DISSOLUTION OF PLUTONIUM METAL IN 8-10 M NITRIC ACID

The H-Canyon facility will be used to dissolve Pu metal for subsequent purification and conversion to plutonium dioxide (PuO{sub 2}) using Phase II of HB-Line. To support the new mission, the development of a Pu metal dissolution flowsheet which utilizes concentrated (8-10 M) nitric acid (HNO{sub 3}) solutions containing potassium fluoride (KF) is required. Dissolution of Pu metal in concentrated HNO{sub 3} is desired to eliminate the need to adjust the solution acidity prior to purification by anion exchange. The preferred flowsheet would use 8-10 M HNO{sub 3}, 0.015-0.07 M KF, and 0.5-1.0 g/L Gd to dissolve the Pu up to 6.75 g/L. An alternate flowsheet would use 8-10 M HNO{sub 3}, 0.1-0.2 M KF, and 1-2 g/L B to dissolve the Pu. The targeted average Pu metal dissolution rate is 20 mg/min-cm{sup 2}, which is sufficient to dissolve a 'standard' 2250-g Pu metal button in 24 h. Plutonium metal dissolution rate measurements showed that if Gd is used as the nuclear poison, the optimum dissolution conditions occur in 10 M HNO{sub 3}, 0.04-0.05 M KF, and 0.5-1.0 g/L Gd at 112 to 116 C (boiling). DOD Supply Chain: Suspect Counterfeit Electronic Parts Can Be Found on Internet Purchasing Platforms

A letter report issued by the Government Accountability Office with an abstract that begins "Suspect counterfeit and bogus—part numbers that are not associated with any authentic parts—military-grade electronic parts can be found on Internet purchasing platforms, as none of the 16 parts vendors provided to GAO were legitimate. “Suspect counterfeit,” which applies to the first two categories of parts that were tested, is the strongest term used by an independent testing lab, signifying a potential violation of intellectual property rights, copyrights, or trademark laws, or misrepresentation to defraud or deceive. After submitting requests for quotes on both platforms, GAO received responses from 396 vendors, of which 334 were located in China; 25 in the United States; and 37 in other countries, including the United Kingdom and Japan. Of the 16 parts purchased, vendors usually responded within a day. GAO selected the first of any vendor among those offering the lowest prices that provided enough information to purchase a given part, generally within 2 weeks. Under GAO’s selection methodology, all 16 parts were provided by vendors in China."

This is the first meeting of the whole new GEWEX (Global Energy and Water Cycle Experiment) Atmospheric System Study (GASS) project that has been formed from the merger of the GEWEX Cloud System Study (GCSS) Project and the GEWEX Atmospheric Boundary Layer Studies (GABLS). As such, this meeting will play a major role in energizing GEWEX work in the area of atmospheric parameterizations of clouds, convection, stable boundary layers, and aerosol-cloud interactions for the numerical models used for weather and climate projections at both global and regional scales. The representation of these processes in models is crucial to GEWEX goals of improved prediction of the energy and water cycles at both weather and climate timescales. This proposal seeks funds to be used to cover incidental and travel expenses for U.S.-based graduate students and early career scientists (i.e., within 5 years of receiving their highest degree). We anticipate using DOE funding to support 5-10 people. We will advertise the availability of these funds by providing a box to check for interested participants on the online workshop registration form. A letter report issued by the Government Accountability Office with an abstract that begins "To verify license applicants' identity, all 50 states and the District of Columbia have procedures that may detect counterfeit documents. For example, all states are now verifying key personal information, such as Social Security numbers (SSN) through online queries to a Social Security Administration (SSA) database, a significant increase from about a decade ago. This effort helps ensure that the identity information presented belongs to a valid identity and also is not associated with a deceased person. Additionally, most states verify non-citizen applicants' immigration documents with the Department of Homeland Security (DHS) to ensure these individuals have lawful status in the United States. Many states are also using facial recognition techniques to better detect attempts to obtain a license under another's identity. While most states have taken steps required by the REAL ID Act of 2005 (Act), officials in some states indicated that they may not comply with certain provisions--such as re-verifying SSNs for license renewals--because of state laws or concerns that these requirements are unnecessary and burdensome."

An equivalent parallel resistor-inductor-capacitor (RLC) circuit with beam loading for a polarized TM110 dipole-mode cavity is developed and minimum radio-frequency (rf) generator requirements are calculated for the Advanced Photon Source (APS) short-pulse x-ray (SPX) superconducting rf (SRF) crab cavities. A beam-loaded circuit model for polarized TM110 mode crab cavities was derived. The single-cavity minimum steady-state required generator power has been determined for the APS SPX crab cavities for a storage ring current of 200mA DC current as a function of external Q for various vertical offsets including beam tilt and uncontrollable detuning. Calculations to aid machine protection considerations were given.

Federal Employees' Compensation Act: Status of Previously Identified Management Challenges

Correspondence issued by the Government Accountability Office with an abstract that begins "Labor and IGs from employing departments and agencies have consistently reported similar FECA program management challenges, such as oversight and information technology, and have linked these to increased program costs through improper payments. For example, one IG reported in 2007 that its department could not appropriately manage its long-term rolls and contain improper payments because staff assigned to this task spent no more than 10 percent of their time managing cases. Additionally, citing ongoing program weaknesses—mostly related to oversight—IGs have reported avoidable costs at employing departments and agencies, which one department reported were as high as $41 million in 2011. Above and beyond the actions departments and agencies can take to address these challenges, some IGs have also reported that legislative reform is necessary to better manage the program. In an effort to alleviate the impact of management challenges, IGs collectively made over 200 recommendations since 1994, mainly to improve FECA’s oversight, and most of these recommendations have been implemented."

Federal Health Centers

This report provides an overview of the federal health center program including its statutory authority, program requirements, and appropriation levels. The report then describes health centers in general, where they are located, their patient population, and some outcomes associated with health center use. It also describes some federal programs available to assist health center operations including the federally qualified health center (FQHC) designation for Medicare and Medicaid payments. The report then concludes with a brief discussion of issues for Congress such as the potential effects of the ACA on health centers, the health center workforce, and financial considerations for health centers in the context of changing federal and state budgets. Finally, the report has two appendixes that describe (1) FQHC payments for Medicare and Medicaid beneficiaries served at health centers; and (2) programs that are similar to health centers but not authorized in Section 330 of the PHSA.
