all digital planetarium in the world. It features a 75-foot diameter spherical section projection screen tilted at a 30-degree angle. Six projectors cover the entire field of view and give a three-dimensional immersive experience. CAS shows strive to use scientifically accurate digital data in their productions. The show, entitled simply 'Earthquake', will debut on 26 May 2012. They are working on graphics and animations based on the same data sets for display on LLNL powerwalls and flat-screens as well as for public release.

SURVEY REPORT FOR THE CHARACTERIZATION OF THE FIVE TANKS LOCATED NEAR THE OLD SALVAGE YARD AT THE Y-12 NATIONAL SECURITY COMPLEX, OAK RIDGE, TENNESSEE

This summary report presents analytical results, radiological survey data, and other data/information for disposition planning of the five tanks located west of the Old Salvage Yard (OSY) at the Y-12 National Security Complex (Y-12) in Oak Ridge, Tennessee. Field personnel from Oak Ridge Associated Universities (ORAU) and URS?CH2M Oak Ridge LLC completed data collection in May 2012 per the project-specific plan (PSP) (ORAU 2012). Deviations from the PSP are addressed in the body of this report. Characterization activities included three data collection modes: visual inspection, radiological survey, and volumetric sampling/analysis. This report includes the final validated dataset and updates associated with the Tank 2 residues originally thought to be a biological bloom (e.g., slime mold) but ultimately identified as iron sulfate crystals.

The United States Department of Energy Office of Environmental Management (DOE-EM) has established a Performance Assessment Community of Practice (PA CoP) to foster the sharing of information among performance assessment (PA) and risk assessment practitioners, regulators and oversight personnel. The general intent is to contribute to continuous improvement in the consistency, technical adequacy and quality of implementation of PAs and risk assessments around the DOE Complex. The PA CoP activities have involved commercial disposal facilities and international participants to provide a global perspective. The PA CoP has also sponsored annual technical exchanges as a means to foster improved communication and to share lessons learned from on-going modelling activities. The PA CoP encourages activities to provide programmatic and technical assistance in the form of sharing experience and lessons learned with practitioners during the development of PAs and risk assessments. This assistance complements DOE-EM reviews through the Low-Level Waste Disposal Facility Federal Review Group (LFRG) that are conducted after modelling efforts are completed. Such up-front assistance is providing additional value in terms of improving consistency and sharing of information. There has been a substantial increase in the amount of assistance being provided.
